Continuing Education Credits NOAP awards contact hours for nurses and advanced practice nurses who attend the Annual Educational Conference. About NOAP The National Organization of Alternative Programs (NOAP) was founded in Arlington, Virginia in March of 1999. Originally founded with the support of the National Council of State Boards of Nursing, NOAP felt it could better reach multidisciplinary and non-nursing programs as a separate organization. NOAP was established to promote public safety by developing alternatives to licensure discipline, promoting safe practice and retention through rehabilitation, monitoring, research education and standardization of programs; and to collaborate with other professional and consumers to achieve those outcomes. The mission of NOAP is to promote public safety through participation of potentially impaired healthcare professionals in monitored rehabilitation and recovery as an alternative to license discipline, emphasizing fitness to practice and retention of competent professionals. NOAP is committed to working in cooperation with regulatory and professional organizations toward this objective.

NOAP has 2 degrees of support and participation A. Alternative Programs – These are programs authorized, approved, and/or recognized by the

appropriate regulatory board(s) that offers a voluntary, non-public opportunity for health care professionals whose practice is potentially impaired to be closely monitored by program staff in lieu of disciplinary action on the professional license.

B. Cooperative & Supporting Organizations or Individuals – These are volunteer programs, non-health

professional alternative to discipline programs, peer assistance groups, treatment facilities, drug-testing programs, regulatory board staff, or any other interested entities.

Members of NOAP are committed to and promote:

A. Public Safety through the development and maintenance of programs that serve as an alternative to licensure discipline.

Conference Faculty Chris Bundy, MD, MPH; Executive Medical Director, Washington Physicians Health Program; Seattle, Washington [email protected] Dr. Bundy is the Executive Medical Director of the Washington Physicians Health Program (WPHP), Clinical Associate Professor of Psychiatry at the University of Washington School of Medicine and President-Elect of the Federation of State Physician Health Programs. Prior to joining WPHP, Dr. Bundy served as Mental Health Service Chief and Chief of Psychiatry at the VA Puget Sound Healthcare System. He is board certified in general and geriatric psychiatry and addiction medicine. He previously served as Vice President of Operations for National Medical Services in Willow Grove, PA, and as Senior Vice President and Director of Toxicology for American Medical Laboratories in Chantilly, VA. Dr. Costantino has a degree in Pharmacy as well as a M.S. in Pharmacology/Toxicology from Duquesne University, Pittsburgh, PA. He earned his Ph.D. in Forensic Toxicology at the University of Maryland, School of Medicine in Baltimore, Maryland. Jeffrey P. An audit of his law firm’s books and records meant the gambling addiction, and the lies, dishonesty and deception that went with it, would be discovered. Although he came clean to his family, colleagues and close friends, severe depression and suicidal thoughts led Jeff to spend his first week of recovery as an inpatient in a psychiatric hospital. More than four years later, Jeff is now the Judicial Outreach and Development Director for the Delaware Council on Gambling Problems where he leads efforts to raise awareness of gambling addiction in the criminal justice system. He is a Certified Peer Recovery Specialist (CPRS) and an International Certified Gambling Counselor (ICGC-I). He also volunteers as a call taker on a problem gambling helpline, serves on the Board of Directors of the National Council on Problem Gambling and is the founder and facilitator of an online Problem Gambling Support Group with participants from the US, Canada, Europe, Asia and Australia. Jeff has been a presenter or keynote speaker for various organizations and institutions including, the Arizona Department of Gaming, Delaware State Bar Association, Montana State Bar Association, the National Council on Problem Gambling, the ABA Commission on Lawyer Assistance Programs and the National Association of Drug Court Professionals.
