NATIONAL OZONE UNITS FOCAL POINTS IN DEVELOPING COUNTRIES

This list contains the primary contacts for governmental ozone protection programmes, policies and projects in countries that operate under Article 5 of the Montreal Protocol. Two types of categories appear on the list when available for each country:

1. National Ozone Unit (NOU)

The government officer from the country's National Ozone Unit (NOU), the office responsible for

Implementing the Country Programme or national ODS phase-out strategy and Institutional Strengthening project. Although some ozone units have more than one officer the person indicated on this list is the principal contact who in most cases is responsible for the day-to-day management of the national ODS phase-out programme. In most cases, they are referred to as the ODS Officer in the country.

These NOUs are often the same members of regional or sub-regional network of ODS Officers managed by UNEP

DTIE Ozone. At present, there are eight such networks:

- Africa; - European Network; - Latin America and Caribbean; - South Asia - South East Asia and Pacific; - West Asia.

2. Alternate

Some countries have indicated an alternate contact, in case the primary person in charge of the NOU is not available. The alternate is often the person second in command in the National Ozone Unit. He/She also often alternates with the ODS Officer in attending meetings of the Regional Network of ODS Officers.

This list uses the following codes to easily identify which categories apply to each contact:

NOU = ODS officer at a National Ozone Unit Alternate = second in command to the ODS Officer, alternate contacts should also receive

correspondence sent to the person listed as NOU.

POINTS FOCAUX DES BUREAUX NATIONAUX OZONE DES PAYS EN VOIE DE DEVELOPPEMENT

Cette liste contient les principaux contacts liés aux programmes gouvernementaux, politiques et projets dans les pays qui fonctionnent sous Article 5 du protocole de Montréal de protection de la couche d’ozone. Deux types de catégories (lorsqu’elles sont disponibles) apparaissent sur la liste.

1. Bureau National Ozone Le responsable gouvernemental du Bureau National Ozone chargé de la mise en oeuvre du Programme National ou de la stratégie nationale d’élimination de SAO et des projets de renforcement institutionnel. Certains Bureaux Nationaux Ozone ont plusieurs responsables mais la personne indiquée sur cette liste est le contact principal chargé de la coordination quotidienne du programme national sur l’élimination des SAO. Dans la plupart des cas, ils sont mentionnés en tant que responsables SAO.

Ces Bureaux Nationaux Ozone sont souvent membres du réseau régional ou sous-régional des responsables SAO coordonné par le Programme Action Ozone du PNUE DTIE. A l’heure actuelle, il existe huit réseaux de ce type :

2. Autre contact

Un contact supplémentaire est indiqué pour certains pays, au cas où la personne principale responsable du Bureau National Ozone n’est pas disponible. Il s’agit souvent d’une personne qui seconde le responsable SAO en participant aux réunions du réseau régional des responsables SAO.

Les codes suivants sont employés dans la liste pour identifier aisément la catégorie à laquelle appartient chaque contact.

NOU = représentant SAO d’un Bureau National Ozone

Alternate = personne secondant le responsable SAO ; le courrier adressé au responsable SAO peut aussi lui être envoyé.

Esta lista contiene los contactos principales de los responsables de programas, políticas y proyectos gubernamentales sobre la protección de la capa de ozono, los países mencionados en esta lista funcionan bajo el Artículo 2 del Protocolo de Montreal. Se han considerado dos categorías de contactos y se han incluido en cada país de acuerdo a su disponibilidad: 1. Oficial Nacional de Ozono

Es el oficial del gobierno a cargo de la Unidad Nacional de Ozono (UNO), la oficina responsable de la ejecución del programa país o la estrategia nacional de eliminación de SAO y el proyecto de fortalecimiento institucional. A pesar de que algunas unidades de ozono tienen mas de un oficial, la persona indicada es el contacto principal quien en la mayor parte de los casos es el responsable de la administración del día a día del programa de eliminación de SAO. En la mayoría de los casos, ellos son llamados los Oficiales de Ozono del país. Estos Oficiales son normalmente los mismos miembros de las redes regionales o sub regionales de Oficiales de Ozono administradas por el PNUMA DTIE Programa Acción Ozono. Actualmente hay ocho redes:

- África; - Red Europea - América Latina y el Caribe; - Asia Sur; - Asia Sur Oriental y la Región del Pacífico; - Asia Occidental.

2. Alterno

Algunos países han indicado un contacto alterno, en caso que la primera persona a cargo de la UNO no este disponible. El alterno es no5rmalmente el segundo en la UNO. El/ella también frecuentemente se turna con el Oficial Nacional de Ozono la participación en las reuniones regionales de oficiales de ozono.

Esta lista utiliza los siguientes códigos para identificar fácilmente que categorías corresponden a que contacto:

NOU = Oficial de la Unidad Nacional de Ozono

Alterno = Segundo en rango en la Unidad Nacional de Ozono. Contactos alternos también reciben correspondencia enviada a la persona listada como Oficial Nacional de Ozono.
