The year 2012 marks AJ Penna & SonExcavating Contractors’ 65th anniversary. In 1947, Angelo Penna was discharged from
the Army. His wife Margaret’s father worked inthe construction business in Westport, Conn.Penna worked alongside his wife’s family formany years, learning a trade that would providefor his children for a lifetime.
From Father to SonAs is often the case in family construction
work, after a time, Penna mastered the trade andventured out on his own. His wife helpedhim through the years with the bookkeepingand assisting with estimates and other officework for their new business — AJ Penna &Son Excavating Contractors, located at 46Indian Hill Road in Westport, Conn. The pri-vately-owned and operated excavation andutility company that continues servingFairfield County area. Growth was slow within the company at
first. Employees would be hired from time totime. It hasn’t come fast, but, as operationsmanager Irisel DeJesus said, “Anything thatcomes easy is probably too good to be true.”When son Vinny got old enough, some-
time in 1964, he started to work for his dad. Both father and mother demanded that Vinny
work hard, and he put in many long hours in orderto learn every aspect of the business. In October 1983, Vinny Penna took over the
business. “My father had health issues and Mom needed
to take care of him, and they had faith that I wouldbe able to carry on the name,” said Vinny Penna. Additionally by this time, Vinny had acquired
all his licenses, including sewer and plumbing,

BOSTON (AP) The cost of the Big Dig, including inter-est on borrowing, has mushroomed to nearly $24.3 billion,strangling the state’s ability to fund other critical transporta-tion projects, a legislative oversight hearing was told on July10.
The sobering message, delivered by high-ranking officialsof the Massachusetts Department of Transportation, came aslawmakers and Gov. Deval Patrick’s administration mulllong-term options for financing roads, bridges and publictransit around the state. Though the Big Dig — the nation’s costliest highway

demolition, explosives and more. And as he got each license,Vinny started to expand and provide various new services,such as demolition and various underground facility work.
The firm can handle any size job, while providing eachand every customer — from the individual homeowner tothe largest contractor — with what they call a “personal levelof service.” The company provides water, sewer, septic,drainage installation and underground utility installation andrepair services, as well as site preparation, snow plowing andremoval services to commercial and residential claims.
Vinny’s two sons are now actively involved in the busi-ness, the family’s third generation. They hope to be involvedfor many years, like Ralph S., who was an operator/foremanfor more than 30 years, retiring in 2011. Or Robert C., alsoan operator foreman who started with Vinny’s father Angelo,and stayed with the core of five employees who launched thepresent company through the last three decades.
There also is the dedicated Robin M., who took care of thebookkeeping, assisted with much of the paperwork and hasbeen the overall office manager and bookkeeper since VinnyPenna took over company operations in 1983.
“In the beginning, Robin did this on a part-time basis,”said Vinny. “Then, eventually, I hired her full-time because Iknew she would be a tremendous asset to the company.”
It is the core of solid employees like the three R’s — no,not reading, writing and ‘rithmatic, but Ralph, Robert andRobin — that has kept AJ Penna on such solid footing. Itgives Penna the strength to adapt through economic down-turns and changes in regulations and in the industry itself.
“Back in the 80s, early 90s, there was a serious downturnin construction and I did my best to conserve. I worked andlabored and did what I could in the field as a worker,” saidPenna. “I kept my key people, which was just about fourguys. They saw me through the years, these guys. I just con-stantly tried to network and every job I performed I did myabsolute best.
“Then, networking with the municipalities during thistime helped. Additionally, around this time, I had [acquired]the City of Norwalk drainage project, and that helpedtremendously in stabilizing the company,” he added.
The Penna family believes you continue to survive tougheconomic times by fine workmanship, timeliness of work,quality, listening, being on call day and night and more.
“What our company has historically done the best is pro-vide outstanding customer services, making every client feelthat their project and the successful completion of it is ourpriority,” said Penna’s son. “This philosophy has become ourtrademark and directly relates to our staying power and thefostering of beneficial relationships through the decades.
“This business, like most others, is about people, howthey are treated and the feeling they are left with can, andwill, steer the direction, and, ultimately, the success of yourorganization.”
It also doesn’t hurt to be clean.“The cleanliness of his equipment and trucks also is very
important. This concern was carried down through Vinny’sfather as well,” added operations manager DeJesus.

Big Dig Payments Scheduledto Continue Through 2038owes about $9.3 billion in principal andinterest on the Big Dig and related projectswith payments scheduled to continuethrough 2038, according to a summary pre-sented to the House Post Audit andOversight Committee. Annual debt service was
pegged at roughly $550 mil-lion, including debt owed bythe Massachusetts BayTransportation Authority onpublic transit improvementsthat were mandated as part ofthe original approval processfor the Big Dig. “We did not build this, but
it’s ours to manage,” saidstate Secretary ofTransportation RichardDavey, noting he was ingrammar school when theproject was first conceived inthe 1970s. Key elements of the Big
Dig included demolition of the overheadsection of Interstate 93 in Boston andreplacement with an underground tunnel,and extension of Interstate 90 to LoganInternational Airport. Recent cost estimatesof $15 billion did not account for the morethan $8 billion in interest already paid or cur-rently owed, which officials said provides atruer picture of the project’s overall cost. The federal government contributed about
$7 billion toward the Big Dig, which wasplagued by cost overruns and shoddy con-struction. In 2006, a woman was killed byfalling ceiling panels in an I-90 tunnel, lead-ing to multimillion settlements with contrac-tors. More recently, the state was forced to
shore up thousands of corroded light fixturesinside the Thomas P. “Tip” O’Neill tunnelafter a 110-lb. fixture broke free and crashedto the pavement. Dana Levenson, chief financial officer of
MassDOT, said despite its steep costs theBig Dig has improved transportation andquality of life in the Boston area. But he toldthe panel that it was keeping the state fromaddressing other priorities. “The magnitude of the debt and the atten-
dant debt service required ... certainly keepsus from tackling not only desirable but nec-essary capital projects for the good of theCommonwealth, its taxpayers and trans-portation users,” he said. The nearly $24.3 billion price tag present-
ed on July 10 does not include Big Dig-relat-ed projects still awaiting completion, includ-
ing a $1.3 billion extension of the MBTA’sGreen Line, which would likely requireadditional borrowing, officials said. The MBTA raised fares an average 23
percent on July 1 to help close a deficitresulting in part from its $1.6 billion share ofthe Big Dig debt. Officials have warned of
another deficit and the need for more farehikes and service cuts next year without along-term fix. Also not included in the Big Dig cost
analysis were maintenance expenses for thehighway system, much of which is paid forthrough tolls collected on the MassachusettsTurnpike, Boston Harbor tunnels and TobinBridge, Levenson noted. The tolls have long been a bone of con-
tention for turnpike users who live west ofthe city and have complained of paying tollsto support the I-93 project, which largelyserves daily commuters from north andsouth of the city. Rep. David Linksy, a Natick Democrat
who chairs the oversight panel, told reportersafter the hearing that his constituents in thewestern suburbs should not be forced toshoulder the Big Dig debt. “One revenue stream I’m not interested in

hard-pressed to offer alternative fundingsolutions for the state’s transportation needs.Past suggestions, such as higher gasolinetaxes, have met strong political opposition. The Big Dig debt is “a drain of 550 mil-
lion out of state resources that could be goingto bridge, road construction elsewhere,” saidRep. George Peterson, a Grafton Republicanand the assistant House minority leader. “Butundoubtedly we are going to have to comeup with revenue.”

break in the vicinity of a pond. The joblasted about 72 hours. Just the coordi-nation of rotating guys, coordinatingmaterials, getting pumps, etc., was achallenge,” DeJesus added. “However,this is the kind of work that Penna isbuilt for, and experienced to performwith excellence.” Another major project that Penna
tackled was The Scofield Project. InOctober 2009, the city of NorthStamford approved a $2 million plan tobring public water lines to four citystreets after a federal government studyshowed hazardous levels of pesticidesin the soil in nearby Scofield Park.Aquarion Water Company selected
Penna to install a new water main andthe hookups to more than 100 homes tothat main. Over the next six months,
the Penna crew successfully installedmore than 4,000 ft. (1,219 m) of watermain and connected 109 structures toit.

TIGER Funds to AccelerateProvidence Viaduct ProjectGov. Lincoln D. Chafee and the Rhode
Island Department of Transportation(RIDOT) announced that the receipt of $10million from the U.S. Department ofTransportation's TIGER (TransportationInvestment Generating EconomicRecovery) grant program will allow thedepartment to accelerate the rehabilitation ofthe Providence Viaduct and begin work latethis year. This 1,290-ft. (393.2 m) multi-spanbridge carries I-95 through the heart ofProvidence and carries more traffic than anyother segment of the interstate in RhodeIsland.RIDOT intends to replace this bridge in
phases to minimize the impact of its estimat-ed $169 million cost by spreading it overseveral years. The additional funding fromthe grant will allow RIDOT to begin the firstphase a full year earlier than expected. It isthe department’s goal to advertise for con-struction bids later this summer and secure acontractor for the project by the end of theyear. It is anticipated that the contractor willdo preparatory work over the winter andbreak ground in spring 2013.The Providence Viaduct crosses the
Woonasquatucket River, Route 6, Amtrak’sNortheast Corridor and other ramps andlocal roads. It carries an average of 160,000vehicles per day. While safe for all traffic, the48-year-old bridge has significant deteriora-
tion to its deck and main structural steelcomponents. The bridge’s replacement is atop priority before additional funds have tobe spent on emergency repairs.With the additional grant funding in hand,
the department estimates that it can completethe first phase of construction in three years,wrapping up by late 2015. This work willinclude construction of a new bridge for I-95southbound and relocation of traffic on I-95South to the new bridge. This phase also willinclude construction of a new AtwellsAvenue off-ramp (Exit 21) and modifica-tions to the ramp from I-95 South to Route 6West (Exit 22B).Through three additional phases, RIDOT
will relocate I-95 northbound traffic to theoriginal southbound bridge, replace theexisting I-95 North bridge, and demolish theoriginal highway bridges once all traffic hasbeen relocated to new structures. Partialreconstruction of the on-ramps to the north-bound structure also is included in the proj-ect. All of the work is projected to be com-pleted in 2018.Additional information on the project and
