Foreword The new animal product industries have experienced significant growth over the past decade and now have sales of over $200m/year, with over 50% exported. These industries offer important opportunities for diversification of traditional farm operations, as well as specialised enterprises in their own right. For the NAP supply chains to be internationally competitive the processing activity, and abattoir tasks in particular, take on added importance. Being typically small industries it is an important challenge to start-up and establish an abattoir in a location that can attract sufficient supply of livestock to enable plant capacity to be fully utilised and low processing costs realized. Improved knowledge about the abattoir resource is expected to be useful for producers, processors and support service providers. It will enable them to make informed decisions about plans for development, expansion and procurement of land, labour and capital. At RIRDC we have regular inquiry from entrepreneurial producers seeking information about where they can have animals processed. This publication identifies and examines the abattoir resource for NAP industries in all states of Australia. Data have been collected from abattoir owners and various Commonwealth and State departments of agriculture, health, quarantine, industry and regional development. This project was funded from RIRDC Core Funds which are provided by the Australian Government. Executive Summary What the report is about This report describes the spread and location of processing facilities, mainly abattoirs, for NAP industries across Australia. It includes contacts for the major processing facilities and a brief description of their facilities, management practices and compliance with various standards. Who is the report targeted at? Improved knowledge about the abattoir resource is expected to be useful for all supply chain participants including producers, processors and support service providers, as well as buyers. It will enable them to make informed decisions about contract processing and plans for development, expansion and procurement of land, labour and capital. Buyers of products are also likely to be interested in knowing where they can source NAP products and what the operational standards are. Aims/Objectives The project aim was to identify and document the abattoirs being used in Australia for processing new animal species.
Methods used Data have been collected from abattoir owners and various Commonwealth and State departments of agriculture, health, quarantine, industry and regional development. The data were collected largely by extensive telephone interviews. Results/Key findings In relation to the objectives of the report we have found there is a significant NAP processing resource in Australia. It’s an industry in its own right and it’s larger and more widespread than we anticipated. Implications and Recommendations for relevant stakeholders The results of this study have several implications. First, this might be considered as the first edition of an ongoing compendium that could be updated, say, every two years. It could also be enhanced by establishing an online web site to enable continuous updating of information about processors. Second, the identification of the NAP processors creates the potential for an NAP processing industry that could be used to advance industry policy for processors and to interface with regulators about various issues including export licensing, traceability and quality management. Third, the report is expected to be a valuable aid for buyers, who are often located in overseas countries with little information about how to source product from Australia.

1. Introduction
Background to the research The meat processing activity in the animal supply chains, both new and traditional animals, is subject to significant change. This change is driven by the need to be internationally competitive in both export and domestic markets. Competitiveness is achieved by structural adjustment, adoption of new labour saving technology, introduction of new opportunities to recover valuable co-products during processing and compliance with new regulations affecting both environmental and health management standards. The abattoir activity is typically, but not always (due to live export possibilities), an essential activity in the supply chain. The viability of an abattoir depends in part on the location. It needs to have reliable, low cost access to labour, raw materials (mainly live animals) and transport facilities (road, rail, air or sea).
This report identifies and documents the existing new animal processing facilities in Australia. A national map of the new animal processing facilities is expected to facilitate improved planning for expansion and investment in processing facilities. It should also help producers in their decisions to locate and expand or outsource processing activities. It should also help AQIS and other regulators to have better knowledge of processing facilities. And it will help buyers of products locate suppliers who can best meet their needs.
The annual value of livestock and products traded from new animal product industries exceeds $200 million/year with over 50% traded on export markets. An approximate estimate of the abattoir processing costs in Australia across all of these industries is $40m/year. (This is based on 80% of $200m being processed and abattoir costs being equivalent to 25% of the value of farm production). While some of these animals (e.g. buffalo) can be traded as live animals, for most this is not a viable option and abattoir facilities are required if the industry is to exist at all. But abattoirs typically feature strong economies of scale which can only be realized with reliable and low cost access to live animals. With inward freight costs also being a potentially limiting factor there is a need for production capacity to be located within a relatively short distance of the abattoir. Abattoir processing costs were identified as relatively high cost activities in the Wondu report on “Adding Value to New Animal Product Supply Chains “ (RIRDC Publication No. 04/166). A decision to invest in an abattoir for new animal products is complex in terms of location, access to supply and plant capacity. A number of abattoirs have encountered financial problems because of location and raw material sourcing problems.
Study Objectives The project objective was to identify and document the location, assets and processing costs of abattoirs used for processing new animal species. Processing costs are not documented for two reasons. First, the majority of processors were not willing to participate in the study if costs were to be documented. Second, costs vary significantly over time and across clients. For this reason any documentation of costs of processing could mislead readers.
Research strategy and methodology Information has been collected, in order, through three channels: • Official information from relevant Local, State and Commonwealth authorities, involved in regulation and
regular collection of data from processors. • Industry associations and public databases.

• Primary data through field visits and a survey of industry participants. Information providers contributed valuable time in responding to our survey and dealing with telephone calls and meetings. The information sought and largely collected covered the following: 1. Location of the processing facility. 2. Location and costs of sourcing animals. 3. Types and numbers of animals processed during 2006. 4. Quantity of production 5. Regulations (environmental, export, health etc.) applicable to each facility. 6. Licenses held and license fees. 7. Assets: land, buildings, equipment, personnel 8. Killing fees, and boning and packaging cost (where applicable). The data have been assembled as a statement of situation in 2007for the location and development of processing facilities for new animal products. It has been recorded in an Excel/Access database, which lends itself to regular updates. While users of the data would have to do individual assessments for specific investments this interpretation should provide useful background to these assessments.
1.4 Scope of this study The study is confined to Australia and covers all the processing facilities of the new animal product industries including bison, buffalo, camel, crocodile, ducks and geese, emus, goats, horses, kangaroos, ostriches, rabbits, sheep, squabs, turkey and yabby.
