NEW COMMUNITY ECONOMY

--- Three strands of the new community economy. Mondragaon--Place-based, community-rooted institutions with democratic governance practice that launch social enterprises in a variety of sectors and keep them coordinated. Anchor Institution--- both accountability work around large-scale development led by regional authorities and a blended model, seen in Cleveland and what well hear about from the Bronx, where large institions partner with community-based enterprise, and then theres the consciousness movements around localism in which local supply chains gain brand advantage by virute of being local, and that consciousness drives the expansion of local systems.

To some extent we strive to incorporate all three, but the core is a synthesis of organizing and place-based and sector-based enterprise1Should also have 1199 logo here.

CLASS & RACE PRIVILEGEIn all of our social enterprise work, were working to avoid the creation of a a localist paradise for privileged people. That means bringing an analysis of racism and classism to the social enteprises were working to build both in terms of how theyre governed and also who they serve.2Place-based synthesis of community organizing and CDC neighborhood and business developmentLaunch social enterprises in a range of sectors and with a variety of legal forms, coordinated by PUSHStrong commitment to social mobilization, accountability campaigns and democratic voiceBuild a community-based anchor institution to obtain and allocate capitalCOMMUNITY CONTROL OF CAPITALONE WAY FORWARD:--Place-based, membership organization. We have about 350 dues paying members on the West Side of Buffalo, a diverse, low-income community.

--Flexibility in the legal forms our social enterprses take. One, is a wholly owned nonprofit subsidiary, one is an association of 8 contractors managed by PUSH and a third is managed by PUSH directly

--All of our social enterprises tie to our community organizing agenda. Our organizing around energy efficiency policy reform and affordable housing help to drive the expansion of our enterprises.

--Our organizing campaigns and our social enterprises are coordinated by PUSHs board of directors and the committees it creates3

CASE STUDY: PUSH BUFFALO---Social enterprise came out of an assessment of the different kinds of undervalued capital in our neighborhood. One was land and buildings. We bought these three contiguous lots for a combined $1500. Now 20 families produce substantial food on them annually. Another is people. Jen is at the center of our management spoke, worked as a short-order cook for 20 years. Tato works for PUSH Blue, our sustainable landscaping enterprise and is an expert gardener.

Some of our work, like urban ag, is not revenue producing, but it produces mutual aid and social capital4

Community planning; community mobilization; leadership development; grassroots governanceBUILDING BLOCKS:Both our community organizing and our social enterprise includes spaces for intentional leadership development. Worked with NPA and internally to develop systems of training and governance.5

COMMUNITY PLANNINGOur entry point for social enterprise came from organizing our membership base around a vision for the neighborhood we live in, the West Side, through that process of planning for what we call our Green Development Zone, we developed planning practices and committees that guide all of our development. Terri Richard planning for a major infrastructure development in the heart of our neighborhood.6COMMUNITY MOBILIZATION

Campaigns around energy efficiency policy, around utility accountabilty and around abandoned housing. First helped to spawn GJ/GNY, which as implemented has put PUSH at the central coordinating entity of the residential energy efficiency industry in WNY, the second has helped to resource that industry, and the third helped us win resources for our enteprise work in housing development7

Seize the moment of Buffalo Billion.LESSONS LEARNEDWe have to know our sectors and choose them wisely. In our case its about building on assets, human capital and knowledge base that comes from our Green Development Zone. Tremendous pride comes out of that.

Therefore were working more in partnership with local groups and Im working to use my own leverage as a member of the REDC to leverage major investments in anchor institutions and through Buffalo Billion.32Capitalize PUSH weatherization co-operativeExpand PUSH Green and PUSH Blue market shareContinue to use Green Development Zone to incubate new enterprise and campaigns.Expand engagement with anchor institutions through Open BuffaloNEXT STEPS
