In April 2014, the PalmerMotorsports Park projectwas shown the green flagand construction soon beganon the state’s first privateroad racing course. The trackwill be used for driver train-ing, demonstrations, vehicletesting, a range of motor-sports and competitions. To ensure driver safety,

PROVIDENCE, R.I. (AP) Rhode Island has not experi-enced as precipitous of a drop in federal highway dollars asother states have, but its share of the funding is still notenough to address an aging network of roads, highways andbridges. Nearly half of the 1,100 miles of state-maintained roads
are in fair or worse condition, according to the stateDepartment of Transportation. About 20 percent of the state’s bridges are considered
structurally deficient. Eight of the 11 bridges at the inter-change of Routes 6 and 10 are more than 50 years old and inpoor condition, the DOT said. “The rate of decay is faster than the rate of repair,’’ said

Volvo machines. EJ Paving’sVolvo machines are part ofits 100-strong equipmentfleet. The company employsa staff of more than 50,which includes ten man-agers, two mechanics, officepersonnel and 35 equipmentoperators, truck drivers andlaborers.
“This is a unique job thatrequires specific pavingrequirements,” said JohnSullivan, paving director andgeneral manager at EJPaving. “We are using aVolvo P7110 and a VolvoPF4410 paver to lay theasphalt track, along with three double drumcompactors — two Volvo DD112 asphaltcompactors and one Volvo DD14. TheP7110 is being used for 90 percent of thepaving work, and the DD112 was selectedfor its ability to meet the high compactionspecs of this job.”
The Importance of Having theRight Gear

(12 m) wide trackwill feature 15 turns and an elevation of 190ft. (58 m), with the topography of the siteand surrounding hills creating an acousticbuffer.
EJ Paving has been contracted to com-plete the track with pits, garage areas and anaccess road leading to the race course, plac-ing more than 24,000 tons (21,772 t) ofasphalt. The project’s specifications requirea coarse aggregate stone, 2 ½ in. (6.3 cm)thick as a base layer. The top coat is a warmmix design of ½ in. (1.3 cm) latex modifiedpolymer installed at a 2 ½ in. lift. The jobpresents several challenges due to theunique nature of the track as the courseneeds to reach a compaction density of 97percent. A transfer machine feeds the paverfor the top coat, since a heavy contactbetween the truck and paver could createsurface imperfections on the finished mat.
The 40 ft. wide track is only allowed onelongitudinal joint — right down the middle,which means the pavers have to lay two sep-arate 20 ft. (6 m) passes, side-by-side. Witha maximum paving width of 26 ft. (7.9 m),the P7110 easily manages the two passes. In
addition, the track features 15 turns, sometight and others steep, up to a 20 percentincline. The P7110 has rubber tracks and thelargest surface area in the paving industry,providing the traction and stability requiredto hold the steep banks without slipping.

of our Volvo equipment,” said WilliamMuse, EJ’s onsite paving superintendent,with more than 23 years in the industry. “Inparticular, the operators are satisfied withthe visibility the pavers offer which makesoperation easier and helping to ensure thesafety of everyone on site, and the machinesproduce a high quality mat.”
Added Sullivan, “We have always hadgreat customer support from our local deal-er, Woodco Machinery, and they have excel-lent 24/7 field service. Woodco has alwaysbeen there for us, which is one of the mainreasons why we stay with Volvo.”

Figures compiled by The Associated Pressshow the amount of inflation-adjusted feder-al highway money available to Rhode Islandfell by 4.6 percent from 2008 to 2013.Nationally, the funding declined 10.9 per-cent, on average, on an inflation-adjustedbasis.
U.S. Sen. Jack Reed said the impact onRhode Island is still significant because thestate relies heavily on its federal resources
and its infrastructure is older. The state receives about $220 million a
year in federal funds for highway, bridge andtransportation projects, which is the bulk ofthe funding used for that work.
Last year the General Assembly created afund for transportation infrastructure proj-ects and gradually redirected vehicle-relatedfees that go to the state’s general fund to it. Acontentious new toll on the Sakonnet RiverBridge was eliminated, but some vehiclefees went up and a 1-cent gas tax was estab-lished, starting July 1, 2015, to raise revenue.
“Rhode Island has been addressing itsown transportation funding shortfalls withincreased fees and a dedication of a greatershare of existing resources to maintainingand restoring our infrastructure,’’ HouseSpeaker Nicholas Mattiello said. “This will
help diversify the state’s resources in thelong term, but there is no short-term substi-tute for federal highway funds.’’
State Sen. Louis DiPalma said the stateneeds to look at alternatives to the gas tax fortransportation upgrades. He plans to intro-duce a bill this session to create a special leg-islative commission to work on the issue.
“I’m hopeful that Congress will do some-thing about transportation funding, but wealso need to take matters into our own
hands,’’ he said. Reed, the ranking
Democrat on the Senatetransportation subcommittee,said he’s working to get fed-eral funding for the “huge’’list of deferred maintenanceprojects. U.S. Sen. SheldonWhitehouse said he’s tryingto get a federal grant to repairthe antiquated interchange ofRoutes 6 and 10.
“We’re just going to letthese bridges and roadscrumble? And then 10 yearsfrom now, 20 years fromnow, somebody else can fig-
ure out what to do about it? I think we shoulddo it now,’’ Reed said. “Or you’re going tosee, with increasing frequency, bridges thatcan’t be used.’’
Raimondo said Rhode Island needs “thevery best highway and transit infrastructure’’to attract people and businesses to the state,create jobs and strengthen the economy. Shesaid her forthcoming budget will outlinemore specific proposals.
“Fixing a bridge or repaving a road, theseare the basic minimum services that govern-ment must provide,’’ Raimondo said. “Weneed certainty on future transportation fund-ing and we need to fix our aging roads andbridges.’’
