The National Intellectual Property Rights (IPR) Policy, 2016 adopted by the Union Cabinet on 12th

May, 2016, is a vision document which also lays down the roadmap for the future of IPRs in India.

The policy recognizes and reinforces the strengths of IPRs to accrue both economic and social

benefits for India. Cell for IPR Promotion and Management (CIPAM), a professional body under the

aegis of the Department of Industrial Policy and Promotion, has been working to ensure focused

action on issues related to IPRs and is taking forward the objectives identified in the National

IPR Policy.

Enforcement agencies, especially police and customs, have a major role in effective enforcement

of IPRs. Capacity building of enforcement agencies as also inter-agency coordination is vital

in strengthening the enforcement mechanism in the country. In this regard, CIPAM has been

conducting multiple training programmes for police and prosecution officials in various states

across India. Recently, an advisory has been issued by the Government to include IPRs in the

training curriculum of police officials across the country. In addition, the IPR Enforcement toolkit

for police has also been assisting police officials in dealing with intellectual property related

crimes, specifically trademark counterfeiting and copyright piracy. Moving forward, CIPAM in

collaboration with the Customs Department will start training of custom officials on enforcement

of IPRs.

Counterfeiting, other than causing an erosion on the brand value, also tarnishes reputation and

goodwill of the manufacturers and owners of IP. It also leads to social and economic consequences

resulting in huge losses to the economy in terms of lost taxes and revenues. Counterfeiting

further leads to diversion of funds to other illegal activities and organized crimes. Moreover,

counterfeit products put a threat to the consumers’ health and safety. In addition to sale at brick

and mortar stores, now counterfeit products have found a new avenue in the form of e-commerce

platforms.

In this context, CIPAM in association with European Union is organising a National Conference

on Counterfeiting & Role of Enforcement Agencies. This conference will bring together national

and international experts to deliberate upon the challenges and exchange best practices to combat

counterfeiting at both online and offline platforms. This will help government, enforcement

agencies, industry and other relevant stakeholders to have better understanding of the issues and

further strengthen the IPR enforcement ecosystem in the country.

We extend a warm welcome to all the delegates and participants. We hope this conference will

help shape the future of IPR enforcement in the country and pave the way for a Creative and an

Innovative India.
