1.Applicant Registration

Click here to login in the system or to register for applying MSC.

It has 3 options:

1. You can login to your dashboard by providing username, password and captcha code.

a. Applicant email ID will be the username.

b. Password as sent to your registered email id and mobile number after approval BY

NCMEI.

2. If you are new Petitioner, you have to register first by clicking “NEW APPLICANT

REGISTRATION”.

3. If you are already registered, but forgot your password then click on the link “FORGOT

PASSWORD”.

1. If you wants to check whether your state has the competent authority then before

applying you can click on the link ().

2. If there is any competent authority in the state then you need to apply first in your

state.

3. If your state does not have any competent authority then you can apply here directly.

NOTE: NCMEI does not entertain linguistic minority.

of the petitioner.

All fields with (*) marks are mandatory.

After submission of registration, User will get a reference number on email ID and SMS.

Fill all mandatory field then click on submit

After successful login, User will see their dashboard.

Dashboard has following options.

1. Hearing Details Icon: All hearing details can be seen by clicking on this Icon.

2. NOTICES Icon: User can view notices from here.

3. Applications Icon: User can apply for MSC.

4. Change Password Icon: User can Change password.

5. User Manual: View User Manual.

6. Log Out: Click here to log Out.

APPLY FOR MSC

Application: - Application for applying MSC consist of four parts.

a. First Part belongs to verification of applicants.

b. Second Part consists details of Secretory of NGO’s.

c. Third part consists of NGOS details.

d. Fourth Part consists of Institutions Details.

2. Complete all the four parts of form and submit to department by clicking the link.

3. Submit to department link will appear, when you will fill all the four parts of forms.

4. You can update your application before submitting it to department.

After clicking on Apply for MSC in the below Form, user will get the following screen:

Herein you need to enter your UID (Unique Identification Number) & PAN Number provided to you by

NITI AAYOG/ /Ngodarpan

Your UID and PAN will be verified first by NITI AYOG and after verification, some of the fields get

automatically filled in non-editable form.

Now user has to fill in the other blank / mandatory fields and click on OK to proceed further to Next Form.

VIEW APPLICATION

After completion of the IVth Form, user will have the following options:

1. User can click on View Application to have a Final view of the Form

After finalization user can finally submit the application to NCMEI by clicking on Submit Application

button. After clicking on the same, the application will be submitted to NCMEI for further action at their

end. Now user will not be able to make any modification in the applications.

MSC CERTIFICATE FORMAT

After issuing of MSC certificate to the applicant, the same can be viewed / downloaded by the

Applicant.

A copy of the MSC enclosed to the competent authority to the state government.

FAQ for e-Court

1 Q. Is it compulsory to apply initially in the State Government for Grant of MSC before applying On line to NCMEI?

A. Yes, applicant has to apply first for MSC in State Government before applying for MSC online portal.

2 Q. If the State does not have any competent authority then how can user apply for MSC in NCMEI On line portal?

A. Petitioner can apply directly for MSC Application in NCMEI On line Portal.

3 Q. What should an educational institution do for grant of MSC on On line Portal?

A. The applicant should move an application first before the Authority established by state government for grant of minority status certificate. If the authority grants minority status certificate, there is no need to approach the Commission thereafter. In case of rejection of application or inordinate delay by the authority, application may be made to the Commission.

4 Q. Is there any Time Limit for submission of deficiency in online portal?

A. No. there is no time limit till date.

5 Q. Whether any of the details provided by the user can be changed in between the process?

A. No, any of the details provided by the user can not be changed in between the process.

6 Q. Do applicants need to fill complete MSC application form in one take on On line portal?

A. No, MSC application form has been divided into four parts for the ease of users, and each part has to be filled completely in one take, but Part-I, Part-II, Part-III, and Part-IV may be filled in several spells.

7 Q. After filling up of the MSC application, MSC application can be previewed?

A. Yes, After filling up of MSC application form, Complete MSC can be preview by the user before the final submission of the MSC application.

8 Q. Whether the "Individual Person" can apply online for MSC?

A. No, Individual person has to apply in offline mode.

9 Q. Whether UID and PAN are compulsory for filling MSC application online?

A. Yes, UID issued by NGO Darpan/NITI Aayog and PAN provided by the user in NGO Darpan/ NITI Aayog are required for filling the MSC application On line.

10 Q. How On line process works?

A. On line process works exactly in the same fashion as offline mode.

11 Q. Do user needs to submit the hard copy of the application even after filling the application form online?

A. Yes, user has to send five hard copies of the water marked application form approved by NCMEI within the periods of 30 days.

12 Q. What happen if application is not delivered by the user or not received by the Commission?

A. The application will be locked after 30 days if hard copy is not received and the application will not be entertained thereafter.

13 Q. Will the applicant has to apply again On line or not, If the application is locked?

A. Yes, applicant has to apply as a fresh on On line portal.

14 Q. What is the procedure for filing application for grant of minority status certificate (MSC)?

A. An application for grant of minority status certificate may be made to the Commission using "Apply for MSC" link available on the website, and the manual for the same is also available on the website.

15 Q. What are the documents required for filling up the MSC online application form?

A. In case of Society, Scanned copy of Society Registration Certificate, Memorandum of Association and in case of Trust, copy of Trust Deed, with all amendments should be enclosed. In case of institutions run by individuals/single management, an affidavit to this effect should be filed.

16 Q. Whether Linguistic Minority can apply for MSC on On line portal?

A. No, Linguistic Minority can not apply for MSC on On line portal. The Commission do not entertain applications from Linguistic Minorities as this does not fall under the ambit of the NCMEI Act.

17 Q. What are the modes of alert used to intimate the user about the activities happened with in the case in NCMEI?

A. Yes, NCMEI has provided two modes which are email and SMS facility.

18 Q. Whether the applicant can view hearing details online?

A. Yes, applicant can view the hearing details On line after login to NCMEI portal.

19 Q. Whether the applicant is intimated about the issuing of the notices and orders?

A. Yes, applicant is intimated on registered e-Mail id through e-Mail and on registered mobile number through SMS facility.

20 Q. Is registration Number and Reference Number is different from each other?

A. Yes, Registration Number is allotted automatically when user register itself for getting login-id and password, where as Reference Number is given when user successfully submits the MSC application form.

21 Q. How can applicant track his application or enquire about his MSC application?

A. Using Registration Number, applicant can enquire about his application if it is in initial stage. Else, Case Number will be used for enquiry of the status of his application.

22 Q. Whether applicant can view the status of his application On line?

A. Yes, Applicant can view the status of his application On line after login to NCMEI On line portal.
