Neighborhood Complete Streets Commission Meeting Minutes

Meeting called to order: 7:00 p.m.

Public Comment:

Mr. David Lippert spoke on behalf of the N Monroe St Neighborhood Conservation project in Ashton Heights, which has been nominated by the Ashton Heights Civic Association onto the Neighborhood Conservation project queue. Mr. Lippert requested that NCSC consider the project for NCS funding, in the hopes that the project may move through to implementation faster. Several commission members asked questions and explained the status of the NCS Program, which has not yet initiated a call for projects.

Minutes: Minutes from the 11/14/2016 meeting were adopted with minor dating corrections.

Chair’s Report: On Dec. 1 Mark Schwartz hosted an annual meeting with County committees and commissions. The NCSC was represented by Kevin Sweeney and Elisa Ortiz. Each program had an opportunity to advocate for their work. This year will not be a year of government growth or retrenchment. Budget gaps highlighted include APS school growth, high vacancy rates, and Metrorail expenses.

Review of Potential Streets for NCS Pilot Project: o Staff presented preliminary information about three potential streets for a pilot

project: S Irving St (between 2nd St S and 6th St S), N Trenton St (between Rt 50 access Rd and 2nd Rd N), and 16th St S and S Barton St (between Walter Reed Dr and Columbia Pike). A discussion of each of the alternative projects, including the challenges and opportunities, ensued.

o Commissioners were encouraged to visit the three project sites; the present intention is to select one of the three sites for the pilot project at the January 2017 NCSC meeting

o Staff was directed to bring more information about potential project scope and clarification about the location of the right-of-way.

o An updated “NCS Preliminary Project Evaluation” summary was provided. (attached)

Review of Planning for Call for Projects: o Staff reported on plans to open up a public “call for projects,” including website

updates, and targeted outreach to other commissions and groups that may have interest.
