Managing theSpey’s Fish Stocks

Looking after the River Spey is no mean feat; itʼs 107miles long, with 560 miles of main tributaries, 20 miles ofcoastline (extending 3 nautical miles out to sea) and a totalcatchment of 1,880 square miles. It has the highest levelsof environmental protection in Europe for Atlantic Salmon,Otter, Sea Lamprey and Freshwater Pearl Mussel and isalso a Site of Special Scientific Interest (SSSI).

The Spey Fishery Board was originally established bylegislation in the 1860ʼs intended to help the local lairdskeep the river profitable by protecting it from poachers andmaintaining fishing beats. Today it is considered to be oneof the ʻBig Fourʼ of the 42 Salmon Fishery Boards aroundScotland. Strengthened by Salmon Fisheries Acts in 1986and 2003, the board is a Statutory Body empowered to dowhat is necessary in support of its core responsibilities:the ̒ Protection, Enhancement and Conservationʼ of stocksof Atlantic Salmon and Sea Trout and their fisheries.

In the 1970ʼs the Spey Fishery Board established andbegan funding The Spey Research Trust in order toadvance the study of and research into salmon. Nowtransformed into the Spey Foundation its responsibilitiesnow encompass other fish species and all aquatic wildlifeand it advises the Board on the management of the rivercatchment. With additional finance from individualprojects, it also plays a role in advising on the environ-mental impact of wind farms, which can affect their sur-rounding environment both during construction and oncerunning. The Spey Foundationʼs work also extends toadvising the many whisky distilleries using the River Speyto ensure best practices are used so that the dischargesof the water used to cool the stills donʼt harm the fish pop-ulations.

As a Registered Charity, the Foundation has an edu-cational remit and provides ̒ Salmon in the Classroomʼ pro-grammes to numerous schools throughout Speyside.These have involved children rearing Salmon fry in theclassroom from eggs produced at our hatchery, learning

about the Salmonʼs life cycle and subsequently releasingthe fed fry back in to the Rivers from which their Salmonparents came. (For more information on this programplease contact [email protected])

Although they are two separate entities, the SpeyFishery Board and the Spey Foundation work closelytogether and share the same Chairman and Director. Theyhave three principle areas of work:

• Water Bailiffs, who both police the River Spey,its tributaries and the coast to protect them from illegalpoaching and undertake important habitat managementwork.

• A hatchery operation, which is currently rearing1.5 million Salmon fry.

• A team of scientists, who undertake researchthroughout the Spey catchment, as well as work under-taken on behalf of the Rivers Findhorn, Nairn and Lossie.

Together, the Spey Fishery Board and Spey Founda-tion undertake invaluable work to monitor, protect andimprove the habitats for fish throughout these areas andconserve the iconic Salmon for the future. With the salmonfacing ever-increasing challenges out at sea, from risingsea temperatures and commercial fishing, it is moreimportant than ever to implement a strategy for our riversto preserve this irreplaceable resource.

Angling on the Spey provides over £12 million perannum for the local economy and supports 367 full-timeequivalent jobs, all of which means The River Spey is anasset that needs to be looked after if our future genera-tions are also to enjoy it. Together, the Spey Fishery Boardand the Spey Foundation aim to do just that.

Time for a spring clean

Lent in the Christian calendar is theseason before Easter (www.churchyear.net/easter.html). The starting datethis year is 17th February and is theforty days, excluding Sundays, leadingup to the Saturday before EasterSunday, (slightly different if one followsthe Roman Catholic tradition). Quiteoften Christians will ‘give something upfor Lent’, perhaps go on a diet, orengage in ‘fasting’.

Originally related to meat, eggs andother ‘indulgencies’, which these foodswere at one time, fasting is the disci-pline of giving up something for a fixedperiod*. The roots of Lenten practice goback to the time of the early Christianfaith and are linked by various sourcesto a particular interpretation of teachingand activities as told in the bible. Somechurch denominations such as my own‘Baptist’ one tend not to overemphasise Lent, since we see it muchassociated with ‘church tradition’ ratherthan biblical practice. However, therecan be little doubt that the tradition oflent grew from the 40 days in the wilder-ness Jesus spent soon after his baptism

by John the Baptist. There, according tothe gospels of Matthew (4:1-11), andLuke (4:1-13), Jesus whilst beingtempted by the devil ate nothing for 40days and nights. Jesus could havedemonstrated his supernatural poweras proof of his divinity, but instead,quoted scripture. In so doing, Jesusgave us a framework from which we canbecome spiritually stronger, and thechurch developed a tradition which canhelp people emulate the Saviour. So thisbeggars the question - is this relevant toyou, is there guidance which is benefi-cial to you, Christian person orotherwise?

The practice involves giving upsomething for these 40 days. Somepeople choose to give up food, others,habits that they know deep down arebad for them such as gossiping anddrunkenness, and yet others, things thatthey have an excessive desire for, e.g.chocolates and sweets, caffeine, andeven shopping.

If you care to pause and think for amoment, would you not know what togive up that would be of benefit to you?Giving up such things is a form of

fasting. By so doing you can alsoperform a spiritual spring clean andlearn to control a particular part of yourlife, which leads to greater self-disciplineeven when Lent is over. As such, in Lentyou are able to learn, examine, and getunder control any material excesses. Nobad thing that! Nonetheless, Lent ismore than just a diet or improving one’sbehaviour. Lent is about spiritual results,not material ones. Any such thingsshould be done for God's glory and forspiritual growth. Whilst giving upsomething you can give to those inneed, eg. the money you save onchocolates to a good charity. You canclean out the debris of a wrong rela-tionship with God at this time too. Takean inventory, where are you in that rela-tionship? As you give something up andgive to others, you can pray to God andseek that new or renewed relationship.As you give up, take up. Take up yourbible and learn some of those scrip-tures. God will see and hear you. Whynot give Lent a go this year?

Who’s Your DaddyStew and Dumplings

Welcome to our winter warmer. Bursting with seasonalproduce this dish will be sure to satisfy the heartiest pallet.

FFoorr tthhee sstteeww2 tbsp vegetable oil1kg/2lb 3oz diced shin of beef(cut off the bone into large pieces)2 sticks celery2 carrots2 large onions3 cloves garlic1 heaped tsp tomato puree1 tbsp plain floursalt and freshly ground black pepper½ litre/17fl oz real ale or bitter200ml/7fl oz dark beef stock2 bay leaves1 sprig fresh thyme

FFoorr tthhee ssuueett dduummpplliinnggss150g/5oz beef suet 150g/5oz self-raising flour, siftedplus extra for dusting salt and freshly ground black pepper 1 tsp prepared horseradish (optional) water to bind

MMeetthhooddPreheat the oven to 160˚C. Heat a large casserole on thehob. Add the vegetable oil and, when hot, add the beefand cook until browned.

Roughly chop the celery, carrots, and onions then add tothe casserole.

Slice the garlic and add to the casserole. Stir all the veg-etables thoroughly and allow them to brown gently,scraping up the browned bits from the bottom of the pan asyou go.

Once the vegetables are coloured, add the tomato pureeand stir. Add the flour and stir together well until the flouris incorporated. Season with salt and freshly ground blackpepper.

Add the ale to the casserole, followed by the beef stock.Bring up to the simmer and cover with a lid.

DDuummpplliinnggssPlace the suet in a clean bowl and add the flour. Using yourhands, mix the suet and flour well, then season with saltand freshly ground black pepper. If you want horseradishdumplings, now is the time to add it to the mix.

Make a well in the centre of the flour and suet mixture andadd water a bit at a time. Mix with your hands until youget a firm dough that comes away cleanly from the sides ofthe bowl.

Turn the dough out onto a clean board and sprinkle oversome flour. Roll the dough out into a sausage shape, thenform into six golf ball-sized dumplings (they'll double in sizewhen cooking). Carefully drop the dumplings into the stew.You can store any unused dumpling dough wrapped in clingfilm in the fridge for two or three days.

Cover the casserole with a lid and place in the preheatedoven to cook for 2½ - 3 hours, checking periodically.

After two hours, turn the dumplings over. Add the bayleaves and the thyme and continue cooking for a further halfhour to an hour. When the beef is done, it should fall apartto the touch and the dumplings should be light and fluffy.

Serve the dumplings and beef stew in large bowls.

Matters Arising20 mph limit - JF had written to LouiseClark about introducing 20 mph limits- similar to those in the Fishertown -on residential roads elsewhere in thetown, and in particular the area ofWellington and Waverley Roads. TheCouncil reply had advised that thiswould be included in the monitoringexercise currently planned by TechServices. But the official view was thatsuch 20 mph limits were not consid-ered practical on individual roads butneeded to be in zones. GV suggestedthat a public meeting might be calledin the New Year to discover if Nairnresidents would like a 20 mph zone tobe introduced more widely. It wasagreed to consult the other NairnCCs on holding such a meeting.Draft Coastal Development Strategy -This had been put out for consulta-tion but the deadline for commentswas not known. BS observed that thedraft seemed generally sensible butthat it would be useful to respond onthe aspects affecting Nairn: discus-sions indicated that key issues werethe question of effluentdischarge/management, and the needto preserve navigable access to NairnHarbour.Draft Local Transport Strategy, 2009-12 - BS had responded on behalf ofthe NWCC. He noted that the HitransRegional Transport Strategy had iden-tified the A96 (and the A82) as thestrategic routes which were leastadequate for the functions they had toperform, and were thus priorities forimprovement. The NWCC responseto Highland Council had highlighted 5key issues:• the role of the A96 as a strategicRegional Trunk Route, where analysisof current and projected traffic-flowsare critical to future planning

• the need to alleviate current con-gestion and road safety problems onthe A96 transit through Nairn• the inclusion in the LTS of appropri-ate references to the construction ofa by-pass around Nairn as a priorityobjective (in support of similar pointsmade in a letter from the Nairn Part-nership and Forum)• the identification of specific, identifi-able proposals and actions to delivergreater transport integration and topromote modal shift• the definition of measurabletimelines, targets and deliverables toenable monitoring and the assess-ment of progress.RY thanked BS for his comprehensiveanalysis. AC observed that she con-sidered it important that if and when aresidential development took place atSandown, that there should be pedes-trian crossing lights across the A96 toprovide residents with safer access toRosebank and the Academy.Members considered that a propertraffic engineering study was neededto plan the through-flow of traffic alongthe A96, including synchronisation oftraffic lights to minimise congestionthrough the town.Sandown/Deveron - The appealhearing is scheduled for Tuesday 2ndto Wednesday 10th March 2010. RYhad already written to the HighlandCouncil to express NWCC’s areas ofconcern. GV reported that as theReporter had agreed to admit astatement from NWCC at the hearing,it had been decided that NWCC wouldnot need to claim Relevant Personstatus in order to present its views.

Correspondence ReceivedRY had received leaflets explainingassistance available to residents inhandling the switchover to Digital TV

broadcasting in summer 2010.

Consultation on BoundariesMembers noted and endorsed theconsensus view reached at an earlierinformal meeting of all Nairnshire CCsthat the outer boundary of the Nairn(town) community councils areashould be defined by the proposedbypass line (MC20), that the westernperimeter should follow the naturalgeographic boundary down to theshoreline by Whiteness, and that theeastern boundary would need adjust-ment to incorporate the recentexpansion of residential developmentat Lochloy and towards Kingsteps. Itwas agreed that the NWCC responseto Highland Council would alsorecommend that a public consultationbe held on the topic of combining the3 Nairn town CCs into a singlecommunity council. It was noted thatNairn Suburban CC proposed torespond on similar lines, enclosing amap showing the new suggestedboundaries.

Police Community Officer andTraffic WardenIt was noted that NWCC had yet toreceive a visit from the NairnCommunity Police Officer and Insp.McLennan would be invited toarrange for the Community Officer toattend. It was further noted thatSandy, the Nairn Traffic Warden hadopted for voluntary redundancy/earlyretirement, and concern wasexpressed that a “flying squad” ofvisiting traffic wardens from Invernessmight be unsympathetic to Nairn’sneeds.
