A yes vote was to adopt the amendment. N N Planned Parenthood Cut: Senators failed, 47-52, to reach 60 votes for advancing a bill that would cut $235 million in fiscal 2016 Medicaid spending for Planned Parenthood, a healthcare provider, while temporarily funding the federal government starting Oct. 1. A yes vote backed HJ Res 61. N N Abortion Limits: Senators failed, 54-42, to reach 60 votes for advancing a bill (HR 36) to outlaw abortions after 20 weeks’ fertilization on grounds the fetus can feel pain by then. This repudiates the Roe v. Wade ruling that abortion is legal up to viability that occurs at about 24 weeks or later.  In the week of Sept. 28, both chambers will debate bills to temporarily fund agencies in the fiscal year beginning Oct. 1.
