Wave IIIb: New Degree Programs – Why?
One-size-fits-all instruction is only effective for a minority of students (Bloom, 1984)
Very few institutions nationally enroll and graduate high percentages of Pell-eligible students (Education Trust, 2012)
Institutions feel locked in to the status quo(National Center for Public Policy and Higher Education, 2008)
Online programs are exploding but their efficacy is doubted (Community College Research Center, 2011)
Too few innovative models exist combining affordability, access, and quality
NGLC’s challenge: design programs that Focus on outcomes for students Spring from the best learning science research Use technology for personalization and
engagement Combine online and face-to-face elements Provide targeted student support Use learning analytics Innovate on both business and academic model,
approaching time, human resources, and instructional delivery differently
