The Agricultural Development Strategy (ADS) and Investment Plan (2018-2019 to 2022-2023) was drafted with technical assis-tance from Asian Development Bank (ADB), Food and Agriculture Organization (FAO), and the Agriculture and Rural Development Sector Coordination Groups – ARDSCG will greatly support Myanmar’s economic development: The strategy covers productivity, competitive-ness and governance. Annual budget alloca-tions are K490 billion in 2018-19, K580 billion in 2019-20, K670 billion in 2020-21, K700 in 2021-22 and K680 billion in 2022-23. The investment plan states that average invest-ment growth rate will be 10% per annum, less than MOALI budget availability growth of 15%. The ministry’s budget for agriculture will be K6.154 trillion (US$4.5 billion).

Foreign investment in the agriculture sector is only 0.5% of total FDI, so there are huge invest-ment opportunities available for the foreign investors. The GOM encourages both local and foreign investors to consider investing in either a joint venture or a 100% investment in areas such as agro-based industries, assembling and manu-facturing light agricultural machinery and small farm implements, manufacturing agricultural inputs and related support products. According to the Ministry of Commerce Notification No. 96/2015 dated November 11, 2015, foreigners can trade in products such as fertilizers, insemi-nation seeds and pesticides as joint ventures with Myanmar citizens with no minimum share percentage for the local citizens. The Asian Development Outlook (ADO) 2019 forecasts Myanmar’s economy to grow 6.6% in the fiscal year ending in September 2019 and 6.8% a year later. By comparison, Myanmar’s gross domestic product (GDP) growth slowed to 6.2% from April to September last year.
