Lack of capacity and financial resources Flexible structure of external experts working on short term

contracts is following only urgent actual demands Vulnerability of current frame (1 expert =1 sector) in view of

consistency Low sustainability - no systematic support for continuous

training and education of new experts Low correlation between available statistical information

(input data) and time frame for inventory requirements Low correlation for different reporting obligations under EU

and UNFCCC
