1 INTRODUCTION This data consolidation is presented in accordance with NATSPG Conclusion 29/13 - HF DATA
COLLECTION, points a), b) and c) and reflects the NAT Aeronautical Stations contacts in 2018.
The report is organized to provide both a global overview and individual Stations analysis. It allows
an annual comparison of total RT contacts, frequency utilization and NAT Family utilization in both
graphic and tabular forms.
Additionally, for the aeronautical stations able to provide that information, the report contains an
assessment of the Voice Communications System Performance and information on the use of
SATVOICE, in accordance with CNSG9 Summary of Discussions, paragraphs 4.2 to 4.4 and ACSG14

In reference to the 2017 statistics:
• Bodo and Gander increased the number of handled messages;
• New York, Santa Maria and Shanwick/Iceland have decreased the number of messages.
• Overall, in the NAT Region, there were 2.845.200 voice messages processed in 2018, a
decrease of 2,9%.

In 2018, from NAT voice messages total:
• Shanwick/Iceland processed 43%;
• Gander processed 31%;
• New York processed 11%;
• Santa Maria processed 12%; and
• Bodo processed 3%.

2.2 Five year period traffic variation

Along the past five years:
• The joint operations Shanwick/Iceland has always been the station handling most of the
NAT traffic, although showing a slight decrease since 2015, from about half of the overall
traffic to slightly above two fifths in 2018;
• Gander has been handling almost the same number of messages every year, which
represents about a third of the Nat traffic in 2018;
• New York and Santa Maria handle approximately the same number of messages every year,
evenly sharing slightly above a fifth of the messages in 2018; and
• Bodo has a low messages count, although almost tripling the message counts when
comparing to 2014.

Along the five years analyzed:
• Bodo has increased each year the number of messages, with a 57.7% increase in 2018 in
comparison with 2014.
• Gander has decreased the number of messages in 2015 and increased slightly each year
since then. In 2018 the number of handled messages was 1.5% more than in 2014.
• New York has increased the number of messages till 2016 and decreased since then. In 2018
the number of handled messages was 5.9% less than in 2014.
• Santa Maria has slightly decreased the number of messages in 2015, increased in 2016 and
decreased again since then. In 2018 the number of handled messages was 2.9% more than
in 2014.
• The joint operations of Shanwick and Iceland had an increase in 2015 and decreased since
then. In 2018 the number of handled messages was 17.4% less than in 2014
• Overall in the NAT Region, voice messages have increased in 2015 and decreased in the
following years. There were about 7.5% less of voice messages handled in the NAT Region in
2018 when comparing to 2014.

• About 66% on HF

2.3.2 NAT overall analysis
Overall, in the NAT Region, the most used HF frequencies are of the 5-6 KHz band (33%) and the 8
KHz band (22%).
SATVOICE still has a residual use, representing only 0,2% of total voice messages in the NAT Region.
Santa Maria and New York were the stations with the higher relative usage of SATVOICE
(respectively 0.5% and 0.6%).
The most used HF frequencies in the NAT Region were VD (7%), VB (5%) and TC (5%) while on VHF it
was 127.850 MHz (7%) and 122,375 (5%).
The most used NAT Family was “D” (15.2%) and the most used RDARA was “J” (9%).
VHF has assured almost a quarter of NAT voice communications (23%).

3 VOICE COMMUNICATION SYSTEM PERFORMANCE ASSESSMENT Only Santa Maria Radio Station has provided the data to assess the voice communications system
performance according the common agreed template.
The analysis was made from January 1, 2018 to December 31, 2018 (12 months).
3.1 ATC intervention messages (Clearances, Requests and Advisories)
The voice ATC intervention performance analysis focused on Clearances (excluding OCL), Requests
and Advisories and measures the time interval between the time the message is received at the
station and the time the readback message is sent to ATC. The time unit used is minutes.

Santa Maria Radio processed 16.156 messages, about 68% of the messages are clearances, 21% are
requests and 10% are advises.
The aggregate average message delay was 2.8 minutes. The average message delay for clearances
was 2.4 minutes.
The aggregate performance was 93% of messages delivered within 5 minutes and 97% within 10
minutes. The performance for clearance messages was higher than the aggregate, respectively 94%
and 98%.

3.2 Surveillance messages (Position reports)
The Voice surveillance performance analysis focused on POS messages (excluding data link equipped
aircraft) and measures the time interval between the time over position and time message is sent
from the radio station to the ATC unit. The time unit used is minutes.

Santa Maria Radio processed 43.545 messages and delivered 89% of them within 5 minutes and 95%
within 10 minutes. The average message delay was 1.8 minutes
