Foreword: The worst floods since 1929 have devastated the lives of more than 22 million people in Pakistan who have lost their homes, livestock and standing crops. The flood has also wrecked major cities, towns and villages, dams, vital roads, rail network, bridges and social service delivery mechanism in over 70 districts. Potential for water borne diseases is high amongst flood victims, particularly 3.4 million children, who are critically prone to gastro, diarrhea and malnutrition.

National Commission for Human Development (NCHD) is

working in 142 districts in the four provinces, AJK, Gilgit Baltistan, FATA and FRs (less South and North Waziristan) in line with its mandate to support the government in Universal Primary Education (UPE) and Adult Literacy. Through its network, it is working in close coordination with district administration and other stake holders, in flood relief operations in all the flood affected districts of Pakistan. NCHD has had the experience of relief operations in the past during the devastating earth quake of October, 2005, in Mansehra, Balakot and Muzzaffarabad. Subsequently, it helped IDPs during the catastrophe in Swat in the areas of Mardan, Charsadda and Swabi, and then more recently it supported relief operations in Atta Abad lake disaster in Gilgit-Baltistan. NCHD is unremittingly engaged to support the district governments in their effort to provide relief to the people of flood affected areas of Pakistan. Since 30th July 2010, when flood hit Charsadda and Nowshera in Khyber Pakhtunkhwa, NCHD has extended its relief operations in all the flood affected districts. It is engaged in emergency rescue, provision of shelter, food, water and emergency medical care for the flood affected people. NCHD, being a public private partnership model, has through its board of Directors of Pakistan Human Development Fund (PHDF), PHDF-UK and American Fund for Human Development (AFHD) secured a pledge of over Rs. 126 million to support rescue and relief operations, out of which Rs. 81.3 million had already been received.

Flood Devastation: Over 70 districts have been affected by floods throughout the country. Major damages include loss of life, destruction of roads and bridges, telecommunications, water and sanitation facilities, administrative infrastructure, houses, markets, shops, land and standing crops, leaving more than 7 million families homeless. These floods have been termed as the worst floods in the century and its severity has been beyond imagination of the national, provincial and district governments. To evacuate these helpless people and livestock to safer abodes, and to provide them with interim camps, clean drinking water and food, besides essential medicines, to ensure that no epidemic scourges the area, leading to final rehabilitation is in fact a gigantic task and a great challenge not only for Pakistan but for the whole world community.

NCHD Interventions: • Establish close coordination with Provincial as well as District Administration and provide support for flood relief operations. • Document situation on ground and assess immediate needs of the flood affected people.

• Identify and facilitate essential Volunteer support.

• Provide education and Recreational Sites/ Centers to engage flood affected population

• Support rehabilitation

NCHD is providing support in the following areas:

Rescue and Evacuation: NCHD has provided rescue and evacuation services through boats, road transport and by rail duly facilitated by the local volunteers for immediate evacuation of the flood victims in Khyber Pakhtunkhwa, Punjab and Sindh.

Rescue in Nowshera on 30th July 2010 KPK: Charsadda, Nowshera and Malakand. Punjab: Rajanpur, Muzaffargarh, Khushab, Sargodha, Rahim Yar Khan, Mandibahuddin and Layyah. Sindh: Sukkur, Khairpur, Thatta, Shikarpur, Kahsmore, Badin, Jamshoro, Jacobabad, Kamber Shahdadkot, Shaheed Benazirabad,

Tando Muhammad Khan and Dadu. NCHD facilitated Amman Foundation in deployment of 21 rescue boats (air-lifted from UK) for rescue operations in Sindh and Balochistan.

Provision of Water: Clean drinking water was desperately needed by the displaced communities / families. Initially NCHD provided bottled water for immediate relief. Subsequently, water in Jerry cans and coolers duly treated with Aqua tablets for purification were provided to the flood affectees. Water tankers too have been provided to communities at various places wherever required. NCHD is providing clean drinking water everyday in 19 camps (managed by NCHD), accommodating more than 2000 families: KPK: Nowshera, Charsadda, Malakand, Swat, Shangla and Kohistan Punjab: Muzaffargarh, Rajanpur, Bhakkar, Sargodha, Jhelum, Rahim Yar Khan, Mianwali, Multan, D.G. Provision of food: NCHD is providing food to the flood affectees in two modes: Dry food rations are being provided to families who have been evacuated or are being accommodated in localities where cooking facilities can be arranged; while cooked meals are being provided to the families residing in camps managed by NCHD.

Dry Food: Packets containing dry food are being provided to the flood affectees. One food packet contains 5ltr cooking oil, 20kg flour, 5kg rice, 3kg sugar, 2kg red beans, 1 kg powdered milk and ½ kg tea leaves. They are being provided in: KPK: Nowshera, Charsadda, Shangla, Swat, Upper Dir and Kohistan Punjab: Multan, Mianwali, Rajanpur, Muzaffargarh, Layyah, Rahim Yar Khan,

Lodhran, D.G.Khan, Bhakkar, Khushab and Mandibahauddin Sindh: Jacobabad, Sukkur, Khairpur, Shikarpur, Dadu, Badin, Jamshoro

and Kahsmore Balochistan: Quetta and Sibbi

Cooked Food: Cooked meals are being served on daily basis in 19 camps managed by NCHD accommodating over 2000 families. Emergency Health Care:

NCHD has set up 287 mobile as well as static medical camps, treating 119,788 patients. NCHD in coordination with the district governments and UN support clusters will be supporting vaccination campaign to avert any epidemics.

Educational and Recreational Activities: NCHD is facilitating establishment of temporary learning and recreational sites (TLRSs) for 5 – 10 years old children, as well as Adult Literacy Social Counseling Centers (ALSCCs) in order to engage the flood affected population to overcome distress / trauma, regain balance, and to prepare them for rigors of rehabilitation. TLRSs: In order to provide joyful learning environment to the children of flood affected districts, NCHD has established a total of 143 TLRSs in Sindh with an enrollment of 7,172 children in Larkana, Khairpur, Badin, Dadu, Ghotki, Hyderabad, Jamshoro, Kamber Shadadkot, Karachi, Kashmore, Shaheed Benazirabad, Nosheroferoze, Shikarpur, Thatta and Sukkur. 04 TLRSs have been established in Punjab with an enrollment of 3, 193 students. ALSCCs: A total of 317 ALSCCs have been established with an induction of 4,084 adults in Sindh in Badin, Dadu, Hyderabad, Jamshoro, Kamber Shadadkot, Kashmore, Khairpur, Larkana, Mitiari, Nosheroferoze, Sanghar, Shaheed Benazirabad, Shikarpur, Sukkur and Tando Muhammad Khan. The TLRSs and ALSCCs will be established in all the camps for Flood Affectees until they are fully rehabilitated.

Volunteer Support: NCHD has also identified and facilitated 2,972 volunteers supporting relief activities in 966 IDP camps established in: Punjab: Khushab, Layyah, Jhelum, Mandibahuddin and Muzaffargarh KPK: Nowshera, Charsadda, Malakand, Shangla, Swat and Bannu Sindh: Sukkur, Khairpur, Jamshoro, Jacobabad, Badin and Thatta. Balochistan: Quetta IN THE NEWS:

1. Mr. Taurt Shay, Member of the Canadian Parliament visited NCHD’s adopted relief camp in Charsadda on 14th Sep. 2010. He met with the GM NCHD and shared progress report on NCHD Health Activities.

2. PML-N leader Mian Nawaz Sharif along with leader of opposition Chaudhry Nisar Ali and Vice President

PML-N, Zafar Iqbal Jhagra visited NCHD Relief Camp Charsadda on 13th Sep. 2010 and distributed gifts and clothes amongst the children.

3. Mr. Syed Asad Ali Shah has agreed to fund 10 TLRSs in Thatta and Dadu each. 3 centers have been

activated and 7 are in progress in Thatta. Likewise 10 centers are to be established in Dadu.

4. NCHD Jamshoro has started a Feeder School in its Tent City on 13th Sep. 2010

5. Chief Minister Sindh, Syed Qaim Ali Shah celebrated Eid on 11th Sep. 2010 with the flood affectees at an NCHD managed camp at Garhi Khuda Bux Bhutto. Madam Faryal Talpur also visited this NCHD adopted camp at Garhi Khuda Bux Bhutto on Chand Raat and distributed gifts among the affected people and gave cash Eidee of Rs. 500 to the each women of the camp.

6. NCHD teams in the flood affected districts celebrated Eid with the flood affectees in relief camps. 7. NCHD celebrated International Literacy Day on 8th Sep. 2010 with zeal and vigor, including the flood relief

camps. Seminars were held, walks were arranged, and messages were sent out to the world community.

8. Chairperson NCHD, Ms. Nafisa Shah pays a visit to Risalpur Nowshera Camp on 7th Sep.2010, accommodating 150 families, and Dadu on 9th Sep. 2010. She distributed Eid gifts amongst the affected people.

NCHD is carrying out relief operations from donations alone, and no government funds are being used for this purpose.

Donations:

• Board Members of Pakistan Human Development Fund, Pakistan Human Development Fund -UK, American Fund for Human Development (AFHD) and other philanthropists from within Pakistan and abroad have pledged Rs. 126 million out of which Rs.81.3 million has already been received, including cash and in-kind donations.

• Staff of NCHD has decided to contribute one-day salary to address to the needs of their brethren in these times of distress.

• Chairperson NCHD has donated one month’s salary and has provided 02 boats in Khairpur for evacuation and rescue.

• Almost all NCHD districts are raising funds locally. So far, Rs. 2.7 million in cash and Rs.23.5 million in-kind has been collected.

• Bait ul Mall Pakistan has provided 3,200 Baby Kits for distribution at NCHD Medical Camps. • Humanity First Pakistan (HFPK) has till now dispatched over 182 Aqua Boxes, 430 family

tents, blankets, boxes of household supplies including buckets, sheets and shoes. Moreover, HFPK has distributed following donations on Eid Occasion to Flood Affectees in Khyber Pakhtunkhwa: Ø 150 Ration Packs for distribution in Charsadda on September 08, 2010 Ø 650 Eid Gift Packs for distribution in Nowshera, Charsadda and Swabi on
