PERSONNEL

The total Navy Personnel Allocations Plan, excluding USMC, for Fiscal Year 1957 requires a man year strength of approximately 658,464 man years . This includes al l Regulars and Reserves on continuous active duty but excludes a l l officer candidates who a r e not onactive duty in an enlisted s tatus and personnel with other government service in a reimbursable status. It does include personnel from other government service who a r e reimbursed by the Department of the' Navy. Man yea r s a r e included for female personnel. FY 1957 -- 1. Three AEW Bar r i e r Squadrons VW-12, VW-14, VW-16 and the AEW Maintenance Squadron, AEWMAINTRON-2 with the Ba r r i e r Staff to be commissioned in PAC. 2. NAS Cubi Point commissioned. 3. NAS Rota to be commissioned. 4 . NS Roosevelt Roads changed from Par t ia l Maintenance to full operating station as a Guided Missile support base. 5. 1. Several new stations a r e planned.. The commissioningdates a r e undetermined, however, NAS Meridian, NAS New Iberia, NAS Lemoore and NAF Hertford will be a t various stages of construction. 2. Tentative plans call for commissioning of 2 Tanker squadrons.

RESULTANT CHANGES IN REQUIREMENTS 1. The overall personnel allocated to aviation was increased by approximately 12,000 billets for FY 1957. 2. The Naval Air Training Command required approximately 2,000 additional personnel billets to implement the second stage of the Jet Training Syllabus. One hundred hours a r e now being given jet students. The FY 1958 plan is to increase to 150 hours per student a s soon a s practicable. 3 . The enlisted maintenance personnel allowances of Fleet Squadrons have been increased to allow full operations of assigned aircraf t . These enlisted increases and the new Ba r r i e r forces required approximately 7,000 billets.

4 . The new bases to be commissioned required approximately 3,000 personnel billets

MAJOR CONTINENTAL AND EXTRA-CONTINENTAL AVIATION SHORE ACTIWI'IES

The planned Naval Aviation Shore Establishment, including Marine Activities, for the E'iscal Year 1957 is reflected in the assigned missio~rls of individual activities. These missions a r e based on the Basic Naval Establishment P lan for Fiscal Year 1957 and may be modified as revised SECNAV NOTICES a r e issued. Assigned tasks to accomplish the listed mission a r e promulgated by BUAER NOTICES (Series 5451) which supersede the OPNAV NOTICES for each activity. The "units/activities to be supportedft by individual activities a r e designated by the Chief of Naval Operations and will be listed in the appropriate BUAER NOTICE 5451. The eventual planned pre-D-Day base capacity for each activity is contained in OPNAV INSTRUCTION 011010.7A and OPNAV INSTRTJCTION 0011010.10 of 30 June 1956. Permanent duty stations of Naval units a r e contained in tlhe effective edition of OPNAV INSTRUCTFDN 3111.14.

In the following tabulation of bases and satellite fields a n Outlying Field (OLF) is a n airfield having no established facilities in operation except a landing a rea . It is designated as such by the Chief of Naval Operations in this document for the purpose of providing a landing a r e a whereon a i rc ra f t based a t established Naval air installations can conduct landing practice o r other exerc i ses which a r e bes t conducted away from those installations. An OLF is unl3er the cognizance of a nearby parent a i r station to which a r e allocated minimum funds for the mainte- nance of the OLF. No personnel a r e based a t a n OLF.

An Auxiliary Landing Field (ALF) is an airfield having some facilities in operation in acidition to a landing a r e a . It is designated as such by the Chief of Naval Operations for the purpose of providing a n airfield a t which a i rc ra f t based s ~ t established Naval air installations can be r e - fueled and/or rea rmed for the conduct of gunnery practice. The facilities which a r e i n opera- tion, in addition to the landing a rea , may include several o r a l l of the following: minimum personnel berthing and messing facilities, air traffic control, communications, c r a s h and rescue, refueling or rea rming equipment. Ain ALF is not a separate established Naval activity, and therefore is not listed in the "Catalog of Naval ActivitiesTf. It is under the cognizar~ce of a nearby parent a i r s tauon to which a r e allocated minimum personnel, funds and equipment for i t s support. The parent a i r station may maintain a smal l caretaker detachment a t a n ALF.

Base & Satellite Fields Activities & Units to be Supported - Mission - A Naval Station comprising a l l essential departments, including an Air Department, to provide minimum essential support for transport a i rc ra f t engaged in a i r logistic support for Adak, other t ransient and training a i rc ra f t up to s ix flights daily; and local se rv ice craf t and theater MSTS vessels (including voyage repairs) ; logistic support f o r Army and Air Force installations on Adak; for the naval aerological units on Adak and Attu, and for a Marine Detach- ment for base inter ior guard; maintain an emergency capability of supporting two VPRONS and their FASRON by using facilities available until suitable advance base type construction for th i s supporting function could be accomplished. Within the l imits of forces assigned provide SAR facilities for a r e a of responsibility assigned. Fleet surface units using the base will be self-supporting o r accompanied, a s necessary, by appropriate numbers and types of service ships. AVIATION SHIPS

ATTACK CARRIER CLASS CVA . The inventory presently includes twenty attack a i rc ra f t c a r r i e r s . The present s t a t i s of 'new construction in the FORRESTAL Class is a s follows:

A nuclear powered attack c a r r i e r is scheduled for the FY 1958 program.

Of the three CVA-41 Class attack c a r r i e r s , one (F.D.ROOSEVELT) has been converted (Pro- ject 110) and is now equipped with an angled and strengthened flight deck, steam' catapults, Mark 7 a r res t ing gear , a n enclosed bow and other improvements. The MIDWAY is presently undergoing conversion and is scheduled for completion in August of 1957. The CORAL SEA will commence conversion in April 1957.

All remaining attack c a r r i e r s (formerly the ESSEX Class) have received either the Project 27A o r 27C conversion. Nine ships received the Project 27A conversion. Of these nine, s ix have received in addition, Project 125 and another will complete this improvement in January 1957. Project 125 includes a n angled flight deck, improved elevators, enclosed bow and other changes. The two remaining 27A ships (ORISKANY and LAKE CHAMPLAIN) a r e expected to get Project 125A which will encompass Mark 7 a r res t ing gear and steam catapults a s well a s the angled flight deck.

Of the s ix Pro jec t 27C ships, three received angled flight decks (SHANGRI LA, LEXINGTON and BON HOMME RICHARD) and three retained axial decks. All Project 276 c a r r i e r s , however, a r e equipped with Mark 7 a r res t ing gear and steam catapults. The HANCOCK, INTREPID and TICONDEROGA a r e scheduled to complete angled deck conversion in November 1956, April 1957 and March 1957 respectively.

ASW SUPPORT CARRIERS (CVS). The nine unconverted ESSEX Class c a r r i e r s and the ENTERPRISE (CVS-6) have been reclassified CVS. Of these ten c a r r i e r s only seven a r e active. The CVS c a r r i e r s a r e by virtue of their speed, size, and better aeronautical equip- ment, a more effective close a i r support and ASW-vessel than the CVL/CVE c lass c a r r i e r s which they replace. In addition, the CVS c a r r i e r has a limited capability of operating jet f ighters in their own defense, a capability which i s lacking in the CVL/CVE c lasses . One ship, the ANTIETAM h a s an angled flight deck.

NAVAL AIR TRAINING COMMAND

NAVAL AIR TRAINING COMMAND Location: Headquarters, NAS Pensacola, Florida.

Mission: T o conduct Naval aviation training, other than that assigned to the Operating Forces by CNO, in o rder to produce Naval aviators and trained aviation personnel for the Naval Estab- lishment, and to maintain a trained Naval Air Reserve.

NAVAL AW BASIC TRAINING COMMAND Location: NAS Pensacola, Florida. Mission: T o coordinate and direct a l l pre-flight training, bas ic flight and ground training a t such activities a s a r e placed under the cognizance of the Chief of Naval Air Basic Training.

NAVAL AIR ADVANCED TRAINING COMMAND Location: NAS Corpus Christi , Texas. Mission: T o coordinate and direct a l l advanced and specialized advanced flight and ground training and such other training a s may be assigned a t such activities a s a r e placed under the cognizance of the Chief of Naval Air Advanced Training.

I. Flight Training Program a . The Flight Training Program is divided into two general segments. Basic train-

ing is conducted in the Pensacola a r e a utilizing NAS Pensacola, NAAS Whiting, NAAS Corry, NAAS Barin and NAAS Saufley a s parent stations with appropriate outlying fields assigned. Advanced Training is conducted primari ly in the Corpus Chris t i a r e a utilizing NAS Corpus Christi , NAS Hutchinson, NAAS Kingsville, NAAS Chase, NAAS Cabaniss, and a temporary use of NAS Memphis and NAS Pensacola until such t ime a s NAAS New Iberia and NAAS Meridian become operational (estimated FY '59).

b. The Flight Training Program is geared to produce 3300 Naval aviators a year consisting of 3200 Navy and Marine Corps and 100 Foreign and Coast Guard. The course length is approximately 18 months duration including pre-flight.

c . The various advanced training specialties include fighter, jet attack, prop attack, ASW, multi-engine land, multi-engine sea, helicopter and lighter-than-air training. All these courses a r e entered upon completion of Basic Flight Training.

11. P o s t Graduate Flight Training a . The jet transitional training unit a t NAS Olathe provides jet transition o r r e -

f resher training for 240 pilots per year . The course is 5 weeks in length and consis ts of 10 hours in the TV-2 and 20 hours in the F9F-6 for a total of 30 hours.

b. The helicopter training unit a t ALF Ellyson Field provides post graduate training to experienced Naval aviators a s well a s providing advanced training to student pilots. The course is of 8 weeks duration and consists of 60 hours pilot t ime.

c . The lighter-than-air training unit a t NAS Glynco provides post graduate lighter- than-air training to experienced Naval aviators a s well a s advanced training to student pilots. The course i s of 17 weeks duration and consis ts of approximately 200 total hours .

NAVAL SCHOOL O F AVIATION MEDICINE Location: MAS Pensacola, Florida. -- Mission: Tra in aviation medical personnel and perform research in the field of aviation rnedjcine, aviation psychology, and allied fields.

The School of Aviation Medicine, under the administrative control of the Chief of Naval A i r Training, indoctrinates an average of one hundred and four (104) flight surgeons a year . Academic studies a r e directed toward the medical problems peculiar to aviation, aviation safety and a i rc ra f t accident investigation. In addition, pr imary flight training in the T-34B, through solo, familiarization flights in a l l phases of naval aviation, plus indoctrination flight training in helicopters is presented to broaden the medical officer 's understanding of aviation medical problems. In addition, the School conducts such research projects in the field of aviation medicine a s a r e assigned by higher authority.

NAVAL AIR TECHNICAL TRAINING COMMAND Location: NAS Memphis, Tennessee. Mission: T o coordinate and direct a l l Naval and Marine Corps a i r technical and specialized aviation t raining and such other training a s may be assigned a t such activities a s a r e placed under the cognizance of the Chief of Naval Air Technical Training.

PROGRAMS: I . By the above mission, the Chief of Naval Air Technical Training is assigned the

responsibility for training those Naval aviation personnel who keep naval a i rc ra f t flying. The training programs s e t for th below a r e in effect to fulfill that responsibility.

a . C lass "P" Training Class "P" training is provided to aviation recru i t s to acquaint them with the

aeronautical organization (and the duties of airmen), to t rain them to a reasonably uniform level of educational background in the sciences basic to r a t e and in-service training, and to select those bes t qualified for entrance into specific rating schools. The training is offered a t two schools, the Airman (P) School, Naval Air Technical Training Center, Norman, Oklahoma and the Airman (P) School, Naval Air Technical Training Center, Jacksonville, Florida. The lat ter school will p rocess only WAVE and USMC recru i t s in FY 1957.

b. Class "A" Training The basic knowledge and ski l ls required for performance of the duties of lower

rated petty officers a r e acquired by personnel through Class "Av training. Fourteen such schools a r e in operation, eleven of which offer specialized courses to qualify personnel in Selective Emergency Service Rates (SESR).

The purpose of Class ttOw training is to p repare officers to fill specialized technical aviation billets o r CIC and Air Control billets in the Naval forces. Seventeen such schools a r e in operation. Ten of the major schools a r e listed below.

f . Naval Air Mobile Training

This specialized training of a nature s imilar to Class "Cw is provided a t the field location where the training requirement exis ts through the use of a self-sufficient technical school transportable by van. Naval Air Mobile T r a i n e r s (NAMTts) a r e of four basic types:

(1) NAMT(M) - Maintenance of specific models of a ircraf t .

(2) NAMT(M0R) - Familiarization and instruction in the operation and handling of a i r c r a f t munitions (including air-launched guided missiles) and allied equipment including terminal ordnance i t ems of a i rc ra f t armament control systems.

(3) NAMT(0F) - Operational flight t ra iners .

(4) NAMT(TAC) - Operated either independently o r in conjunction with an NAMT(O~) , these t r a i n e r s provide pilots and crew members with training i n specific models of a i rc ra f t and equipment under simulated operating conditions.

Further , t r a iners a r e classified a s being in either Class "Aw o r Class ltBv status, the essent ial difference being that Class "A" t ra iners a r e manned by NATECHTRACOM personnel and Class "Bn t ra iners by local personnel.

NAVAL AIR RESERVE TRAINING COMMAND

Location: NAS Glenview, Illinois

Mission: T o provide training for aviation units and aviation personnel of the Naval Resesve under i t s cognizance in o rder to augment the Regular Navy forces upon part ia l o r full mobili- zation; direct and coordinate the procurement of Naval Aviation Cadets; exercise coordination control and furnish logistic support for the Marine Corps Air Reserve Training Command; such flight operations of the Regular Navy and Marine Corps a s may be specifically directed by the Chief of Naval Operations.

DETACHMENTS

Naval Air Reserve Training Detachments a r e established to provide flight training for Auxiliary Air Units where lack of accessibility to the parent station makes ferrying of a i rc ra f t to AAU's on dr i l l weekends impracticable. Paren t activities a r e provided with appropriate numbers of additional personnel and a i rc ra f t in o rder to permit permanent flight operations a t these fields. Training Load: Approximately 7,000 r e s e r v e pilots will utilize these facilities during regularly scheduled dr i l l s and active duty for training. It is anticipated that approximately 400 aviators recently released from active duty will affiliate with organized squadrons during the year and that a somewhat l e s s e r cumber will drop out for various reasons. The dr i l l p rograms of the Naval Air Reserve a r e divided into 3 groups in t e r m s of the number of d r i l l s authorized annually in a pay status: the 48-drill, the 24-drill and the 12-drill programs. In addition to the d r i l l p rograms training is conducted for individuals in the Active Status Pool. Programs of the Marine Air Reserve a r e divided into two groups: the 48-drill and the 24-drill programs. All personnel attached to the d r i l l pay units a r e in the READY RESERVE and the Active Status Pool is a l so largely made up of READY RESERVE personnel. READY RESERVE personnel may be ordered to active duty ei ther in t ime of war, in t ime of national emergency declared by the Con- g r e s s o r prqclaimed by the President , o r when otherwise authorized by law. STANDBY RESERVE personnel may be ordered to active duty only in t ime of war o r national emergency declared by Congress o r when otherwise authorized by law.

a . The'48-drill program is composed of combat and combat support type squadrons in addition to administrative Air Wing Staffs. These squadrons a r e organized and trained to conform in composition and mission with their regular Navy and Marine counterparts. They attend 48 dr i l l s per year in addition to an annual 14 day active duty training period.

b . The 24-drill program is composed of Auxiliary Air Units and Auxiliary G r a n d Units and Marine Ai r Control Units. These wits t ra in individuals to supplement the Naval Estab- lishment upon mobilization. They attend 24 dr i l l s per year in addition to an annual 14 day active duty training period.

NAVAL AIR TRAINING COMMAND

c . The 12-drill program is composed of Bureau of Aeronautics Reserve Training Units (BARTU's). These units t rain individuals for specific Navy mobilization billets in the Bureau of Aeronautics and i t s field activities. They attend 12 dri l ls per year in addition to an annual 14 day active duty training period.

d. The Active $tatus Pool i s composed of personnel in a non-drill pay status who a r e car r ied on the rol ls of the District Commandant. They attend no dri l ls but may volunteer to attend an annual 14 day active duty training period.

PROGRAM HIGHLIGHTS

During FY 1957, i t is planned to transition 575 pilots to new model a i rc ra f t by means of a n ex t ra period of 14 days active duty for transitional training. This transition will be pr i- mari ly to jets, however, a substantial portion will be to new V P and VS models. In addlition, many enlisted men will be given an extra 14 days training in o rder to qualify in maintenance of the new a i rc ra f t and, in some cases, a s plane Captains. It is planned that extra active duty o r d e r s will be issued to 300 officers and men 'lor a 10 day course a t FAETULANT - PAC in order to qualify them for operation of the electronic equipment on these new model aircraf t .
