1.0 Monthly Report Overview

This report1 provides the monthly update on the following projects associated with the Muskrat Falls

development:

• the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls

hydroelectric generating facility);

• two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between

Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and

• the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls

and Soldiers Pond (the Labrador-Island Transmission Link).

The report includes details on construction and procurement activities, construction costs, safety and

environmental activities, and details on stakeholder and community consultation and engagement

initiatives during the reporting period. The report also provides detailed statistical tables summarizing

employment and expenditure benefits generated from the Muskrat Falls development.

This report covers the activities for the month of October 2016. Construction work during this period

took place on all major work components in Labrador and on the island, including the generation and

transmission components of the project.

2.0 Highlights this Month

The Muskrat Falls Project is well advanced and work is progressing across the province. The following is

a summary of some of the key construction highlights from the month:

• Continuation of rock installation to create the protective rock berms that will cover the three

submarine cables.

• Completion of tower assembly in Labrador for the Labrador-Island Transmission Link.

• Arrival and offloading of the rotor and stator for units one and two of the synchronous

condensers at Soldiers Pond. The rotor and stator are the main components of the synchronous

condensers.

3.0 Construction Update

3.1 Muskrat Falls Hydroelectric Generating Facility

The following outlines some of the construction activities for the powerhouse, intake and spillway

undertaken by Astaldi Canada at the Muskrat Falls site in October:

• Continuation of concrete pour and placement activities, along with formwork and rebar

placement.

• Installation of upstream bridge railing.

Work also progressed on other components of the Muskrat Falls hydroelectric generation facility:

• Continuation of work by Barnard Pennecon Limited Partnership on the temporary upstream and

downstream cofferdams.

• Continuation of reservoir clearing of the north and south banks by Johnson’s Construction Ltd.

• Continuation of work by Gilbert Newfoundland & Labrador Contracting Ltd. at the North Spur.

• All manufacturing in China for the turbines and generators has been completed, with the

remaining parts on route to Canada.

3.2 Labrador Transmission Assets (LTA)

Construction activities on the LTA continued and included:

• Work progressed on LTA with continuation of civil works activity for the HVac substations at

Churchill Falls and Muskrat Falls.

• Continuation of construction activities for the HVac transmission line.

3.3 Labrador-Island Transmission Link (LIL)

Construction activities for the HVdc transmission line continued during the period and included:

• Right-of-way clearing and access road construction activity continued on the island with 92% of

access required completed to date in Newfoundland.

• Continuation of stringing on the HVdc transmission line.

• Completion of tower assembly in Labrador.

• Continuation of civil work activity at the Soldiers Pond switchyard and converter station and at

the Muskrat Falls converter station.

• Arrival and offloading of the rotors and stators at the Bay Bulls Marine Terminal. These are the

main components of the three synchronous condensers to be installed at Soldiers Pond. Each

synchronous condenser has a rotor and stator and each rotor is about 215 tonnes and each

stator is about 205 tonnes – comprising some of the largest and heaviest equipment to be

transported to the Soldiers Pond site.

• Continuation of rock placement over the three Strait of Belle Isle Marine Crossing submarine

cables by the vessel Flintstone.

4.0 Procurement

Detailed information on procurement activities during the month is provided in Section 11.2 of this

report and includes listings of contracts awarded during the reporting period, as well as issued and

upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages

awarded since project sanction. Information about forecasted, issued and awarded contracts is also

available on the project website at: www.muskratfalls.nalcorenergy.com/procurement/.

5.0 Construction Cost Summary

The facilities capital cost estimate for the projects is $9.1 billion and broken out in Table 1. Further

information on the project costs is available on the Muskrat Falls Project website at

5.1 Incurred Cost Overview

Table 1 summarizes the incurred costs for the project for the month of October and for the project to

date. Incurred costs refer to the value of work performed during the period regardless of it being paid

during the current period or at some point in the future.

5.2 Monthly Expenditure Overview

• Total expenditures paid for the Muskrat Falls Project were $174 million in October 2016. This

included more than $58 million to Newfoundland and Labrador businesses.

• From January 2013 to the end of the reporting period in October 2016, over $1.6 billion has

been spent with Newfoundland and Labrador-based companies.

Detailed expenditure information is provided in Section 11.1 of this report.

6.0 Safety and Environment

6.1 Safety

LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety

of workers and the public. The following table outlines the Health and Safety indicators and

measurements for the month of October and for the project to date.

6.2 Environment

The LCP Environment and Regulatory Compliance (ERC) Team is committed to maintaining a high

standard of environmental responsibility that will help to sustain a diverse and healthy environment for

generations of Newfoundlanders and Labradorians. Each semester the ERC Team welcomes work term

students to help with this commitment.

Environmental engineering student, Kristine Baillieul, joined the ERC Team in August, 2016. Since joining

the team she has participated in numerous environmental audits. Environmental auditing ensures that

appropriate and effective environmental mitigation measures are employed during construction. By

working with our contractors to improve their compliance, the ERC Team ensures the project is

maintaining a high standard of environmental protection, without impacting project progress.

Environmental audits verify that our contractors have effective processes in place and that their work is

being executed in compliance with applicable requirements (e.g., environmental legislation, permit

conditions, Environmental Protection Plan, Waste Management Plan, Master Spill Response Plan).

Audits also document positive observations, compliant observations, opportunities for improvement

and non-conformances.

Kristine was involved in all stages of the environmental audits, including:

• Notifying the contractors;

• Developing audit criteria for interviews and site inspections specific to the work scope;

• Reviewing supporting documentation provided by contractors;

• Participating in the kick off meetings;

• Conducting interviews with contractor personnel;

• Conducting site inspections;

• Providing list of immediate actions from site inspections;

• Preparing summary reports; and

• Preparing corrective action reports and/or non-conformance reports for contractors (if they

were required).

7.0 Employment, Benefits and Community Engagement

This section provides information on employment benefits generated during the month as well as

details on some of the community consultation and engagement activities undertaken during the

month. Some of these activities are part of commitments made by LCP through the Benefits Strategy

with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender

Equity and Diversity Program, in addition to provincial and federal environmental regulatory

commitments.

7.1 Employment Highlights

The employment highlights for the month of October 2016 are summarized below. Detailed

employment information and statistics are outlined in Section 10.

• In October, over 1,062,000 hours were worked by 5,984 individuals on the projects, including

over 836,000 hours of work in Labrador.

• During the month of October, 4,982 residents of Newfoundland and Labrador were employed

on the projects, representing 83 per cent of the total persons employed.

• In October, there were 4,707 people working in Labrador, of whom 1,103 were Labrador

residents (approximately 23 per cent). Of these 1,103 Labrador residents, 449 self-identified

as a member of a Labrador Aboriginal group (almost 41 per cent).

7.2 Recruitment Activities

Employers continue to utilize muskratfallsjobs.com as a tool to find qualified residents of the province to

fill available positions. The website also details current opportunities with the LCP Project Delivery Team

as well as contact information for LCP recruitment service providers.

7.2.1 Workplace Orientation

To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules

and procedures, respectful workplace protocols, and gender and cultural awareness. In October 168

people received the Innu Cultural Awareness training.

7.2.2 Labrador Aboriginal Training Partnership (LATP) Support

LATP received approval for a six-month extension to the federal Skills and Partnership Fund (SPF)

project, to run until end of March 2017. This is the third consecutive extension granted to LATP, and it is

one of very few such federally-funded initiatives across Canada that has been granted extensions. This is

a testament to the success of the organization, as it has continuously surpassed the goals and targets set

out in the federal contribution agreement.

This extension will allow LATP to continue to provide Aboriginal clients with safety certifications, as well

as general employment supports.

7.3 Gender Equity and Diversity

7.3.1 Employment of Women and Apprenticeships

In October 692 women were working on all project components, comprising approximately 12 per cent

of the total workforce. Of these, 374 were working in construction, 15 in engineering, 132 in project

management, and 171 in project support. Of the 692 women working on the project, 628 of these

women are Newfoundland and Labrador residents.

During the month of October 625 apprentices were employed, of whom 47 were women.

7.3.2 Promoting Women in Trades

LCP continues to work with the Office to Advance Women Apprentices (OAWA) and Women in Resource

Development Corporation (WRDC) to provide information and support for women currently employed

or who wish to become employed on the Project

7.4 Labrador Innu Initiatives

7.4.1 Impacts and Benefits Agreement (IBA) Implementation Activities

One hundred and eight three Innu were employed in October at Muskrat Falls and transmission line

sites in Labrador. Innu employees were working in a wide range of occupations, including construction

trades, labourers, camp accommodations and food services. The Innu workforce included persons

occupying management, apprenticeship, foreperson and shop steward positions.

The joint Nalcor-Innu Nation Tshiashkueish (IBA Implementation) Committee met on October 5 to

review current IBA implementation issues and to plan priority activities to be undertaken in the next

couple of months.

7.5 Community Engagement

7.5.1 Public Inquiries

LCP has established multiple venues for members of the public to ask questions, seek employment

information, and get details about the Muskrat Falls development. LCP has a website for people to apply

for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction

activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free

number or email or by visiting the project office in Happy Valley-Goose Bay.

7.5.2 Community Engagement

Lower Churchill Project, Environment and Regulatory Compliance Manager, Dave Haley presented at the

Newfoundland and Labrador Salmonid Council AGM in St. John's on October 1, 2016. Mr. Haley provided

a project overview, as well as details on environmental effects management plans and environmental

monitoring programs. Approximately 20 people attended the AGM.

Expenditures are captured through direct enter of expenditure breakdowns by contractors which enter

directly into the benefits system. For all other contractors, a listing of payments approved during the

month from the project’s financial accounting system is used. In all cases, expenditure totals are those
