Dear Neighbour

Thank you for taking the time to read this questionnaire.

The Neighbourhood Plan (NP) is a document that is written by this community and is for this

community. Your response to this questionnaire and the responses of those that live with you are

vital in achieving this. Together, we can ensure the Plan delivers the things needed to keep our

community great and make it an even better place in the future.

We want to hear from everyone in your household including children who are 8yrs old and

above. We believe that everyone’s opinions are important.

It is important that you should answer as many questions as you can. With most of them, it is

simply necessary to place a ‘tick`or number. Space has, however, been allocated within some

questions to allow you to express your views in more detail. Of course, you can decline to

answer any question.

We want you to be completely frank in your answers, there are no questions that could identify

you and therefore your answers are completely anonymous.

What is the purpose of the Questionnaire? The results of this questionnaire will form the basis of the Neighbourhood Plan for our village

and in particular the housing section will allow us to formulate planning policies. The

Neighbourhood Plan will be subject to a round of public consultation within Great Barton and

the local authority before an independent examination to ensure we comply with Local and

National Planning Policy guide lines. These policies will then be placed before you under a

simple referendum for a “Yes” or “No” for the adoption of these policies. These policies will

then be in statute and will be referred to when future planning applications come to the Parish.

A Neighbourhood Plan summary report will become available for every household.

A Neighbourhood Plan can...

• Decide where and what type of development should happen in the neighbourhood

• Promote more development than is set out in the Local Plan, but not less.

• Include policies, for example regarding design standards, that take precedence

over existing policies in the Local Plan for the neighbourhood - provided the

Neighbourhood Plan policies do not conflict with the strategic policies in the

Local Plan.

What can a Neighbourhood Plan contain?

So long as your Neighbourhood Plan complies with the above principles, it can be as narrow or

as broad as you wish. But it must be primarily about the use and development of land and

buildings. It can also have a say in how buildings should look (their 'design'), or the materials

they are constructed from.

The Neighbourhood Plan will become a very authoritative planning document report to guide

and support St Edmundsbury Borough Council and Suffolk County Councils and other statutory

authorities and organisations, including your own Parish Council.

The Principle Objective for ALL OF US in GREAT BARTON is to make OUR VILLAGE a

BETTER place to live.

WE can only ACHIEVE this through your HELP in COMPLETING THIS QUESTIONNAIRE.

Definitions: Severalls (Map 1) is one of 5 major housing developments for Bury St Edmunds which remains

in the our parish.

The Triangle (Map1) is the housing development bordered by School and Mill Roads and

A143.

Infill housing is the insertion of additional housing units on small plots within an existing

development.

Development Boundary is the area identified by the Local Planning Authority as the

development area of the village.

Hints to complete the questionnaire

• On the front cover there are 6 sets of unique codes to enable this questionnaire to

be completed on line. Please go to: http://qa.1sixty.net/admin select the Great

Barton site and one of the codes provided. This will allow you to enter details

into the questionnaire, save at any point and if necessary pick up the

questionnaire again if you are not able to complete in one session.

• Please complete as a much as you can

• It is important that a high percentage of completed questionnaires are returned so

that the Neighbourhood Plan represents the views of as many residents as

possible

• Questions 1 and 5 requires only one person to complete when filling in this paper

copy.

• For the remaining questions (questions 2-4, 6 to the end), every member of the

household aged 8 yrs and over should answer individually. Each person should

adopt a column labelled A to F and use that same letter for all his or her answers

through the questionnaire.
