    NOTICE OF RACE

    38 JANUARY 2013

    Organising Authority: Mounts Bay Sailing Club Inc. in conjunction with the Australian Musto

    Performance Skiff Association.

    1 RULES

    1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

    1.2 The prescriptions and Special Regulations of Yachting Australia will apply. Attention is drawn to

    YA Special Regulation Part 2, regulations 1.02 and 5.01.

    1.3 If there is a conflict between languages the English text will take precedence.

    2 ADVERTISING

    2.1 The ISAF advertising code, Regulation 20 shall apply.

    2.2 Competitors may be required to display Event sponsors name(s)/logo(s) and bow numbers. Ifrequired, the Organising Authority will supply these items and they shall be affixed and/or worn asprescribed in the Sailing Instructions.

    2.3 The Organising Authority reserves the right to refuse advertising by a boat or competitor when it isin conflict with an Event sponsor or the laws of the Western Australian or Australian Governments.

    3 ELIGIBILITY AND ENTRY

    3.1 The regatta is open to boats of theMusto Performance Skiffclass. All competitors must be currentfinancial members of theAustralian Musto Performance SkiffAssociation and have either aYachting Australia membership number (Australian competitors) or an ISAF sailor ID (Internationalcompetitors).

    3.2 Eligible boats may enter by paying the required entry fee to the Australian Musto Performance SkiffAssociation and sending the completed Entry Form to Mounts Bay Sailing Club. See Attachment B.

    4.2 When a strong wind warning has been issued by the Bureau of Meteorology in its 1630 Localwaters forecast for Yanchep to Mandurah and offshore to Rottnest

    (http://www.bom.gov.au/wa/forecasts/yancheplocalwaters.shtml ) for the racing period on thefollowing day, the Race Committee may reschedule the following days racing to 1000.

    4.3 Racing will start as scheduled where the average wind speed at the warning signal, measured fromthe start boat, is six knots or more but no greater than 20 knots.

    5 MEASUREMENT

    5.1 Boats and equipment must comply with the currentMusto Performance SkiffClass Rules. All boatsmay be subject to measurement checks before and during the regatta.

    6 SAILING INSTRUCTIONS

    The Sailing Instructions will be available from Mounts Bay Sailing Club at or before registration.

    7 VENUE

    7.1 Sailing will take place from Mounts Bay Sailing Club, Australia II Drive, Crawley, WesternAustralia on Melville Water West (MWW).

    7.2 Attachment A shows the location of the racing area.

    8 THE COURSES

    The courses to be sailed will be Windward/Leeward (L) courses and will be described in the Sailing

    Instructions.

    9 PENALTY SYSTEM

    Racing rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

    10 SCORING

    10.1 The Low Point scoring system (RRS Appendix A) will apply. Ten races in total are scheduled for theregatta.

    10.2 Three races are required to be completed to constitute a series.

    10.3 (a) When fewer than six races have been completed, a boats series score will be the total of herrace scores.

    (b) When from six to nine races have been completed, a boats series score will be the total of herrace scores excluding her worst score.

    (c) When ten races have been completed, a boats series score will be the total of her race scoresexcluding her two worst scores.

    11 RADIO COMMUNICATION

    Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radiocommunications not available to all boats. This restriction also applies to mobile telephones.

    12 PRIZES

    Prizes will be awarded as follows:(a) 1st to 3rd overall(b) 1st to 3rd overall Australian (if different from 1st to 3rd overall results)(c) 1st youth (21 years or under at 1st January 2013)(d) 1st master (45 years or more at 1st January 2013)(e) 1st grand master (50 years or more at 1st January 2013)

    Other prizes may be awarded at the discretion of the organising committee.

    13 DISCLAIMER OF LIABILITY

    Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. TheOrganizing Authority will not accept any liability for material damage or personal injury or deathsustained in conjunction with or prior to, during, or after the regatta.

    14 RIGHTS TO USE NAME AND LIKENESS

    In participating in the Event, a competitor automatically grants to the Organising Authority, and thesponsors of the Event, the right in perpetuity, to make, use and show, from time to time and at theirdiscretion, any motion pictures, still motion pictures and live, taped or filmed television, digitalimages and other reproductions of him/her during the period of the competition for the said Event inwhich the competitor participates and in all material related to the said Event without compensation.

    15 INSURANCE

    Each participating boat shall be insured with valid third-party liability insurance for a minimumcover of AUD5,000,000 or the equivalent. Evidence of insurance shall be produced if requested by

    the Organising Authority.

    16 ACCOMMODATION

    A fee of AUD150.00 is required to compete in the 2012/13 Musto Performance Skiff AustralianChampionships. To be eligible to compete, all competitors must be financial members of the AustralianMusto Performance Skiff Association.
