Environmental Intelligence, LLC (EI) has been retained by the City of Beverly Hills (COBH) and the Los Angeles County Metropolitan Transportation Authority (Metro) to serve as the independent compliance monitor (ICM) during construction of the Purple Line Extension Project. Monitoring is required to ensure that construction is in compliance with (1) the Permit titled "Demolition and Public Right-of-Way Use Permit for the Los Angeles County Metropolitan Transportation Authority and its Contractor to Clear All Buildings and Existing Improvements at 9430 Wilshire Boulevard, Install Noise Monitoring Equipment and Sound Walls for Future Construction and a Laydown Area for the Wilshire/Rodeo Station of Section Two of the Purple Line Extension Project" (Dated June 5th, 2018); (2) the Permit titled "The Demolition and Clearing of all Buildings and Existing Improvements at 9383-9393 and 9395-9399 Wilshire Boulevard, Installation of Sound Walls, and Relocation of City Owned Utilities in Preparation for Construction and Staging for Section Two of the Purple Line Extension Project" (Dated November 6th, 2018); and (3) the "Memorandum of Agreement for Contract C1120 of the Purple Line Extension Project - Between the City of Beverly Hills and the Los Angeles County Metropolitan Transportation Authority" (Final Version 62). The following information summarizes the ICM monitoring activities that occurred at the Segment 2 site (Rodeo Station site) during the week of October 6, 2019 – October 12, 2019.

Construction activities during the week included setting up lane closures; installing water line connections; backfilling, compacting and paving utility line trenches within Wilshire Blvd. Beverly Dr. and Reeves Dr.; paint stripe removal; breaking sidewalks, installing conduit and pouring concrete in preparation for traffic signal installation at the Clifton Way and Crescent Dr. intersection. In addition, EI ICMs conducted sound monitoring near the back alley of the Beverly Hills High School bungalows adjacent to the project site. EI ICMs were present during all construction activities and conducted routine noise measurements at selected noise monitoring locations as well as compliance checks in accordance with the MOAs and associated attachments, exhibits, traffic closure notifications, and traffic management plans. At the conclusion of each work shift, daily monitoring reports were prepared by each ICM. Attachment B (Daily Monitoring Reports) provides detailed daily monitoring reports and photographs of construction activities.

VIOLATION SUMMARY During the week, EI ICMs identified 2 (two) violations during construction activities. Table I provides a summary of the violations identified during the week of October 6, 2019 to October 12, 2019 and Exhibit 1 provides a location map for the submitted violations. Details for the violations are included as Attachment A. Daily monitoring reports and photographs of construction activities are provided as Attachment B (Daily

CONCLUSION To date, 120 violations have been issued, five (5) of which have been rescinded since the beginning of construction of the Purple Line Extension Project – Segment 2. Please note, no violation 77 was ever issued, therefore it is skipped in the numbering sequence and is omitted from this count. Project construction activities are ongoing and EI ICMs continue to monitor all construction activities applicable to the MOA on a daily basis.

North Crescent Dr. north of Clifton Way is not an approved haul route, thus driving an oversized vehicles on this road is a violation of Article XII (J), Exhibit A Hauling Routes and Exhibit E Part 3.9 and 3.10 of the MOA. The ICM notified Inspector Luis Garcia (Metro) of the violation. This is the second incidence of this violation at this location within the last 14 days.
