Pilots give utilities a chance to learn what works to ensure roll-outs are successful

Pilot/Study System Wide90,000+ customers (10% of Res. Class) enrolled after 2 years, with goal of 120,000 (15%) within 3 years

7,500 customers opt-in to take service under TOU and Variable TOU rates; some received IHD and/or PCT
