INTRODUCTION

MissionStatement

ThemissionoftheNassauCountyWrestlingCoaches’Association(NCWCA)istopromoteandtomaintainthesportofscholasticwrestlinginSectionVIIIofNewYorkState.TheNCWCAshallstrivetoencouragethegrowthofwrestlingexcellencewithoutelitism.TheNCWCAshallstrivetoprovideandtofacilitatethemaximumamountofequitablycompetitiveopportunitiesforallofitsmemberteams,andforthemaximumnumberstudentwrestlersinamostsportsmanlikefraternalenvironmentofmutualrespect.TheNCWCAshallregularlyreviewitsprogramsandpolicies,andwillmakealladjustments

necessarytofulfillitsmissionascircumstanceschangethroughthepassageoftime

NASSAUCOUNTYCOACHESASSOCATIONBY-LAWSANDCONSTITUTION

MissionStatement/Philosophy

The mission of the Nassau County Wrestling Coaches’ Association (NCWCA) is topromoteandtomaintainthesportofscholasticwrestlinginSectionVIIIofNewYorkState.TheNCWCAshallstrivetoencouragethegrowthofwrestlingexcellencewithoutelitism.TheNCWCA shall strive to provide and to facilitate the maximum amount of equitablycompetitive opportunities for all of its member teams, and for the maxi- mum numberstudent wrestlers in a most sportsmanlike fraternal environment of mutual respect. TheNCWCA shall regularly review its programs and policies, and will make all adjustmentsnecessarytofulfillitsmissionascircumstanceschangethroughthepassageoftime.

Officers(Positions-TermsofOffice-Responsibilities)

President: (2 year position) responsible for all officers, committee chairs and activemembers with regard to official duties related to the association, as well as overseeingproper procedures at all associationmeetings (motions, nominations, proposals, etc.) TheNCWCA President will be a liaison to Section VIII Athletics via the Section VIIIRepresentatives.

1st Vice-President: (2 year position) is responsible for assisting the President and inperforming other duties assigned by the President. The 1st Vice-President will generallymoveup to thepositionofPresidentat such time that thepositionofPresidentbecomesvacant.

2nd Vice-President: (2 year position) is responsible for assisting the President and inperforming other duties assigned by the President. The 2nd Vice-President will generallymove up to the position of 1st Vice-President at such time that the position of 1st Vice-Presidentbecomesvacant.

Past-President:(2yearposition)isresponsibleforassistingthePresidentandinperformingotherdutiesassignedbythePresident.ThePast-Presidentexisttoeasethetransition.

Secretary: (no term limit) is responsible for (a) all communication to the associationmembers,(b)forre-cordingminutesofmeetings,(c)forkeepingarecordofattendanceatmeetings,and(d)forsuchothermattersasneededorassignedbythePresident.

Treasurer: (no term limit) is responsible for all financial recordkeeping, expenditures,collectionofmonies,andotherfinancialactivitiesasneededorassignedbythePresident.

LeagueCaptains:EachSectionVIIIleaguewillelectacoacheachyearwhowillberesponsibleforspecificdutiesduringtheseason.Someexampleswouldbeintra-leaguecommunications,informationgathering,andvoting.

Thepurposeof thisevent is toprovidewrestlerswithanearlyseasoncompetitiveexperiencefromthe neutral position. This is a SectionVIII sponsored scrimmage-style event, and as such, does notcounttowardsanindividual’sparticipationpointtotal.

Each wrestler will be entered into one of two divisions; Open Division or Freshman/SophomoreDivision. Any wrestler who finished among the top four places in a D1 Large School QualifyingTournamentorwhofinishedamongthetopthreeplacesinaD2SmallSchoolQualifyingTournamentorwhoplacedinaD1orD2Sectional(County)TournamentmustbeenteredintotheOpenDivision.WrestlersenrolledingradesseventhroughtenmaychoosetoentertheOpenDivision(providingthatanyAPPMiddleSchoolstudentwrestlershavebeenapprovedforVarsitylevelcompetition).

Wrestlerswill be placed in round-robin pools of 6 - 10 individuals. The firstwrestler to score twotakedownswillwineachpairing.

POSTSEASONCOMPETITIONSPost-Season Wrestling Contests include: (1) the Dual Meet Sectional Playoff ChampionshipTournament, (2) theNYSDualMeetChampionshipTournament (3) theQualifyingTournaments, (4)theSectional(NassauCounty)ChampionshipTournament,and(5)theNewYorkStateChampionshipTournament.The20-pointcompetitionlimitationdoesNOTapplyto individualswhoqualifyforandwho participate in these post-season competitions. Other competitions, which occur after thecompletionofthescholasticwrestlingschedule,suchastheHighSchoolNationalChampionships,arealsooutsideofthe20-pointrestriction.

DUALMATCHPLAYOFFCHAMPIONSHIPTOURNAMENT(DMP)

ThepurposeofthistournamentistoestablishaSectionVIIIDualMatchTeamChampion.Theformatof this tournamenthasvariedwidelyover theyearssince its inventionbytheNCWCA in1979,andalthoughtheconceptoriginatedinSectionVIII,theNewsYorkStateWrestlingCommitteeisadoptedastatewideformat.

Thetopthreeteamsfromeachconference,asauthenticatedbytheSectionVIIIDualMatchPlayoffRankingCommitteewillcomprise theparticipants in thisevent.TheSectionVIIIDualMatchPlayoffRankingCommitteewillseedtheeight leaguechampions,andtheremainingteamswill followtheirrespective champion in the DMP bracket. Please refer to APPENDIX D: Section VIII Dual MatchPlayoffsforfurtherimportantinformation.

QUALIFYINGTOURNAMENTS

TheNCWCAinventedandinstitutedtheconceptofrankingeverySectionVIIIwrestlingteamandthenplacing them into five balanced tournaments for the purpose of qualifying individual wrestlers toparticipateintheSectionVIII(NassauCounty)Championshiptournament.PriortotheestablishmentoftheseQualifyingTournaments, itwasnecessaryfor individualwrestlerstoqualifythroughleaguetournaments.Therealityoftheexistenceof“strong”leaguesand“weak”leaguesresultedinworthywrestlers from strong leaguesnot qualifying for the SectionVIII Tournamentwhile lesserwrestlersfromweak leaguesdidqualify.Theensuingargumentsduring theseedingmeetings for theSectionVIIITournamentwereoftenheatedandledtofrequentlongimpasses.Werecognizethatinanygivenyearanyparticularweightclassmayvary instrengthanddepth fromonequalifying tournament tothenext. Yet correspondingplace finishes ineach tournamentare considered tobeofequal initialseedingvalue.

SECTIONVIII(NASSAUCOUNTY)CHAMPIONSHIPTOURNAMENT

Thisisthe“SectionVIIIQualifyingTournament”usedtoqualifyindividualwrestlersforparticipationinthe“NewYorkStateIntersectional(StateChampionship)Tournament”.SectionVIIIwillconductaLargeSchool(D1)andSmallSchools(D2)tournamenttodeterminewhichwrestlerswillqualifyfortheNYSChampionships.InD1,eachchampionwillqualifyfortheNYSChampionships.Wrestlersfinishinginthe

2ndand3rd,willbeeligibleforaNYSWildcard.InD2,eachchampionwillqualifyfortheNYSChampionshipsReturningtop3statepacewinnersthatfinishin2ndor3rdplacewillbeeligibleforaNYSwildcard.

NEWYORKSTATEINTERSECTIONALTOURNAMENT

TheNewYorkStateIntersectionalWrestlingTournament(StateChampionships)includesnotonlytheelevenNewYork StateAthletic Sections, but also thePublic SchoolAthletic League (PSAL) and theCatholicHighSchoolAthleticAssociation(CHSAA).Thispost-seasoncompetitionhasbeendividedintotwo separate championship tournaments: Large Schools (D1) and Small Schools (D2) based uponBOCESenrollmentfiguresofgrades10-12(theoldhighschoolgrades)withaseparationpointof600students.

ELIGIBILITY

The general eligibility of individuals shall be determined by NYSPHSAA. Section VIII wrestlers whowishtoparticipatemustqualifythroughSectionVIII’sSectionalTournamentsystem.

STRUCTURE

Separate Division I andDivision II tournamentswill be conducted in accordancewith current NewYorkStatestandards,whichareineffect.

TIMETABLE&SPECIFICS

TheIntersectionalWrestlingChampionshipTournamentwillbeheldattheTimes-UnionCenterinAlbany,NYonFridayandSaturday,February22-23,2019.Specificcriticallogisticinformationincludinglocationsandtimetablesareunavailableatthetimeofthisprinting.Thisinformationwillbemadeavailableatcoaches’meetingsassoonasthedetailshavebeenverified.NotethatThursday,February21,2019willbeatraveldayfortheSectionVIIIteams.TheywillhaveafacilitiesorientationandpracticesessionintheTimes-UnionCenterthatdayaswell.

This Section shall be ineffect for all SectionVIII sponsoredevents inwhich individuals areenteredinto wrestling tournament competition. All privately conducted invitational tournaments areencouraged(thoughnotrequired)tofollowthesesamestrictures.

POINTSOFINTERESTFORSEEDING

AnyofficialmatchsupervisedbyaNYSapprovedofficialcanbeusedforseedingpurposesregardlessofwhether it is referredtoasavarsity, juniorvarsity,exhibitionoranyotherdesignation.Matchesinvolvingmembersofthesameschoolteamdonotcountexceptintournaments.

AFORFEIToccurswhenawrestlerstepsonanofficialscaleduringthedesignatedweigh-inperiodanddoes notmakeweight, ormakesweight, but does not compete for any other reason. A SCRATCHoccurswhenawrestlerdoesnot steponanofficial scale. Scratchesdonotneed tobeannouncedpriortotheweigh-inperiod.

Nowrestlermaybeseeded inaQualifyingTournamentunlesshehasQualityPointsandhehasanofficial NATIONAL WRESTLING COACHES ASSOCIATION SEEDING SHEET (NWCA SEEDING SHEET).WrestlerswhohavezeroQualityPointscoming into theseedingmeeting,butwhohaveahead-to-headoracommonopponentadvantageoveranotherwrestlerwhodoeshavequalitypointsatthatweightclasscanbeseeded.

If using Quality Points from a match other than Section VIII, the presenting coach must supplyverificationofpointsearned.Theonlyacceptableverificationwillcomefromacomputerprintoutoranewspaper clipping. Ifoneof these items isnotpresentedat themeeting, thepointswill notbeconsidered.

TheonlyacceptableformforQualityPointswillbetheofficialNWCASEEDINGSHEETformfilledoutentirelyandsignedbybothcoachandwrestler.TheNWCASEEDINGSHEETshallconsistofthewrestler’sindividualseasonrecordformprinteddirectlyfromtheNWCAwebsitewithqualitypointopponentvictorieshighlightedandtheappropriatequalitypointsearnedwritteninadjacenttoeachmatchwheretheywereearned.Acommitteewillbeestablishedtoverifythepointsontheformandtoreviewtheaccompanyingdocumentation.Coachesareadvisedtomaintaintheseformsastheseasonprogressesinordertosavetimeattheend.Allmatcheswillbelistedchronologically,andwillincludeweigh-inweight.All wrestlersmust compete in a Qualifying Tournament placing in the top four in their respectiveweightclassinordertoqualifyfortheSectionVIIITournament.Theonlyexceptionsbeingthose5thplacefinisherswhoqualifyasAlternatestofillvacanciesintheSectionVIIITournamentbrackets.If a wrestler scratches from the Section VIII Tournament, the next lower place winner from hisqualifiermovesup,andeachsucceedinglowerplacewinnerfromthatQualifierwhowereamongthetopfourplacefinishersalsomoveup.AnyopencontestantlinesintheSectionVIIITournamentmaythen be filled by an Alternate wrestler. Any wrestler who placed fifth in a Division I QualifyingTournamentiseligibletobeanAlternate.

AttheSectionVIIITournamentSeedingMeeting,followingthecompletionoftheseedingofthefinalweightclass,AlternatesmaybeenteredandrankedforeachweightclassusingtheNWCASEEDINGSHEETandthesameseedingproceduresusedtoseedthetournament.NowrestlerwillbeconsideredasanAlternatewithoutanaccurateandcompleteNWCASEEDINGSHEET.WrestlersmustbeenteredasAlternatesinthesameweightclassinwhichtheycompetedintheQualifier.Allwrestlerswhoareentered as an alternate in aweight classwill be ranked according to their quality points. Thiswillenableusto(a)maintainfullSectionVIIITournamentBrackets,and(b)tofillemptytournamentlineswiththemostaccomplishedandbetterpreparedAlternatewrestlers.

ForSectionVIIITournamentSeeding,ifaQualifyingChampion“scratches,”therunner-upmovesintothechampion’sspotandallseededwrestlersarereseeded.Awrestlerreplacingthechampioncanbeseeded higher than the per- son he has replaced. An official NWCA SEEDING SHEET formmust bepresented at the seeding meeting or at the scratch meeting following weigh-ins. The SeedingCoordinatorwill saveone copyof eachQualifierChampion’sNWCASEEDINGSHEETat the seedingmeeting, and will bring those copies to the Section VIII Tournament scratch meeting. It is theresponsibilityofthecoachofanywrestlerwhomovesintoachampion’sspottobringanaccurateandcomplete copy of his wrestler’s NWCA SEEDING SHEET to the Section VIII Tournament scratchmeeting.

Seeding for the Section VIII Tournament will use Quality Points from themost recent Section VIIIQualifyingTournamentplacewinners (1-6), SectionXI LeagueTournamentplacewinners (1-4), anyNYS Sectional placewinner (Division I=1-6,Division II=1-3), CHSAANYS placewinners (1-3), and/orstateplacewinner (1-6) fromNewYorkStateonly.Allpointson theofficialNWCASEEDINGSHEETformmustbeverifiedby thecoach.OnlySectionVIII andXIQualifier/Leagueplacewinners canbeused.

AllwrestlerswhowishtobeseededinaQualifyingTournamentortheSectionVIIITournamentmustbeenteredataseedingmeetingwithacompleteandaccurateseasoncompetitionrecordwrittenonanofficialNWCASEEDINGSHEETformsignedbybothcoachandwrestler.

ProcedureI: InitialQualityPointRanking

1. Allwrestlerswithqualitypointswillbelistedinrankorderfromthewrestlerwiththehighestnumberofqualitypointstothewrestlerwiththelowestnumberofqualitypoints.Anywrestlerwithoutqualitypointswhohasahead-to-headadvantageoveranyrankedopponentwillbelistedatthebottomoftherankinglistwithzeroqualitypoints.IntheSectionVIIITournament,theQualifyingChampionsareseeded.Second,thirdandFourthplacefinishersareautomaticallyplacedinthebracketaccordingtothehighestseededwrestlerfromtheirQualifier.

ProcedureII: Head-To-HeadCompetition

1. DefaultsandDisqualificationscount.2. Thewinnerreceivestheloser’squalitypoints,plusadouble(++)edgeoverthatopponent.3. Wewillstartthehead-to-headevaluationwiththewrestlerwhohasthehighestnumberofquality

pointsfromProcedureI.Thesecond-rankedwrestlerhasthefirstopportunitytoadvanceonhead-to-headcompetitionoverthetop-rankedwrestler.Thethird-rankedwrestlerfollowsandsoforthintheorderofProcedureIrank.However,awrestlermaynotmoveoveranopponenttowhomhehaslost.

4. Ifawrestler(A)hasahead-to-headoverahigherrankedwrestler(B),butisblockedbyahead-to-headlosstoawrestler(C)rankedbetweenthem,then(A)canmoveupto(C).Wrestler(C)hasadoubleedgeover(A).

5. In head-to-head situations where opponents met an even number of times, and have the same number of wins over each other, the wrestler who has the lesser number of quality points from Procedure I shall have the same number of quality points as his seeding opponent. However, the wrestler in this pair who had the most quality points in Procedure I shall have a head-to-head (double++) seeding advantage. Example number one: wrestler A defeated wrestler B and later lost to wrestler B. Wrestler A had 50 quality points in Procedure I to wrestler B’s 40 quality points. Now wrestlers A and B both have 50 quality points, and Wrestler A has the head-to-head (double++) advantage over Wrestler B. Wrestler A now blocks Wrestler B from moving over Wrestler A. Example number two: Wrestler A and Wrestler B both had 40 quality points in Procedure I. During the season they faced each other twice. Wrestler A defeated wrestler B, and later wrestler B defeated wrestler A. Neither wrestler has a block over the other. They are even at this point of the seeding procedure.

6. Where opponents met an odd number of times, the wrestler with the best record in thesematcheswillreceivethehigherseed.

7. Thiswillestablishanewqualitypointranking.8. Notethatwheneverpossible,proceduresaretobeappliedimmediatelyinaproperpriorityorder.

For example, if awrestler is prevented fromusing a head-to-headbecauseof a block, and thatblock is removed by a succeeding common opponent procedure, then the wrestler who is nolonger blocked will immediately exercise his head-to-head advantage (prior to completing thecommon opponent procedure).

PROPOSALPROCEDURE

ThissectionhasbeenaddedtotheHandbookinanefforttoassistthosewhowishtoofferproposalstotheNCWCA.Thefollowingguidelineswillenableyoutoorganizeyourproposalclearly,concisely,andthoroughlyinsuchawaythatourmembershipwillbeabletofullycomprehendwhattheyarebeingaskedtocon-siderandthelogisticsrequiredtomakeyourproposalareality.ProposalsconcerningchangesinNCWCAprocedures,programsorprotocolswillbeconsideredforthenext wrestling season. Abusingandyellingatanofficialneverseemstomakethingsbetter. Thecoachcomesoff looking immature.The“good”officialisembarrassed,andnowfeelsthathecannotcorrectevenabadcallwithoutlookinglikehewas intimidated into doing so. The “poor” officialgetsworse.Bettertohaveaquietdiscussionofftotheside.

RATINGOFFICIALSRating wrestling officials is far more art than science. Fundamentally, it all comes down tojudgment. Good officials have good judgment. They are thoroughly knowledgeable regardingwrestlingrules,procedures,andsafetyandtheyexercisewisdominapplyingthatexpertisetoallofthesituationsthatariseduringcompetition.

Nobodyisperfectandagoodofficialmayrarelymakeabadcallornon-call(apoorofficialmightevenmake a good call onoccasion), but in the long run, as coaches,wewant consistently goodjudgment toprevail. This is especially important sinceduring theheatof competitions,wrestlingcoachesarepenalizedforevenquestioningawrestlingofficial’sjudgmentcall.

Atthebeginningofthewrestlingseason,theLongIslandWrestlingOfficial’sOrganization(LIWOA)willprovideeachheadwrestlingcoachwithapacketcontainingalloftheactivewrestlingofficialsforthatseason.Theofficialswillbelistedbynameandtheirlevel(varsityorjuniorvarsity),andapictureof eachofficialwillbeincluded. Coachesa r e encouragedtouse thispacket,andt o make notations in it during the season. During the January NCWCA meeting a LIWOArepresentativewillh a n d e a c h headcoachan e w packet. Thec o a c h e s willthenrateeachwrestling official as appropriate in thenewpacket, and eachpacketwill contain a pageonwhichthecoachcanthenlist inrankorderthosewrestlingofficialsthathebelievescomprisethetop twelve. The packets will be collected that night, and a committee consisting of LIWOA andNCWCArepresentativeswilltabulateandreviewalloftheratings.

Each wrestling official will be given a rating, and a rank order of the “top” officials will begenerated.Post-Seasonwrestlingofficiatingassignmentswillbederivedfromthisrankorder.

HYGIENEANDDERMATOLOGYFORM

Educatethemonsoundhygienichabitsthatwillallowthemtocompetesafely.NYSPHSAAandNCWCAwill continue toprovideopportunities for coaches in the sportofwrestling to learnabout infectiousskin diseases and methods of prevention. In turn, the coaches will relay this information to theirrespective teams. It is important that administrators, coaches,wrestlers, andparents be aware thatskinafflictionsareontheriseamongstudentathletesinallsports.Thewrestlingcommunityhasbeenfaraheadoftheothersportsinitsconcernforpersonalandteamhygiene,butthereismorethatwecanandmustdo.Educateyourathletes.Educatetheirparents.Educateyouradministration.Thesearesomerecommendedstepsthatcanbetaken.

1. Sanitizeyourpracticefacilitydailybeforepractice.Hospitalsreportthatbleachkillseverything.Useableachsolutionnotonlyonyourmatareas,butalsoonthebathroomfloorsandhallwaysthatyour athletesmay travel during practice sessions. If youwish to use some other substance, becertainthatitworksatleastaswell.

2. Athletes must wear clean practice garments every session. While their wrestling shoes requirespecialcare,everythingelse(especiallykneepads)cangointoawashingmachine.

3. Haveyourwrestlers sanitize the insideof their lockers frequentlyduring theseason,andpersuadethemnottoleavesoiledgarmentsinlockers,buttotaketheirsoiledgarmentshomeimmediately.

4. Haveyourentirewrestlingteamshowerafterpracticesorcompetition.Theycanusebottledsoap.Theycanwearabathingsuit.Theywillnotshare towels.Theyor theirparentmight say that theathlete will shower at home, BUT even if they do, the shower will not be timely, and in themeantime they will have contaminated their family car, furniture, street clothes, shoes, jackets,hats, etc. which are not likely to be sanitized before they are worn again. They will endangerthemselves,theirfamilies,ANDtheywillbeendangeringalloftheirteammatesandcoaches.Thatsortoflazinessand/ordisregardforothersisnottobetolerated.SCHOOLDISTRICTSTHATDONOTPRO-VIDESUITABLEHYGIENEOPPORTUNITIESWILLVERYLIKELYFINDTHEMSELVESLIABLEINCIVILCOURTACTIONS(somealreadyhave).Individualcoachesalsohavealreadysufferedfollowingsuchactions.

5. Teamwaterbottlesareaperfectmethodforthetransmissionofmononucleosis,fluandnumerousother diseases. Throw them away. Have each wrestler supply his/her own plastic water bottle(emptysportdrinkorsodabottlesdofine).Donotletthemsharetheirwaterbottles.

6. Althoughtherehasbeensignificantrecentpublicityregardingvirulentstaphinfections,therewillbemedical professionalswhomay not knowwhat they are looking at. Early symptomsmay not berecognizedbysomepediatriciansorfamilyphysiciansorphysician’sassistants.Ifyoufeelthatoneofyourathletesshouldbeexaminedbyamedicalprofessional,thenadvisethatathleteandhis/herparenttobringthesethingstotheexaminer’sattention.

7. Yourvigilance isnot limited to theseaspectsof sanitationandhygiene.Bealert toanydirectivesthatmaycomedownfromhigheragencies.

WEIGHTCERTIFICATIONPROCEDURES

1. Enter your team roster on the NWCA web site.

2. Print out an individual weight certification form for each wrestler.

3. When your team arrives at the certification site, have them sit in the bleachers until they are summoned.

4. When your team is summoned, line them up in alphabetical order. Each team member

will carry his/her own individual assessment form. The lead team member will also carry the team roster.

PARENTALAWARENESSFORM

Theappropriateandhealthfulcontrolofbodyweightforwrestlershasbeenaconcernofathletes,coaches,athletictrainers,schoolphysicians,andparentsforanumberofyears.Approximatelyone-thirdofwrestlershaveusedinappropriateweightlossprocedurestoobtainalowerbodyweightforwrestling.Regardlessoftheeducationalinformationfromnational,stateandlocalathleticorganizations,unhealthyweightlossprocedurescontinued.

Medicalconcernsforthewrestlers,andthesuccessofotherstateassociations'programstodetermineminimumwrestlingweight,resultedintheNYSPHSAAgoverningboardapprovingaWrestlingWeightCertificationPrograminApril1996.ThisactionwastakenafterfifteenyearsofreviewandstudybytheAssociation,whichinvolvedtheSafetyandResearchCommitteeandtheNYSPHSAAWrestlingCommittee.

TheNYSPHSAAWrestlingMinimumWeightCertificationProgrambecamemandatoryforallmemberhighschoolwrestlingprograms,commencingwiththe1997-98wrestlingseason.TheProgramisbasedontwocomponents,assessmentofwrestlerstoestablishaminimumweightatwhicheachathletewillbeallowedtocompeteandnutritioneducationtopromotehealthyeatingpatternsandimprovedathleticperformance.PleasevisittheNationalWrestlingCoachesAssociationwebsite(www.nwcaonline.com)formoreinformation.

SchoolsmustfollowtheprovisionsoftheWrestlingMinimumWeightCertificationProgramforallwrestlersinvarsityandjuniorvarsityprograms.Minimumwrestlingweightisbasedupon7%bodyfatformalesand14%forfemales.Theminimumwrestlingweightisnotestablishedastheathlete'sbestweight,butrathertheminimumweightatwhichtheathletewill beallowedtocompete.

STEPSOFPROCESS:Urinalysis,BodyWeight,Skinfolds

I. Wrestlerwillprovideasampleofurinetotestforhydration.If thespecificgravityofurineisabove1.025,testingcannotcontinueandtestingmustberescheduledafter24hourshaslapsed.

2. Wrestler will be weighed on a digital scale. 3. Wrestler will have sites marked on his body with a marker and have skinfolds raised to

determine body fat percentage. 4. Minimum weight assessment, including urinalysis, may be completed only by health care

professionals who have successfully completed the NYSPHSAAs Wrestling Minimum Weight Assessor's Workshop. An athlete found to have cheated in the hydration test process will be ineligible to compete in wrestling for the season.

APPEALPROCEDURE:Awrestlermayappealhis/herskinfoldmeasurementsorcalculations. Appealsmaynotbedoneonthesamedayastheoriginalassessment.Theyaretobeconductedondayone,twoorthreeaftertheoriginalassessment-threeconsecutivecalendardays(countSundays,holidaysanddaysschoolisclosed).Appealproceduresmustbecompletedpriortoanycompetition.ALLCOSTSINCURREDARETHERESPONSIBILITYOFTHESTUDENT/ATHLETE. Theappealmustbecompletedthreedaysafterthedateoftheoriginalassessment.Student/Athletewillhaveachoicebetweentheoriginalassessmentresultortheappealresult.Thereisnolongerstep2oftheappealprocess(Hydrostatictesting).

DUALMEETTOURNAMENTTEAMSEEDINGCRITERIAThefollowingseedingcriteriaistobeusedintheestablishmentoftheSectionVIIIDualMeetPlayoffChampionshipTournament.Sincethecurrentproposalsforthistournamentemphasizeplacementinleaguedualmatchcompetition,sotoo,dothesecriteria.Thesamephilosophythatweusetoseedindividualwrestlers inSectionVIIIpost-seasontournamentshasbeenappliedhere inso farasdualmatch teams and individuals can be compared as competitors. These criteriamay be used (withmodification) to assist in teamplacement in invitational dualmatch tournaments that are held in-season.ThesecriteriawillassistthePostSeasonRankingCommitteeintheprocessofauthenticationfinalleaguestandingsforeachleague.

CRITERIALIST

Theadvantagegoesto:

1. FinalLeaguePlacement.Thefirstplaceteamreceivesthehighestseed/placementandsoforth

indescendingorderofleaguefinish.

2. In the event that two teams completed their league competitionwith identical records, thewinneroftheirhead-to-headcontestshallreceivethehigherseed/placement.

3. Intheeventthatthreeteamscompletedtheirleaguecompetitionwithidenticalrecords,thenthefollowingprocedureshallbeused:

i. Eachoftheseteamsshallberankedaccordingtothetotalteampointsscoredintheleaguedualmatchesagainsttheirtworound-robincontenders.

ii. If the second-ranked team defeated the first-ranked team head-to-head inleaguecompetition

iii. thenthesecond-rankedteammovesabovethefirst-rankedteamonthelist.iv. No team may move over a team that it lost to head-to-head in

leaguecompetition.(seeExample3b)v. Ifthesecond-rankedteamhadbeendefeatedhead-to-headinleague

competitionbytheFirst-rankedteam,thentheteampointrankingfromprocedure3ashallbethefinalseed/placementorder.(seeExample3c)

vi. Ifthefirstandsecond-rankedteamshavethesametotalteampointsscoredafterprocedure3aabove,thenthevictoroftheirhead-to-headleaguematchshallreceivethehighestseed/placement,andtheloserofthatleaguematchwillreceivethenextseed/placement.(seeExample3d)

vii. If the second and third ranked teams have the same total team pointsscoredafterprocedure3aabove,thenthetop-rankedteamshallreceivethehighest seed/placement, and the team that won the head-to-head leaguecontest between the remaining two teams shall receive the nextseed/placement.No teammaymove over a team that it lost to head-to-

5. In the event that two teams completed their league competitionwith identical records, butwere not scheduled to face each other, and therefore did not face each other in leaguecompetition,thenthefollowingprocedureshallbeused:

i. heircommonleagueopponentsshallbedetermined.ii. Thetwoteamsshallberankedaccordingtothetotalteampointsscoredagainst

theseiii. commonleagueopponents.iv. Theteamwiththegreaternumberofteampointsscoredagainstcommon

leagueopponentsshallreceivethehigherseed/placement.v. Ifbothteamsremaindeadlocked,theteamthatgaveupthefewestteam

pointsagainstthesecommonleagueopponentsshallreceivethehigherseed/placement.

vi. Ifbothteamsremaindeadlocked,thentheDUALMEETTOURNAMENTTIE-BREAKINGCRITERIAshallbeappliedtothesumresultsofallofthecommonleagueopponentdualmatchestobreakthedeadlock.

6. In the event thatmore than three teams completed their league competitionwith identical

records,butsomeof themhadnotbeenscheduled tomeet in leaguecompetition, thenthefollowingprocedureistobeused:

i. Theircommonleagueopponentsshallbedetermined.ii. The teams shall be ranked according to the total team points scored in their

leaguematches

iii. againstthesecommonleagueopponents.iv. Beginningfromthetopapplyhead-to-headadvantages.Ifthesecond-ranked

team defeated the first-ranked team in league competition, the second-rankedteamshallmoveaheadofthefirst-rankedteam.Noteammaymove

overateamthatithaslosttoinhead-to-headleaguecompetition.

v. Thenewteamrankingshallestablishtheseed/placementorderfortheseteams.

GOALS

Thepurposeofthistournamentistwo-fold;(a)toqualifyindividualsforcompetitionintheSectionVIIISectional (County)Championships,and (b) toqualify individuals forAll-Conferencehonors inSectionVIII.

CONCEPT

1. TherewillbefiveQualifyingTournamentsfortheDivisionILargeSchools.2. ARankingCommittee shall rank allDivision I teams. The teamswill thenbe arranged in the

QualifyingTournamentmatrixtherebyestablishingQualifierGroupings.3. If two host schools are in the same qualifier, a hostwill be shifted to a different Qualifier

Grouping. Any such shift must follow the matrix rotation, and must be the most equalexchangeofrankedteams,preferablybeginningwiththelowest-ranks.

4. Dates:ThedateforallDivisionILargeSchoolsQualifyingTournaments isFriday,February1standSaturday,February2,2019.

STRUCTURE

1. Allteamsmayenteruptothirtywrestlerswithnomorethanthreewrestlersperweightclass.2. D1LargeSchoolSeedingMeeting:Wednesday,January30,2019atPlainedgeHS.Byeswillbe

drawn to give the seededwrestlers opportunities to gain a victory over an opponent in aneffort to enhance the seeded wrestlers’ record for New York State Tournament wildcardselection. To be consistent with this philosophy, byes should also be drawn in the CountyTournament.Notethat inseeding,seededteammatesfallaccordingtotheirrespectiveseedsregardless of quarter brackets, but “drawn” teammates shall be placed in opposite halfbracketswheretherearetwoteammatesandseparatequarterbracketswheretherearemorethantwo.

3. D-1Weigh-ins: Friday February 1, 2019 from 3:30 - 5:00pm and Saturday, February 2, 2019from8:00AMto9:30AM.

4. Scratch Meeting: 5:00 PM Eliminate as many pigtail pairings as possible among drawnwrestlerstosaveasmuchtimeaspossible.

5. Wrestlingwill begin at 5:30 PM and continue until10pmor end of second round,whichevercomesfirst.

6. Tomakethemostefficientuseoftime,wrestleallplace-winningmatchesatthesametimeonthreemats.Usethetoptwoofficialsforthefinals,thenexttwoofficialsfor3rd-4th,andthenexttwoofficialsfor5th-6th.

AWARDS

Thetopfiveplace-finishers ineachweightclasswill receiveawardsandAll-Conferencehonors,andwill advance to the Nassau County Section VIII Championships. Wrestlers who placed 5th-6th arepotentialalternatesandmaymoveuptofillscratchesamongthetopfourplace-finishersfromtheirownweightclassandQualifyingTournament.Section VIII shall provide the individual place medals. The NCWCA will provideMost Outstanding

WrestlerandMostPinsawards.Noteamscorewillbekept.TherewillbenospecialteamawardforthesetournamentswhosereasonforexistenceistoqualifyindividualwrestlersforcompetitionintheDivision ISectional (County)ChampionshipTournament. Instead,separateawardswillbepresentedtotheteamsthatfinishinthetoptenattheDivisionISectional(County)ChampionshipTournament.(CoachesmaywishtoinformallyscoretheQualifyingTournamentfortheirownpurposes.)

QUALIFYINGTOURNAMENTREPORTING

Qualifying TournamentDirectors shall be responsible for the timely completionanddistributionofanyrequiredreports.QualifyingTournamentDirectorsshallnotreceivecompensationfortheirdutiesunless and until such reporting has been satisfactorily done. In particular, TheofficialQUALIFYINGTOURNAMENT RESULTS REPORT FORMmust be used with all required data clearly included. ThisformisavailableasanExcelspreadsheet.

Toinsurethattheaboveinformationiscompleteandaccurate,attheseedingmeetingitisnecessaryto reject any team entry that is (a) submitted on the wrong form or (b) incompletely filled out.Tournament directors are advised to have several blank copies of the appropriate TOURNAMENTENTRYFORMavailable.

TheQualifyingTournamentRankingCommitteeChairman(JohnMankowich)willnotprovideinputoropinion on the ranking of teams. He will insure that all information is supplied to the committeemembersinatimelyfashion,hewillinsurethatallproceduresarefollowedcorrectlyandperformallnecessarytabulations.Members of the Ranking Committee will include 1 coach from each Division I Conference and 3additional At-Large Coaches as voted on by the Coaches Association. Division II will not need acommitteeastheywillnotutilizingaqualifyingtournamentfortheirchampionships.Itisthejobofeachmemberofthecommitteetoreviewresultsthattakeplacethroughouttheseasonandrankallteams starting from high to low. Results will be available through Newsday, LIWA and TrackWrestling.Coachesonthecommitteeareurgedtokeepanuptodaterankingthroughouttheseasonandnotwaittothelastminutetostarttheirranking.Ifthereisatournamentthatisnotavailableonwww.longislandwrestling.comandacoachwishestohave the results reviewedby thecommittee, that coachmust supplyaverifiablecopy toChairmanandhewilldistributetothecommitteemembers.Additional informationcanbeforwardedtoeachRanking Committee member using a QUALIFYING TOURNAMENT TEAM SELF-EVALUATION FORMand/or emails. TheChairpersonwill input the rankings intoa spreadsheetand tabulate the rankings,dropping thehighestand lowestrankingforeachteam,andcreatingarankingbasedontotals foreachteam. Ifthere is a tie, thenexthighest and lowest rankingwill be removeduntil the tie is broken. Oncearankingiscreated,teamswillbesnakedintoamatrixthatforms5separateQualifyingTournaments.Once the results are completed, final tallies will be submitted to the Section VIII WrestlingCoordinator and Coaches Association President for review. Based on host sites, the Section VIIICoordinator,RankingCommitteeChairpersonandCoachesAssociationPresidentmayneedtomoveteamsfromonequalifiertoanothertoensureall5tournamentshavehostsites. Thiswillbedonecollaborativelyand in thebest interestofwrestlingwiththeattempttohaveas littlemovementaspossible. Final resultswill be sent out tomembers of the association via the Coaches AssociationSecretary.TheRanking CommitteeChairmanwill bring all information relating to the rankings to the January15th coachesmeeting for review by any Head Coach that wishes to review them. If there are noquestionsorconcernsonthetabulations,therankingsandplacementswillbeconsideredfinal.
