SITUATION update No. 20 of 22/02/2016

Forecast for 1800hrs tomorrow for Fiji waters: Northwest to Northeast winds 20 to 30 knots,

gusting up to 40 knots. Rough to very rough seas.

An associated trough of low pressure lies just north of Fiji. It is expected to move over the group

tonight. Associated cloud and rain is anticipated to affect most of Fiji later tonight.

A strong wind warning remains in force for Rotuma waters and land area and a trough of low

pressure remains slow moving over Rotuma.

GENERAL COORDINATION

All agencies are on stand-by at the NEOC and Divisional EOC’s which includes the

Republic of the Fiji Military Force, National Fire Authority, Fiji Corrections Service and Fiji

Navy.

Fiji Volunteer First Respondent (FVFR) are on call at the NEOC attending to emergency

medical and other rescue services.

Critical Agencies have opened their respective EOC’s but maintain close coordination

with NEOC through frequent Situation Report

Fiji Procurement Office has been assigned to look after Logistics.

NEOC Planning and Logistics cell are in full operation

BOS and Ministry of iTaukei Affairs cell for demographics of the rural areas

NEOC Admin cell set up for HR and transport logistics

1.2 Update: Water Authority of Fiji

AREA OPERATION

Deuba, Navua, Naboro

Nayagi Borehole Generator set has been temporarily fixed and Nayagi WTP

back in service. Awaiting delivery of backup Genset from Aggreko.

Areas affected by Nayagi shutdown are as follows:

1. Vunibau

2. Sadro

4. Seniveiuto

5. Naisasa Road

6. Vakabalea

Water Carting is currently servicing this area via two (2) trucks.

Korovou Korovou Normal. Genset in operation.

QVS

Team of WAF Carpenter has been deployed to fix damaged pump house

roof structure.

Electricians has also been deployed to service the pumps and switchboard

prior to recommissioning.

RKS

RKS normal.Genset in operation.Saiyaro area still without water as burst

main on bridge crossing is still underwater. Repair to be carried out once

water level recedes.

Suva/Nausori

Waila raw water pumps are back on FEA Power.

Waila Clearwater pumps are still operating on Genset

Waimanu Pumps are back on FEA Power

Savura Pump Station is back on FEA Power

Tamavua Treatment Plant back on FEA Power.

Wainibuku Pump Station back on FEA Power. Two pumps in operation to

boost Reservoir Levels at Tovata.

Tacirua, Dokainaisuva, Coloisuva and Khalsa Booster Pump Stations are all

shut down due to FEA power outage.

Khalsa Booster Pump Station will be switched on once Tovata Reservoir

reaches healthy levels.

Raralevu Reservoir feed zone experiencing low pressure due to low levels

at Rara Reservoir; Elevated areas expected to be without water. Water

Carting is being arranged for these affected areas.

FEA Power restoration is Critical for Waila Clear Water Pumps in order to

boost reservoir levels. Current low reservoir levels at Tovata, Kalabu,

Nasinu, Flagstaff and Toorak will remain if only three pumps are operating

for Wainibuku Reservoir.

Buabua System is experiencing low inflows due to blocked intakes at Nalau raw water intakes. Attempts to gain access to the raw water intake have been unsuccessful so far. Buabua Intake has been cleared and inflow into Buabua WTP has increased by 5MLD

Saru System is also experiencing low inflows. Access to intakes is restricted so far.

Production requirements from the Saru System is being supplemented by the Nagado Water Treatment Plant.

Lautoka system fed out of the Nagado Water Treatment Plant is operating normally.

NADI

Water is currently carted to Nawaicoba (ongoing)

Sonaisali is experiencing low pressure; team is currently flushing the lines.

Rest of Reservoirs is operating normally.

SIGATOKA

Workshop team and sigatoka staffs are currently working @ Matovo.

FEA power is back on- Qereqere Borehole Pump functioning and feeding Voua reservoir

4.2 Update: Water Authority of Fiji

Station Current Operation

Labasa

FEA Power restored to Nakama Borehole. Pumps 1 and 2 are operational.

Blocked Navau intake has been cleared.

Inflow into Benau from Navau source normalized.

Benau Reservoir level increased from 0.20 m this morning to 2.95 m at 1700hrs.

Nasealevu raw water supply line yet to be accessed; Flooding at Dogoru River

Crossing.

Nasarava System normalized.

Listed below are some of the areas that are still being affected by low pressure

and also no water during this period of shut down. Soasoa, Wailevu Village,

Bucalevu and Qelewaqa.

Supply to the following areas has been reopened: Rara, Lajonia, Vunivau, Basoga,

Bulileka at 2000 hrs.

Seaqaqa, Vunimanuca, Dreketi

Seaqaqa currently operating on GENSET. Normal Operation including

Vunimanuca.

Savusavu

The blocked Moliwawa and Savuloaloa raw water intake that caused no water

supply to the residents at Savusavu has been cleared.

Vunikoka pump station genset has been installed and is operational.

Burst Mains on the 150mm gravity line to Vunikoka Booster pump station. WAF

team currently carrying out repair works; once complete, Vunikoka pump station

should start pumping to Delainavaqiqi Reservoir.

All customers fed through the gravity system are receiving water.

Customers at elevated areas fed out of Delainavaqiqi Reservoir should start

receiving water once Reservoir is filled.

Tavutikau Reservoir level has increased from 0.00 m to 1.20 m as of 1800 hrs.

WAY FORWARD

Divisional EOCs need to get Agencies (FRA, FEA, and WAF) to synchronise data from

Divisional to national level to ensure that statistics tally.

The National Emergency Operations Centre is heavily reliant on information provided by the Divisional Emergency Operation Centre. CCD EOC needs to be more pro-active in getting timely updates to the NEOC.

Critical area of operation is in the Eastern Division (especially Lomaiviti) and this is area that needs support for timely updates

All Disaster Service liaison officers to report to NEOC for timely updates (Education, FEA, WAF, FRA, DINFO and Health)

Total support needs to be rendered to the Divisional Coordinators to ensure timely dissemination of data for comprehensive response planning.
