Minister In-charge of the Cabinet Division: (a) The following stepshave been taken for promotion of tourism in the country during last three years:

1. To involve youth of country and promotion of tourism in the country,PTDC launched Pakistan Tourism Friends Club.

2. PTDC singed MoUs with University of Management and Technologyand King Edward Medical College for joint promotion of tourism inthe country.

3. MoU signed with Northern Areas Transport Corporation forpromotion of tourism in GB.

4. Induction / replacement of fleet in Pak-India Bus Service

5. Repair / maintenance of existing PTDC Motels and facilities.

6. Reopening of PTDC restaurant at Daman-e-Koh, Islamabad.

7. Restarting of Rawalpindi – Naran Tourist Coach Service.

8. Continuous promotion of PTDC facilities and tourist attractionsthrough social media network.

9. Organizing handicraft bazaar at main PTDC Motels.

10. Marketing of Tourism Products and Services through SMS Service.

Detail of these steps may be seen at Annex-I

(b) PTDC is working on Federal level. After 18th ConstitutionalAmendment, the subject “Tourism” was devolved to Provinces and the Ministryof Tourism at Federal Level was dissolved. PTDC was attached with IPC Divisionand subsequently, with Cabinet Division w.e.f. 21st July 2014. As a result thereof,development funds for PTDC have been suspended.

As an initiative to promote and develop tourism in the country, severalnew projects are under consideration / implementation:

Tourist Facilitation Centres in Islamabad, Gilgit, Karachi and NankanaSahib at a cost of Rs. 103.754 million (detail at annex-II)

Proposal for construction of Tourist Resorts at Naltar Valley,Mansehra, Haripur and Tarbela

Execution of the projects will, however, be initiated on allocation of funds.

45. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 30th Session)

Will the Minister for Climate Change be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to undertake a study on Climate implications ofcoal to gas substitution in power generation; if so, the detailsthereof; and

(b) the steps taken by the Government to reduce the methaneemissions from coal mining activities?

Minister for Climate Change: (a) There is no proposal underconsideration with Ministry of Climate Change to conduct a study on climateimplications of coal to gas substitution in power generation. However, Ministry ofClimate Change has conducted the National Impact Assessment Programme(NIAP) and developed EIA guidelines for coal fired plants in Pakistan. Please findattached the report of this exercise (Annex-I).

(b) Government of Pakistan has approved National Climate ChangePolicy (NCCP) which has identified mitigation actions with the purpose to reduceall Green House Gases (GHG) emissions including methane. However, mining is aprovincial subject and activities related to it are conducted by respective / provincialmining departments.

Minister for Federal Education and Professional Training: After18th constitutional amendment, the education subject has been devolved to theprovinces. However, this government has evolved National Technical VocationalEducation and Training (TVET) Policy 2015 in consultation with provinces industryand stakeholders which emphasizes on establishment of modern and state of theart TVET institutes. Moreover; following new initiatives have been taken on areunder consideration:—

i. “Vocational Secondary School” has been setup through NationalEducation Foundation (NEF). Wherein, Technical and VocationalEducation will be incorporated alongwith the general education toprovide pass outs with qualification to enable them to join job market.Under this initiative, the target population is out of school children.This model will be replicated in federal areas for further adoption byprovinces.

ii. Establishment of five world class and state-of-the-art Centers ofExcellence in each provincial headquarters under TVET ReformSupport Program (through NAVTTC). These centers will be offeringdemand driven training in marketable trades in collaboration withindustry.

iii. Up-gradation of National Training Bureau into Center of Excellence(through NAVTTC). This center will be a model institution to providehigh quality TVET graduates to local and international job market.Moreover; this center will also offer skills training for producing highquality instructors.

iv. Establishment of National University for Skill Development (NUSD)at Federal Capital and Universities for Skill Development at Provinciallevel at least one in each Province.

Will the Minister for Federal Education and Professional Training bepleased to state the steps being taken by the present Government tobring back those Pakistanis who have received modern education inlatest fields of knowledge from abroad?

Minister for Federal Education and Professional Training: Pakistanis

sent abroad by the Higher Education Commission (HEC) on Scholarships to getmodern education in the latest filed of knowledge are legally bound –as theyundertake a bond to return and serve Pakistan with HEC before leaving, submitcollateral (property documents) and two guarantors- to come back and servedPakistan. In addition, Government of Pakistan through HEC has introduced variousprograms to attract Pakistani intellect from abroad.

Interim Placement of Fresh PhDs (IPFP) Program:

IPFP Program provides an excellent opportunity to fresh PakistaniPh.D scholars graduated from abroad to join Pakistani Institutionsas a full time university faculty member. The detail of the programmeis attached at ANNEX-I.

Short Term Foreign Faculty Hiring Program (STFFHP)

Under STFFHP Program, Pakistani public sector universities/DegreeAwarding Institutes (DAIs) invite expatriates/Ph.D scholar from areputed universities/research organizations abroad to serve inPakistani Universities/Institutions for a period of one to two semesters.The detail of the program is attached at ANNEX-II.

Visiting Scholar Program (VSP)

Under VSP program, Pakistani public sector universities/ DAIS inviteexpatriates/Ph.D scholars from a reputed universities/researchorganization abroad to serve in Pakistani Universities/Institutions fora period of 02-08 weeks. The detail of the program is attached atANNEX-III.

Will the Minister for Railways be pleased to state:

(a) the maximum speed of passenger and freight trains separatelyat present; and

(b) whether there is any proposal under consideration ofGovernment to increase the said speed?

Minister for Railways (Khawaja Saad Rafique): (a) The maximumpermissible speed of express trains on some sections of ML-1, running with Chinesecoaches is 120 KMH. The maximum permissible speed of freight trains runningwith bogie stock (08 wheeler wagons) is 80 KMH.

(b) There is a proposal under active consideration of the Government tocompletely up-grade and re-vamp the track infrastructure of ML-1, in Phases, asa result of which the speed would be raised to 160 KMH for the passenger trainin three phases.

2. *Ms. Sajida Begum:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state whether it is a fact thatheart transplantation is being done in the Pakistan Institute of MedicalSciences, Islamabad; if so, since when?

Minister In-charge of the Capital Administration and DevelopmentDivision: At present heart transplantation facility is not available in the CardiacCenter, PIMS, Islamabad.

Will the Minister for Information, Broadcasting and National Heritagebe pleased to state the steps taken by the Government to promotethe Pakistani culture internationally?

Pakistan National Council of the Arts (PNCA)

PNCA has taken the following steps for promotion of Pakistani cultureabroad.

i. Seven (7) Cultural Troupes have been sent abroad for projection ofPakistani Culture. Details given at Annex-I.

ii. Four (4) Foreign Cultural Troupes have visited Pakistan and heldperformances at Islamabad and Lahore as per details given atAnnex-II.

iii. The Federal Government has signed 9 (nine) MOUs/Agreements ofCultural Exchange Programmes with seven countries, 15 MOUs/Agreement for Cultural Exchange Programmes between differentcountries are under process. Details of the MOUs/Agreements forCultural Exchange Programmes can be seen at Annex-III.

iv. In addition, PNCA has also conducted programmes in collaborationwith Foreign Embassies as per details given at Annex-IV whereinPakistani and foreign artists performed.

National Institute of Folk and Traditional Heritage (Lok Virsa)

In the past Lok Virsa has sent artisan and fold Dancers/Folk singersand musicians abroad to promote Pakistani culture internationally.

Lok Virsa also live webcast Lok Mela to promote Pakistani cultureinternationally.

In the past, Lok Virsa has organized International Folk Festival atIslamabad and Gilgit to promote Pakistani Culture Internationally.

Iranian artisans demonstrate their skills at Lok Virsa.

There is a potential to exchange our cultural programmesinternationally and arrange cultural activities on the National Days atInternational level to promote Pakistani culture.

External Publicity Wing (EP Wing)

The External Publicity Wing of the Ministry also taken steps to promotePakistani culture by projecting the various cultural events organized in the PakistaniMissions abroad through its Press Wings, operating in these Mission.

Minister In-charge of the Capital Administration and DevelopmentDivision: The following steps have been taken so far to regularize the services ofdaily wages staff of Federal Directorate of Education:

Smooth conduction of interview of the daily wage employees by theCommittee under the chairmanship of Mr. Hasseb Ather constitutedon the directions of Islamabad High court.

Following proposals have been forwarded to PM office throughCA&D Division:

Powers may be delegated to the Committee for Regularization(Mr. Haseeb Ather’s Committee) by amending its TORs toconsider regularization of FDE employees from BS-16 andBS-17.

Powers may be delegated to the Committee under chairmanshipof Joint Secretary (Education), CA&D Division to recommendcases for regularization of FDE employees from BS-01 toBS-15 to the Committee for Regularization (Mr. Haseeb Ather’sCommittee)

5. *Ms. Nighat Parveen Mir:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state the names of GovernmentHospitals in Islamabad where Bio-Metric System has been installedto ensure the timely arrival and departure of employees of saidhospitals?

Minister In-charge of the Capital Administration and DevelopmentDivision:

The Bio-Metric System has already installed in FGPC, NIRM, andCapital Hospital (CDA). The Bio-metric Systems in these Hospitalsare fully functional and the data regarding arrival and departure ofemployees of all the sections/departments is properly being monitoredand maintained through this system.

Regarding PIMS the project of Biometric fingerprint attendancesystem has been started and completed in Children Hospital (PIMS/SZABMU) on 1st January, 2016. The tender has been invited forBiometric system/ up-gradation of data center/Security surveillancesystem for installation in the other components of PIMS, Islamabad,in the Daily express on 04-02-2016.

6. *Ms. Nighat Parveen Mir:

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) the total funds available with the Federal Board of Intermediateand Secondary Education, Islamabad at present;

Minister for Climate Change: Federal Flood Commission (FFC) ofPakistan and Provincial Irrigation Departments are responsible for prevention andmitigation of floods. Early flood warning, weather forecasts, weather warnings /alerts is responsibility of Pakistan Meteorological Department (PMD) and FederalFlood Forecasting Division (FFD) which is a subordinate department of PakistanMeteorological Department. National Disaster Management Authority, ProvincialDisaster Management Authorities (PDMAs) and District Disaster ManagementAuthorities (DDMAs) are responsible for flood lighting and response. Floodprotection plan was prepared in consultation with Ministry of Water and Powerand presented for Council of Common Interest (CCI) on 25th March, 2016 andpending before (CCI) for final approval.

9. *Dr. Shazia Sobia:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state the quota raeserved forDoctors and Post Graduate students hailing from Sindh in Hospitalsand Medical Institutions functioning under the administrative controlof the Capital Administration and Development Division?

Minister In-charge of the Capital Administration and DevelopmentDivision: The quota reserved for doctors having from Sindh is 19% (11.4%Sindh Rural and 7.6 % Sindh Urban). However, the selection of Post Graduatestudents made on merit basis, in the all Federal Government Hospitals under theadministrative Control of Capital Administration and Development Division.

11. *Ms. Suraiya Jatoi:

Will the Minister In-charge of the Aviation Division be pleased tostate whether there is any proposal under consideration of theGovernment for renovation and extension of existing building ofKarachi Airport and to improve standard of services at said Airportin order to bring it at par with other international airports in thecountry?

Minister In-charge of the Aviation Division: “There is a plan underconsideration for construction of two satellites each with provision of 08 boardingbridges, up-gradation of Main and Secondary Runways up-gradation of CNSinfrastructure and existing satellites etc., alongwith Cargo Village with capacity ofhandling 300,000 Metric Tonnes per annum”.

12. *Ms. Belum Hasnain:

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) the total number of foreign qualified Ph.D teachers attachedwith the public sector Universities in the country at presentalongwith the subjects being taught by them;

(b) the total number of Pakistanis sent to foreign Universitiestherefor during the last five years; and

The University-wise detail is at ANNEX-I and University-wise list ofsubjects being taught by them is at ANNEX-II.

13. *Ms. Belum Hasnain:

Will the Minister for Climate Change be pleased to state:

(a) the functions and responsibilities of the Ministry after theConstitution (Eighteenth Amendment) Act, 2010; and

(b) the steps taken by the Ministry in collaboration with theProvincial Governments to cope with climate change especiallyto eliminate water logging and salinity in respective provincesduring the tenure of the present Government?

Minister for Climate Change: (a) Functions assigned to the Ministry ofClimate Change in terms of Rules of Business, 1973 after the Constitution(Eighteenth Amendment) Act, 2010 are as under:

National policy, plans, strategies and programmes with regard todisaster management including environmental protection, preservation,pollution. ecology, forestry, wildlife, biodiversity, climate change anddesertification.

Coordination, monitoring and implementation of environmentalagreements with other countries, international agencies and forums.

(b) Pakistan is among those countries which are most vulnerable to climatechange, as this poses a major threat to food, water and energy security in thecountry. In view of the importance of the climate change issue, Government ofPakistan had approved National Climate Change Policy (NCCP) in 2012 to ensurethat climate change is mainstreamed in the economically and socially vulnerablesectors of the economy and to steer Pakistan towards climate resilient development.

The National Climate Change Policy contains specific recommendationsfor the water sector, which is one of the important sectors in the context of climatechange. To ensure focused implementation of NCCP, a framework has also beendeveloped consisting of short and long term targets. As climate change is a crosscutting issue, the role of Ministry of Climate Change in this regard is to coordinatethe implementation of NCCP in consultation with concerned Ministries /Departments at federal / provincial levels.

The Implementation Framework (2014-2030) of NCCP contains priority,short term, medium term and long term actions of mitigation and adaptation ofclimate change impacts in the country. Threats due to salinity and water loggingand its impacts on agricultural land and food are as under:

i. Deterioration of productive agricultural land areas due to water loggingand salinity is a major threat to food security in the country.

ii. Soil erosion due to water and wind is universally recognized as aserious threat to productive agricultural land.

iii. Water and wind erosion is the direct consequence of climaticparameters of high-intensity, rainfall, wind-velocity and highertemperatures.

iv. The northern mountainous region suffers from unfavourable soil andmoisture regime, thereby causing soil erosion. Similarly arid regionsof Punjab (Cholistan), Sindh (Tharparker) and Balochistan (ChaghiDesert and sandy coastal areas) are affected by wind-erosion.

The vehicles remain in use during the wholeyear for such duties, however, frequency of usages depends upon the visitingdelegations / dignitaries.

In addition to the rollout obligation, the licensees are under obligation tocontribute 1.5 % of this gross revenue to Universal Service Fund (USF), which isresponsible for the coverage of under served and un-served areas of the country.

(b) 3G/4G services launched by CMOs in 2014 are still not available inmost of the rural areas since Roll out obligations as per License Conditions allowsCMOs certain time period to reach out to rural areas, hence no amount is beingcharged from the subscribers where services are not available.

(c) At the time of issuance of NGMS licenses, performance bondsamounting to a total of USD 15 million each have been taken from all NGMSlicensees. NGMS licensees are required to extend their rollout as per the rolloutobligation given in license clause 3.2, In case any NGMS operators fails to meetthe rollout obligations, performance bond can be encashed by PTA.

(d) In addition to the reply given in para (a) above, the areas where it isnot commercially viable for operators to roll out their networks and offer services,the Govt. provides subsidy on reverse auction basis through open competitivebidding through USF being managed by MoIT.

Reduction in the overall financial loss in 2015 as compared to2014. In fact PIA has achieved operational profit of Rs. 2.83million in the first quarter of 2015 as compared to 1st quarterof 2014.

Fleet modernization; induction of 18 fuel efficient aircraft in PIAfleet; reduction in the average fleet age from 16 to 10 years.Current fleet is comprised of 36 aircraft.

Route rationalization; closure of loss making international/domestic routes, saved Rs. 1.2 billion and introduction ofadditional flight on economically viable routes.

(C) USF SPECIAL PROJECTS:

ICT for Girls: Women Digital Empowerment Program has beenplanned to equip young girls at Bait-ul-Mal Women Empowerment Centers(WECs) with the skills of computer programming to enhance employmentopportunity. USF has partnered with Microsoft to establish state of the artcomputer labs in women empowerment centers of Bait-ul-Mal and train themwith computer skills.

(D) Universal Telecentres:

Setting up of 500 Universal Telecentres (UTCs) across the four provincesof Pakistan have been planned. Each UTC will act as a resource center that willprovide public access to ICT services primarily for the people in un-served andunder-served areas of Pakistan.

Will the Minister for Federal Education and Professional Training bepleased to state whether there is any proposal under consideration ofthe Government to establish a Women University Campus inBalochistan; if so, when it will be implemented?

Minister for Federal Educational and Professional Training: Yes,Sardar Bahadur Khan (SBK) Women University has proposed its two subcampuses, one at Naushki and the other at Khanozai (Pishin). The University hasbeen advised to get necessary approval from its statutory body and chancellor’soffice, Once approved, the sub campuses will be established in 2016-17 &2017-18 respectively. At the moment, Sardar Bahadur Khan (SBK) WomenUniversity, Quetta is the only female university in the province providing qualityeducation.

22. *Ms. Tahira Aurangzeb:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that initially there was a proposal to constructan under ground passage from Parliament Lodges to ParliamentHouse; and

Minister In-charge of the Aviation Division: Following some keysteps has been taken by the Government/PIAC to improve the performance/service quality of the airline:—

A. FLEET MODERNISATION/EXPANSION

The decision of induction of fuel efficient narrow body aircraft notonly supported the airline to improve its operations but also enabledin bringing efficiency and better control on fuel cost. During last twoyears there has been an increase of 60% from 22 to 36 aircraft in thefleet of PIA.

The average age of fleet has also been reduced presently to 10 yearswhich will further reduce to 8 years after grounding of above 20years old A-310.

B. ENGINEERING

PCAA has granted approvals PCAA ANO 145&147 leadingtowards EASA-147(European Aviation Safety Agency).

A project for replacement/up-gradation of Business Class Seats onB777 aircraft has been introduced which will further improve thepremium product on long haul routes.

C. MARKETING

Additional flights have also been scheduled to increase international/domestic operations on viable routes.

PIA has entered into Code Share agreement with Etihad Airlines.

D. PASSENGER HANDLING SERVICES (PHS)

PIA has introduced SMS service to inform the passengers aboutflight schedul.

A very effective baggage identification system WTR (World TracerManagement) has been introduced.

Technical Ground Support has been revamped to provide improvedservice to passengers.

E. FLIGHT SERVICES

Developmental training of cabin crew was carried out in collaborationwith Qatar Airways, whose constant monitoring and assessment isbeing done on the basis of their performance.

F. RATIONALIZATION OF HR AT FOREIGN STATIONS

A detailed study was carried out for the rationalization of HumanResource especially at foreign stations. In the light ofrecommendations steps were taken to rationalize the manpower atforeign stations according to work load.

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) No, it is not correct that there is any difference of standard betweennewly developed sectors and leather developed sectors of Islamabad. In fact,sectors under development (D-12, E-12, I-12, C-15) are developed on muchimproved and advanced planning standards/parameters.

(b) CDA ensures that all new developed sectors are equipped withbasic facilities e.g. road network, drainage, sewerage, water supply, electricity,Sui gas and allied facilities. All such services / facilities are acquired / planned asper construction/ development of sector.

(a) whether it is a fact that 200 students sent abroad by the HigherEducation Commission (HEC) on Ph.D scholarship out of themdid not come back;

(b) if so, the action taken by HEC against them?

Minister for Federal Education and Professional Training: (a) No,only 126 PhD Scholars out of 5934 i.e. five thousand nine hundred and thirtyfour PhD scholars sent abroad by Higher Education Commission (HEC) forPhD studies have not returned to date. The detail is at ANNEX-I.

(b) As per SOPs approved by the National Scholarship ManagementCommittee (NSMC), if a Scholar is found in breach of bond/dead/agreementundertaken with HEC, the following actions are taken against absconder:

Scholarship is cancelled by HEC.

Expenses incurred on the scholar plus a penalty up to 25% isimposed/recovered from the scholar and/or guarantor as per processat ANNEX-II.

HEC has cancelled the scholarship of 126 Scholars and filed cases againstdefaulters in the court of law accordingly. The legal proceeding are underway.

(c) Privatisation of PIAC was not the only solution due to which theGovernment opted for the best course of action to make PIA a profit and serviceoriented entity by converting the same from a statutory body functioning under thePIAC Act, 1956 to a corporate body registered under Companies Ordinance1984. This would invite strategic partnerships and provide PIAC, as well as theprospective strategic partner, the necessary freedom & flexibility to operate theAirline as a company whose governance vests in the Board of Directors.

(d) Government considered options other than privatization and afterdue diligence, PIA conversion bill 2016 has been approved by the Parliament on11th April 2016. After passing of the same the Government may attract strategicpartnership/investor by floating some of its shares in the open market.

Minsiter In-Charge of the Cabinet Division: (a) In terms of rule 3(3)of the Rules of Business, 1973 the business of the Government is distributed amongthe Divisions. However, as per proviso to the aforesaid rule, the distribution ofbusiness may be modified from

time to time by the Prime Minister. Moreover,

relevance of the subject to a Division is kept in view while assigning functions toDivisions and each Division conducts the business of the Federal Government in adistinct and specified sphere and declared as such by the Federal Government.

(b) The Prime Minister has constituted a Cabinet Committee onRestructuring (CCOR). The CCOR inter-alia reviews the administrativestructure of Ministries / Divisions for the identification of overlapping functionsand to takes steps for rightsizing the Ministries / Divisions with the aim to improvetheir efficiency. Recently, on the direction of the Prime Minister, certain subjects/ functions of various Divisions of the Federal Secretariat have been transferredfrom one Division to another. The Capital Development Authority and NationalHealth Information Resource Centre were transferred from Cabinet Division toCapital Administration and Development Division and National Health Services,Regulations and Coordination Division respectively. The subject of HumanSettlements was recently transferred from Housing and Works to Climate ChangeDivision. Moreover, Ministry of Law, Justice and Human Rights has also beenbifurcated into two Ministries as Ministry of Law & Justice and Ministry ofHuman Rights. Similarly, Inforrnation, Broadcasting and National HeritageDivision has been bifurcated into two Divisions i.e Information & BroadcastingDivision and National History & Literary Heritage Division. Rationalization inthe business of a Division is a continuous process for efficient service delivery,good governance and improving performance of the Federal Government.

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) IJP Road has become dilapidated since no major repair workscould be carried out for the last many years due to financial constraints. Although,routine maintenance work through departmental labour is carried out, however,the condition of road requires rehabilitation including repair/ replacement of roadstructure at various locations.

(b) Tender for rehabilitation of IJP Road have been called through printmedia. Tenders have been opened on 22-03-2016 and work will be completedwithin 06 months.

4. Mr. Muhammad Muzammil Qureshi:

(a) whether it is a fact that tender for development works of SectorE-12, Islamabad has been called;

(b) if so, whether the development works of said Sector have beenstarted;

(c) Development work is likely to start by the end of April, 2016,upon opening of tender on 12-04-2016 and completion of codal formalitiesin this regard.

Will the Minister for Information, Broadcasting and National Heritagebe pleased to state the prescribed criteria of the Press InformationDepartment for advertisements in the Print and Electronic Media?

(Mr. Pervaiz Rashid): According to Schedule II, Item 16, Sr. 6 (i) Rules ofBusiness, 1973, Sr. 6 (i) the policy regarding Government Advertisement; controlof advertisement and placement is the responsibility of the Ministry of Information,Broadcasting & National Heritage / Press Information Department, Islamabad(Annexure-I). The Government Centralized Advertisement Policy as prescribedin Chapter 1 of the Common Services Manual, Vol-I, 1997 is being implementedin letter and spirit while releasing Government Advertisements to print media bythis Department (PID) (Annexure-II). Electronic Media claims are beingprocessed by PID in light of decisions in tandem with Centralized AdvertisementPolicy of the Federal Government w.e.f. 26-08-2011 (Annexure-III) and(Annexure-IV). For this purpose, Electronic Media claim documents consistingof Media plan of client department, Transmission Certificate(s) of TV Channelsand invoices of Advertising Agencies are thoroughly scrutinized.

In addition, an area measuring 17.5-Acres in Sector (H-9) has beenleased-out to Punjab Metro bus Authority for Metro Bus Terminal.

During construction of project, following trees were removed/shifted/transplanted from the project site.

Minister for Climate Change: The vulnerabilities arising out of climate

change are:

1. Considerable increase in the frequency and intensity of extremeweather events, coupled with erratic monsoon rains causing frequentand intense floods and droughts.

2. Increased silting of major dams caused by more frequent and intensefloods as well as loss of watershed through deforestation.

3. Rising temperature resulting in enhanced heat and water-stressedconditions, particularly in arid and semi-arid regions, leading toreduced agricultural productivity and threat to human life by excessiveheat exposure.

4. Increased intrusion of saline water in the Indus delta, adverselyaffecting coastal agriculture, mangroves and breeding grounds of fish.

5. Threat to coastal areas due to projected rise in sea level and increasedcyclonic activity due to higher sea surface temperature.

6. Increased health risks and climate change induced migration.

The above threats may lead to major survival concerns for Pakistan,particularly with reference to country’s water, food and energy security.

Division: Development work with respect to laying of sewerage lines/ system inSector I-14, Islamabad has already been completed in year 2009.

The works started in year 2007 and got completed in year 2009 at thecost of Rs. 95.90 (Million).

As laying of sewerage lines/system has been completed and handedover to City Sewerage Division, no new allocation of funds have been made forcurrent financial year 2015-16.

11. Rai Hasan Nawaz Khan:

Funds amounting to Rs. 39.007(M) have been allocated for followingwork on account of Construction/ Maintenance to be executed in sector I-14.

1. Construction of remaining VRs in I-14 Islamabad. Rs. 20.00 (M)

2. Rehabilitation of approach road from GT road to Hajj Complex inI-14/3. Rs. 9.507(M)

3. Rehabilitation of MRI/ 2, 2/3 in I-14/3, Islamabad. Rs. 9.500 (M)

Cost estimate have already been prepared and work will be executed inthis year subject to issuance of expenditure sanction by finance wing CDA.

Street Lights:

Fund for installation of street lights in sector I-14 have not beenallocated. However, an estimated provision of Rs. 261.445 Million has beenmade in the revised PC-I for the scheme. Once scheme is approved and fundsare allocated, Street Lights shall be installed after due tendering process/ codalformalities.

12. Mr. Sher Akbar Khan:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state whether it is a fact thatthere is no proper arrangement of sanitation in Sector I-14, Islamabad;if so, the reasons thereof

Minister In-charge of the Capital Administration and DevelopmentDivision: It is admitted that no Sanitation Services are being provided presentlyin Sector I-14, because the development work in this sector is still in progress andthere is no sufficient infrastructure for transportation of solid waste and furtherthere are few houses constructed in this sector. As soon as the starting infrastructurein sector I-14 is completed the Sanitation Services would be provided by CDA.

(a) whether it is a fact that the construction work of road from G. T.Road to Sector D-12, Islamabad has not been completed so far;if so, the reasons thereof; and

(b) whether it is also a fact that the Margalla Avenue will serve as abypass for traffic coming from the Khyber Pakhtunkhwa therebyand reduce load on the Kashmir Highway?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) Yes, it is a fact that construction work of road from GT Road tosector D-12 Islamabad has not been completed so far.The project got delayeddue to litigation by Contractor, M/s Rakhashani Builder and subsequentarbitration on the directions of Islamabad High Court.

(b) Yes, it is fact that Margallah Avenue will serve ( as a Bye Passfor Traffic coming from Khyber Pakhtunkhwa and will also reduce trafficload on Kashmir Highway.

14. Mr. Siraj Muhammad Khan:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that no Model College for Boys/Girls hasbeen constructed in Sector I-9, Islamabad so far;

(b) if the answer to part (a) above is in the affirmative, whetherthere is any proposal under consideration of the Government toconstruct a Model College for Girls in said Sector; if so, when itwill be implemented?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) No Model college for Girls has been constructed in SectorI-9 so far. However an institution upto Higher secondary level recently(renamed as Islamabad Model College for Girls I-9/1) is imparting quality

(a) whether funds have been allocated to metal roads and to laysewerage lines in Muhammadi Town, Sohan, Islamabad so far;and
