past years within TSSA, its Advisory Council,

and the ministry concerning the

administration of the regulation.

The Ministry of Government and Consumer

Services, in collaboration with TSSA, established a

14-member panel to:

Review and provide feedback

Discuss and agree on the model to address

long-standing challenges associated with the

application of the Boilers and Pressure Vessels

regulation.

1) Non-compliance with regard to TSSA's issuance of

BPV authorizations (Certificates of Inspection)

2) Structural deficit in the BPV Safety Program ($1MM

annually)

3) No central database for storing BPV data

4) Limitations in oversight of periodic inspections

conducted by insurers

5) Confusion regarding regulatory requirements for

periodic inspection of piping and fittings

TSSA will issue Certificate of Inspection (COI) directly

to owners of BPV equipment.

The COI will be issued as authorization to legally

operate a BPV after a passed periodic inspection and

upon submission of a Record of Inspection (ROI) to

TSSA by the inspector/insurer.

Owners of boilers and pressure vessels will pay a

COI fee (per object) to TSSA.

Inspection frequency = 1yr $40

Inspection frequency = 2yr $80

Inspection frequency = 3yr $115

TSSA will maintain database of device-specific

periodic inspection information

TSSA will implement an audit and attestation

program to provide oversight of periodic

inspections conducted by insurers.

Triennial audit fee of $4,100 will apply to

insurers who underwrite boiler and

machinery insurance in Ontario.

The audit fee for inspection agencies

licensed by TSSA remains unchanged.

Changes come into effect on July 1, 2018

Owner/Operator Responsibilities

Insurer has up to 30 days to issue a record of

inspection

Owners / operators have up to 30 days to apply

for COI, including fee payment

Owner / operator shall notify TSSA of the

following changes:

a. Removal from service (Boiler Removal Form)

b. Change in owner or operator

c. Change in insurer

d. Equipment unsafe to operate - notify insurer.

When in doubt, call your insurer!
