Specific Conditions:

i. The Project will implement and comply with all applicable safeguard measures as provided in OM No. Z-11013/57/2014-IA.II (M) dated 29th October, 2014.

Will be followed accordingly.

ii The Project proponent shall obtain Consent to Establish and Consent to Operate from the State Pollution Control Board and effectively implement all the conditions stipulated therein.

Consent to Operate has been obtained from the TSPCB vide order No. TSPCB//NLG/CFO/HO//HO/2017-607, Dt: 12.05.2017 valid up to 30.06.2021.

iii The Mining Operations shall be restricted to above ground water table and it should not intersect the ground water table.

With the present mining operations, we have not encountered with ground water. All possible efforts will be made towards establishing measures to augment groundwater sources.

iv. The loose solids should be kept separately from flowing water and flow of effluents to nearby areas outside the lease hold shall be prevented. The paved drains along with arrangements for Over Burden Dumps and their drainage may clearly depicted on a contour map of the mining area.

Limestone is out-cropped in the mining lease area and there is no topsoil or OB generation.

v. The project proponent shall be ensure that no natural watercourse and /or water resources shall be obstructed due to any mining operations. Adequate measures shall be taken for conservation and protection of the 1st and 2nd order streams, emanating or passing through the mine lease during the course of mining operation.

No natural water streams are damaged.

vi. Topsoil, if any shall temporally be stored at earmarked site (s) only and it should not be kept unutilized for long. The topsoil shall be used for land reclamation and plantation.

Limestone is out-cropped in the mining lease area and there is no topsoil.

Vii. Appropriate safeguard measures shall be taken to ensure stability and drainage of dumps so that no solid waste/ debris flow into nallah.

There are no dumps. However, measures taken to ensure no solid waste/ debris flow into nearby nallah.

viii. The over burden (OB) generated during the mining operation shall be stacked at earmarked dump site(s) only and it should not be kept active for a long period of time and their phase – wise stabilization shall be carried out. Proper terracing of OB dumps(s) shall be carried out. The over burden dumps(s) shall be scientifically vegetated with suitable native species to prevent erosion and surface run off. In critical areas, use of geo textiles shall be undertaken for stabilization of the dumps. Monitoring and management of rehabilitated area should continue until the vegetation becomes self- sustaining. Compliance status should be submitted to the Ministry of Environment, Forest and Climate Change at its Regional Office Chennai on Six monthly basis.

Limestone is outcropped and there is no topsoil available / generated / removed.

ix. Catch drains and siltation ponds of appropriate size should be constructed working pit. Temporary OB and mineral dumps to arrest flow of silt and sediment directly into adjoining River and other water bodies. The water so collected should be utilized for watering the mine area, roads, green belt development etc. The drains should be regularly desilted particularly after the monsoon and maintained properly.

A bund of 7.5 m width is formed all along the lease boundary. The bund act as a barrier to arrest runoff from the mine. Runoff is being collected into mine sump which acts as sedimentation tank. Collected water is being pumped out for watering of mine area, roads, greenbelt development and for captive power plant requirement. The excess water is being pumped to pond located at NE corner of cement plant, which acts as rainwater harvesting pond.

x. Dimension of retaining wall at toe of OB dump(s) and OB benches within the mine to check run-off and siltation should be based on the rainfall data.

xi. Plantation shall be raised in an specified area including a 7.5 m wide green belt in the safety Zone around the mining lease, OB Dumps (s), along the roads, etc. by planting the native species in consultation with the local DFO/Agriculture Department. In addition, Plantation shall also be raised in the backfilled and reclaimed area and around water body. The density of the tress should be around 1500 plants per Ha.

Greenbelt belt is being developed in a phased manner with native plant species. In the year 2016-17, greenbelt developed in 0.83 ha with 1000 no’s plants.

Photographs of greenbelt are presented in Annexure-1.

xii. Effective safeguard measures, such as regular water sprinkling shall be carried out in critical areas prone to air pollution and having high levels of particulate matter such as around crushing and screening plant, loading and unloading point and shall transfer points. Extensive water sprinkling shall be carried out on hual roads. It should be ensured that the Ambient Air Quality parameters conform to the norms prescribed by Central Pollution Control Board In this regard.

Crusher is being operated with bag filter. Water spraying arrangement is provided at crusher dump hopper and bag filters are provided at all transfer points to control fugitive emissions. Water sprinkler system is provided on the haul roads.

xiii. Regular monitoring of water quality upstream and downstream of perennial nallahs falling in the impact zone shall be carried out and record of monitoring data should be maintained and submitted to Ministry of Environment, Forests and Climate Change, its regional office, Chennai, Central Groundwater Authority, Regional Director, Central Groundwater Board, State Pollution Control Board and Central Pollution Control Board.

There is no any perennial nallahs at Mellacheruvu Mine Lease area.

xiv. Appropriate measures shall be taken for treatment of the upper catchment of the mine lease area.

Mine pit is formed which acts as settling tank.

xv. The project authority should implement suitable conservation measures to augment ground water resources in the area in consultation with Regional Director, Central Groundwater Board.

With the present mining operations, we have not encountered with water. All possible efforts will be made towards establishing measures to augment groundwater sources and rain water harvesting.

xvi. Regular monitoring of ground water level and quality should be carried out in and around mine lease area by establishing a network of existing wells and Installing new piezometers during mining operation. The periodic monitoring [(at least four times a year in a year pre-monsoon (April / May), monsoon (August), post-monsoon (November) and winter (January); once in each season)]. Shall be carried out in consultation with the State Ground water Board/Central Ground water Authority and the data thus collected may be sent to the regularly to the Ministry of Environment , Forests & Climate Change and its Regional office Chennai, the Central Ground Water Authority and the Regional Director, Central Groundwater Board. If at any stage, it is observed that the groundwater table is getting depleted due to the mining activity; necessary corrective measures shall be carried out.

Groundwater quality & Levels monitoring is being carried out on quarterly basis.

Data for the period Oct’16-Mar’17 is enclosed as Annexure-2.

xvii. The project proponent shall obtain necessary prior permission of the competent authorities for drawl of requisite quantity of water, required for the project.

xviii. Suitable rainwater harvesting measures on long term basis shall be planned and implemented in consultation with the Regional Director, Central Groundwater Board.

Mine pit is formed which is acting as rain water harvesting structure.

xix. Appropriate mitigative measures should be taken to prevent pollution of nearby River in consultation with the State Pollution Control Board.

There is no any River near to the Mellacheruvu Limestone Mine lease area.

xx. Vehicular emissions should be kept under control and regularly monitored. Measures shall be taken for maintenance of Vehicles used in mining operations and in transportation of mineral. The mineral transportation shall be carried out through the covered trucks only and the vehicles carrying the mineral shall be not be overloaded.

Vehicles are being well maintained. Outside agencies are utilized for maintenance of vehicles. Overloading of vehicles is not entertained.

xxi. Controlled blasting should be practiced. The mitigative measures for control of ground vibrations and to arrest fly rocks and boulders should be implemented.

Blasting is being done only during daytime and according to the recommendations of IBM. Ground vibrations and fly rock are being well controlled by using non-el bottom initiation detonators.

xxii. Drills shall either be operated with dust extractors or equipped with water injection system.

Wet drilling is being practiced

xxiii. Mineral handling areas shall be provided with the adequate number of high efficiency dust extraction system. Loading and unloading areas including all the transfer points should also have efficient dust control arrangements. These should be properly maintained and operated.

Wet drilling is being practiced and water spraying is done on haul roads. Water spraying arrangement is provided at crusher dump hopper, bag filters are provided at all transfer points, water sprinklers are provided at loading and unloading points to control fugitive emissions.

Fixed water sprinklers are installed along haul roads where vehicular movement is comparatively high to abate dust generated from vehicular movement.

xxiv. Sewage treatment plant shall be installed for the colony. ETP shall also be provided for the workshop and wastewater generated during the mining operation.

No waste water is generated during mining operations. STP is under operation to treat colony sewage.

Waste water generated from vehicle washings are routed through Oil & Grease separator then followed by sedimentation trap and then to on land for vegetation.

xxv Pre-placement medical examination and periodical medical examination of the workers engaged in the project shall be carried out and records maintained. For the purpose, schedule of health examination of the workers should be drawn and followed accordingly.

Pre-placement medical examination and periodical occupational health surveillance programme for the workers is being undertaken.

xxvi. Regular monitoring of free silica in the dust will be carried out and records maintained. It shall be ensured that the levels of silica do not exceed the prescribed limits. The workers will be provided with personal protective measures to guard against inhaling silica dust.

Free silica is monitored on the regular basis. Reports are being maintained. Free silica content in the dust is well below the prescribed limits.

xxvii Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structure to be removed after the completion of the project.

xviii. The project proponent should take all precautionary measures during mining operation for conservation and protection of endangered flora as well as endangered fauna in the study area. Action plan for conservation of flora and fauna shall be prepared and implemented in consultation with the state Forest and Wildlife Department. Necessary allocation of funds for implementation of the conservation plan shall be made and the funds so allocated shall be included in the project cost. Copy of action plan may be submitted to the ministry and its regional office at Chennai within 3 months.

No endangered flora and fauna found in the project area. Details has been submitted letter vide no. MHIL/ENV-HO/2015-16/0022 dated 01-08-2015 along with the certificate issued by the Forest Department, Nalgonda.

xxix The critical parameters such as RSPM(Particulate matter with size less than 10 micron i.e., PM10) and NOx in the ambient air within the impact zone, peak particle velocity at 300m distance or within the nearest habitation, whichever is closer shall be monitored periodically. Further, quality of discharged water shall also be monitored [(TDS, DO, PH and Total Suspended Solids (TSS)]). The monitored data shall be uploaded on the website of the company as well displayed on a display board at the project site at a suitable location near the main gate of the company in public domain. The Circular No.J-20012/1/2006-IA.II (M) dated 27.05.2009 issued by Ministry of Environment, Forest and Climate Change, which is available on the website of the ministry www.enfor.nic. Install also refer in this regard for its compliance.

All applicable critical parameters, mine sump water quality parameters are being monitored on regular basis and the results are displaying at the board provided at the main gate and in the company website (http://myhomeindustries.com/sustainability/environment/).

xxx. A Final mine closure Plan along with details of corpus fund should be submitted to the Ministry of Environment, Forest and Climate Change 5 years in advance of final mine closure of approval.

Will be followed.

xxxi The project proponent shall undertake all the commitments made during the public hearing and effectively address the concerns raised by the locals, in the public hearing as well as during consideration of the project, while implementing the project.

GENERAL CONDITIONS

i. No change in mining technology and scope of working should be made without prior approval of the Ministry of Environment, Forests & Climate Change.

Prior approval will be obtained from MOEF&CC if there is any change in mining technology.

Ambient air quality monitoring is being carried in core and buffer zone on regular basis. Ambient quality monitoring data for period Oct’16-Mar’17 is presented in Annexure-5.

iv. Data on ambient air RPM(Particulate Matter with size less than 10 microns i.e., PM10) and NOx should be regularly submitted to the Ministry of Environment, Forest & Climate Change including its Regional Office at Chennai and the State Pollution Control Board / Central Pollution Control Board once in six months

Ambient air quality monitoring data is being regularly submitted to MoEF&CC, Regional Office along with the half yearly compliance report and on monthly basis to TSPCB.

v. Fugitive dust emissions from all the sources should controlled regularly. Water spraying arrangement in haul roads, loading and un loading and at transfer points should be provided and properly maintained.

Wet drilling is being practiced and water spraying is done on haul roads. Crusher is being operated with bag filter. Water spraying arrangement is provided at crusher dump hopper and unit bag filters are also provided at all transfer points of this section to control fugitive emissions. Water sprinkler system is provided on the haul roads. A separate tanker is dedicated for wetting muck pile.

vi. Measures should be taken for control of noise levels below 85 dBA in the work environment. Workers engaged in blasting and drilling operations, operations of HEMM, etc should be provided with ear plugs / muffs

Workers exposed to high noise levels are being provided with earplugs and measures are being taken to reduce the ambient noise levels below the standards.

vii. Industrial wastewater (workshop and wastewater from the mine) should be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May, 1993 and 31st December 1993 or as amended from time to time. Oil and grease trap should be installed before discharge of workshop effluents

viii. Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects. Occupational health surveillance program of the worker should undertake periodically to observe any contractions due to exposure to dust and take corrective measures, if needed.

Persons working in dusty area are using personal protective respiratory devices. Regular training programmes are being arranged for better safety and health of the workers.

Periodical occupational health surveillance Programme for the workers is being undertaken. The corrective measures will be taken, if needed.

ix. A separate Environmental Management Cell with suitable qualified personnel should be set up under the control of a Senior Executive, who will report directly to the Head of the Organization

x. The funds earmarked for environmental protection measures should be kept in separate account and should not be diverted for other purpose. Year wise expenditure should be reported to the Ministry of Environment, Forest and Climate Change and its Regional Office located at Chennai.

During the period 2016-17, MHIPL has spent 13.23 lakhs recurring expenditure towards environmental protection measures in Mellacheruvu Mines.

xi The project authority should inform to the Regional Office located at Chennai regarding date of financial closures and final approval of the project by the concerned authorities and the date of start of land development work

xii. The Regional Office of this Ministry located at Chennai shall monitor compliance of the stipulated conditions. The project authorities should extend full cooperation to the officer(s) of the Regional Office by furnishing the requisite data / information / monitoring reports

xiii. The Project proponent shall submit six monthly reports on the status of compliance of the stipulated Environmental Clearance conditions including results of monitored data (both in hard copy as well as by email) to the Ministry of Environment, Forest & Climate Change, its Regional Office Chennai, the respective Zonal office of Central Pollution control Board the State Pollution Board. The Proponent shall upload the status of compliance of the Environmental Clearance conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the regional Office of the Ministry of Environment, Forest & Climate Change, Chennai, the respective Zonal Office of Central Pollution Control Board and State Pollution Control Board.

Six monthly reports on EC compliance status is being sent to RO of MOEFCC located at Chennai in both soft and hard formats. Reports of the same are being published in our company website (http://myhomeindustries.com/sustainability/environment/)

xiv A copy of clearance letter shall be sent by proponent to concerned Panchayat, Zila Parisad/Municipal Corporation, Urban Local Body and the local NGO, if any, from whom and suggestion / representation, If any, were received while processing the proposal. The clearance letter shall also be put on the website of the company by the proponent.

xv. The State Pollution Control Board should display a copy of the clearance letter at the Regional Office, District Industry Centre and Collector’s Office / Tehsildar’s Office for 30 days.

xvi The environmental statement for each financial year ending 31st March in form-Vas is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall be put on the website of the company along with the status of compliance of Environmental Clearance conditions and shall also be sent to the Regional Office of the Ministry of Environment, Forest & Climate Change, Chennai by e-mail.

xvii. The project authorities should advertise at least in two local newspapers of the District or state widely circulated in which the project is located and one of which shall be in the vernacular language of the locality concerned within seven days of the issue of the clearance letter informing that the project has been accorded environmental clearance and a copy of the clearance letter is available with the State Pollution Control Board and may also be seen at web site of the Ministry of Environment , Forest and Climate Change at http://envfor.nic.in. and a copy of the same should be forwarded to the Regional Office at this Ministry located at Chennai.
