Section 1 – Background Recommendation 4.5 within the Netball in NSW Statewide Facility Strategy proposes that Netball NSW undertake a biennial Facilities Needs and Demands Assessment process, in order to develop a biennial Netball NSW Infrastructure Priorities Paper to support NNSW Association facilities planning, as well as NSW State & Local Government infrastructure planning. Netball facility investment in NSW needs to be prioritised, based on a suite of objective criteria (i.e. as listed in Section 2 of this Paper, or similar) designed to ensure maximum return on investment and sustainability. There is not and will never be, a bottomless pit of money which netball can dip into to improve current facilities or develop new ones. All Netball infrastructure investment decisions needs to be based on current evidence – a lot can change during the 15 year lifecycle of the Netball in NSW Facilities Strategy. This 2017 Netball NSW Infrastructure Priorities Paper presents a small number of netball-related facility projects, which are recommended to be prioritised by NNSW, LGAs, State government and other funding partners over the next 2 year period. Note: This Paper will be updated by NNSW on a biennial basis, or as appropriate.

Section 2 – Facilities Needs and Demands Assessment

2.1 – Assessment Process and Criteria The following criteria have been used when undertaking the Facilities Needs and Demands Assessment:

D. FNOSIS 2017 - LGA identified netball facility need

The Netball in NSW Facilities Needs and Demands Assessment uses a red and amber traffic light system to flag potential areas for facility need / demand consideration – RED identifying high priority status; and AMBER identifying moderate priority status. Note: The final criteria (FNOSIS 2017) is the only criteria that also uses a GREEN Flag. This additional flag / criteria was deemed necessary to identify where an LGA has identified a High Priority project that is a “MATCH” for the project needs of the NNSW Association.

A. Association Playing Membership by Current Court Quantity Data collected via the NNSW Facilities Audit e-Survey (May 2017) included (among many things) the total number of netball courts at each association’s primary netball facility. These court numbers were divided by each Association’s 2016 Total Playing Membership figures to determine a “Total Playing Membership by Number of Courts” figure. AMBER FLAG – A figure of 85-99 Playing Membership per Number of Courts RED FLAG – A figure of 100+ Playing Membership by Number of Courts

Note: There are 5 x Associations (3 x metro; 2 x regional) with a Playing Membership by Courts ratio of 100+, who have indicated they use secondary facilities. These 5 x Associations have received an amber flag, rather than a red flag for this criteria, due to the fact that the Playing Membership by Courts ratio is based on primary facility court numbers only. Recommendation 4.3 within the Netball in NSW Statewide Facilities Strategy refers to the need for NNSW to collect further detail regarding the number (and condition) of courts and ancillary facilities at these (and other) Associations’ secondary facilities. Once this data is available, a re-assessment of these 5 x association’s ratings may be completed. However, in the meantime, it is not felt an amber rating impacts significantly on the overall assessment outcome.

B. LGA Projected Population Growth 2016-2031 NSW Department of Planning and Environment population data (current and projected) for NSW Local Government Areas (LGAs) was used to determine LGA areas with high population growth expectations between 2016 and 2031. This data was incorporated into the Netball in NSW Facilities Needs and Demands Assessment and mapped to the corresponding NNSW affiliated associations. AMBER FLAG – Associations where the LGA area has projected growth between 20%-30% RED FLAG – Associations where the LGA area has projected growth above 30%

C. Association Self-Assessment (via NNSW 2017 Facilities Audit e-Survey) Data collected via the NNSW Facilities Audit e-Survey (May 2017) included (among many things) information and self-assessment of the following the following criteria. Note: All information provided relates to the association’s primary facility. - Court Condition: This is a subjective criteria, however the information provided via e-Surveys was used

to identify potential AMBER and RED flags in relation to court condition.

- Lighting: A ratio of lit courts to total number of courts was used for this criteria. AMBER FLAG – 25%-49% of courts have lighting RED FLAG – Less than 25% of courts have lighting

- Facility Usage Winter: In the NNSW Facilities Audit e-Survey (May 2017), Associations were asked to determine when their courts were in use in winter and what percentage of courts were being used at this time of year. This data was used to analyse the number of “session times” (i.e. Monday Day; Monday Night; Saturday Morning; Saturday afternoon, etc.) an Association identified their courts as being at or near capacity (i.e. courts 80%-100% in use). The data also showed where an Association deemed the reason for their courts not being at full / near capacity, was due to a lack of court lighting.

AMBER FLAG – Court usage deemed at / near capacity* for 5-6 sessions per week (total number of

potential sessions = 14) RED FLAG – Court usage deemed at / near capacity* for 7+ sessions per week (total number of

potential sessions = 14)

* A session was also deemed to be at / near capacity, if the reason the courts weren’t at 80%-100% usage was due to a lack of court lighting.

- Facility Usage Summer: As per winter facility usage assessment. Note: None of the 79 associations who completed the 2017 Facilities Audit e-Surveys were deemed to require an amber or red flag for their summer facilities usage.

- Formalised Facility Planning in Place: A number of assessment criteria were used to determine whether an Association has adequate facility planning in place, needed to prioritise the ongoing enhancement and/or expansion of their facilities. All information was gained from Association responses to the following questions within the NNSW Facilities Audit e-Survey:

1. Question 23 – Does your Association have a documented / formalised annual budget allocation for

facility maintenance & upgrade? 2. Question 25 – If your Association has a current strategic plan, is "Facilities" a strategic priority area? 3. Question 27 – Rate your Association's existing relationship with your Local Government Authority. 4. Question 28 – Has your Association formally requested NNSW or Government assistance /

involvement relating to a facilities improvement / development initiative at any stage over the past 5 years? Note: Multiple points were available for this criteria, depending on how many (unsuccessful) formal requests submitted (i.e. Local / State Government, NNSW, Other). The assumption is that if the request made was “successful”, the need has been addressed.

5. Question 29 – Does your Association have formalised plans in place to improve your primary facility over the next 3 years?

6. Question 30 – Does your Association have formalised plans in place to develop new facilities over the next 3 years? AMBER FLAG – Associations who received 4 points from the above criteria, as well as

associations who received 3 Points, IF they have a current Strategic Plan in place with Facilities as a Strategic Priority Area + a planned facilities project

- Member-Parking Ratio: A ratio of total playing members to approximate** off-road car parking spaces was used for this criteria.

AMBER FLAG – Ratio > 40:1, but < 60:1 RED FLAG – Ratio > 60:1

** Given the e-Survey asked for approximate off-road car spaces (i.e. 1-20, 21-40, etc.), an exact ratio could not be determined, however an approximation has been made by dividing the total playing membership by the median number in the specified parking category (i.e. if the specified parking category was 21-40, the total playing membership was divided by 30).

- Ancillary Facilities: A number of assessment criteria, based on responses to 2017 e-Surveys, were used

to determine whether an association has adequate ancillary facilities in place: 1. Member-Toilet Ratio (1 point for a Ratio > 200:1 / 2 points for a Ratio > 350:1) 2. No Available Office Space (1 point) 3. No Available Meeting / Educational / Multi-use Space (1 point) 4. No Canteen (1 point)

AMBER FLAG – Associations who received 2 points from the above criteria RED FLAG – Associations who received 3-5 points from the above criteria

D. Future Needs of Sport Infrastructure Study (FNOSIS) 2017 Data FNOSIS relates to the NSW Government’s ongoing Future Needs of Sport Infrastructure Study. 2017 FNOSIS data highlighted 122 x netball related projects (27 x metropolitan; 95 x regional), identified as a priority by LGAs. LGAs were asked to rank up to 20 x sport and/or active recreation projects in order of priority, 1 being of the highest priority, 20 being at the lower end of the priority scale. Given the high number of netball-related projects identified throughout NSW, the following assessment ratings were given to relevant netball-related projects: AMBER FLAG – The LGA has identified a netball-related project, however the project has been identified

as a “low priority” (i.e. a rating of 13-20) OR the identified project is not a “match”, in terms of what the association has identified as a priority need/s via their 2017 Facilities Audit e-Survey

RED FLAG – The LGA has identified a netball-related project that is a “MATCH” for the needs of the NNSW Association, however the LGA has identified the project as being a “medium priority” (i.e. a rating of 7-12)

GREEN FLAG – The LGA has identified a high priority netball-related project that is a “MATCH” for the needs of the relevant NNSW Association

Scoring To allocate an overall “score” to each Association, 2 points were allocated where a criteria was assessed as a RED FLAG and 1 point where a criteria was assessed as an AMBER FLAG. Only in the case of the final assessment criteria (FNOSIS 2017) was it possible to receive 3 points for a GREEN FLAG. In total, 10 criteria were used to assess each association’s facility needs and demand, therefore the highest score an association could receive was 21 points. It is important to note, those Associations who chose not to participate in the 2017 NNSW Facilities Audit e-Survey are at a significant disadvantage, in terms of facilities projects being highly prioritised at this point in time. However, as per Recommendation 4.5 of the Netball in NSW Statewide Facility Strategy, it is proposed that NNSW undertake a biennial Facilities Needs and Demands Assessment update process and these Associations are encouraged to participate in future NNSW planning processes.

2.2 – Identified Projects by NNSW Association and LGA Appendix A of this Paper contains the full list of NNSW Associations, after the Netball in NSW Facilities Needs and Demands Assessment criteria and scoring has been applied, as per Section 2.1 of this paper. The following page contains an excerpt from this full list, which highlights the 10 x NNSW Associations identified as having the highest priorities in relation to future facility needs / demand, based on the assessments completed throughout 2017.

Project Name: New Fields at Tahmoor - Planning for Tahmoor Growth. Project Description: Provision of new double playing field at Tahmoor, 27 netball courts and all associated facilities and sealed car parking. Expected Project Cost: $600,100. LGA Project Ranking: 3 (High).

The proposed LGA project (FNOSIS 2017) is a direct MATCH for the Association’s identified needs. It is expected to address the following flags, identified in the 2017 FN&DA assessment process: Projected % in Population Court Condition (i.e. via new courts) Facility Usage in Winter Member Parking Ratio It is unclear whether the project would address the association’s “Ancillary Facilities” red flag.

Project Recommendation: Once Wollondilly Netball Association (WNA) related information collected via the 2017 Facilities Needs and Demands Assessment process has been verified (by NNSW staff), WNA and NNSW to work closely with the LGA to ensure involvement in the planning and implementation of this project, so as to ensure the project includes actions that will address the identified / confirmed flag areas.

Project Name: Ted Horwood Reserve – Netball Courts

Project Description: Lighting of Netball Courts

Expected Project Cost: $90,000

LGA Project Ranking: 16 (Low)

The proposed LGA project (FNOSIS 2017) does not appear to address the identified needs of Baulkham Hills Shire Netball Association.

The 2017 FN&DA assessment identified 4 red flags + 2 amber flags. The proposed LGA project is unlikely to address any of these flags … unless the 7 courts situated at Ted Horwood Reserve area are deemed suitable and/or available for use by BHSNA. Access to additional, suitable courts would likely address the following flags, identified in the 2017 FN&DA assessment process:

→ Playing M’Ship by # of Courts → Projected % in Population → Facility Usage in Winter → Member Parking Ratio

Project Recommendation: Once Baulkham Hills Shire Netball Association (BHSNA) related information collected via the 2017 Facilities Needs and Demands Assessment process has been verified (by NNSW staff), BHSNA and NNSW to work closely with the LGA in an attempt to re-direct funding allocated for netball into projects that will address the identified / confirmed flag areas.

Discussions held with multiple representatives of the Hills Shire Council during the consultation phase of the Netball in NSW Statewide Facilities Strategy project, revealed that Council is concerned with the future sustainability and viability of the Wellgate Avenue, Kellyville facility / site. This is due to issues including:

Costs associated with the ongoing structural repair of courts, access roads and parking areas associated with settling ground at the site. A recent estimation of the costs associated with the need to repair the car parking and access road is over $4,000,000;

Lack of ability to expand the number of courts on site; and Lack of ability to expand the number of car parking on site.

By their own admission (2017 Facilities Audit e-Survey), BHSNA is land locked. It is recommended that NNSW and BHSNA work together to discuss the opportunities associated with relocating the Association’s primary facility to a new greenfield site within the shire, whilst keeping a selection of courts at the current Wellgate Avenue site, as a satellite facility. Note: The Hills Shire Council appears very open to discussing this opportunity in a proactive manner.

NNSW Assn: Eastwood / Ryde NNSW Region: Sydney Metro Corresponding LGA: City of Ryde Primary Venue: Meadowbank Park, Adelaide St, West Ryde

Project Name: N/A - the City of Ryde did not identify a netball-related project within FNOSIS 2017.

The 2017 FN&DA assessment identified 3 red flags + 5 amber flags. Should these flag areas be confirmed by NNSW, there is clearly a great need for LGA support to address the identified issues to come from the 2017 FN&DA assessment process – i.e. → Playing M’Ship by # of Courts → Projected % in Population → Facility Usage in Winter → Court Condition → Lighting → Member Parking Ratio → Ancillary Facilities

Project Recommendation: Once Eastwood Ryde Netball Association (ERNA) related information collected via the 2017 Facilities Needs and Demands Assessment process has been verified (by NNSW staff), ERNA and NNSW to work closely with the LGA to open formal dialogue regarding the opportunities associated with netball-related projects designed to address the Association’s identified / confirmed areas of need. Discussions held with multiple representatives of the City of Ryde LGA during the consultation phase of the Netball in NSW Statewide Facilities Strategy project, reveal that Council is indeed considering netball in its future open space and facility planning (e.g. re-development of Meadowbank Park complex); however they are wanting to see increased leadership from NNSW in relation to potential netball facility projects in the City and are also wanting to see increased diversity and more flexible netball participation options for the community if they are to invest significantly. It is recommended that ERNA work with NNSW to benefit from relevant recommendations within the Netball in NSW Statewide Facilities Strategy (e.g. Recommendations 3.1 & 3.2 - capacity building; Recommendation 2.1 - fostering the development of productive partnerships; Recommendation 1.1 - efficient facility usage), so that relevant, high priority netball-related facility projects may be considered for inclusion in the new City of Ryde Sport and Recreation Plan and in future rounds of the FNOSIS.

2017 Facilities Needs and Demands Assessment

(FN&DA) NNSW Assn: Glenn Innes NNSW Region: Northern Inland Corresponding LGA: Glen Innes Severn Primary Venue: Wilson Park, West Avenue, Glen Innes

Project Name: Wilson Park – Master Plan and Upgrade Project Description: Sporting area developed in the early 1980's and has had little to no works carried out since then. The grounds are quite uneven needing topdressing urgently, the Rugby ground is just a mown block, water is an issue some irrigation exists but is outdated and a constant water supply through bores is required, lighting is required and existing does not even meet training requirements. Facilities are old, no hot water and need replacing, there are no club houses except Rugby's. There is very little seating available if any. Grounds require fencing. There is room for future ground development. A Masterplan would be the first step required. Used by Netball, Touch Football, Soccer, Rugby Union, junior cricket and Schools. Expected Project Cost: TBC LGA Project Ranking: 1 (High)

Project Recommendation: Once Glen Innes Netball Association (GINA) related information collected via the 2017 Facilities Needs and Demands Assessment process has been verified (by NNSW staff), GINA and NNSW to work closely with the LGA to ensure the Masterplan for this project includes actions that will address the identified / confirmed flag areas for netball.

NNSW Assn: Blacktown City NNSW Region: Sydney Metro Corresponding LGA: Blacktown Primary Venue: International Peace Park, Cnr Boyd and Devitt Street, Blacktown

Project Name: Schofields Indoor Courts Project Description: New indoor courts facility provides formal and informal recreation opportunities for incoming population Expected Project Cost: $14,000,000 LGA Project Ranking: 10 (Medium)

The proposed LGA project (FNOSIS 2017) is a direct MATCH for the association’s identified needs, albeit a “medium” level priority, with a rating of 10 (out of 20).

It is expected the project would go some way to addressing the following flags, identified in the 2017 FN&DA assessment process:

Playing M’Ship by # of Courts Projected % in Population

The project would not address the following flag at the association’s current primary venue:

Court Condition Project Recommendation: Once Blacktown City Netball Association (BCNA) related information collected via the 2017 Facilities Needs and Demands Assessment process has been verified (by NNSW staff), NNSW and BCNA to work together with the Blacktown Council to fast track the opportunities associated with relocating the Association’s primary facility to a new greenfield site (i.e. Schofields precinct) and also keeping a selection of courts at the current International Peace Park site, as a satellite facility. Note: It is apparent that the LGA is very open to discussing this opportunity in a proactive manner, yet in discussions with BCNA, some difficulties in progressing the Schofields facility project are yet to be resolved. Discussions held with representatives of the Blacktown Council during the consultation phase of the Netball in NSW Statewide Facilities Strategy project, reveal that Council is wanting to prioritise the development of a 40 x outdoor court netball facility, with the opportunity of also including the development of an indoor facility in the complex. Note: Interestingly, this priority is not fully reflected in 2017 FNOSIS data. The suitability of all lighting on courts (i.e. in line with Netball Australia National Facilities Policy guidelines) should also be assessed and upgraded court lighting included / added to the project if feasible. Note: MNA has received detailed quotations from Court Craft, offering various options for the court upgrades and lighting improvements – the Association is aware of the need for improvements to lighting and are planning for this to occur. Upgrading these facilities would enhance participation and spectator numbers and have positive economic impacts for a regional town. A masterplan is being developed for this site. There will be associated retail spaces i.e. kiosk café, sport medicine, sports equipment. There is high unmet demand for indoor sports courts throughout the lower North Shore. Project #1 Expected Cost: $23,000,000 Project #1 LGA Project Ranking: 1 (High) Project #2 Name: Willoughby Leisure Centre Project #2 Description: The Leisure Centre is more than 35 years old and requires renewal of the recreation pools configuration, the building's structure and operational equipment. The facility is high demand throughout the region due to high demand for swim school training and water exercise. The 2 indoor sports courts in the Centre are in high demand. 2.3 – Potential Future Projects – LGA Support Required There are a number of Netball Associations who fell just short of the “Top 10 Identified Associations” listed in Section 2.2 of this Paper. These Associations had high flag ratings during the 2017 Facilities Needs and Demands Assessment, however they fell short in making the “Top 10”, due to limited support from their LGA via the identification of a “Medium” – “Highly” ranked FNOSIS 2017 project. As per Recommendation 4.6 within the Netball in NSW Statewide Facility Strategy, it is recommended that Netball NSW to work with identified Associations (and their corresponding LGAs), who fall into this category. These Netball Associations, who fell just short of the “Top 10 Identified Associations” listed in Section 2.2 of the Netball NSW Infrastructure Priorities Paper (2017), had high flag ratings, based on the 2017 Facilities Needs and Demands Assessment, however they fell short of making the “Top 10”, due to their LGA not prioritising relevant netball facility related projects within FNOSIS 2017.

The Associations listed in the following Table 2.2 (along with all other NNSW Associations) are encouraged to develop their relationships with their Local Government representatives and use the information gathered via the 2017 Facilities Needs and Demands Assessment process to communicate and lobby the need for the identified / confirmed flags to be addressed via future LGA projects.

Section 3 – Facilities Gap Analysis, by LGA During the course of the 2017 Netball NSW Facilities Needs and Demands Assessment process, NNSW Associations were mapped to their relevant LGA, in order to determine future population growth and future planning projects (FNOSIS 2017), among other things. Where an LGA was able to be mapped to a NNSW Association, the LGA data has been included in the NSW Facilities Needs and Demands Assessment – refer to Appendix A (Note: This data is available in full as a separate spreadsheet in Excel). In instances where an LGA was not able to be mapped to a NNSW Association, the LGA data is included in Tables 3.1 and 3.2, following. This information is particularly important for Netball NSW and also for NNSW Associations who neighbour these LGAs, particularly where the LGA has identified the need for future netball-related projects via FNOSIS 2017. Recommendation 4.9 within the Strategy addresses this opportunity. i.e. Netball NSW to analyse FINOSIS every 2-years (or whenever FNOSIS data is updated) to identify LGAs who do not have a Netball Association within their catchment area, yet are prioritising Netball infrastructure projects within their planning processes.
