Sub:- Select list of the candidates under SRO 202 for the post of Teacher (Urdu/Science-Math/General Teacher" School Education Department District Cadre ,\nantnag, Bandipora, Budgam, Baramulla, Ganderbal, Pulwama, Srinagar and issuance or Provisional Appointment thereof.

Whereas, the Administrative Department vide communication No. Edu-1/85/2019 dated 23.04.2019, No. Edu-I/87/2019 dated 26.04.2019 and No. Edu-I/86/2019 dated 09.05.2019 forwarded selection lists of candidates for the post of "General/Science-Math/Urdu Teacher" in various District Cadres of Kashmir Division in terms of SR0-202 of 2015 dated 30.06.2015 pursuant to their selection made by the J&K Services Selection Board; ·

Whereas, this office issued provisional appointment orders in respect of all such candidates against whom selection was not kept withheld by the JKSSB as "General/Science-Math/Urdu Teacher" against available slots in respective District Cadres in terms of SR0-202 of 2015 dated 30.06.2015,

Whereas, as many as 27 candidates failed to join the Department within the stipulated period of time and accordingly provisional appointment orders were subsequently cancelled by this office. The matter was accordingly taken up with the Administrative Department vide communication No's. DSEK/Estt/III/B-Trs/Sel/9102 dated 08.02.2020, No. DSEK/Estt(III/B-Trs/Sel/2019/8998 dated 28.01.2020 and No. DSEK/Estt/III/B-Trs/N-Joining/select/2019/8262·: dated O 1.01.2020 for obtaining approval to operate waiting list against these non-joining slots;

Whereas, the Administrative Department vide communication No. Edu-1/86/2019 dated 18.02.2020, No. Edu-I/87/2019 dated 18.02.2020 and No. Edu-I/85/2019 dated 18.02.2020 conveyed approval to operate wait list against 27 slots/vacancies after fulfillment of all formalities;

Whereas, upon examination of the issue, it was observed that 23 posts can be utilized by operation of wait list leaving 04 slots against which either recommendations have been kept withheld by the SSB or due to non-availability of eligible candidates or other certain grounds in the respective Categories.

Now, therefore, sanction is hereby accorded to the Provisional appointment of Twenty­ Three (23) candidates (whose particulars are reflected in the Annexure to this Order) as "03/Urdu, (7) Science-Math and (13) Genera] Teacher" in various Districts of Kashmir Division in the Pay Level 5 (Rs. 29200/-) strictly in terms of SR0-202 of 2015 dated 30.06.2015 against the available slots, which became available due to non-joining of candidates, subject to the final outcome of the cases, if any, pending before any Hon'b]e Court.

The appointment of these candidates as "Teacher" is subject to the f:illowing conditions:- I. The appointees shall be on probation for a period of five ye.trs. II. The appointees shall be governed under New Pension Scheme as per SRO 400 of 2009

dated 24.12.2009.

III. In case, at any stage it emerges that the certificates/any relevant document furnished/produced by the selectee 'is/are fake/fictitious, the appointment order shall be cancelled abinitio and criminal proceedings shall be initi;ted against the candidate and to this effect the provisional appointee shall give an undertaking by way of affidavit duly attested by the l st Class Judicial Magistrate;

IV. The appointees shall give an undertaking by way of affidavit duly attested by the ]51 Class Judicial Magistrate to the effect that they will not apply for transfer in any case where he/she have been adjusted/posted.

V. The appointees shall give an undertaking in shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from the Additional Director General of Police, CID, Jammu & Kashmir, to whom a reference shall be made by the concerned Chief Education Officer; his/her appointmem shall be itself stand cancelled abinitio and he/she shal I have no claim of his/her appointrriei't,

VI. - The appointment of the candidates shall be subject to outcor{1e of any writ petition( s ), if any,

pending in any court of competentjurisdiction.

The appointees shall report to the concerned Chief Education Officers within a period of 21 days from the date of issuance of this appointment order for seeking further posting orders on their own risk and responsibility till the verification/authentication of all relevant documents/certificates are received from the concerned issuing authorities.

The candidate who fail to join within a period of 21 days from the date of issuance of the appointment order shall forego his/her right to appointment which s.rall be deemed to have been cancelled abinitio without any further notice" in light of the Circular instructions issued by the GAD vide No. 08-JK(GAD) of 2019 elated o,t.12.2019.

The Chief Education Officer, concerned shall allow the candidates to join on the posts after observing all the conditions of appointment order and after verifying the following certificates (in original):

• Character and antecedents certificatefrom Additional Director General of Police (CJD) • Qualification certificate viz Degree/Marks '\ • Permanent resident certificate • Physical fitness certificate • Date of birth certificate • Discharge certificate from the Institution attending/ last attended • Certificate from the concerned authority to the effect that no loan under-Self Employment

Scheme has been taken by the concerned candidates. • Category certificates (in case of reserved categories) under SR0~94 of21/J0/2005. • Total Marks/Marks obtained and percentage of the selectee be also got verified/authenticated from the issuing authority in order to ensure that the qualifications as reflected in the selection list is according to the genuineness marks card /qualification certificate.

The formal appointment order of the candidates shall be issued only after receiving verification reports viz date of birth certificates / qualification/marks certificate/category certificate and other (if any) from the issuing authority through concerned Chief Education Officer and no salary shall be drawn till issuance of confirmation order.

The inter-se seniority of the appointees in the particular grade/service shall be fixed giving due consideration to their inter-se merit in the selection in terms of Rule 24 of CCA Rules, 1956.
