NSCB’s Role in the Decentralized System• Challenge faced by the PSS in the new millennium:

• constantly evolving demands of data users and stakeholders and dwindling resources

1. Coordination mechanisms/tools

• Inter-Agency Committees (IACs), Technical Committees (TCs), and Technical Working Groups (TWGs) as main fora for coordination to:

a) address issues and recommend improvements in data production, dissemination, communication and utilization;

b) formulate/evaluate methodologies and concepts of general purpose and sectoral statistics;

c) address improvements in various dimensions of data quality.

Membership include both users and producers of statistics with private sector representatives.

2. Designated Statistics

The System of Designated Statistics (SDS) is a mechanism that:

• Identifies and generates the most critical and essential statistics/statistical activity required for social and economic planning/analysis based on approved criteria;

• Establishes priorities for data production and hence provides a means for more rational resource allocation among government statistical activities;

• Identifies the sources of official statistics;

• Defines the agency responsible, frequency of data production and schedule of data dissemination;

3. Philippine Statistical Development Plan (PSDP)*• a mechanism for setting the directions, thrusts

and priorities of the PSS for the medium term;

• defines the priority statistical programs and activities in the medium term designed to provide vital information support for the Philippine Development Plan (PDP)

• promotes efficiency of statistical operations through an optimum use of available resources and adoption of cost effective measures;

• a tool for integrating and coordinating the statistical activities of the government and enjoins compliance and cooperation among various agencies

The NSCB Executive Board issues policy measures in the form of resolutions and memorandum orders designed to:

5. Statistical Standards and Classification Systems

• The NSCB serves as the policy-making and coordinating body on statistical matters in the country.

• One of the functions of the NSCB is to develop and prescribe uniform standard concepts and definitions and classification systems in the generation of official statistics in order to ensure harmonization and comparability of statistics in the country and at the international level.

6. Statistical Survey Review and Clearance System (SSRCS)

• Mechanism involving the process of evaluating the design and instruments of statistical surveys or censuses sponsored and/or to be conducted by government agencies, including government corporations at the national and/or sub-national level.

• Formulated to ensure conformity with standard definitions, concepts and classifications, and consequently, the reliability, comparability and accuracy of statistics generated out of said surveys and/or censuses.

7. Advance Release Calendar (ARC) and Provision of Metadata• ARC is a mechanism designed by the NSCB to promote

transparency, timeliness, and accessibility of government statistics by providing advanced information to the public as to WHAT and WHEN the statistics WILL BECOME AVAILABLE.

• NSCB provides the metadata of economic and social indicators on the website to enhance users’ awareness of the strengths and weaknesses of the data.

Considered the biggest and most successful statistical advocacy activity of the PSS. It was first conducted in 1978 spearheaded by the NSCB to:

a) Provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the PSS; and,

b) Elicit the cooperation and support of stakeholders towards a more responsive statistical system.

11.Celebration of the National Statistics Month (NSM)

First observed in 1990 pursuant to Presidential Proclamation No. 647 signed by then President Corazon C. Aquino on September 20, 1990, Declaring the Month of October of Every Year as the National Statistics Month.

The NSM celebration aims to:• promote , enhance and instill awareness

and appreciation of the importance and value of statistics to the different sectors of society, and,

• to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country.

12.Conduct of Statistics Congress at the Subnational Level

• Three statistical conferences on statistics are held every year:

1)The Northern Mindanao Regional Statistics Congress;

2)The Mindanao Statistical Congress; and,3)The Western Visayas Statistics Congress

• These conferences provide a forum to present and discuss emerging statistical issues particularly at the subnational level organized by the NSCB Regional Units and local partners.

13.Improving Access to Statistics through the Internet

• NSCB website offers the following services:1) Online databases of time series economic, social and

environment data, classification systems, directory of government statistical services and online public access catalogue;

2) Really Simple Syndication (RSS) Feeds of the latest information released by the NSCB;

3) Social networking (Facebook and Twitter)4) Abridged Mobile Edition of the NSCB Website for users of

smartphones, PDAs and other mobile handheld devices;5) E-Newsletter containing news, data updates, press

releases and announcements; and6) Feedback mechanism to gather comments/opinions as

well as inquiries of various users.

• Users can also order and subscribe to statistical publications online as well as send inquiries and feedback.

15.Connecting with the Media

• Press Conferences- To actively involve the media as partners in communicating statistics to the general public.

• Statistical Appreciation Seminars for the Media- To familiarize the media with basic statistical methodologies and indicators and enhance their capacity in writing stories behind the figures released by the PSS.

• Media Coverage of NSCB’s Statistics- NSCB’s efforts in communicating statistics resulted to wider coverage in the mass media, particularly in daily newspapers where they feature statistics in news articles or in opinion sections.

16.Linking with Data Producers and Data Users

• NSCB works closely with data producers in the government. Cooperation takes place in the form of undertaking joint projects, participating in interagency and technical committees, and holding of dissemination forum.

User’s Forums – to solicit comments and feedback from users for the improvement of official statistics.Focal Point of Statistics – publishes a directory of statistical information and service providers in the Philippines facilitating the search for information by users of statistics.Appreciation Seminars- holds seminars to explain and make users appreciate the processes behind the production of certain statistical indicators, including their limitations.

17.Hosting of International Conferences/Celebration of First World Statistics Day

• The Philippine Government, through the NSCB has hosted various international conferences on statistics, in collaboration with the UN and other international organizations and bodies. These include:

International Conference on Poverty Statistics (ICOPS) held in October 2004;

International Conference on MDG Statistics (ICMDGS) October 2007;

3rd Global Forum on Gender Statistics in October 2010.

18.Monitoring the Uses of Statistics

• Amidst resource constraints, it is important that only statistics that are useful and are in fact used in decision-making be generated by the PSS.

• It is in this area where admirable efforts of the Partnership in Statistics for Development in the 21st Century (PARIS21) statistically capacity building of national statistical systems all over the world can be extended:

• from capacitating the data producers• to capacitating the data users

• NSCB has been advocating for data users to actually demonstrate their use of statistics to improve the relevance of the NSCB and the PSS.

• The PSS as an essential part of the ASEAN Community Statistical System (ACSS) needs to be prepared for and to actively participate and contribute in the establishment of a well-functioning and effective ACSS and thus, the statistical capacities of the PSS should be strengthened in order to respond to the increased data needs and other requirements of the ASEAN.

• NSCB Resolution No.3 Series of 2005: Approving and Adopting the 2004 Philippine Standard Commodity Classification (PSSC);

• The Philippine Standard Commodity Classification (PSCC) is a classification of all commodities on imports and exports being used for tariff and statistical purposes;

• The 2004 PSCC, which is the latest PSCC, is an integration of the ASEAN Harmonized Tariff Nomenclature (AHTN) based on the 2002 Harmonized Commodity Description and Coding System (HS) issued by the World Customs Organization (WCO) and the 1993 PSCC(as amended in 1999);

• As member of the ASEAN, it is imperative that the AHTN be adopted by the Philippines for comparability of data on foreign trade;

• The use of the AHTN per se does not include some of the information contained in the PSCC for statistical purposes, thus the need to integrate the PSCC and the AHTN;

• The AHTN (8-digits) has been expanded with additional 2-digits for the PSCC codes to highlight significant commodities in the country and generate more detailed information on these commodities;

• The PSCC is mainly used by the National Statistics Office, Bureau of Agricultural Statistics, Bureau of Export Trade Promotions, and the banks and exporters.

d. Involvement in the Four (4) ASEAN Statistical Fields

International Merchandize Trade Statistics (IMTS) and Statistics on International Trade in Services (SITS)

• International Merchandize Trade Statistics (IMTS) (also called Foreign Trade Statistics) and distributive trade are compiled on a regular basis by the National Statistics Office (NSO). Foreign trade statistics are generated from customs declaration forms while data on distributive trade is collected mainly through quarterly regional (domestic) commodity flow;

• Statistics on International Trade in Services (SITS) are compiled from BOP of the BSP and through the PSNA compilation of exports and imports of services.

• In the PSDP key developments in 2005-2011, there have been continuing efforts to improve industry trade and investment statistics.

The Philippines through the BSP and NSCB participated in regional cooperation initiatives to enhance capacity towards a common data framework and shared database on FDIS and SITS for ASEAN purposes;

Starting 2005, the Philippines has participated in various regional initiatives such as meetings, technical workshops, training, data assessment, metadata development, preparation of data protocols and strategic planning;

The Philippines through NSO, and through BSP and NSCB, sits as member of the ASEAN Task Force on IMTS , and ASEAN Task Force on SITS and FDIS, respectively.

• The PSDP 2011-2017 includes programs geared towards the improvement in the generation and compilation of industry, trade , and investment statistics and indicators.

Generation of IMTS consistent with the latest international IMTS manual/recommendations;

Enhancement of SITS compilation in the BOP by tapping other data sources to expand coverage and generate data by partner country;

Development of interactive and online user database on IMTS;

Enhancement of coverage and methodology for the compilation of SITS, including medical tourism and ICT;

Participation in meetings and activities of the ASEAN task forces on IMTS and SITS, WGFDIS, and other relevant international meetings, conferenced, and projects organized by international development partners e.g. UNCTAD, APEC, and UNESCAP;

Provision of inputs in the updating of methodological frameworks and standards on ASEAN common data framework (IMTS and SITS);

Adoption/application of the 2012 PSCC in the compilation of IMTS;

Adoption of the ASEAN IMTS Data Protocols for regional trade data exchange;

Adoption/Adaptation of international recommendations/ standards such as BPM6 in the compilation of SITS.

e. Involvement in the Four (4) ASEAN Statistical Fields

Foreign Direct Investment Statistics (FDIS)

• Hosting of the 14th meeting of the ASEAN Working Group on FDI Statistics

In 2006, the Philippines through the NSCB ad in collaboration with the IACFDIS, hosted the 14th Meeting of the WGFDIS and served as Chair during various WGFDIS meetings.

• Participation /contribution in the development of ASEAN FDI Statistics

The Philippines through NSCB, BSP, and the IACFDIS continued its collaboration with ASEAN through the ASEAN Working Group on FDI Statistics and European Union-ASEAN Statistical Capacity Building Programme (EASCAB).

The Philippines regularly shared FDI data, attended regional meetings and workshops, and participated in technical data assessment and capacity development initiatives.

• Capacity building on FDI statistics

Training, workshops, and appreciation forums were undertaken through the IACFDIS and its member agencies , such as the 2009 Workshop on Measuring Realized Investments in December 2009, Training on the 2009 PSIC for Compliers of FDI statistics in October 2010, among others.

• Study on the measurement and generation of statistics on realized investments

The initiative involved the following activities: creation of the interagency Technical Working Group on Realized Investment (TWGRI) in 2008 to formulate and recommend an official/standard operational definition of realized investments;

Develop interim and long-term methodologies or approaches to monitor and measure realized investments, and submit quarterly reports to IACFDIS.
