Monroe Doctrine An attack on South America violates the Monroe Doctrine and allows the US to declare war on the Attacker. Pan American Nations (Brazil, Mexico, Peru, Bolivia, Paraguay, Columbia, Venezuela): The US may attempt to align these nations once the US is at war with another major power. To align any of these nations the US player lends money to the nation up to 3 IPP. The US player then makes a dice roll (D12). If the roll is less than or equal to the money lent the nation will Align with the US. Add +1 to the number needed if Enemy submarines hunted IPP off the nations coast (whether successful or not) during the last turn.
