The following information summarizes the ICM monitoring activities that occurred at the Segment 2 site (Rodeo Station site) during the week of October 6, 2019 – October 12, 2019. Construction activities during the week included setting up lane closures; installing water line connections; backfilling, compacting and paving utility line trenches within Wilshire Blvd. Beverly Dr. and Reeves Dr.; paint stripe removal; breaking sidewalks, installing conduit and pouring concrete in preparation for traffic signal installation at the Clifton Way and Crescent Dr. intersection. In addition, EI ICMs conducted sound monitoring near the back alley of the Beverly Hills High School bungalows adjacent to the project site. EI ICMs were present during all construction activities and conducted routine noise measurements at selected noise monitoring locations as well as compliance checks in accordance with the MOAs and associated attachments, exhibits, traffic closure notifications, and traffic management plans. At the conclusion of each work shift, daily monitoring reports were prepared by each ICM. Attachment B (Daily Monitoring Reports) provides detailed daily monitoring reports and photographs of construction activities. Environmental Intelligence, LLC (EI) has been retained by the City of Beverly Hills (COBH) and the Los Angeles County Metropolitan Transportation Authority (Metro) to serve as the independent compliance monitor (ICM) during construction of the Purple Line Extension Project. CONCLUSION To date, 120 violations have been issued, five (5) of which have been rescinded since the beginning of construction of the Purple Line Extension Project – Segment 2. Please note, no violation 77 was ever issued, therefore it is skipped in the numbering sequence and is omitted from this count. Project construction activities are ongoing and EI ICMs continue to monitor all construction activities applicable to the MOA on a daily basis.

The ICM was in possession of the MOA and draft Noise Control Plan (pending approval of all parties). Work was conducted from 15:00 hours to 15:30 hours on October 7, 2019. EI ICM Jorge Guzman arrived on site at 15:00 hours. At the beginning of the shift, the ICM calibrated the sound meter to 94.00 dB.

ICM Jorge Guzman took sound readings in the back alley of the Beverly Hills High School bungalows adjacent to the project site. No sound readings were above ambient levels for the duration of the workday. No vibrational issues were documented from the work site.

Note: A total of 2 readings for fugitive dust were taken over the course of the day utilizing a Extech VPC300 Video Particle Counter with a built-in camera. Readings were at ambient levels throughout the day.

EI ICM Daniel Chang met with Metro Inspector John Reynolds to discuss the night’s activities. At the beginning of the shift, the ICM calibrated the sound meter at 93.9 dB (to 94.00 dB).

Work for the night included setting up road closure and traffic control signs on Wilshire Boulevard, cutting and removing palm trees on the south sidewalk of Wilshire Boulevard between Crescent Drive and Beverly Drive, loading palm tree segments into dump truck, transporting cut palm tree segments off site, transporting equipment from Reeves Yard to work site, peat gravel delivery, sand delivery, asphalt delivery, paving asphalt on S Beverly Drive, paving asphalt on eastbound Wilshire Boulevard between Reeves Drive and Beverly Drive, removing trench plates, stacking trench plates in Reeves Yard, backfilling trench on Wilshire Boulevard, compacting backfill, compacting backfill, installing aesthetics vinyl wrap on N Canon Drive Wall, welding and securing trench plates, removing road closure, tabbing lanes, and sweeping/cleaning work site.

Work for the day included installation of lane closure per TPOG LCNs, back fill, compaction, and paving on Wilshire Blvd. and work on traffic signals

Traffic control implementation began at 08:00 hours. Lane closure was removed at 18:45 hours.

Violation #121 At 14:01 hours ICM Derek Dysktra observed an asphalt truck back up on Wilshire Blvd. from N. Canon Dr. to Beverly Dr. The alarm on the truck was not a "low impact alarm". This activity is in violation of Article XIV and Exhibit E of the MOA. The ICM Derek Dykstra notified Metro inspector Ariel Manalo of the violation. This is the first incidence of this violation at this location within the last 14 days.
