Foreword

Education is the main tool for the development of the society especially for the children of

the Scheduled Castes who also suffer from educational and social backwardness arising out

of age-old practice of untouchability and social isolation. The commitment of our country to

the education of SC/ST children is laid down in Articles 15(4), 45 and 46 of the Indian

Constitution. Since independence several strategies have been formulated for sustainable

educational development and many programmes and schemes have been implemented with a

view to bridge the educational backwardness of Scheduled Castes and others.

This Commission and its 12 State Offices have been receiving a large number of grievances

regarding non-payment of tuition fee & post matric scholarships to the Scheduled Caste

students. While the Commission has taken up all such cases with the concerned departments

of the State Governments and Union Territories, we decided to conduct a comprehensive

study of all such cases so that the problems are clearly identified and recommendations can

be made for their resolution.

It was seen that either the scholarships are not received or received very late by the students,

the students had to initially deposit the fees and then wait for reimbursement, which was

either delayed or not received at all. Differences in the fee reimbursed and fee actually paid

by the students, lead to the students being burdened by the differential amounts. There are

problems associated by the online systems of scholarship disbursements.

We have given detailed recommendations on these aspects and also indicated best practices

of some State Governments.

1. Introduction

Education is the main tool for the development of the society and the children belonging to

Scheduled Caste & Scheduled Tribe Community have been historically excluded from formal

education – the former due to their oppression under caste feudal society and the latter due to

their spatial isolation and cultural difference between and subsequent marginalization by

dominant society. The framers of our Constitution took note of the fact that certain castes in the

country were suffering from educational as well as social backwardness arising out of age-old

practice of untouchability and social isolation. Education is a must for their overall

empowerment including economic upliftment.

The commitment to the education of SC/ST children is laid down in Articles 15(4) 45 and 46 of

the Indian Constitution. Article 15(4) underscores the State’s basic commitment to positive

discrimination in favour of the socially and educationally backward classes and/or the SC and

ST. Article 45 declares the State’s endeavour to provide free and compulsory education for all

children until they complete the age of 14 years. Article 46 expresses the specific aim to promote

with special care the educational and economic interests of SC/ST. In its effort to offset

educational and socio-historical disadvantage, the Indian State conceived a range of enabling

provisions that would facilitate access to and ensure retention of SC and ST children in school.

The focus was on making available basic educational facilities such as schools especially in

remote areas and providing scholarships for a society that had lives for a millennium by a value

system based on division and hierarchy. Since independence several strategies have been

formulated for sustainable educational development and many programmes and schemes have

been implemented with a view to bridge the educational backwardness of Scheduled Castes and

others.

2. Education indices1 of Scheduled Castes:

While the literacy rate of Scheduled Castes has risen from 54.70 to 66.102 it is still low when

compared to that of the total population, which has risen from 64.8 to 73 between 2001 to 2011.

The literacy rate of Scheduled Caste Women is even lower.

The empowerment of the scheduled castes through education seems to have so far not resulted in

any significant change since the gap has remained almost constant. This is shown in the graph

below:

Further, as per the NSSO data, there is a substantial reduction in the proportion of scheduled

caste population opting for diploma certificates between 1999-2000 and 2011-12 as the number

corresponding to this has reduced by 75% in the concerned period (29/1000 to 7/1000). Also, the

number of SC graduates and above(per 1000 SC population) have also seen a decline between

2009-10 and 2011-12 (54/1000 to 37/1000). With such a low proportion of Scheduled Caste

graduates and diploma holders, the rise of the Scheduled Castes to a higher Socio –economic

level in the society does not appear feasible as access to the higher and better paying jobs to

majority of the SC population will not be possible. The details are shown below3 :

The above graph clearly shows that the proportion of scheduled caste population graduating with

professional degrees or higher academic qualifications that provides them opportunity to increase

their socio-economic level is very low. Therefore, one may argue that

• there is very small stable well educated / professionally qualified layer in the scheduled

caste population;

• the large percentage of SC population is either illiterate ( 390 out of every 1000 SC) or

primary level literate ( 232 out of every 1000 SC). Hence more than 50 5 of the SC

population can have access to only the most menial and low paid jobs.

• Only 44 out of every 1000 SC can have access to the skilled and comparative higher

paying jobs as they have either degrees or diplomas.

3. Why the study

This Commission and its 12 State offices have been receiving a large number of grievances

regarding non-payment of tuition fee & post matric scholarships to the Scheduled Caste students.

The Commission and its State Offices has taken up all such cases with the concerned

departments of the State Governments and Union Territories. The details of the number of

complaints received in the Commission are given at Annexure - 1.

It was seen that either the scholarships are not received or received very late by the students. The

students had to initially deposit the fees and then wait for reimbursement, which was either

delayed or not received at all. The Commission noted the high number of such cases and decided

to conduct a comprehensive study of all 551such cases in the Commission so that the problems

are clearly identified and detailed recommendations can be made to the Governments so that SC

students do not suffer.

4. Role of Central and State Governments

The Government has taken up a number of measures to improve educational status in the country

like Right To Education Act, 2009, Sarva Shiksha Abhiyan (SSA) and Institutions like

University Grant Commission (UGC), NCERT and CBSE have been constituted to take

measures to promote the education of the Scheduled Caste students . There are a number of

special Schemes run by the University Grant Commission for higher education, contributing

towards social equity and socio-economic development of the under privileged section of the

society.

A number of scholarship schemes have also been formulated by the Central as well as by the

State Governments for the Scheduled Castes and OBCs students. The some of the schemes are

given below.

6. System of release of scholarships in the States:

In order to get an idea of the process, the Commission examined the procedure for release of the

pre and post matric scholarships in various States. The processes followed in brief are as follows

6.1 NCSC State office: Agartala (State covered: Tripura) • System of release of scholarship/tuition fee reimbursement to SC students:

• Four Scholarship schemes are implemented through DBT portal with applications

uploaded by institutions / colleges. Payment is through PFMS portal.

• There are district scholarship verifier committees with the district welfare officer,

district education officer and head of the institution of university/college.

• Scholarship schemes for schedule castes have been implemented as per the guidelines of

Ministry of Social Justice and Empowerment, Government.of India.

• As per the guidelines, regarding reimbursement of fees, it is mentioned here that

‘scholars will be paid enrollment/registration, tuition, games, union, library, magazine,

medical, examination and such other fees compulsorily payable by the scholar to the

institution or university/board. Refundable deposits like caution money, security

deposits will however be excluded.

6.2 NCSC State office: Guwahati (State covered: Assam)

• System of release of scholarship/tuition fee reimbursement to SC students:

• The students apply for scholarship/tuition fees reimbursement through the head of

institution where they are pursuing studies. After verification, the head of the institution

forward their applications to the Director of Welfare of Scheduled Castes, which is

implementing agency for schemes.

• The Directorate then scrutinizes the application and a list of eligible candidates is made

institution wise and release scholarship/tuition fees to the head of institution.

• The institution then makes payment to the students.

6.3 NCSC State office: Hyderabad (States covered: Telangana ,Andhra Pradesh, Madhya

Pradesh and Chhattisgarh)

6.3.1 Telangana and Andhra Pradesh

System of release of scholarship/tuition fee reimbursement to SC students in brief:

• Telengana and AP have designed e-pass, a web based scholarship sanction and

monitoring system.

• Students have to apply online and after verification money is transferred directly into

SB account of students. Government facilitates to get account opened on zero based SB

mode with no restriction of minimum balance.

Time Lines :

• Student: Submission of application online within one month from the date of admission.

• College: The Principal should issue bonafide certificate on the same day of submission

of application form (hard copy) in the college.

• Physical Verification: Twice in a year

• Within one month of re-opening of college

• Within one month from the last date of closing of Admissions

Online recommendation within one week after verification.

• Accounts Officer: Bills submission- 16th to 18th of every month.

• D.T.O.: Passing of Bills & sending of cheques to Nodal Banks directly by 25th of every

month.

• Nodal Bank: Credit to Accounts- 1st of every month.

The entire process should be completed within one month of submission of application.

• 4240 students were left during 2014-15 and 23377 are left during 2015-16. • Arrears will be paid to them as and when all cases are verified online. There is no fund

crunch. • Reasons for leftover are technical reasons like linking of Aadhar, matching of

EAMCET details, discrepancy in verification by college , mistakes in application and system errors etc.

6.3.1.2 Overseas Scholarship:

• Telengana, has a special scheme for providing overseas scholarships for SC students.

Under Ambedkar Overseas Vidya Nidhi (AOVN) scheme 160 SC youths were sent

abroad for pursuing higher degrees. Applications of another batch of 63 students is

reported to be in process with scholarship amount Rs. 20.00 lakh per student.

6.3.2 Andhra Pradesh

6.3.3 Chhattisgarh: • There is an integrated e-Governance Portal for the automation, streamlining & effective

management of processes related to application receipt, processing, sanction and

disbursal of various scholarships to Students.

• SC/ST/ OBC students access the State scholarship portal using user id and password.

• If any student is left out of online registration they are covered under offline mode.

6.3.3.1 Status :

We observe that during 2014-15 there is no backlog/left out students whereas 204 students have been left out in 2015-16. It was clarified that these 204 students also will be given scholarship from State Government funds, without waiting for GOI funds along with current year applicants.

Non –reciept of amount from GOI is pointed out as biggest reason for delay in disbursal.

6.3.4 Madhya Pradesh:

• MP has an integrated e-Governance Portal for the automation, streamlining & effective

management of processes related to application receipt, processing, sanction and

disbursal of various scholarships to students.

• This initiative is aimed to facilitate faster and efficient disposal of scholarship

applications and timely payment of the scholarships to the students directly in their bank

accounts.

• There is also a mScholarship Mitra mobile app .

6.3.4.1 Status :

6.4 NCSC State office: Kolkata ( States covered : West Bengal and Odisha)

6.4.1 West Bengal

• The advertisement is issued centrally by the State government in leading dailies of west

Bengal inviting applications for post-metric scholarship for SC/ST students.

• The applicants are requested to collect application forms from the district office, sub-

division and block.

• The application forms have to be countersigned by the institution authorities where the

student has been admitted.

• After the applications are received, these are scrutinized. Therefore, the applicants are

issued entitlement cards and are requested to open bank accounts in a nationalized / co-

operative bank. The bank details are to be submitted to the concerned office where

applications have been submitted.

6.4.2 Odisha

• The SC/ST/OBC students studying at pre and post matriculation or post secondary stage

are eligible for scholarship application forms through online system.

• The District Welfare Officer (DWO) of the concerned district is declared as the

sanctioning authority in respect of SC/ST/OBC applicants.

• In case of SC/ST students pursuing their studies outside the State the PMS claims will

also be sanctioned by the DWO of the respective home district of the concerned student.

But there is capping of sanction of PMS of OBC/SEBC students for each district on the

basis of BPL population and allotment of funds by the Govt. of India. This scholarship

is provided to SC/ST students whose parent’s income from all sources does not exceed

Rs. 2 lakhs and that of OBC/SEBC do not exceed Rs. 1 lakh per annum.

• The rate of scholarship provided to SC/ST students is completely as per the rates

prescribed by the concerned ministry of Govt. of India.

6.5 NCSC State office: Lucknow ( State covered : Uttar Pradesh)

The SC/ST/OBC students studying at post matriculation or post secondary stage are eligible for scholarship application forms through online system.

• The verification of student’s ID & documents is done by the Institution.

• The online verification of data filed by affiliated Institution in Master data is through

Digital signature of Registrar & Nodal officer of University.

• The suspected data also goes on student’s login giving an opportunity to correct errors.

Automated Scrutiny of applications received at State Level by NIC.

• Verification of suspect data, approval & digital locking is done by District Social

Welfare Officer.

• Data Processing & demand generation is online .

• Fund transfer is through PFMS (e-Payment) direct to students bank accounts.

6.5.1 Status 2015-2016:

6.6 NCSC HQs ( State covered : NCT of Delhi)

• The head of the Institute forwards consolidated Statement of eligible student to

Directorate of Education Department of Govt. of NCT of Delhi alongwith application of

requisite document duly recommended.

• The eligibility of the applicants will be decided as per guidelines/notification /circular

issued by the Ministry of Social Justice & Empowerment, Govt. of India from time to

time.

• The scholarship disbursed in the account of student concerned.

6.7 NCSC State office: Chandigarh (States covered: Punjab, UT of Chandigarh, Himachal Pradesh , Haryana and Uttarakhand )

6.7.1 Punjab :

Online applications are submitted by eligible students on Ashirwad Web Portal: http://punjabscholarships.gov.in/

• It is time bound schedule of portal for submission of application.

• The applications are submitted to the Institution who submits it online to the sanctioning

authority of the State Government i.e. District Education Officer which is then sent to

the Welfare Department.

• The Welfare Department releases the scholarship amount after receipt of online data

form concerned line departments.

• Welfare Department transfers / reimburses non refundable compulsory fee to

institution’s account and Maintenance Allowance is transferred into student’s account

through online banking management system.

6.7.2 Himachal Pradesh

In these three States , following documents are needed to avail the scholarship:

• Passport Size Photo(Self Attested).

• AADHAAR Card(UID / EID No).

• State Bonafide Certificate.

• Previous Year(s) Result Card(s) from Matric onwards.

• Latest Bank Statement of the Students Bank Account.

• SC Category Certificate (Issued by an officer not below the rank of Tehsildar).

• Income Certificate of Parent / Guardian (Issued by an officer not below the rank of Tehsildar).

• Gap Year Affidavit, for Post Matric Scholarship Scheme for SC / ST / OBC Students (in Original).

• Fee structure as approved by the University / Board / State Govt. / Centre Govt. In case of Private recognized institutions self-approved fee structure by the Head of the Institution is not valid,

• Fee Payment Receipts.

6.7.5 UT of Chandigarh

The UT has not implemented the online system for the payment of scholarship to students.

The students face the problem by physical filling the form and students have to trace the

application physically.

Many times the students do not know the deadlines for the form filling.

6.8 NCSC State office: Trivandrum (State covered: Kerela)

• There is no reimbursement of tuition fee in the State.

• The system followed is to disburse the educational concessions including the tuition

fees of the Schedule Caste students from the Schedule Caste Development Department

(SCDD) on receipt of student details from the educational institution. The system of

distribution for scholarship followed by SCDD is that the claim Statement is submitted

by the institution on or before 5th of every month .

• The same is sanctioned by the Directorate through E-grants system, directly to the bank

accounts of the students.

• If ADHAR is linked to the bank account the scholarship will be disbursed too the

Aadhar linked bank account. But Aadhar is not made compulsory for getting the

scholarship.

• Fee -reimbursements in pre-metric institutions are also provided to unaided but

recognized schools.

6.9 NCSC State office: Bangalore (State covered: Karnataka)

• ePass Scholarship scheme, introduced by the Government.

• Under this scheme the student need to apply online by uploading necessary documents

and submit for getting registered.

• The downloaded Registration form(hard copy) need to be submitted to the

Principal/Head of the Institute.

• After verifying the eligibility of the student the list of selected students will be

forwarded to the Taluk Social Welfare officer for payment of scholarship.

• The amount is credited directly to the bank account of the student.

• On line registration is followed for Pre-Matric as well as Post -Matric scholarships.

6.9.1 Overseas Scholarship :

Karnataka has a special scheme for providing overseas scholarships for SC students. Under this

full fees, travel expenses etc for SC students pursuing higher degrees abroad are met by State

Government and the same has gone up to even Rs. 1 crore per student.

6.10 NCSC State office: Ahmedabad (State covered: Gujarat and Rajasthan )

6.10.1.1 Free ship card to SC students for Scholarship:-

Gujarat provides a Free ship card to SC students5 enrolled in self financed institutions affiliated

with Universities and recognized by Education department. To avail this facility students need to

fill a form at District Welfare Officer after which the student is provided a free ship card to avail

the free admission in self-financed institutes in the State. The self-financed institutes in the State

have been instructed to give free admissions to students with free ship cards. The self-financed

institutes in the State will submit a proposal to District Deputy Director (SCW) for receiving fee

reimbursement for students with such cards admitted in their Institutes.

6.11 NCSC State office: Patna (States covered: Bihar and Jharkhand )

• The advertisement is issued centrally by the State governments separately in leading

dailies of the States inviting applications for post-metric scholarship for SC/ST students.

• The eligibility criteria are broadly are permanent domicile of the State concerned ,

Guardian/parents’ annual income below 2.5 lakh, applicants caste should be registered

as SC/ST in the State concerned and applicant should be a student of Government

recognised institute inside/outside the State.

• Applicants are requested to login on the website of the SC/ST Welfare Department of

the State and they should apply online.

• Applicants are requested to submit the application form with self-attested copies of

requisite documents such as caste certificate, income certificate, mark sheet, Fee

requisition from Institute, Hostel certificate etc. to Institutional Head and thereafter to

District Welfare Officer of concerned District.

• Bihar has also established a toll free No. 1800-3456345 for any information/queries

relating to scholarship.

• After the applications are received, these are scrutinised and physically verified (

especially in Bihar) eligible applicants are selected for disbursement of scholarship by

the State Government.

• Release of the scholarship amount is directly to account of students.

6.12 NCSC State office: Chennai (States covered: Tamil Nadu and UT of Puducherry ) • Fee Structure: For Government, Government Aided Institutions, scholarship is paid as

per the fee structure approved by Government. For Self-Finance Colleges, fee is fixed by

the Fee Fixation Committee appointed as per directions of the Hon’ble Supreme Court.

• Scholarship: Scholarship is given for students who are studying in recognised post

matriculation or post secondary courses pursued in recognised institutions only. In

respect of Self Finance Colleges, Maintenance Allowances are paid to the student’s bank

account through ECS. Course Fees are compensated to the respective institutions

through ECS. In respect of Government / Government Aided, all compulsory and non-

refundable fees payable by the students alongwith Maintenance Allowance are paid to the

student’s bank account through ECS.

• Process: On behalf of the students, respective education institutions are entering the

applications through online. Fee structure for Government, Government Aided are

updated by Institutions and verified and approved by District Officers. After verification,

District Officer sanctions and forwards applications of Government and Government

Aided colleges to Welfare Directorate for disbursement through ECS.

• In respect of Self Financed Institutions, the District Officers forward the applications

submitted by the Institutions to the respective Heads of Educational Departments like

DOTE for Engineering courses, DME for Medical courses etc., after verification of the

uploaded documents such as Caste Certificates, Income Certificates and signed copy of

the application form. The Head of the Department verify details such as College

Recognition, Course Affiliation and admission mode of the student which determines the

course fee amount. Once Head of the Department approves and sanctions the

scholarship, it is escalated to the Directorate of Adi Dravidar / SC Welfare for

disbursement through ECS.

8. Findings :

• The Commission noticed that the systems for the payment of scholarships appear to

work most efficiently in Andhra Pradesh , Telengana , Karnataka as there are very few

complaints of non receipt of scholarships from students in these States in NCSC.

• These State governments also have a working grievance redressal model as can be seen

in the resolving of the nativity problem caused by the bifurcation of the State of Andhra

Pradesh.

8.1 Best practices :

• Chattisgarh has developed a method to cover students that are left out of the online

process by an offline method.

• Tripura has organized several awareness / workshops with all the involved users have

been done in phased manner and time was extended for uploading/verification etc.

• Gujarat provides a Free ship card to SC students for admission on ‘zero fee’ basis.

• Bihar has set up a toll free number for any information/queries relating to scholarship.

• Telengana and Karnataka have special schemes for providing overseas scholarships for

SC students. In Telengana under Ambedkar Overseas Vidya Nidhi (AOVN) scheme 160

SC youths were sent abroad for pursuing higher degrees. Applications of another batch

of 63 students are reported to be in process with scholarship amount Rs. 20.00 lakh per

student. In Karnataka full fees, travel expenses etc. for SC students pursuing higher

degrees abroad are met by State Government and the same has gone up to even Rs. 1

crore per student.

8.2 Problems:

The problems faced by the students in receiving the scholarship / fee reimbursement are detailed

State wise below :

8.2.1 States : Andhra Pradesh and Telengana

• After bifurcation of the erstwhile Andhra Pradesh into Andhra Pradesh and Telengana

there are many complaints of e-pass not accepting PMS registration due to nativity issue.

Nativity is defined as when a student should study continuously in any district of Andhra

Pradesh or Telengana to get nativity of that State.

For example: If a student studied in Khammam District of Telengana but is a native of

Andhra Pradesh , then e-pass system will create problem.

Action taken by State Government to resolve problems :

These issues are being sorted out at State level by Scheduled Caste department.

8.2.2 States: Bihar and Jharkhand • Misappropriation of scholarship amount.

• Candidate not found genuine.

• Application not submitted to college.

• Slow pace of physical verification by State Government agencies leading to delays.

• Scholarship to 85653 students was released scholarships out of 89934 students

registered in 2014-15 only in 2016-17.

• Scholarship to 72058 students was released scholarships out of 91114 students

registered in 2015-16 only in 2016-17.

• Verification for the remaining 4281 students of 2014-15 and 19056 students of 2015-16

is still ongoing.

• It is seen that in majority of cases, payment of scholarship has either been delayed or

not paid due to not uploading of the data by the institute/DIOS.

• The other reasons for non-payment of scholarship are wrong account number or IFSC

code or Bank.

• The payment of scholarship is the responsibility of the State Govt. In all these cases,

due to delays in verification process of the Department and institutions, the payments

could not be made in time and there is no fault of these students.

• In some cases, the marksheet and degree were also not released to the SC students by

the Institute due to non-payment of fee. Therefore, SC students are deprived of their

study in the field of higher education or could not apply for their career anywhere.

• In some cases, the institutes were blacklisted therefore scholarship are not released.

Thus SC students are the sufferers.

Case study : 60 SC students belonging to Bihar of Rajdhani Engineering College, Bhuvneshwar,

Odisha threatened suicide due to non release of their scholarship of 2013-2014 & 2014-15. After

intervention of NCSC , the Department of SC/ST Welfare Government of Bihar, reported that it

has released Rs. 51,58,830/- as scholarship to 80 students out of total 83 students of Rajdhani

Engineering College.

8.2.3 State : Karnataka

• Delay in disbursement of scholarship.

8.2.4 State : Kerela • Technical problems / delays in online uploading .

• Education assistance for self financing unaided institution is not admissible.

• Non-availability of caste certificates.

8.2.5 State : Tripura

• The cases in which the scholarships were released by the social welfare department but

due to error in the bank account or IFSC code, the scholarship could not be given to the

students

• In some cases data could not be uploaded due to technical problems, therefore, the

scholarships were not released to the SC students as the online application for PMS has

been introduced in Tripura for the first time.

Action taken by State Government to resolve problems :

• Several awareness / workshops with all the involved users have been done in phased

manner.

• Time was extended for uploading/verification etc.

8.2.6 State: Uttar Pradesh

The Scheduled castes students could not get fee & compensation due to the following reasons.

• Data for scholarship i.e. tuition fee and compensation to the Scheduled Caste student

was not uploaded on the last date of application.

• The District Scholarship Committee rejected the case due to non-availability of Caste

Certificates and income certificate etc. of the SCs Students.

• The cases in which the scholarship were released by the Social Welfare Department but

due to error in the bank a/c or IFSC code, the scholarship could not be given to the

students.

• In some cases the data could not be uploaded due to technical problems, therefore, the

scholarship was not released to the SC students.

• In some cases, the marksheet and degree were also not released to the SC students by

the Institute due to non-payment / non reimbursement of fee. Therefore, SC students are

deprived of their study in the field of higher education and / or could not apply for their

career advancement anywhere.

• In cases where the Institutions did not receive fee reimbursement, the students were not

allowed to appear for exams or their mark sheets were withheld.

Case Study : In B.Ed courses in Private Institutions , the fees charged6 by the institutions ( as

per orders of Hon’ble High Court) is higher than the prescribed fee which is reimbursed7 by the

Government of Uttar Pradesh ( GoUP). Hence students have to bear the difference (Rs 21,750/-

per student) thus negating the concept of ‘zero fee ‘ study. In one specific case8 even this lower

approved prescribed fee reimbursement and also the scholarship 9 was not received by the

students / institute, with the result that the students were not permitted to appear in the exams.

8.2.7 State: West Bengal • There are no Scholarship committees in districts

• Late sanction of scholarship.

• Late submission of application

• Non availability of caste certificate

• Misplaced hard copy of application

8.2.8 State : NCT of Delhi

• Lists do not contain the names of all the schools.

• Wrongful submission of documents.

• Cases not under the jurisdiction of Directorate of Education

8.2.9 State : Haryana

• Scholarship amount not released by the concerned authority in college and not paid to

students.

• Institute’s name not uploaded on the scholarship portal.

• Scholarship amount was returned to treasury.

• Institutes was not updated in scholarship portal.

Case Study : 56 Institutes in 11 districts are affiliated to an institution10 running courses which are not recognized . Scholarship to SC students studying in these Institutes has not been released for past 3-4 years.

8.2.11 State : Rajasthan

• Error in bank details.

• Some of the institutes are not registered but students take admission in them in

ignorance, so they are not getting Scholarships.

• The students from other States (not domicile of Rajasthan) take admissions in State

institutes are paid scholarship / reimbursements from their home State which may have

lower rates of reimbursement, so the student does not receive full payment of fees paid.

• Many students are unaware of the scholarship schemes and hence they are paying the

full fees.

8.2.12 State : Punjab

• Due to late submission of Utilization Certificates by the State Government,

approximately Rs. 527.68 crore for 2015-16 & Rs. 245.08 crore for backlog of 2014-15

are to be released by Ministry of Social Justice and Empowerment to the State.

• While the State has sanctioned some of this due amount from own funds, the huge

overdues means that the Scheduled Castes students are deprived of scholarship on time.

• The SC/BC department of the Punjab has conducted an enquiry on matter and has found

that around 1,700 Scheduled Caste students were shown enrolled at two colleges

simultaneously. Out of them, 966 were listed as beneficiaries both under the minority

quota and the Welfare Department scheme.

• The State government has now started verifying record of various private and

government colleges. Though private colleges showed them as drop-outs, around 80 per

cent of their scholarship amount had already been claimed. In Bathinda district, 20

students allegedly appeared at two examination centers on the same day and same time.

8.2.13 State : Tamil Nadu

• Out of 2,84,909 applications for Scholarship, in 2,47,820 cases scholarship has been sanctioned.

• 37,089 cases of Scholarship of 2015-16 are pending. • Out of these 37,089 pending cases of Scholarship, 29,111 cases were pending for

shortage of funds ( including non sanction of scholarship for B.A English through

correspondence education)and the remaining cases are pending for want of documents

such as Community Certificate, family income, college approval, course affiliation etc.

• Denial of scholarship for last two years to Research Scholars

Case studies :

• Non-sanction of scholarship to students of B.Ed Course11 for 89 SCs during 2011-12,

2012-13 and 2013-14 and in BE Courses.12

• Non-sanction of scholarship to 450 SC students13 during 2015-16.

8.2.14 UT : Puducherry : All the 19,477 cases of Scholarship were processed and sanctioned

with Scholarship in the year 2015-16 itself.

9. Outcome of the cases taken up by NCSC

After intervention of the Commission, in these 551 cases , at least 10413 students in 85 Colleges

and in 20 Institutes have received their due scholarship & tuition fee reimbursement of Rs.

24,90,90,592/-.

10. Recommendations

10.1 Implementing and steamlining of online systems:

• The State Governments are advised to make the process of applying for the

scholarships, scrutiny, sanction and payment online as in the case of Andhra Pradesh ,

• The Governments are advised to improve their online Scholarship/Tuition fee

application system by incorporating timely reminders to the institutions which have not

uploaded data or uploaded incomplete data and including further checks to balances in

the system to ensure complete data entry to ensure timely & accurate data feeding so

that Scheduled Castes students do not suffer.

• After admission of the students, the college/ institutes /District level officers dealing

with scholarships may ensure that all these student’s applications are be checked /

verified before uploading the data so that their applications are not rejected.

• There should be inbuilt system of warnings/ reminders to ensure rectifications/

corrections in time for any shortcomings in the applications.,.

• There can be a provision of SMS alerts to the stake holders such as Institutions and

students at various stages of processing which can highlight, for timely rectification any

minor shortcomings found in the applications.

• Online system should incorporate a provision for issue of reminders to to all such

Institutions which have not uploaded the data in time. These reminders should be issued

at least 15 days prior to closing date.

• The list of students may be generated /uploaded and sent to the concerned Institutes for

time bound rectification.

10.2 Rectification of cases with minor errors / rejected cases

• The cases rejected by the District Scholarship Committees may be cross checked on a

test basis for cases where minor rectifications/verifications are needed so that the

scholarships may be released if found as per rules after scrutiny.

• Due to error in bank IFSC code or wrong account number the scholarship were not

released in many cases. In such cases, the account no./IFSC code may be confirmed

from the students and the institutions at the end of the scholarship release time frame so

that the scholarship may be released after grant of one time exemption.

10.3 Tracking of status

• There can be an inbuilt system where the students / institutions can view/track the

status of their own application with Temporary ID/Permanent ID / Aadhar number /

Bank account number in the system.

• Setting up of a toll free phone number , as in case of Bihar, for any information/queries

relating to scholarship can be considered by other State Governments .

10.4 Exemptions till stabliziation of online system:

• A large number of students have not received their scholarships due to the switch to

online system and the teething troubles therein.

• Since the students are suffering despite there being no fault of theirs, to mitigate their

suffering a one time relaxation may be provided by State Governments to all the SC

students whose data are not uploaded after completing filling the forms for tuition fee

and scholarship through their educational institutions.

• If needed, more demand of grants may be made to the Ministry of Social Justice &

Empowerment, Government of India so that payments of Scholarship could be made to

the SC students.

• A method to cover students left out of the online process due to some unforeseen

reasons by an offline method can be developed as in case of Chattisgarh.

10.5 Awareness workshops

• The example of Tripura where several awareness / workshops with all the involved

users have been held in a phased manner and time was extended for

uploading/verification etc. can be followed in other States .

10.6 Facilitating Zero fee admissions

• The State Governments may ensure that all the SC students as per their eligibility may

get the admission in the colleges/institutes on ‘zero fee’ basis. Necessary instructions

may be issued to all the Colleges and Institutions and the fee may be reimbursed

directly to the institutions by the Social Welfare departments of the States.

• Rates of fee reimbursement should be at par with the rates of the fee in States where the

students are studying.

• Issue of freeship cards like in Gujarat14 can be implemented by other states in order to

help the students get admission of ‘zero fee’ basis.

• In case of delay in fee reimbursement by the Social Welfare departments of the States ,

the Institutions should be given instructions that SC students are allowed to give exams

and not be deprived of their marksheets and degrees so that they can apply for higher

studies and careers.

10.7 Review of status by departments concerned and grievance redressal modalities

• The physical verification of students / Institutions as carried out by some State

Governments15 is taking a long time , with the genuine , needy students being deprived

of timely scholarships. The process needs to be streamlined and completed in a time

bound manner. There should be high level review of the process on a weekly basis.

• There should be State level / Division level grievance redressal Committee(s), with

members of the Social welfare department , some heads of Institutions , teacher / student

representatives and representatives of one or two prominent NGOs working in sphere of

education to examine the grievances of the students in a specified time frame and suggest

solutions.

• Non receipt / non release of the Scholarship amount from Government of India :

There are a large number of cases where the scholarships have not been released due to

non receipt / non release of the Scholarship amount from Government of India. To avoid

such situations the Central and State Governments should develop a monthly / quarterly

review mechanism to sort out problems so that smooth release is facilitated and students

do not suffer.

10.8 Adopting best practices of some States:

Note on Free-ship Card for Scheduled Castes Students

The scheme aims at recognizing and promoting quality education amongst students

belonging to Scheduled Castes by providing full financial support.

Under the scheme Free-ship card is provided to the Scheduled Castes students who

have been enrolled in self-finance institutions affiliated with university and recognized by the

Education Deptt. The eligiblity criteria for availing benefit of the scheme remains the same as

the criteria Post Metric Scholarship Scheme of Govt. of India. Self-finance Institutions falling

under the jurisdiction of State Education Deptt. are instructed to give admission to those

Scheduled Castes students who produce Free-ship card / guarantee provided to them by the

concerned District Deputy Director (SCW). The terms and conditions for the scheme is as

follow:

1] Scheduled Castes students whose parent’s income is Rs.2.50 lakh or less then Rs.2.50

lakh are eligible to avail the benefit of the scheme.

2] The District Officer should issue Free-ship card after ensuring that the eligibility

criteria set for the Free-ship card under Post Metric Scholarship Scheme are met.

3] These instructions of Education Deptt. would remain in place till this scheme is in

operation by Govt. of India and would become void after Govt. of India stops

implementing this scheme.

4] Self-finance institutions will have submit a proposal to District Deputy Director

(SCW) for getting the fees reimbursed for the students who have been enrolled

through Free-ship Card.
