COMMITTEE REPORT

CHAIR’S REPORT

MIKE ARMSTRONG

USATF National Officials Committee Chair’s Report

2017 USATF Annual Meeting 2017 has been a year of many transitions for the NOC. This is true not only in those who hold office, but in many other areas. Those include:

Our national re-certification process

A new certification website and procedure

A new officials’ website

The requirement of both SafeSport and Background Screens for certification

Distribution of the National Officials’ shirt There is still much work to be done and improvements to be made, but we are moving in a good direction. Along with these changes, we have taken steps to improve our recruitment and mentoring of young and new officials, to move some of our Rules Reviews to an online format, to create new and better ways to train and certify officials in Electronic Measuring and Electronic Recording, to provide resources to purchase equipment needed for officiating, and more. Future projects include training opportunities for rising Implement Inspectors, Technical Managers, and Referees, new online training modules that utilize video, and creating new resources to assist Certification Chairs in their work. Throughout these changes, there have been many individuals who have accepted extra responsibilities on behalf of the NOC and officials across the country. Though I cannot list them all, some that I want to acknowledge are Roger Burbage (who stepped in as interim Vice-Chair for Certification), Rich Schornstein and Laurie Boemker (who led the way in preparing rules reviews), and Mark Heckel (who has facilitated several projects as Chair of our Technology Sub-Committee). Also, the USATF National Office has been very responsive to our needs and requests. Though many of these areas are still being refined, they continue to work with us to improve areas for the betterment of our officials. Those who have worked with us include Vin Lananna, Max Siegel, Renee Washington, Norman Wain, Sara Reese, Sarah Austin, Desiree Friedman, Lindsay Toussant, Zack Raubuck, Luke Fimreite, and others. Respectfully Submitted, Mike Armstrong Chair, USATF National Officials Committee

Certification Process and National Shirts As of October 27, 2017, there were 4,586 officials who have completed the certification process. Of that number, 677 have not entered a shirt size and, therefore, have not received their national shirt. Though the re-certification period after each Olympic Games is always difficult, this one had extra challenges with a new website and the added requirements of SafeSport and the Background Screen. I want to acknowledge the patience and hard work of those who serve our officials as Association Certification Chairs. These men and women put in many hours to serve their fellow officials and our sport. Please take time to thank your Association Certification Chair for his or her work on your behalf. Certification of Officials Under-18 Because of the requirement of a Background Screen for Certified Officials, the status of officials under the age of eighteen has been a point of discussion between the NOC and the USATF national office for several months. Because of their age, those officials are unable to complete the Background Screen. This issue is still being discussed by the USATF national staff and a plan of action should be finalized soon. 2017 Championship Meet Officials The 2017 USATF Senior Indoor Championships were held on March 3-5 in Albuquerque, NM. Seven selected officials declined their assignments and were replaced by selected alternates. It was a well officiated meet with just two protests filed – one in the running events (denied) and one in the field events (upheld). The 2017 USATF Junior and Senior Outdoor Championships were held on June 22-25 in Sacramento, CA. Two selected officials declined their assignments and were replaced by selected alternates. Our officials did an outstanding job officiating the meet in spite of severe heat. There were nineteen protests and appeals filed. Five were in field events with four denied and one upheld. Fourteen were in running events with eleven denied and three upheld. 2018 Selection Process for Championship Meets Applications closed on October 15, 2017 for the 2018 USATF Senior Indoor, Junior Outdoor, and Senior Outdoor meets. There were 350 officials who completed applications. The selection of officials for these meets will take place on November 28-29 at the USATF Annual Meeting in Columbus, OH. NOC Election Per National Officials Committee Operating Procedures, the NOC will conduct one election at the 2017 USATF Annual Meeting to select a Vice-Chair of Certification to complete the current term, ending in December of 2018. Evaluations A new online evaluation form was introduced for the 2017 USATF Junior and Senior Outdoor Championships, Masters Outdoor Championships, and Junior Olympic Championships, as well as a new

online evaluation form used by Association Certification Chairs to evaluate those from their associations who applied for USATF Championship meets. All systems worked well. Best Practices Rich Schornstein has worked with the USATF National Office to update the NOC Best Practices library and transition it to the USATF Officials’ website. This library contains a wealth of information and is highly recommended to officials of all levels and disciplines. NOC Operating Regulations The officers of the NOC will be presenting some changes to our Operating Regulations. Most of the changes are editorial and organizational. Other changes include updating the descriptions of the Nomination and Technology Committees, adding the Young Officials Committee, defining the role of Parliamentarian, and moving the responsibility for preparing certification rules reviews from the Certification Sub-Committee to the Rules Sub-Committee. Board Report At the request of USATF President, Vin Lananna, and NOC Board Representative, Len Krsak, I prepared a report for the USATF Board of Directors on the “Recruitment, Certification, Retention, and Rewarding” of USATF Competition Officials. This report will continue to be developed and expanded as we seek to address these issues. Young Officials Development

Young Officials Grant

o The National Officials Committee budgeted for fifteen $500 grants to help young officials (under-40) travel to USATF National Championship meets to gain experience. There were nine applicants, all of whom received a grant. They officiated at the USATF Youth Indoor, Outdoor, and Cross Country Championships, the USATF Junior Olympic Championships, and the USATF Masters Indoor and Outdoor Championships. All of the grant recipients had good experiences at their assignments and grew as officials. I want to thank Donald Berry for his work in making this program work. The 2017 recipients were: Tanner Bisbee (Maine Association), David Glasberg (New England Association), Deborah Green (Potomac Valley Association), Cheyenne Hall (Colorado Association), Courtney Kromko (Maine Association), Candice Pierre (Southwestern Association), Alexandra Schober (Adirondack Association), Aisling Stephenson (New England Association), Clifton Taylor (Utah Association)

o Young Officials Think Tank

In an effort to get more input and ideas from young officials regarding recruitment, retention, training, and mentoring, I initiated a “Young Officials Think Tank” – an email group that shares ideas and experiences. This group is proving to be very helpful in evaluating what we can do to better raise up young officials in USATF.

o Young Officials Committee

In order to keep the recruitment, retention, training, and mentoring a priority for the NOC, the officers of the NOC are recommending the addition of a permanent Young Officials Sub-Committee to the NOC Operating Procedures.

2017 USATF NOC Annual Report

Vice Chair Awards

The following N.O.C. Awards Committee report has been condensed to reflect on what has transpired during the past 12 months. As was started by the past Vice Chair of Awards, Gordon Bocock, a combined yearly and historical report is available upon request. It is my intentions to maintain a historical record of the Awards Program including the National Outstanding Association Officials program.

Association Awards:

In 2017, the first year of the Tokyo Olympiad period, 54 associations were eligible for the National Outstanding Officials Award. Alaska, San Diego – Imperial, and Wyoming were not eligible because they have no National, Master or Emeritus level officials. After many attempts to contact all of the respective association certification chairs using email and the N.O.C. newsletter, the following associations were non-responsive: Central California, Florida, Inland Northwest, Long Island, Minnesota, Missouri Valley, Montana, Snake River, Tennessee and Utah. As of October 31, 100 certificates have been mailed to 44 associations.

Horace Crow Award

This marked the 26th year for the Horace Crow Award. This year the Awards Committee received and presented 12 nominees to the National Officials Executive Committee. This list of outstanding officials was narrowed down to the 5 finalists for the 2017 Horace Crow Award: o Martin Johnson ~ outstanding horizontal jumps official from Colorado Association o Kathy McLymond ~ outstanding vertical jumps official from the Niagara Association. o Delores Murray ~ outstanding field event official from the Southwestern Association. o John M. 2017 USATF NOC Annual Report

Vice Chair, Certification

As the appointed Vice Chair of Certification to fill the vacancy this past year, the following reflects what transpired during the past 12 months:

The Officials Certification Database is now hosted on the USATF server and is tied in with the USATF Membership Database. The transition was difficult and there were a number of concerns that have been resolved. There are a number of improvements that are in the future agendas.

I have assembled a 4-member Regional Certification Assistants group. Their challenge is to communicate with the Certification Chairs with their concerns.

I have assembled a Subcommittee of Officials to share official’s questions and concerns.

The Background Check and SafeSport confirmations were conducted and reported to the National Office.

I have communicated with all groups via newsletters and emails. This process enables the Certification Chairs to share information with their membership.

A Certification Chair Clinic will be held at the Annual Convention. The agenda will include items that will assist Certification Chairs in processing Certification.

There are approximately 4240 Certified Officials for the 2017-2020 Olympiad. This includes 413 new officials. These figures will change as applicants are being processed at this time.

The group did considerable work with the Rules Reviews which was finished by them and some new people in February of 2017. The Current Rules Reviews for 2017-2020 are up to date.

We started contributing monthly submissions to the NOC Newsletter which included “Rule of the Month,” IAAF, NCAA, NFHS and World Para Athletics updates and other rules related issues.

This was a rules year for IAAF and we have 76 changes proposed for consideration. The USATF Rules Proposal package was posted in November and distributed electronically to all Association Certification Chairs. It will be the topic for discussion at the NOC Rules Subcommittee meeting scheduled for Thursday, November 30, 2017 at 8:00 AM.

We had a Rules Subcommittee Conference call on Sunday, September 24, 2017 at 7:30 PM EST. We discussed Rules Review Survey, Online Rules Review, Referee Newsletter, Rules Update, Spanish Version Rules Review, the Rules Subcommittee Functions and the Annual Meeting.

We have been working on an Online Rules Review. Mark Heckel, Susan Marie Harris and Travis Kupiec have put some demos together. Rich Schornstein and Susan Marie Harris had originally started this project. We have also been working in collaboration with Vice Chairs of Certification and Training on this. One or two options will be presented at the NOC Rules Subcommittee meeting.

A Rules Review Survey was put together by Mike Trego. There were 464 responses to the survey by the deadline. This will be a topic of discussion at the Annual Meeting and some type of Infographic will be presented summarizing the results.

A Spanish version of the Apprentice/Association Level was put together by Richard Robert. We still have some areas to finalize and hope to launch it in early part of 2018.

USATF Rules Proposals for 2018 are currently being submitted. A solicitation for rules proposals will be made to all Association Certification Chairs via electronic communication in 2018 as well.

National Officials Committee 2016 Vice Chair Rules Meeting Thursday, December 01, 2016

The 2016 Vice Chair Rules Meeting was called to order at 8:02 a.m. by Vice Chair Bob Podkaminer. The minutes of the 2015 NOC Rules Subcommittee Meeting were approved. Copies of the Rules Summaries for USATF, NFHS, and NCAA were distributed for discussion/explanation. Participants were encouraged to attend youth and masters sessions for concerns about their rules. USATF Rules Proposals Summary Vice Chair Podkaminer encouraged everyone to look at the entire proposal online and bring proposals to him. He led the group through the summary provided noting that very little reflected change in competition but rather change in procedure and clarification in certain instances. NFHS Rules Change Summary Richard Messenger discussed high school rules changes per the handout provided. He noted that the biggest change is that Rules 6 and 7 have become one rule. Vice Chair Podkaminer shared that it is important to see the level of cooperation taking place in getting rules and interpretation closer and closer so that you don’t have to remember special situations, although it will be necessary in some situations. There is an absolute need for some specialized rules; i.e., youth and masters. NCAA Rules Change Summary Vice Chair Podkaminer highly encouraged everyone to go through the NCAA rules changes as there are some major changes in interpretation. He encouraged people with concerns to go to the rules committee meetings and to get there on time. David Katz praised Vice Chair Podkaminer for his reviews as an ITO in Rio. Discussion of NOC Rules Subcommittee Function Vice Chair Podkaminer discussed the function and past activities of the NOC Rules Subcommittee. George Kleeman shared the history of and need for the subcommittee in relation to the change in the number of tests and rules reviews required. He also noted that we now have a larger training committee than existed at the time the subcommittee was formed. Rich Schornstein, Training, shared his role this year in rules review and the amount of work required by numerous people who put several hundred hours into the effort. He asked the audience to give considerable thought to where this responsibility should exist. Vice Chair Podkaminer stated that rules review location will be discussed at the general session.

VICE CHAIR TRAINING REPORT

MARTY JOHNSON

2017 USATF NOC Annual Report

Vice Chair Training

At the 2016 USATF Annual Meeting in Orlando, FL, elections were held for various NOC offices as required by our bylaws. As a result of this election, I was selected to be the new NOC Vice-Chair for Training. With that in task in hand, I undertook the following actions thus far during 2017:

1. Decentralize the Training Committee activities: Past Vice-Chairs have worked in a one-project-at-a-time mindset using the entire Committee. I prefer to work by identifying tasks and/or projects that have a bona fide need for our constituent officials. To that end, I worked with committee members and the past chair to identify projects of need and interest to our members, found interested parties to lead teams, and let good people do good work with only the necessary oversight. The final products still funnel through me and the committee, but the day to day process is left to the individual team leads.

2. Training Committee Projects: to date we have come up with several planned training activities and tools. Some of them are still in process, and others are taking much longer than hoped for to get off the ground. a. Video-based modular training: Different learning modalities are essential when dealing

with large populations of students as not all of our officials have the same learning styles and/or strengths. While the current text-based systems are good (rulebooks, training slides, etc.), this is not the best method for teaching everyone. Unfortunately, hands-on training is not practicable as there are over 4700 certified officials distributed across 57 associations. To that end, I have been working with Mark Heckel (Pennsylvania), our Technology Subcommittee Chair, to not only get video from Eagle Eye to edit into targeted training scenarios, but we are also filming our own vignettes appropriate to a variety of training modules. This will be an ongoing and long term project, but we hope to have a sample for viewing and posting early in 2018.

b. Certification Upgrade Checklists: As many of you that work meets outside your association or local area have noticed, training and certification levels vary across the country. Using some material originally developed by Eric Zemper (Michigan) and Lee Richards (Colorado – now Maine), I have a task force, headed by L.B. Clayton (North Carolina) and Doug Weir (Michigan) working to incorporate checklists to verify what skills are required in each discipline to advance to a new certification level as well as a positive check that these skills have been mastered. This work is being done in conjunction with the NOC Vice-Cahir for Certification, Roger Burbage, and will be briefed to the Association Certification Chairs at the Annual Meeting.

c. Ready Reference Cards: The Best Practices library originally developed by Rich Schornstein, our NOC Secretary, has proven to be invaluable for our officials across the country. It has been shown to be especially useful when new officials, or those new to a particular event, tackle an assignment. Unfortunately, many of us show up to smaller meets and are thrust into an unfamiliar situation without having had the opportunity to peruse the Best Practices library for the relevant documents the night before. Our NOC Vice-Chair for Rules, Laurie Boemker, brought back a small pocket size edition similar to our Best Practices from UK Athletics. A team led by Ed Halik (Colorado) comprised of two individuals from each area of expertise – Starters, Umpires, Race Walk, Horizontals, Verticals, Throws, Clerks spread

around the country is working on taking the best parts of the UK publication and our own USATF Best Practices library and putting it in a pocket sized guide for all officials. The cost and availability of this will be discussed at the Annual Meeting (will it be an item sold in our Official’s Resources section, or is it something we can get USATF to purchase for each official when they certify each year).

d. EDM/EDR Training: Each year USATF and NCAA national championships are held, records are set, and we manage to fumble through the EDR process because we insist on using untrained or barely trained volunteers. There are many certified officials trained in the use of FieldLynx who are quite capable of recording marks, wind readings, and even protest or dark marks without managing to either display them to the crowd or put them up on the live stream for the whole world to see. The problem is, we don’t have a coherent method that is used across all venues, and many of these good officials don’t have the official imprimatur signifying their ability to perform this critical task. I have been working with Cody Dannen and his crew from Flash Results to develop a training class. This would be taught twice each year during the brief off-season (probably August). Officials would travel on their own dime, pay for the clinic, and get an entire day of hands on training on the FieldLynx system, including a skills test at the end. The training will include marks (metric and imperial), wind readings (how and when to take them), protest marks procedure, connecting to the display boards, set up (rulebook, etc.),creating a final, interval changes and added heights in the verticals, forcing athletes to finals, and all of the other tasks that are entailed in the EDR arena. This would allow us to finally use the EDR system as an official record, because it will be kept and managed by a certified official. That helps with the certification of records as well.

e. Annual Meeting Clinics: As always, the Training Committee organizes a variety of clinics for officials attending the Annual Meeting, and this year is no different. This year’s slate includes: Implement Inspection – Richard Messenger (West Virginia)

Modular Approach to Official Training – Chris Kunzelman (Pacific Northwest)

Head Event Official Protocols – Randy Brown (Southwest)

EDM/DR Training and Ready Reference Cards Update – Ed Halik (Colorado) and Marty

Johnson

Certification Upgrades – L.B. Clayton (North Carolina) and Doug Weir (Michigan)

Referee Scenarios – Robert Kern (Wisconsin)

As you can see, it has been a busy year, and we hope to have some great training videos for everyone to see by this time next year. Martin D. Johnson NOC Vice-Chair for Training

The N.O.C. Communications Committee has used the N.O.C. Newsletter as the primary means of sharing information with the National Officials Committee and certified officials thru out the 57 associations. Distribution of the N.O.C. Newsletters has been via email blasts using MailChimp Marketing Service. Recipients of the newsletters must self-register; there is no automatic registration when certifying. Newsletters can also be obtained by those individuals that have a Twitter account and follow the “USATF Officials”. From December 2016 thru October 2017, the Communications Committee has published 15 newsletter, 11 monthly editions plus four special editions. A special edition in April was to encourage safety practices while working track and field meets. The special edition in May was to enlist officials to apply to work the Youth Nationals in Lisle. Each of those special editions was sent to the entire subscriber list for the newsletter. The November edition will be distributed after this report has been submitted and will highlight the upcoming Annual Meeting in Columbus. Two additional special editions were sent in the middle of September and October regarding the application process for the three national championships. The two editions were sent to only currently certified National and Master level officials. Email addresses were downloaded from the official’s data base located on the USATF server. A complete list of email addresses that were sent the application notices is on file. Since December 2016, the newsletter has lost 284 subscribers. We currently have 6762 subscribers. Of those subscribers, only 37 percent actually open the newsletter when it arrives which is above the national average of 17 percent. The two special editions regarding the national application were opened by 59 and 52 percent respectively. The newsletters have featured regular submissions such as the “Notes from the Desk of Our Chair” and Points of Emphasis on Rules from our Rules Chair. There have also been updates on the Awards program, Hall of Fame selections and Best Practices updates. Respectively submitted,

Evaluations Subcommittee

In the past, evaluations were accomplished by event heads for their crew members at the USATF Senior Indoor and Outdoor championship events. Thos evaluations were made on paper forms through 2012 or 2013. Those evaluations have been lost. Evaluations were made electronically and posted to Official’s Profile pages for the years 2015 and 2016. No evaluations were done in 2016. For 2017, the NOC Executive Committee directed resumption of the evaluations, and widened the scope to include national Masters and Junior Olympic competitions, and to include evaluations of event heads by a crew member. We enjoyed good responses in obtaining evaluations in 2017. Approximately 300 evaluations were submitted in 2017. The old officials pages, hosted on Jimmy Stewart’s server were lost, and the new USATF system has not yet been adapted to create an Official’s Profile page for every official. Going forward, once the system has the capability, evaluations from 2017 and forward will be posted to the Official’s Profile page for officials to view at their leisure. Until such time, individual officials may request to see their evaluations, which will be e-mailed to them. Approximately 25 evaluations have been provided to officials in response to their request for them in 2017. Submitted by Rich Schornstein Chair, NOC Evaluations Subcommittee

Although the Official’s Non-Sanctioned Insurance was renewed after cancelation, it was decided to determine what if any action should be taken regarding alternate sources of coverage. Our goal was to attempt to find out what is any additional coverage existed in our Associations, what, if any impact NFHS membership had our local associations and they were aware of the extent of NFHS Insurance. We were also interested to find out if Associations had any additional coverage for the USATF Officials.

Both the Chair and the Certification Chair were contacted in 51 Associations. For 17 Associations, neither officer responded. Most notable was that none of the Associations had taken out any additional coverage for their membership and only 17 indicated that members also belonged to the NFHS. Most were aware of the NFHS policy limitations. Some of our USATF Officials have additional coverage.

During the first quarter, the NOC was notified that USATF will provide in the future, coverage for the full Officials Non-Sanctioned Insurance Premium

It was determined that the USATF Sanctioned Insurance policy had been revised, creating of concern to our committee. Most specifically sections dealing with the terms VOLUNTEER and WAIVERS. Legal advice was solicited from Shelby Sharpe, William Hickman and William Pollinger. All of the legal counsels rendered criticism of the document. Mike has provided their and our concerns along with recommendations to the National Office. After continued attempts to get action little has been forthcoming from the National Office.

In addition the National Office provided the opportunity to review a FAQ document on insurance which they wished to send to our NOC membership. It contained information we deemed not appropriate for distribution in its current form. The National Office was informed of our concerns and to date no revisions have been provided to us.

Uniform and Equipment Subcommittee

Since accepting the Chairmanship of this committee in mid-2017, my goal has been to develop a viable program to provide all certified officials with more options/choices for uniform items at an affordable price from a single source that supplements the choices currently available. Since no options are currently offered for either basic or advanced equipment used regularly by officials, I am developing a proposal for all officials to be able to go to a single source for the purchase of necessary “tools of the trade” at a discounted price. The same is true for more advanced equipment such as laser measurement devices and high quality certified steel tape measures. As to uniforms, from a national level, officials are currently offered only three uniform items. The first is the National Shirt purchased directly from USATF. The second is a windbreaker type jacket and the third a two-piece Gore-Tex rain suit from Boathouse Sports. These uniform items are very high quality while at the same time being very expensive. My proposal is to offer multiple uniform items at a more affordable price for the everyday official through an authorized vendor that can be accessed by all officials through our national official’s webpage. All the items offered could be customized to reflect the officials association and name, if desired, as well as the USATF logo. Items currently available are short and long sleeved shirts for men and women, hats with stitched logos (baseball, wide brimmed straw hats with band, and wide brimmed UV blocker sun hat), hat bands, logo patches, medium weight and heavy weight jackets with either a removable polar fleece vest or long sleeve polar fleece jacket, all with stitched logos. Associations and/or groups of officials could also receive additional discounts for bulk purchases. The equipment proposal is in two parts. First, I intend to propose a “New Officials Starters Kit” that contains the very basic items that every official should have in her/his bag. This would be purchased directly from a national vendor of track and field equipment at a discounted price. This vendor will also have other important equipment items available at a discounted price. A link to this vendor would be accessed through the national official’s webpage. The second part of the proposal is to make available to the general official population advanced electronic measurement equipment at a discounted price through a licensed manufacturer’s representative. Access to this dealer would also be through the national official’s webpage. A separate proposal will be presented to organize equipment kits for key officials to be used at USATF Championship meets. The initial kit would be for Marshalls and would contain such items as armbands, hatbands and vests with “Marshall” printed boldly on each. Hand held radios would also be a part of this kit. The kit would be part of the total equipment package stored and transported by USATF staff to these meets. Kits for other groups, such as referees and ITO’s/NTO’s could be put together upon request. All of the foregoing is still in the concept and research stage and will require consultation with, and approvals from, both the NOC and USATF. The specialty kits will also require funding approval from the NOC. It is hoped all of this can be accomplished and made available to our officials by the start of the 2018 outdoor season. Officials’ Best Practices & Resources

The Best Practices library experienced many problems as it was migrated from Jimmy Stewart’s server to the USATF server during 2017. Several documents were lost, many others were delayed in getting posted to the new site, and the site was not accessible for two months. The site itself underwent reorganization and a change to improve layout and appearance. All available documents are now viewable on the site. The number of items in the library materials now totals over 320 entries. These consist of 90 “Resource” documents (rulebooks, monographs, and videos), and 230 Best Practices documents. During 2017, more than 40 items were either updated or added to the library; and 8 items were deleted. There’s been limited, though very useful input from officials around the country to suggest additional materials for the site. Further inputs – for new or updated materials - are always welcome. Best Practices materials, with the distinctive logo at the top of the page, are appearing in the hands of officials at more and more competitions. Officials, Officials’ Chairs, and Certification Chairs can help spread the word about the existence of, and the value of these documents. Demographics – 2016 & 2017 Selections For National Championship Meets

Summary: The Demographic Report compiled by the Affirmative Development Subcommittee breaks down the age, race, and gender, of everyone who applied for, and were chosen by, the national officials' selection committee in 2016 and 2017. Below are some conclusions.

In 2016 there was an unusually large number of championships to apply for: 5 in all. For those 5 championships, the applicants totaled 1,209. In 2017 there were only 2 championships to apply for and applicants totaled only 405. There appears to be no shortage of individuals willing to officiate the big championships, and demand far outstrips supply.

Ideally the officials' demographic will closely match the demographic of the athletes they officiate. For example, if half the athletes in a meet are female, half the officials should be female... ideally.

Regarding race: The applicant pool is dominated by Caucasians. At every championship, the applicants were between 74% and 76% Caucasian. The only exceptions were at the Indoor Combined Events' and the USA Jr.'s, were the percentage was 81% and 71% white respectively.

The selection pool is dominated by Caucasians. This is inevitable with the percentage of Caucasian applicants being so high. The remaining applicants / selectees is comprised almost entirely of African-American. 5-7% of applicants belong to other races, and will mostly be left out of the remainder of this assessment.

The selection process favored African American officials more in 2017 than in 2016. At USA Jr./Sr. Outdoors in 2017 the percentage of Caucasian applicants who got selected was 65%... whereas the percentage of African American applicants who got selected was 78%. Earlier that year at Indoors, the percentage was almost perfectly even: 51% of all Caucasian applicants were selected, and 52% of all African American applicants were selected. Compare that to 2016... At USA Indoors 38% of all Caucasian applicants were selected, and 33% of all African American applicants were selected. At IAAF Worlds, 33% of all Caucasian applicants were selected, and 27% of all African American applicants were selected.

Selection to the 2016 Olympic Trials was the least favorable to non-Caucasians. 45% of all

Caucasian applicants were selected to the Olympic Trials, versus 28% of all African American applicants.

Regarding Gender: The applicant and selection pool is dominated by Males. Males made up 75-77% of all applicants to every championship, and about the same percentage of selectees.

There was only one Championship where the selection process favored female officials more than Male. 2016 Indoor Combined Events. 26% of all female applicants were selected versus 19% of all Male applicants.

The highest percentage of Male officials were selected to the highest profile meets. 2016 World Indoors and 2016 Olympic Trials officials were 78% Male. All other championships were around 75% Male. The lowest percentage of male officials was at the 2016 Indoor Combined Events where they only made up 70%.

Regarding Age: Officials Under 50 only make up 12% -16% of all applicants There aren't enough young officials applying.

The application and selection pool is dominated by officials over 60. At every championship officials 60+ years of age make up 60%-70% of all applicants and selectees. At World Indoors, the highest percentage – 72% were over 60.

Overall, the selection process is more favorable to officials 50+ than to officials under 50. For Olympic Trials, 43% of all applicants over 50 were selected, but 34% of all applicants under 50 were selected. Most championships had numbers similar to this... but there were exceptions.

There were exceptions where the selection process was more favorable to officials under 50. 2016 Indoor Combined Events, 42% of all applicants under 50 were selected. This was the highest of all the age groups.

The selection process to the 2016 USA Jr. Outdoors was highly favorable to young officials. 2016 USA Indoor Championships, 62% of all applicants under 50 were selected, and 66% of all applicants in their 50's were selected.
