Brief Minutes of CEN/TC 207 "Furniture" 26th Plenary Meeting - Berlin, 30th May, 2017

1. Opening of the meeting The Chairman, Mr Fossi, opened the meeting thanking the delegates welcoming them in Berlin and thanking DIN for hosting the meeting. 2. Roll call of delegates The participants introduced themselves (See annexed "List of Participants). Apologizing from: - Ms. Catherine Follin-Arbelet 3. Adoption of the agenda The draft agenda was adopted adding the following points to "Any other business":

IEC activity on Electrical Furniture; Machinery Directive; Test mattresses.

4. Appointment of the resolution committee Not needed. 5. Activities of WG 1 "Requirements for domestic furniture" See Doc. N 1729. 6. Activities of WG 2 "Requirements for children's and nursery furniture" See Doc. N 1730. 7. Activities of WG 3 "Office Furniture"

See Doc. N 1731. 8. Activities of WG 4 "Requirements for outdoor furniture" See Doc. N 1732. 9. Activities of WG 5 "Requirements for non-domestic furniture" See Doc. N 1733. Fossi informed the members on the request from CEN/TC 332 "Laboratory equipment" to stop the works on EN 16121:2013/prA1 and the withdrawal of EN 14727 because they consider "laboratory furniture" under their responsibility. They are planning to raise the issue of the responsibility of laboratory furniture at CEN/BT level. Mr. Fossi replied to CEN/TC 332 secretary saying that EN 14727 is currently under the responsibility of CEN/TC 207 and an overwhelming majority of experts in its competent WG agreed to ask TC 207 to withdraw it and include laboratory storage furniture in the scope of EN 16121. Mr. Fossi also replied that TC 207 is available to consider in the future any specific issue TC 332 may want to discuss – at the appropriate time and with adequate information. TC 332 will be contacted again in order to better understand the reasons for their request. 10. Activities of WG 6 "Requirements for educational furniture" See Doc. N 1734. 11. Activities of WG 7 "Requirements and test methods for furniture surfaces" See doc. N 1735. 12. Activities of WG 8 "Requirements and test method for hardware for furniture" See Doc. N 1736. Mr. Reynolds proposed – for the future – a possible new standard to specify the requirements of the attachment of the storage furniture to the buildings. Mr. Heym replied that this issue will be discussed at the next WG 8 meeting. 13. Activities of WG 9 "Test methods" See Doc. N 1737. Decision N 1 was taken (see doc. CEN/TC 207 N 1756). 14. Issues from the Advisory Group Mr. Reynolds – before to discuss the Advisory Group issues – raised on the problem of the constitution of the group because at the last meetings not to many WG convenors are participating. Mr. Fossi replied that this is a recurrent problem and that to have a full participation of the WG convenors we need to organize a better schedule of the AG meetings.

CEN/TC 207 "approach" to EN Amendments After the discussion of the French comments (Doc. CEN/TC 207 N 1753) on the proposal for a TC 207 Decalogue of the amendments/corrigenda (Doc. CEN/TC 207 N 1750) the members agreed to strengthen the clause 5.1 and to add a new point 5.4, based on the French proposal The "Decalogue" will be included in the Business Plan revision circulated by TC 207 secretariat in the next months.

15. French proposals

Request for an amendment of EN 14749 and EN 12521 (Doc. N 1748) Mr. Fossi explained that to decide to proceed with these amendments we need – at least – information relevant to the accidents and a written proposal. Also Mr. Ekwall insisted on the need to have information from different countries relevant to the fatalities and the serious accidents. Mr. Ekstrom was not in favour of the amendments. Mr. Reynolds was in favour of the amendment of EN 14749 but not of EN 12521. At the end of the discussion the members agreed to not proceed with the amendments, France was against.

Possible standard on "Ironing tables" The members – after a brief discussion – decided that this issue doesn't fall under the TC 207 scope.

Formaldehyde issue Most of the members are not in favour to establish specific formaldehyde tests on end products, mostly because this subject is regulated by several Members States. Mr. Fossi concluded that:

a) it is an important subject; b) we have to monitor the situation; c) for the moment we cannot take a decision d) for the time being TC 207 cannot deal with formaldehyde test on end product.

16. Preparation of the next meeting (date, venue, home work) It was agreed to arrange 27th Plenary meeting of CEN/TC 207 in Italy on 30th May 2018 (Milan).

17. Any other business

IEC activity on Electrical Furniture The project leaders of the IEC draft proposal on “Particular requirements for furniture incorporating electric parts, components or appliances” (IEC 60335-2-X) could not attend this meeting. A written report on their activity was asked but not received. We will try again to contact them in order to ensure that the work proceeds in a coordinated manner.

Machinery Directive Mr. Bulow informed the members on the current situation: 1) No modifications to the Directive 2) A new guide will be published in August 2017 3) Electrically operated furniture falls under the Machinery Directive

Test Mattresses TC 207 secretariat will circulate the French proposal together with this report (see the ANNEX)

Overview dated on 2016-11-03 about the Test mattress used within EN Standard and National Standard in Europe

FCBA has been carry out a summary of the Test Mattress used within EN Standard and National Standard in Europe about Adult/Teenagers Test mattress and Baby/Children Test mattress.

No one is the same between the different Standards. Idea is to define one Test mattress for Adult/Teenagers bed and another one for Baby/Children cot/bed in Europe within the working group dedicated (Example: CEN/TC 207/WG09).

When a revision of a standard is carried out, the European Expert will amend the standard with the Generic Test mattress defined.

FCBA has of course a Test mattress proposal that you will find within the article 2).

NF EN 747+A1 :2015 4.5 - Test mattress Soft polyether foam sheet with a thickness of 100 mm, a bulk density of (30 ± 2) kg/m3, an indentation hardness index of (170 ± 20) N in accordance with A 40 of EN ISO 2439:2008, and with dimensions more or less the same as those of the bed base tested. The test mattress may have a cover, in which case it shall have the following characteristics:

composition: pure cotton;

weave in plain: 1/1;

mass per unit area: 100 g/m2 to 120 g/m2;

warp and weft: 20 threads/cm to 30 threads/cm;

finishing: washed, no finishing agents;

cover make up: tight fit, but with no restrictions on the foam.

The same part of the test mattress shall not be re-used within 30 min and the mattress shall be replaced if damaged, or after 20 tests.

NF D 62-100 :2010 § 4.8 T est mattress Polyether foam plate with a thickness of 100 mm, a density of (30 ± 2) kg/m3 and an indentation hardness index of (170 ± 40) A 40 in accordance with ISO 2439, whose dimensions approximately match those of a single mattress. The test mattress must include a cotton ticking cover of 100 ± 10 g/m2. The same part of the test mattress cannot be used within the following two hours, and the mattress should be replaced after 20 tests.

BS 8509 + A1: 2011 § 4.5.12 Test mattress which: a) is bigger than the loading pad by at least 100 mm all round, b) comprises a soft polyether foam sheet with: • a thickness of 100 mm; • a bulk density of 30 kg/m3 ± 2 kg/m3; and • an indentation hardness index of 170 N ± 20 N, in accordance with BS EN ISO 2439:2001, 7.2. The test mattress shall have a light soft cotton cover with a mass not greater than 120 g/m2.
