In 2011, Governor Tomblin established the Governor’s Advisory Council on Substance Abuse (GACSA) and charged the council with developing a comprehensive, community-based approach to fight back against substance abuse. Since then, more than 3,800 people have attended 96 public meetings to share thoughts and recommendations, ultimately leading to a number of critical reforms including: Since 2013, nearly $39 million has been reinvested to enhance community-based treatment and recovery services, nearly doubling programming already available, to provide those struggling with addiction the support they need to get on the path toward recovery and return to their families, communities and workplaces. With the help of Medicaid expansion, West Virginia is making significant progress in reducing the misuse of prescription drugs and the abuse of illegal substances.
