1. Purpose. Reference (a) established the Naval Aeronautical Organization (NAO) a s the primary source of planning information as regards current base loading of aeronautical shore activities of the Naval Establishment. It includes a detailed presentation of various naval aviation programs appearing in the Basic Naval Establishment Plan (BNEP). The NAO is published semi-annually.

2. Cancellation of Previous Publication. OPNAV NOTICE PO5400 serial 01000P50 of 1 February 1960 is cancelled by this Notice and will be destroyed by burning. No report of destruction is necessary.

3. Corrections. Addressees a r e requested to notify the Chief of Naval Operations (Op-501) of any e r r o r s or omissions. It is further requested that the Commanding Officer of each station review that portion of the base loading section pertaining to that station and forward a revised edition, reflecting the 1 January 1961 situation, to this office by 1 December 1960. If the data is unchanged, a report indicating no change should be submitted.

4. Classification and Downgrading. The security classification of this publication and all previous editions thereof is automaticall downgraded from Confidential to Unclassified five (5) years from the date of issue on t E e letter of promulgation. This action is in accord- ance with section 3, chapter 4 of OPNAV Instruction 5510.1B. Upon downgrading, this publication will be marked "FOR OFFICLAL USE ONLY. "

5. Cancellation. This Notice will be cancelled upon receipt of the next issue of the Naval Aeronautical Organization.

MAJOR CONTINENTAL AND EXTRA-CONTINENTAL AVIATION SHORE ACTIVITIES

The planned Naval Aviation Shore Establishment, including Marine Activities, for the Fiscal Year 1961 is reflected in the assigned missions of individual activities. These missions a r e based on the Basic Naval Establishment Plan for Fiscal Year 1961 and may be modified as revised SECNAV NOTICES a r e issued. Assigned tasks to accomplish the listed mission a r e promulgated by BUWEPS NOTICES (Series 5451) which supersede the OPNAV NOTICES for each activity. The "units/activities to be supported" by individual activities a r e designated by the Chief of Naval Operations and will be listed in the appropriate BUWEPS NOTICE 5451 and a s shown herein. Permanent duty stations of Naval units a r e contained in the effective edition of OPNAV INSTRUCTION 3 114.14.

OLF - In the following tabulation of bases and satellite fields, an Outlying Field (OLF) is an airfield having no established facilities in operation except a landing area. It is designated a s such by the Chief of Naval Operations in this document for the purpose of providing a landing area whereon aircraft based at established Naval a i r installations can conduct landing practice or other exercises which a r e best conducted away from the parent installations. An OLF is under, the cognizance of a nearby parent a i r station to which a r e allocated minimum funds for the maintenance of the OLF. No personnel a r e based at an OLF.

ALF - An Auxiliary Landing Field (ALF) is an airfield having some facilities in operation in addition to a landing area. It is designated as such by the Chief of Naval Operations for the purpose of providing an airfield at which aircraft based at established Naval a i r installations can be re- fueled and/or rearmed for the conduct of gunnery practice. The facilities which are in operation, in addition to the landing area, may include several or all of the following: minimum personnel berthing and messing facilities, air traffic control, communication, crash and res- cue, refueling or rearming equipment. An ALF is not a separate established Naval activity, and therefore is not listed in the "Catalog of Naval Activities. " It is under the cognizance of a nearby parent a i r station to which a r e allocated minimum personnel, funds and equipment for its support. The parent air station may maintain a small caretaker detachment at an ALF.

AIRCRAFT

Aircraft assigned to activities a r e planned assignments, and will reflect normal types and numbers of aircraft based on a given activity. Aircraft and unit deployments can be determined from OPNAV NOTICE PO3110 (Blue Book). Aircraft assigned to O&R facilities and BUWEPS aircraft storage pools a r e omitted and can be found in the Blue Book.

PERSONNEL

Personnel figures for Naval, Coast Guard, and Air Force units reflect beginning FY 1961 authorized billets. Numerical allowances for Marine Corps units a r e based on Tables of Organization for Fleet Marine Force units, and on Tables of Organization and/or Navy Man- power Authorization Allowances for Non-Fleet Marine Force Units.

Figures in parenthesis a r e shown for information only and a r e reflected in parent activity totals. -

Personnel data for USNR/USMCR Squadrons/Units represent numbers allowed in drill pay status. Active duty personnel (TARS and USN) associated with Reserve activities a r e shown separately.
