Automated verification was performed on one data table or file, July 1967·June 1968 (File XJ\,HS Number 00520l),ofthe Military Prime Contract File (MPCF) on March 25. 2002 using the Archival Electronic Records Inspection and Control (AERIe) system. This verification is more comprehensive than the manual verification ofthe MPCF perform{."<i in April 1988. The autol:'rulted verific.ation detected three anomalies in the data that were not fully described in the manual vc;rification. However, parts ofibe manual verification statement continue to remain a valuable source ofinfonnation about the MPCF.
1) The .Labor Surplus Area variable, character positions 44-46. code list docs nOl match the data layout for Ihis field. The only codes described in the agency documentation for this three character field are one character codes. The agency documentation does not account for this anomaly.
2) The: DoHar Value variable, character positions 78-86. is a "signed" numeric field. "his is indicated by alphanumeric characters in the right most character position (position 86) of the field. The docllmentation states that only negative values were Siglled. Howevcr~ positive signing was also discovered during archival processing of tile records by the presence of 12 overpul1ch which results in a representation ofaJphabcticaJ charactCl'$. Positive signing of the field is indicated by an alphabetical character A through I (which is the chafa(;ter representation of 12 (+) overpunch plus numeric values 1-9) in position 86. The field is signed negative when there is an alphabetical character J through R (which is the character reprose1l1ation ofan II (-) overpunch plus llUllleric values 1·9) in position 86. In these records, when the right Il'tost number in the field ,vas a. zero, and the field had a positive value. the character representation is s{)rnetimes a zero (not "signed") and sometimes a null ("signed"). When the right most nutnbcr in the field was a zero and the value ofthe field was negative. the character representation is a {. The signing furmat for the Dollar Value variable generally follows standard JBM mainframe programming: conventions for the signing: ofboth positive and negative values. However, since the data in this field may be "signed," conversion ofthis field requires special programming.
3) The agency did not provide the National Archives with ¢Odes for some characters that appear in the Multi~Year Procurement, Synopsis of Procurement, Extent ofCompetition, Certified Cost or Pricing. and Value ofEngineering variables.

The National Archives and Records Administration (NARA) has been accepting electronic records into its holdings since the early 1970s. Technical documentation has accompanied each transfer of electronic records. The documentation is necessary to understand the meaning of the digitized bits of information within the electronic records.
Over the decades, NARA has had different procedures for compiling technical documentation into an organized unit for researchers, and different expectations regarding the content and extent of any NARA-produced portions of the documentation. Consequently, the structure, organization and contents of the documentation reflect the procedures in place when the technical documentation was compiled and arranged and may include out of date addresses, telephone numbers, or other items of unrevised information related to the agency that created or transferred the documentation and electronic records to NARA, to the NARA unit that processed these materials, or to the physical media of the electronic records files.
In creating the reference copy of the documentation package, NARA staff have selected from the technical and/or supplementary documentation available for this series or file(s). We have annotated or highlighted the table of contents that follows to indicate which portions of the full documentation for this series or file are included in this reference copy of documentation. Any materials not included here are available upon request. Any user notes prepared after the table of contents was prepared appear before the table of contents. This documentation will differ in structure, organization and contents from technical documentation for other series or files of accessioned electronic records. SECTION I - CODING FOR ITEM lOA OF DD FORM 350 (Federal Supply Class or Service Code)
General. A 4-aigit code, as provided by this Section I, shall be entered in Item lOA of every procurement action reported on DD Form 350. Only one code number shall be entered .. If more than one code is applicable, enter the code which describes the predominant product or service procured (See also ASPR2l-ll6).
If the action is for research, development, test or evaluation work (RDTE), enter a code from Part A of this Section. RDTE is defined in ASPR 4-101. Do not assign a RDTE code to supplies or housekeeping services purchased in support of "in-house" research or development work; such supplies are coded in accordance with Part C of Section I and the services in accordance with Part B. Procurement personnel responsible for coding RDTE actions shall obtain sufficient information from requisitioning personnel to permit accurate classification in accordance with Part A.
If the action is for services other than RDTE work, enter a code from Part B of Section I, and if it is for supplies, enter a code from Part C.
PART A - RESEARCH, DEVELOPMENT, TEST AND EVALUATION (RDTE)
Purpose. The DD Form 350 codes ..in this Part A have been developed to coincide with the RDTE Program Elements in the Department of Defense Programming System. In the case of the Army and Navy, these codes also
.coincide with Departmental Budget Program Activity Codes (BPAC), while for Air Force they are related to the first two digits of the BPAC. Accordingly, it will be possible to analyze procurement figures in terms of DOD Programs and broad Budget Activities.
Description. The DD Form 350 code consists of four digits as indicated in the following example:

The first digit is always the letter IfAIf which identifies a RDTE contract; the second digit which may be numeric or alphabetic, identifies the following eight budget activities and a miscellaneous category.

The title of each code is the Program Element description which has been abbreviated for machine processing to fit within 29 digits.
Selection of Appropriate Code. Each Department shall use only that subdivision of Part A designated for it, i.e., P-art A(l) for Army, Part A(2) for Navy and Part A(3) for Air Force. It will be noted that separate codes are provided in each of these subdivisions for reporting contracts'" placed for ARPA and NASA. An IfAll Other lf code is provided for contracts which have not been assigned a specific Budget Activity or Program Element Code, or which bear a security classification prohibiting unclassified disclosure of the program element title in combination with o~her DD Form 350 ite~.
To determine the appropriate DDForm 350 code, check the contract or purchase request for:

3. Specific TYPe of Research where the same BPAC, Subhead/Project or PEN has been assigned to more than one J:1D Form 350 category. This applies only to Army BPAC 611102 and 685801, Navy Activity Subhead 1 .-' Project 12 and Air Force PEN 6 11 02 F.
When a specific BPAC, Subhead/Project Number or PEN is not given, as in the case of DARPA, DNA, NASA or "All Other," it will be necessary to determine from tb.edescription of the RDTE the appropriate DD Form 350 code to assign.
