for strict compliance towards implementation of the programme. The salient features of the

guidelines incllde inter alia the following issues which may kindly be adhered to at the time of

Iaking up of works relating to convergence of MPLADS with the MGNREGA :

more durable assets

The convergence will be subject to the foilow'ing conditions w'hich have to be complied

w'ith strictly:-

1. Hon'ble lvPs may recommend under N.GLADS, convergence w-orks oniy out of the shelf

of MGNREGA projects approved by the Zllla Panchayat fbr the year when

recommendation is being made. The work should have been sanctioned by the DistrictProject Coordinator and be part of the approved Annual Work Plan under MGNREGA ofL11C ]J15L11UL.

The resolution of the Gram Sabha of the GP concerned accepting the recommendation ofthe Hon'ble MP and according its approval to use the funds &om I\IPLADS throughconvergence for a MGNREGS work is necessary to sanclion the convergence project.

The Gram Panchayat'sha11 be nominated as the Implementing Agency by the DistrictProject Coordinator for the convergence works under MPLADS. It shall not be

permissible for line departments to take up such works. The DFC shal1 provide adequate

technical support to the Gram Panchayat to implernent the works.

The convergence project should comply with the non-negotiable of MGNREGA such as

no n:achinery, no contractors etc. A-11 provisions for proactive disclosures, includes

u:lcadtlg ci Cata on NREGA website etc. u,il1 have to be complied r,vith. The fulIe.<:e:ci:*:e o',' ihe convergence project rl,il1 be subject to Sociai Audit by Gram Sabha as

::: iL: -{'::ii oi Scheme Rules, 2011 of MGNREGA.

5 The contribution from MPLADS should not be less than 25oh of the total project cost.

The MPLADS funds shall be used in respect of material component only (including wage

of skilled and semi_s[il1ed r,vorks.)

In respect of all material costs born under the project lrom MGNREGA funds, the

Central Government will bear only upto three-fourths of the material cost under

N{GNREGA and the rest has to be bome by the State Government. The amount canaot be

met from MPLADS funds.

Once a work recommended by an M.P. for IVIGNREGA has been accepted by the Gram

Sabha, the work cannot be withdrawn.

Separati provision will be made in MGNREGASoft database to capture all the detaiis ofthe convergence project including the break-up of the project costs, contribution fromMGNAREGA & MPLADS, name of the Hon'ble M.P. etc.

The accounts of Expenditure will be strictly maintained separately for both MPLADS anci

MGNREGA with separate muster rolls. A joint plaque (stone/metal) indicating the cost

involved and contribution from MPLADS,&{GNREGA. Commencement, completion and

inauguration and the name of the MP sponsoring the work under \.&LADScheme/MGNREGA should be permanently erected. The work witl be part of the asset ofthe Gram Panchayat and will be included ia the MGNREGA work Register.

It has been observed that many Nodal District Authorities are changing

tie l-lrLADS bank accounts in respect of MPs from one bank to another without

infor-ming the Ministry. Such change in bank accounts by the Districts causes

difflcultiel in prompt iernittance of installments of MPLADS funds and also results

in avoidable duplication of work for remittance of MPLADS funds installment in

the Ministry.Z. The District Authorities. are, therefore, requested not to change the bank

accounts without prior permission of this Ministry mentioning in detail why achange of bank is requlred. ln the event of a change in the bank account being

allowed by this Ministry, the District Authorities may ensure that the details of the

changed/new bank accounts viz. account number, name of the bank, branch

code of the bank, branch name & address and IFSC code are positivety

forwarded to the Ministry for facilitating release of installrnents in the proper/ new

account.

3, These instructions may be strictly adhered to by all the Nodal and

number dated 26th August 2011 making modifications to para 4'l to 4'3 of the extant

2. As per the provisions of the modified circular, the first installment of Rs' 2'5

The accounts of Expenditure will be strictly maintained separately for bothMPLADS and MGNREGA. A joint plaque (stone/metal) indicating the costinvolved, contribution from MPLADSi MGNIREGA, commencement,completion and inauguration and the name of the MP sponsoring the workunder MPLAD SchemeAvIGNREGA should be permanently erected."

L. These instructions should strictly be adhered to in implementation ofconvergence schemes of MPLADSA4GNREGA.
