This project involves reconstructing the I-95/I- 91/Route 34 interchange to accommodate lanes from the new Pearl Harbor Memorial Bridge (Q-Bridge) in New Haven, Conn., and improve interstate travel. The $357 million project extends 1 mi. (1.6 km) along I-95 from the western project limit at Interchange 46 (Sargent/Long Wharf Drive) to the eastern proj- ect limit at approximately East Street, and 3,500 ft. (1,067 m) along I-91, between Ives Place and Route 34. The project is being funded by the Federal Highway Administration (90 percent) and the state (10 per- cent). “The reconstruction will pro- vide three travel lanes on I-95 through the Interchange with the elimination of the left lane exit and entrance ramps and provide a two-lane connection to I-91,” stated the web page for the proj- ect. “Included in the reconstruc- tion are 21 new or modified bridges and twenty one retaining walls. To be more specific, I-91 over Chapel Street, I-91 over Wooster Street on-ramp to I-95 northbound, multiple I-95 and I- 91 crossings over Water Street, Route 34 westbound over Water — we all need plenty of it to survive, yet most of us probably don’t stop to think of just how we gain access to clean, fresh water daily. projects. In 1984, the company purchased its first JCB backhoe

loader, which it still uses regularly today, for tasks from fix-ing water leaks and sewer repair to water valve and hydrantreplacement. “For 32 years, that machine has been our go-to, and it has

helped us get our job done quickly and efficiently,” said

Leighton. “It’s a great feeling to have trust like that in a prod-uct, to be confident that it will work smoothly and not haveto worry about mishaps or breakdowns.”When it comes to creating a backhoe loader for excavat-

ing, loading and roading, JCB knows a thing or two. In fact,JCB was the inventor of the innovative backhoe loaderdesign and remains the top backhoe manufacturer today —manufacturing almost half of all backhoe loaders producedin the world.

The Right Tool for the JobIn 2015, the team at LWSD recognized a need for a sec-

ond backhoe loader to help them with an abundance of proj-ects, so they began looking into options to ensure they wouldmake the right choice.“We did a lot of research as far as factors like price and

how they work,” explained Leighton. “I also talked to myoperator who would be using the machine daily.” The team discussed three or four backhoes from different

manufacturers, but they decided they would prefer to findanother JCB machine. “My operator loves using that JCB backhoe and has a

smile a mile wide on his face every time he sits in that seat,”said Leighton.Jim and his team then contacted Northland JCB, the JCB

dealership they had worked with for parts on the old JCBmachine. “We’ve had a great relationship with the company over

the years, and once again, they did not let us down,”explained Leighton. “Luckily, they were able to find us anewer model of the same JCB backhoe we’d grown to lovethat was in our price range with all of the options we werelooking for.” Thirty-two years later, Jim and his team still use the first

JCB machine they purchased every day, along with the newJCB backhoe loader they recently purchased.

The Rhode Island Department ofTransportation (RIDOT) announcedthe first publication of its quarterlyreport for RhodeWorks, which repre-sents the department’s new way ofdoing business. The report is avail-able on RIDOT’s website atwww.dot.ri.gov/performance.“This is a new way of doing busi-

ness for RIDOT,” Peter Alviti Jr.,director said. “We’re creating a cul-ture of accountability and transform-ing the organization into one that isfully capable and committed to deliv-ering on its promises of rebuildingRhode Island’s infrastructure.”RIDOT was given a mandate by

the governor, the general assemblyand Rhode Island taxpayers to fix itsroads and bridges, fix the departmentand ensure accountability and trans-parency. As such, RIDOT has spentthe last year developing a 10-yearplan, and ensuring funding mecha-nisms to support it. RhodeWorkspassed in February, and the depart-ment has a tremendous responsibility

to make sure it is implemented effi-ciently and effectively, it said.In addition, RIDOT is in the midst

of its reorganization, which wasapproved by the general assemblylast spring. At its center is the imple-mentation of a project managementapproach, where the project managerhas oversight of a project from startto finish, meaning there is a singlepoint of accountability over the life-time of the project. Moreover, sched-ules and budgets are developed forevery project, and RIDOT will usethis tool to help manage and deliverprojects on time and on budget.Aside from having access to this

information online, the public will beable to monitor progress on newRIDOT projects through new projectaccountability signs posted in thecoming weeks at RIDOT’s currentand upcoming projects. The signswill clearly indicate when new proj-ects are expected to begin, and whencurrent projects are set to be finishedand at what cost. The signs also will

include color coded markers — muchlike a traffic signal — indicating ingreen, yellow and red that the projectis on time and on budget, or if it isnot.This quarterly report is an impor-

tant first step toward earning the pub-lic’s trust in the department and beingaccountable to the taxpayers of thestate of Rhode Island. Going beyondthe statutory requirement of theRhodeWorks legislation, the reportalso includes updates on key accom-plishments during the quarter; per-sonnel and organizational structure ofthe department; construction contractawards; bridge condition informa-tion; safety information; maintenanceand winter operations; special proj-ects; and RIDOT’s efforts towardresolving legacy issues.For more information, visit

RIDOT Releases Its First RhodeWorksQuarterly Report During Reorganization

Turbine Blades Arrive in R.I. for Block Island Wind FarmOffshore construction

activities are beginning toramp up for the Block IslandWind Farm, with the arrivalof the 240-ft. (73 m) longturbine blades at DeepwaterWind and GE’s assemblyfacility at ProvPort.Local stevedores began

offloading the 15 blades atthe Providence port facility.The blades, and the towersections already assembledthere, are scheduled to trav-el by boat to the BlockIsland Wind Farm site in the beginning ofAugust.GE is supplying the 6-megawatt Haliade

150 offshore wind turbines for the BlockIsland Wind Farm. The blades were built inDenmark by GE’s subcontractor, LM WindPower.Meanwhile, installation of the submarine

cables for the wind farm and the Island’snew connection to the mainland are makingsignificant progress: The 6.5-mi. (10.5 km)submarine cable connecting the wind farm

to Block Island has been installed. In addi-tion, National Grid’s 17-mi. (27 km)sea2shore cable connection between BlockIsland and mainland Rhode Island reached amajor milestone with the successful landingof the cable on Block Island’s shore. In July,Deepwater Wind will complete the cableconnections between the wind turbinesthemselves.

Full shoulders, a new medi-an barrier, drainage, signing, and lighting will beprovided on I-95 throughout the program limits.”The project was designed by H.W. Lochner and

URS. Construction began in April 2011.“Contract E is being done to accommodate the

new alignment of the newly built Q Bridge to pro-vide a two-lane connection, interstate-to-inter-state,” said Vlad Kaminsky, ConnDOT’s supervis-ing engineer overseeing the “E” project. “It’s partof the reconstruction of the interchange for I-95, I-91 and Route 34 to provide three lanes in eachdirection of I-95. We just increased the capacity ofI-95 in the vicinity of the Q Bridge. The originalinterchange was built in the 1950s — it wasdesigned to accommodate 14,000 vehicles per-dayand right now it accommodates 160,000 vehiclesper-day. The new Q-bridge is designed for a serv-ice life of up to 100 years. The main challenge for the project was to build

a new interchange on the footprint of the existing inter-change and simultaneously accommodate the traffic.“We’re talking about the gateway to New England and we

did not have the option to close even one lane of the existinginterchange,” said Kaminsky. “The job was divided into sixstages, with each stage to have at least three sub-stages.Sometimes we were looking for six to eight traffic shifts justto start a new stage. We had to remove 21 existing bridgesand replace them with 19 new ones designed to meet orexceed the latest American Association of State Highwayand Transportation Officials design requirements.”Kaminsky noted that the project is a success due to the

“team effort” spirit that has united the contractor, designer,and ConnDOT.“This is a big and complicated project,” he said, “and there

are more than 5,000 sheets in the design plans, which are

divided into 13 design subsets. The job is running under-budget and we’re one month ahead of schedule. We’re work-ing nearly 24 hours a day and with no winter shut-downs.Close attention is paid to the schedule. Some of the work isnot feasible to be done in the winter due to temperaturerestrictions, so we focused on demolition.”The considerable night work had to contend with signifi-

cant traffic and work zone safety provisions were enhanced. ConnDOT has an onsite team, including a project engi-

neer and variety of engineering professionals and inspectorsto continuously monitor the construction activities andrespond to differing site conditions.“We’ve done a few of these ‘Q corridor’ projects,” said

John Gemetro, an O&G vice president, who pointed out thatthe company completed the C1 and C2 contracts. “We justfinished the last setting of new structural steel. There is some

concrete work left to do, but the majority of thework is more civil right now — milling, paving,bridge joints, and overhead signs.”For many years the majority of the work focused

on the bridges, and much of the project has beensubject to stage changes.“We’ve moved a lot of traffic ramps and traffic

on I-95 and I-91 so that we could do all the struc-tures in phases,” said Gemetro. “We had a numberof bridges being built simultaneously. The big thingfor us is moving traffic. We had 28 minor stagechanges and 14 major ones. Even if we were theonly contractor here, that would be a challengingissue.”Gemetro praised the efforts of the O&G engi-

neers and those with ConnDOT.“We’re very good with turnaround times for the

review process and it helped with our scheduling,”he said. “We have very seasoned crews and most of our over-head staff has been with us for quite a while. The bridgesthemselves were not very unique, but there were peaks andvalleys in the schedule. The winter of 2014/15 was verychallenging and as soon as the weather broke in the spring,the entire job site was working overtime for the duration ofthe year. It was a challenge to keep up with the momentum.“When we assembled the final section of the existing

Pearl Harbor Memorial Bridge and took down the last sec-tion of it,” he added, “it was a historic moment for us. Fromthat point we constructed the new span. With all the work wehave done so far, the big picture is now coming into play andwe can tie everything together.” The work has the crews doing day and night shifts from

Mondays to Fridays, with nearly 150 JV and subcontractor

personnel on the day shift and 50 at night.The subcontractors include: High Steel

Structures for the fabrication of structuralsteel; Oldcastle Precast for concrete pile andbarrier; Ducci Electrical for the lumination;ADF Industries for the guardrail and over-head signs; Star Construction for thedrainage work; and Santoro Inc., for bridgejoints.

The project will see the movement of379,305 cu. yds. (290,000 cu m) of earth;65,397.5 cu. yds. (50,000 cu m) of structuralconcrete; 78,477 cu. yds. (60,000 cu m) ofprecast structural piles; 150,000 tons(136,078 t) of asphalt; 10.8 million lbs. (4.9million kg) of structural steel; and 19,685 ft.(6,000 m) of precast barrier.

“All of the concrete demolition materialand bituminous concrete millings werebrought to a subcontracted recycling facilityto be turned into a process material whichwas use on the project for various gravelrelated items,” said Gemetro. “Onsite stor-age was not a big concern other than thedelivery of the new structural steel. In somecases it was delivered and set in place all inone motion because of the size of the gird-ers.”

A substantial amount of equipment isbeing used, including: Manitowoc cranes —an M250, a 14000, and a 165-ton (150 t)crane; Cat D4 and D6 dozers; Cat 318, 321,322, 328, 220 and 345 backhoes; Kenworthtrucks; Cat 966 loaders; Cat and IR rollers;and 860 JLG manlifts.

“A constant occurrence on this projectwas relocating the cranes,” said Gemetro.

“These cranes were dismantled numeroustimes — at some point the mechanics couldprobably take a crane apart blindfolded.Keeping the equipment running around theclock has been a big challenge for our onsitemechanics. It is most important to makesure everything is running for the night creweach night. General maintenance has gonewell on site with major repairs and yearlyinspections being done at our offsite repairfacility. Kevin O’Connell of ShawmutEquipment has been a big help with thecranes along with D.C. Rental’s for the JLGmanlifts.”

“This project is not something that justanybody can do,” he said. “We have reallygood crews and as with everything, the moreyou do it, the better the whole operation willproceed efficiently, be it the dismantling ofcranes or the building of bridges. We have asuperb relationship with ConnDOT, theengineers, and designers. This project willturn out to be a great success for the ownerand us, and it has a lot to do with everyonehaving a positive attitude.”

Gemetro noted that Tutor Perini wasresponsible for much of the engineering forthe demolition of the existing bridges andsteel erection of the new bridges.

“We’ve done a number of joint-ventureswith Tutor Perini across the country,” hesaid. “We mainly work in Connecticut andMassachusetts, but have been involved inprojects in California, Illinois, Louisiana,and New York.”
