10. Engineer’s Report, including:
a. Commercial Reviews:
1. Beamer Villas – No new updates.
2. El Dorado Tracts:
i. Allora Apartments (9.13 Acre Multi Family Tract): Construction plan letters of no
objection were issued on 10/14/20. SPHL has prepared the front-end documents for the
necessary water line and water meter easements to serve the development. The documents
have been forwarded to the developer for execution.
ii. 123 Unit Assisted Living Facility (6.77 Acres El Dorado Blvd and Beacons View): Plans
were reviewed by the District and WGA has resubmitted construction documents for
review.
3. ACES AC Warehouse (4021 Ellis Road) – Plans have been submitted for review.
4. Rodzina Office Warehouse Phase II (4406 Rex Road) – Plans have been submitted for review.
5. Speedy Carwash (2813 W. El Dorado Blvd) – Plans have been reviewed and a plan review
letter was issued on 10/12/20.
b. Capacity Requests:
i. ACES AC Warehouse Capacity Request: Venturi Engineering, Inc. on behalf of ACES
A/C Supply, Inc., have submitted a capacity reservation for 1,000 gallons per day water
and sewer capacity (4 ESFCs) to serve a 2.0645-acre tract (see page 3). The 2.0645 acre
tract was purchased from Ellis Business park which was originally reserved 8,000 gpd
water and 5,000 gpd sewer service.
Action Item: Grant capacity reservation to ACES A/C warehouse for 4 ESFC and revise
Ellis Business Park capacity reservation to reflect a reduction of 4 ESFC.

c. BGE authorized projects:
i. 2020 Bond Issue Report – BGE has addressed consultant comments.
d. COH / County Projects:
i. COH South-East Transmission Line (surface water line) – LAN has created a portal for
coparticipant to collaborate in the review of contract D of the alignment (see page 4 – 5).
ii. Blackhawk Treatment Plant:
The next coparticipant meeting will be scheduled for November 5th. The GCA sent an
reminder to the coparticipants that solid disposal fees are expected to increase significantly
within the next 5 years. GCA is proposing to conduct a study to analyze options to
maintain the lowest disposal cost possible. The study is estimated to cost $21,500. The
GCA is proposing to reallocate a portion of unspent funds in the operating expense budget
surplus.
A summary of flows for the month of August is attached (see page 6).
