Franklyn Bourne Bar Association, and Past President of the international Howard University Law Alumni Association. He earned his Masters in Law in Taxation from the Georgetown University Law Center. Statement of Purpose

National Faith Based Coalition Development Fund is a depository fund based on the Opportunity Zones created by the 2017 Tax Cuts and Jobs Act for real estate and private equity investors, wealth managers, and financial institutions seeking to raise and deploy capital into Qualified Opportunity Zones (QOZ).

The spirt and intent of the Opportunity Zone Fund is to funnel such unrealized capital gains into economically struggling areas by offering a tax break to investors who reinvest their gains in so-called opportunity zone funds. This new type of investment funds ideally would be benefiting two groups, large investment profits and low-income communities.

NFBCF understands that the Faith community always served as viable assured Vehicle for the multifaceted platforms that the Opportunity Zone investment funds will present with the spirit and intent of ensuring that it will be utilized in the overall development of low-income stress communities. As positioned as a key incentivized role, NPBCF will serve as that platform.

National Faith Base Development Fund Our Vision

In most under-Served Zip Code Zoned communities, the faith based institutions has always been the pillar for change. The Opportunity Zone Act is supposing a two-fold new policy that can be defined and proposed as a win-win position for both the Investors and the Under-Served Zoned communities.

The OPZ initiative translates into that the investors through their investment projects helps create a mechanism or a viable platform partnering with the essential components of the role that the faith based institutions play towards sustainable growth and development

Therefore, investors gains can rollover into the gains of the faith based institutions, in contributing to existing outreach economic initiatives such as, building facilities, projects and programs that are serving the underserved communities. Without a doubt, National Faith Base Development Fund’s sole vision and objectives are to be that platform through our fund to recreate, restore and build whole Sustainable, comprehensive, measurable and attractive thriving area’s that will be benefiting stressed communities on all income levels.

RICHMOND MCCOYMr. McCoy is a nationally recognized real estate executive with over 30 years of diverse real estate transaction development and asset management experience. He has consummated over $6 billion in transactions. In 1991 McCoy set up his own real estate firm, the R.M.C. Group, to provide corporate real estate services to major companies that wanted to work with minority-owned enterprises. A founding member and currently Chairman Emeritus of Real Estate Executive Council (REEC), he speaks as an economic development/CRA Compliance expert for US based banks and is a panelist for the Federal Reserve Bank.

By the mid-1990s McCoy saw a growing need for real estate and institutional asset management in African American communities and the not-for-profit sector. He attempted to fulfill these needs with the founding of UrbanAmerica. As President and chief executive officer, McCoy has seen UrbanAmerica grow tremendously. Some of its projects have included shopping malls in Florida, medical offices in Las Vegas, and police precincts in Maryland.

McCoy is a rising star in black business today having been profiled by Fortune, U.S. News & World Report, Black Enterprise, Time and the Wall Street Journal. In addition, he is the recipient of numerous awards and an honorary degree.

ROBERT FARMER, JR.

Robert C. Farmer, Jr. serves as Senior Vice President of Development & Capital Markets for UrbanAmerica. Mr. Farmer’s professional experience spans both Finance and Commercial Development. He has held various management positions in community economic development organizations and at commercial banks.

Prior to working with UrbanAmerica, Mr. Farmer was President and CEO of Sphinx Group, Inc., a development and capital formation company he founded in 1997. Prior to Sphinx Group, he served in senior management positions at major national banks, including PNC Bank, Summit Bancorp (now Bank of America), First Union National Bank (now Wells Fargo) and North Philadelphia Partnership where he was its Executive Director and, after departing, a Board Member and Loan Committee Chair.

Some of Mr. Farmer’s recent projects include: the conversion of a former Delta Airlines Operations building into a 215,000 sf. faith based headquarters in the Greenbriar section of Atlanta, GA; the ground-up completion of a 37,200 sf. supermarket-anchored, retail development in the Hill District of Pittsburgh, PA; and the conversion of the former Asher Candy factory into a 50,000 square-foot mixed-use complex in the Germantown neighborhood of Philadelphia, PA. Mr. Farmer has served as a board member for several community and economic development organizations. He holds a Bachelor of Arts in Business Economics with a concentration in Finance from the University of Pittsburgh

REV. DR. ALVIN HATHAWAY, PASTOR, UNION BAPTIST

The Reverend Alvin C. Hathaway, Sr. was called to Union Baptist Church as Assistant Pastor in 2004, and elevated to the position of Pastor of this historic “Servant Church” in 2007. He succeeds the legendary Rev. Dr. Vernon N. Dobson, noted theologian, community activist and civil rights leader. Rev. Hathaway has the distinction of being the 10th Pastor in the church’s history.

A native Baltimorian and son of Union Baptist Church, he is truly a man of God; acknowledging his call to the ministry and through obedience to Christ, he prepared himself academically and spiritually for the shepherding of God’s people. Rev. Hathaway has two earned terminal degrees; Ph. D. in Philosophy of Religion from the North Carolina College of Theology and Doctor of Ministry degree from the United Theological Seminary. He earned his Master of Arts in Church Ministries and a certificate in Urban Ministry from Saint Mary’s Seminary and University. He is a graduate of the Harvard Divinity School’s Summer Leadership Institute. He has a Bachelor of Arts in Religious Studies from the McKendree School of Religion. He was inducted into the Martin Luther King Jr. Board of Preachers of Morehouse College on April 12, 2012.

He is a contributing author of “Children’s Mental Health: Partnering with the Faith Community,” in Providing Mental Health Services to Youth Where They Are: School—and Community—Based Approaches (New York: Brunner-Routledge. 2002); “Reaching Out of School and Community Stakeholders to Improve Mental Health Services for Youth in an Urban Community,” International Journal of Mental Health Promotion (Volume 4 Issue 4-November 2002); and “Enhancing child and adolescent resilience through faith community connections.

CHUCK VOLLMER

Chuck Vollmer is the founder and President of Jobenomics LLC, a company dedicated to developing a national call-to-action campaign to create 20 million new US private sector jobs by 2020. His new book, titled Jobenomics, is scheduled to be released in July 2010. Chuck is also the founder and President of VII Inc., an international strategic planning, systems engineering and investment capital firm specializing in emerging government and business initiatives.

Prior to VII, he was an executive in a leading US consulting firm, an executive in the worlds second largest aerospace firm, as well as a highly decorated fighter pilot. Over his career, Chuck has started hundreds of new businesses from major multi-billion dollar organizations to small businesses.

SPENCER LACAPRASpencer LaCapra was born in Central Florida with his brother and two sisters. His parents taught him Christian values at an early age which permitted him to develop a strong love for building God’s Kingdom.

LaCapra received his Bachelor of Science degree in Business Administration and began his career working for several different Fortune 500 companies. He married his college sweetheart and they have been married for 42 years with three adult children. LaCapra has lived in Northern Virginia for the past 30 years and faithfully attends Bethlehem Baptist Church in Alexandria, Virginia.

Bit by the entrepreneurial bug, he decided to venture into his own business whereby he could teach others what he had learned while making other companies richer. He currently owns a distributorship with myEcon, Inc. They teach people how to properly lower their taxes, eliminate debt, improve credit scores, make their business profitable and teach investment strategies.

LESTER ADAMS

Lester Adams has more than 15 years of experience in commercial real estate development, primarily in hospitality and public private partnership development. Presently, Mr. Adams is Director, Franchise Development - Emerging Markets for

Choice Hotels International and tasked with the responsibility of growing the franchisee base of African American, Hispanic, Native American and Veteran owners.

Previously, Mr. Adams was the Director of Real Estate Investments for Encore Enterprises, Vice President of Franchise and Industry Relations for the Asian

American Hotel Owners Association and Director of Owner Relations and Market Planning for InterContinental Hotels Group, where he provided detailed market

research and development analysis for more than 300 transactions, bridged the communication between franchisor and franchisee to support a positive development

process and gathered equity capital for various commercial development projects.

Mr. Adams has also served in various legal, finance, strategy, human resources, and international business functions for Fortune 100 companies both domestic and

abroad. Mr. Adams graduated from Hampton University with a Bachelor of Science in Management-International Business, from Fayetteville State University with a Masters of Business Administration-International Business, and from Howard University School

of Law with a Juris Doctorate concentrating in corporate and international law.

AARON MANAIGO

Hon. Aaron T. Manaigo is a partner at the Washington DC-based consulting firm Potomac International Partners. He is also the Co-founder of the National Infrastructure Investment Alliance, a coalition of government, civil society and private sector interests, formed to work on the U.S. Opportunity Zone Initiative, a bi-partisan legislative act designed to revitalize distressed U.S. communities. He is a former New York State Assemblyman (R-Bronx), 1995-98. He has worked on economic diplomacy for the U.S. Dept. of Commerce, Dept. of State and EPA. Mr. Manaigo has unique U.S. presidential campaign experience having co-chaired the Great America PAC for President Trump and been a senior advisor on the presidential campaigns of President George W Bush, Senator John McCain, and Herman Cain.

DAVID MORGAN

Mr. Morgan is managing partner of D. Morgan & Partners, agovernment relations and public affairs firm at the center ofbusiness and the political system. Prior to launching the firm,Mr. Morgan served for almost ten years as Vice PresidentGovernment Affairs for the American Express Company. In thatrole, he managed the government and public affairs portfoliosfor the American Express OPEN business and the Tax andHuman Resources functions and also served as Treasurer forthe American Express Company’s political actioncommittee. Mr. Morgan received a B.S. from Cornell University,a J.D. from Harvard Law School and an LLM in Taxation fromGeorgetown University. Mr. Morgan is also Co-Founder of theMulticultural Media Correspondents Association, Board Chairof Patten University and a Member of the Potomac Coalition.

ABOUT NIIANIIA is an alliance comprised of investment and developmentindustry leaders from the public and private sector committed toassisting local governments secure financing and technicalassistance for their priority public private partnership infrastructureprojects.
