Fifty years ago, the conventional way to preserve pave-ment over bridges was to make it thicker.Now, a major highway artery is having its pavement reha-
bilitated by using the newest and best methods possible bybeing as thin as can be.Waters Construction Company of Bridgeport, Conn. is
completing the final phase of a $6.23 million project over a
6 mi. (9.7 km) stretch of I-91 from north of Exit 36 (Route178) to Exit 44 (Route 5) in Windsor, Conn.According to the ConnDOT, the project consists of micro-
milling of bridge decks, repairs to rutted sections of pave-ment, and replacement of catch basin structures, median bar-riers and bridge joints.The entire section of I-91 will then be overlaid with a thin
surface treatment known as Ultra-thin bonded HMA whichis one of several pavement preservation strategies used by
Waters Construction Paves SixMiles of I-91 in Windsor, Conn.

the DOT to extend the service life of the existing highwaysystem.The project was awarded after bid submissions to Waters
Construction in June.Several sub-contractors are working under the auspices of
general contractor Waters. They include:• Ultra-thin overlay laydown — Palmer Paving• Asphaltic Plug Joints – Santoro• Crack fill — Costello Industries• Milling — Black & Boucher• Line Striping — Safety MarkingsWork began on July 18 and is scheduled to be finished by
Thanksgiving, according to John Ford, a project manager atWaters.When the project is complete, more than 550,000 sq. yds.
(459,870 sq m) of Ultra-thin overlay will be put down.
Ultra-Thin Overlay“The project involves the preservation of pavements by
use of an Ultra-thin overlay system,” said Ford. “The projectincludes six miles of I-91 northbound, and six miles of I-91southbound, including HOV lanes and all on and off ramps.Prior to placing the Ultra-thin overlay, the existing roadwaywas repaired in areas where the existing pavement hadcracked; and where the existing pavements had started todeteriorate.”“In the split road areas — mostly evident at the lane line
joints — cracks were cleaned and filled with asphaltic crack
fill sealants,” Ford added. “In areas of pavement degrada-tion, the existing pavement was milled and patched with newHMA. Prior to starting the repair work, the areas wereinspected and marked out. This effort took all of two weeks
to perform at night,” said Ford. “The project also includesreplacement of more than 4,000 linear feet of asphaltic plugjoints [expansion joints], as well as removal and replacementof existing catch basin tops.”According to Ford, by this method, the life of the pave-
ment surface will be extended by about 10 years.Despite the horrible recent weather conditions, including
Hurricane Irene, which blew through New York City, adja-cent Connecticut, Rhode Island and half of New Englandthrough Vermont, and subsequent days of deluges that fol-lowed Irene, Waters Construction Company still plans to fin-ish the job by their scheduled completion date.� “The project is on schedule, even after the incredible
amount of rain that has hit this area over the last threemonths. On the average, we lost at least one night and some-times three nights a week due to rain,” said Ford. “The proj-ect [also] is on budget.”Ford added that, on this type of project, crew sizes fluctu-
ate weekly, sometimes daily, with the only constant being thetraffic pattern crew.“In any one night, there are typically three to four differ-
ent sub-contractors working on both sides of the highway.Coordinating these crews and sign patterns has proven to bethe most critical component to successfully completing thework,” said Ford.
Paving Every HighwayWaters Construction Co. has rehabilitated pavement for
ConnDOT for years. “We have worked on I-95, I-84, I-91, Route. 8, Route. 15,
Route. 9, Route. 7 and many secondary roads,” said Ford.“Our primary work has been hot bituminous overlays, fol-lowing removal of the existing surface via milling. In a cou-ple of projects, we also rehabilitated the underlying concretepavement by removing the failed concrete and replacing itwith high early strength concrete.”Now in its 51st year of business, Waters Construction

PORTSMOUTH, R.I. (AP) A Rhode Island bridge slat-ed for repairs is being closed early after an inspectionrevealed significant deterioration. State Department of Transportation officials said the
Cove Bridge in Portsmouth would be closed to trafficbeginning Nov. 4. The span carries Hummocks Point Roadover a tidal inlet in Portsmouth’s Island Park area. The 50-year-old bridge was already scheduled for
repairs, but officials agreed to keep it open after meetingwith local residents. A recent inspection found “deteriora-tion” significant enough to convince officials they couldn’twait any longer. Officials say they are working with the construction
contractor to quickly begin the $2 million rehabilitationproject this fall. The bridge is expected to reopen late nextspring.
Rhode Island Closes Cove Bridge AfterInspection Reveals Significant Flaws
The New Hampshire Department of Transportationannounced pavement and bridge rehabilitation work is get-ting under way on section of NH Route 101 in Milford-Amherst. This project involves 4.5 mi. (7.2 km) of NHRoute 101 from one-half mi. east of the bridge over NHRoute 13 to just east of the NH Route 122/Baboosic LakeRoad interchange.
A total of seven bridges will be rehabilitated within thisproject area. Brox Industries Inc. of Dracut, Mass., is the general con-
tractor for the $6 million project. George Cairns and SonsInc. of Windham, N.H., is the contractor for the bridge reha-bilitation work. The project is scheduled to be completed inthe fall of 2012.
