    March 28th, 2014

    Mr. Nolan,

We realize that because we are being represented, you cannot comment on the matter direct rom me but ee

we need to again try to clariy our position.

2! "his section does not re#uire an internet drop$o store complying with subsection %&!, or a person

engaged in the sale, purchase, consignment, or trade of personal property or other valuable thing for himselfor herself, to obtain a license under this act.

%"his sections within the act clearly and speciically deines our businesses whereby all the merchandise withiour stores is indi'idually owned by persons selling their items directly rom their hands to the customer.

    "hereore ma(ing our in'entory e)empt.!

*espite the complete disregard to the consignment portion o the statute, and instead ocus on the portion o

the law you are trying to it,

    (f) "Second hand dealer" or "junk dealer" means any person, corporation, or member or members of a

copartnership or firm whose principal business is that of purchasing, selling, exchanging, storing, or receivingsecond hand articles o any (ind...

you will notice that second hand is written as two words, not one. + the word was meant to describe the articwithin our store it would be written as an adecti'e $ one word %secondhand!. -ince it is purposely written as

two words %a noun! you should then be able to reread the statute with the new mindset that it is pertaining totransaction $ our hand recei'ing goods $ as i the in'entory in our store is being purchased within the place

business and now belongs to us $ thereore needing to be logged/reported. "he transer o ownership o the

merchandise is what this statute is pertaining to not the type o merchandise being sold. No where in thisstatute is it describing the type o merchandise + am selling in an attempt to gain compliance or merely ust

storing. sed merchandise is ne'er spo(en o. "hereore, this statute doesnt it any business who simply ha

used merchandise unless they ha'e obtained merchandise through purchasing direct rom an indi'idual at theplace o business.

+t is my understanding that compliance within this statute that would determine whether + was operatingillegally or not is based on the logging and reporting o transactions. 'erything else under the statute are

merely bylines and ha'e no bearing on whether we are doing something against the law. + we ne'er purcha

and thereore ha'e nothing to log or report, then what is the reasoning behind ha'ing to obtain the license3 licenses gi'e permission to do something. "his license gi'es permission to buy. We do not buy and are not

as(ing to buy. + we choose to change our business model, then yes $ obtain the license. 5ou cant orce a

license on someone who doesnt want to utilize it.

+t is our hope and sincerest intentions to rectiy this beore close o business day today. lthough you cant

respond, *ale and *onna most certainly can.
