Scottish Capital Investment Manual (SCIM ) Design Assessment Guidance All projects submitted to the SGHSC for approval are now subject to an assessment of design quality and functionality, including technical and sustainability standards. This Design Assessment will take place at the Initial Agreement, Outline Business Case and Full Business Case stages of approval. This requirement is mandated through NHS CEL 19 (2010) Policy on Design Quality for NHSScotland

Scottish Capital Investment Manual (SCIM) To assist NHS Boards in utilising good design to achieve the best outcomes from their development projects, Boards are required to develop and produce a Design Statement prior to the submission of their Initial Agreement. Scottish Capital Investment Manual (SCIM ) BREEAM All new build above £2m are required to obtain a BREEAM Healthcare or equivalent 'Excellent ' rating; all refurbishments above £2m to obtain a 'Very Good ' rating. If the capital costs are less than £2m, projects should undertake a BREEAM pre-assess- ment to establish whether BREEAM is a viable option.
