MEMORANDUM TO: W. Al Blanton, PE, PLS Project Team Lead Division 9 – Project Development North Carolina Department of Transportation FROM: Taruna Tayal, PMP VHB Engineering NC, P.C. SUBJECT: Traffic Forecast for U-6003 (Piney Grove Road Connector), Forsyth County

Please find attached the 2017 / 2040 Traffic Forecast for the above-mentioned project. TIP Project No. U-6003 proposes a new route which extends from NC 150 (North Main Street) to SR 1969 (Piney Grove Road) in Forsyth County, North Carolina. The project consists of construction for the NC 150 (North Main Street)/SR 1969 (Piney Grove Road) Connector, a new two-lane divided facility with bike accommodations and sidewalks. The project is located in eastern Forsyth County in Kernersville, NC. Subject project TIP U-6003 is included in the WSUAMPO 2040 MTP list. This project lies within the Winston Salem Urban Area MPO (WSUAMPO). According to the 2018-2027 NCDOT State Transportation Improvement Program (STIP) approved in August 2017, this project is programmed for construction in 2022. This forecast has been reviewed and approved by the Transportation Planning Branch on January 3, 2018.

Rochelle B. Joseph (Town of Kernersville Community Development Manager), Jeff Hatling (Town of Kernersville Community Development Director,) and James H. Upchurch (Winston Salem MPO Coordinator at NCDOT) were contacted for additional information regarding future developments and networks in the project area. The following scenarios are provided in this forecast:

1. 2017 Base Year No-Build 2. 2017 Base Year Build 3. 2040 Future Year No-Build 4. 2040 Future Year Build

Fiscal Constraint: Within an MPO, the future year forecasts assume construction of projects as listed within the MPO’s Metropolitan Transportation Plan (MTP, previously called LRTP). This forecast is consistent with Winston Salem Urban Area MPO’s current MTP, adopted (September 17, 2015). Projects in the MTP which may affect this facility include:

U-4734 - (Macy Grove Road Extension). This project is a new multi-lane divided facility between SR 1006 (E Mountain Street) and NC 150 (North Main Street).

Future Conditions and Development Activity: Town of Kernersville provided detailed information regarding recommended developments in the area. 300+ acres “Land Use Plan – North Main Street Area Study” for the North Main/Macy Grove Extension Area Study was adopted by the Town of Kernersville for a portion of this area in March 2017. A combination of business support and an enhanced commercial node along North Main street and County Line Road were recommended for the underdeveloped areas along the subject project. To reflect this additional growth, ITE Trip Generation rates were applied to the estimated approved acreage of these facilities. Rates were determined using ITE regression formulas appropriate to the total build out (acreage and other units) of each development. There is moderate to extensive growth and development proposed in the study area between 2010 and 2040 in PTRM v4.2. Based on the household and employment data from the Regional Travel Demand Model, household growth is expected to be greater than 75% between these years, and employment growth will be between 25% and 75%.

Forecast Methodology: The Base Year No-Build traffic forecasts were developed primarily based upon traffic counts taken for this forecast, available historic traffic counts information was also reviewed. The Design Year 2040 traffic forecasts are developed based upon the modeling results, existing traffic data, as well as the expected traffic pattern change. The PTRM v4.2 (adopted on October 26, 2016) was used as a tool in the development of the traffic forecasts.

Interpolation: To determine any intermediate years straight-line interpolation may be used. AADT volumes may be extrapolated for up to two years immediately following 2040. If it is determined that any of these assumptions have become inconsistent with the project and surrounding area activity, please request updated projections at this location.

For future reference this forecast will be saved in Project Store in the LongRangePlanning\ Traffic Forecasts folder, under project U-6003.
