• Updates In the July meeting, the team presented the 3-chapter structure and the

first 3 drafted mini-guidelines: thermal with high output of DER and reverse flow, high voltage, and frequency response. Also sent to Studies sub-group for review.

Received comments on the 3 drafted mini-guidelines. Team updated the draft mini-guidelines accordingly.

Continued to develop mini-guidelines of 3 new types of studies, steady state voltage stability, delayed voltage recovery, and transient stability. All mini-guidelines are following similar structure as before – base case/study scenarios, study assumptions and methodology, and potential solutionso Ting Zhang (AESO) and Maryclaire Peterson (Entergy) developed first draft of steady state

voltage stability mini-guideline, which is being reviewed by S1 team now. The other two sections are in development.

Developed survey questions from Studies sub-group in coordination with other sub-groups. The complied survey will be sent to SPIDERWG members in Q4 2019.

S2 Review of TPL-001 Standard for Incorporation of DER

• Updates Back in the July in-person meeting, S2 team presented findings from TPL-001 review Since then, S2 team has developed draft white paper of TPL-001 review based on

these findings. Expanded discussions where needed to support these findings, such as why the requirement/sub-requirement is relevant to DER, why language doesn’t preclude DER, why certain language is not clear, and recommendations for PC’s consideration.

Will present the draft white paper today and send it for the SPIDERWG to review after the meeting.

• Next step SPIDERWG review the draft white paper by end of October. S2 team will update the white paper based on comments in November, and aim to

send final version to PC in November or December. Depending on PC’s decision, either support the development of SAR for language

change, or develop guidance as needed.

• Definition of “Load” as part of the system peak Load Existing definition of Load is gross load. With consideration for DER, what’s relevant for planning study is net Load. Should the language be changed to peak Demand?

• “generators” or “generating unit” No existing definition. Do these include DER as well? Performance requirement for DER in 4.1.

• Contingency List Should the contingency list include outage of DER as generator outage contingency? Should it only include U-DER as these are relatively larger in size and in most cases are

connected directly to distribution bus and are modeled as a individual generator? Should other events based upon operating experience that may result in wide area

disturbances, such as cloud cover, be added as extreme events to consider for TPL study?

recommendations document. We have taken those topics and collaborated on a draft version of the White Paper.

Will walk through the first draft today and seek inputs.

• Next steps The draft White Paper will be ready for distribution to the full SPIDERWG in

October. We will solicit comments from the wider SPIDERWG over the next several

months, and shoot to have a more polished version of the document available by the Q1 2020 in-person meeting.

We will also work specifically with the S5 team to get a brief section on Co-Simulation tools included in the S3 document

• 2011 Potential Bulk System Reliability Impacts of Distributed Resources

“If the quantity of DER is large enough to actually result in export to the bulk power system, isolation of the circuit as part of a load shed scheme could result in increasing, rather than reducing, system demand. Under-voltage load shed schemes may need to be revised to take into account the effect of loss of DER during low-voltage events.”
