STOCKHOLM - In an unprecedentedmove, European broadcasters joinedby electronics manufacturers haveunveiled a plan for joint action to pro-mote and ensure the future of digitalradio (DAB).

The Stockholm declaration statesthat "migration to digital radio isessential for radio," but its adventwill happen only if all partiesinvolved are prepared"to work together with acommon purpose toensure its success."

There is apparent consensus in the industry that thishas not been a great season so far for music sales.

In the UK, Germany and France, Europe's threelargest markets, sales were not brilliant during the firstquarter and there has been a lack of major projects tobring people back into the stores. Music industry execu-tives keep on complaining that sales levels are low, thatconsumers are spending their leisure money elsewhereand that home taping is denting their sales.

Yet at the same time, across the Atlantic Ocean,something is happening which should raise somehopes in music industry circles.

Jive's act 'N Sync are breaking all sales records inthe US, week after week, pulling hordes of fans intostores. Some will probably say it's the triumph ofmarketing over musical substance-which does havesome savour of truth-but beyond that there are somelessons to be meditated upon.

For a start, the belief that consumers don't care

about music and don't care about buying music anymore is probably wrong. It's just that consumers,especially the young ones, are a tough market tocatch. Their tastes are highly volatile and they dolove their Playstation, don't they? But provide themwith some excitement, build up anticipation andthey'll pop into record stores by the million.

'N Sync's sales levels are quite an achievementwhen you consider that a huge proportion of thebuyers are probably the same people who spendhours visiting Napster and other Gnutella sites,searching for free MP3 files of their favourite acts.The other lesson is that there is no limit to theavenues that can be used to market music and reachthe consumers, from shoppingmalls to Internet sites.

The music industry is in thebusiness of providing intangiblegoods to consumers-gratifica-tion and identification. Peoplewant to bond with somethingthat they can dream of and thatthey can relate to. Give themboth and you will hear no moretalk of crisis.

Sale of Century is completedby Jon Heasman

LONDON - Capital Radio has suc-cessfully completed its £151 million(euro 241.6 m) acquisition of BorderTelevision, following the decision ofBorder shareholders to follow theirboard's recommendation to acceptCapital's bid.

Capital has made the acquisition forBorder's substantial radio interests-ithas already agreed a deal to sell Bor-der's original TV station, which oper-ates the Carlisle -based commercialITV TV franchise for the English -Scot-tish border region, to the GranadaGroup within the next three years.

Border's main radio assets are itsthree Century Radio -branded regionalAC/talk stations, based in Manches-

ter, Gateshead and Nottingham serv-ing, respectively, the north west, northeast and east midlands regions ofEngland. The stations fit with Capi-tal's long -held philosophy ofonly owning stations withsubstantial TSAs, andthe fact that all three sta-tions are located in foot-ball hotbeds will also pro-vide Capital with opportu-nities to extend geographically its dis-tinctive brand of sports programming.

A Capital spokesperson says it is"too early" to comment on any manage-ment or programming changes at theCentury stations, although it is under-stood that programming will ultimate-ly come under the wing of Capital'shead of adult brands, Jeff O'Brien.

"The Century stations provide anadditional brand to add to our portfolioalongside our successful FM and Gold

brands," says Sally Old-ham, Capital's managingdirector of group radio."More importantly, they

all have good audience andrevenue growth potential. By

adding our resources and expertisein marketing, sales and programming,we are confident that we can buildupon their popularity and grow thebusiness. We have already achievedthis with past acquisitions."

There is industry speculation thatCapital may wish to dispose of Border'sSun FM/Sunderland station which,because of its smaller size, would fitless happily into Capital's portfolio.

McGee seeks European distributors for Poptonesby Adam Howorth

LONDON - Alan McGee has givennotice that he is looking for dis-tributors throughout Europe toteam up with his new UK -basedPoptones label.

The new label was officiallylaunched on May 15 and is nowlooking at 20 acts to buildup its roster. In an exclu-sive interview with Music& Media, McGee saysthat whereas his previouslabel Creation tended tosign guitar bands, Pop -tones will impose no suchrestrictions. "We're sign-ing bands from Ivor Cut-ler to Lee Perry and DonnaMatthews-there is no age, creed,sex or racial bias. We cross everyboundary. There is no genericmusic policy at Poptones."

McGee goes on to outline howhis new label will opexate. Therewill be separate distribution agree-ments for each European territory

and Australia, along similar linesto Creation Records' setup prior toMcGee and co-founder DickGreen's sale of equity in the com-pany to Sony in the early '90s. "Weintend to go with distributorsacross Europe and Australia [and]we'll do promotion centrally fromthe UK," McGee explains.

In the UK, Poptoneswill be distributed by Pin-nacle. "I have a great rela-tionship with Pinnacle andthey're a great distributor,"says McGee. As for the restof Europe, he suggests that"interested [European] dis-tributors should contactme or James Kyllo in busi-

ness affairs at Poptones."For Japan and the US, McGee is

using his experience at Creation toget the best out of these potential-ly lucrative but often difficult tobreak markets. "Japan and Ameri-ca geographically are impossible tocontrol, so we're looking to do anoverall label deal in Japan,"

McGee explains. "Our perfecthome would be Sony [where] wehad great success with PrimalScream and Oasis."

In the US, the plan is to "signindividual bands to individual USlabels, [as] we had a much betterspread of sales in America whenwe went with individual labelsbefore the Sony deal."

As well as conventional meth-ods of distribution for the label'sfixed -price £9.99 albums, Poptoneswill use the Internet to provide amail order service and MP3 down-loads. Poptones currently employsseven people at is new offices innorth-west London, including for-mer Creation receptionist VanessaBudinger as general manager, Cre-ation press officer Susie Roberts ashead of international press andhead of Revola Joe Foster as direc-tor of music. "I have empoweredthose people to give everybodytheir chance, and I've found invari-ably they'll rise to the challenge,"McGee says.

Owner of the Barfly Club, theLondon music venue that show-cased the pre -fame Skunk Anansieand Kula Shaker, channelfly.comalready features Webcasts of liveperformances at the club designedfor A&R executives looking for newhit -makers.

However, the deal with LiquidAudio guarantees that recordingsby new performers selected bychannelfly.com will be distributedon the Liquid Music Network, Liq-uid Audio's package of 800 -plusWeb sites that sell and promotedigitally delivered music.

Channelfly.com's site alsobecomes part of the Liquid MusicNetwork. Additionally, visitors toChannelfly.com's site gain access toLiquid Audio's catalogue of morethan 70,000 tracks from over 1,400independent labels.

"Liquid Audio's [downloading]software has hundreds of thousandsof users. For us, that's a brilliantopportunity to promote music all

over the world and gives us accessto international consumers," saysPhilip Murphy, Channelfly.com'sgroup managing director.

Visitors to Channelfly.com's sitewill for the first time be able to useLiquid Player, Liquid Audio'sonline digital player (www.liq-uidaudio.com), which has been spe-cially customised for this deal. Liq-uid Player is compatible withSDMI, the Secure Digital MusicInitiative designed by the musicindustry to encourage music fansto pay for downloadable content.

Via the player, they can listen to30 -second samples of music fromLiquid Audio's catalogue as well asrecordings by new channelfly.comartists for free. From the samples,they can then decide which tracksto purchase by downloading.

Murphy points out that this isthe first time visitors to the Chan-nelfly.com site will be able to pre-view 30 -second samples before pur-chasing a digitally distributedtrack. "We also use the Magex dig-ital rights management [tool], butthat lets you listen to the wholetrack for free if that has beendecided by the [copyright] owner."

Meanwhile, the MeanFiddler,which owns 12 London music venuesand organises the popular annualReading music festival, is developinga Web site (www.meanfiddler.com) toWebcast live concerts.

Nuphonic may have let its understandable enthusiasm get the betterof it when it set a date for an official website launch. Several weeksafterwards there are still menu sections that promise more than isactually delivered. What is up is worthwhile, although its level oftechnology will require a bit of page -loading patience and computerprocessing power from users. The site's overall atmosphere is wellsuited to the cutting -edge style the label has established for itself,particularly the "Gallery" area of randomly generated kinetic art.Sound files and full retailing capabilities are in place, with some con-tent being provided by linking to Crunch (http://www.crunch.co.uk).

MTV picks Unsigned winnerby Tayfun Kesgin

COLOGNE - The MTV Unsignedcompetition, which was initiatedalmost month ago by MTV Central incooperation with online musicproviders BeSonic.com to give expo-sure to unsigned talent, has pickedits winner.

The band Indigo, from Landau,received most web hits among a total

of 5,000 songs sent in for the competi-tion with their song Draw The Line.

The five -piece band, formed in1998 as a rock/alternative outfit, willfeature alongside international actssuch as Pearl Jam at the Rock amRing festival in Germany this sum-mer, and have also been given theopportunity by MTV and BeSonic torecord an album in a professionalstate-of-the-art studio.

NEW YORK - BMG Entertainmenthas unveiled a new global marketingstructure which reflects the group'sfresh strategy for exploiting all theopportunities offered by new media.

Central to the new structure isKevin Conroy, until now senior vicepresident, worldwide marketing andnew technology, who hasbeen promoted to the newlycreated position of chiefmarketing officer and pres-ident, new technology, forBMG Entertainment. Con-roy reports directly toStrauss Zelnick, the com-pany's president and CEO.

In his new role, Conroywill continue to oversee allcorporate marketing and new mediadevelopment for BMG's businessesaround the world, but reporting tohim will be an expanded WorldwideMarketing Group (WMG) encompass-ing priority artist marketing (currentreleases), partnership marketing(such as the BMG/Visa link -up), cata-logue marketing (exploitation on allformats), music programming, onlinemarketing (exploiting opportunitiesto promote music online), new tech-nology (DVD, for example) and digitalmusic distribution (which strategy,which technologies to use).

A spokesperson for BMG Enter-tainment says that the WMG will be"a one -stop shop for all BMG labelsand repertoire owners in the world.The department is here to provideworldwide support for repertoire own-ers." Conroy was not available forcomment.

"Kevin's reputation as a marketingvisionary is richly deserved," said Zel-nick in a statement. TELSTAR AND EDEL INK LONG-TERM DEAL

LONDON - Germany's edel records and the UK's Tel -star Records have signed a long-term cooperationagreement, under which edel becomes responsible forthe marketing, production and distribution of all prod-ucts from Telstar's two labels-Wildstar (Rock, Popand R&B) and Multiply (Dance). The deal includesEastern Europe, but excludes Great Britain and Ire-land. Rockol.com, established fiveyears ago, is 60%owned by its founderand presidentGiampiero Di Carloand 40% by the newMilan -based Internetinvestment and man-agement companyOnetone. Boastingover 10,000 daily visits to theirmusic news and database,Rockol.com launched a musice -commerce operation earlierthis month and together withMatch Music are now planningthe creation of thematic musicTV outlets via satellite and theworld wide web.

The digital musicTV channel MatchMusic, launchedin 1997, is distrib-uted on the D+digital satellite TVplatform and began in1993 as a music pro-gramme syndication toItaly's regional TV stations.It is 50% owned by founderEduardo Fiorillo and 50%by the venture capital com-pany Innovest.

"The fusion will see thecreation of a 50/50 joint ven-ture between us and Match

Music," Di Carlo tells Music& Media. "The details of ourjoint identity and the finalaspects of the merger arebeing defined over the nextmonth, but the agreement isthere and we have alreadystarted work on creatingsynergies between our exist-ing activities."

Jazz: a transatlantic affairThe European jazz scene isthriving in a market open todifferent styles with anaudience hungry for liveperformances. Terry Bernecompares Euro Jazz to thecurrent state of the genrein the US.

While the US remainsthe world's jazz capitaland largest jazz mar-ket, Europe at the turnof the millennium is

rapidly becoming more than just asecond string player. Many Americanjazz artists sell more CDs in Europethan in the US. Concert and festivalearnings for jazz artists are oftengreater in Europe. And it's no exag-geration to affirm that currentEuropean jazz is as innovative andcreative as jazz produced in America.European artists are releasingalbums "that challenge in every way,technically as well as musically, theall too often predictable fare beingproduced Stateside.

The truth is, Europe has producedseveral generations of importantartists, and has played an essentialrole in the development of jazz.Nowhere, not even at home in the US,have jazz musicians and their musicfound a haven as welcoming andenthusiastic as Europe. Almost fromthe beginning Europeans embracedthe music, and the music in turn gen-erated a rich Continental jazz culturewhich now rivals that of the US.

A European genreDespite a market share that hoversaround 2% and a general downturn inmusic sales overall, Europe's enthusi-asm for jazz continues. More than 500festivals dedicated to jazz throughoutEurope attest to the economic as wellas cultural importance the genreenjoys here. Never before have therebeen so many jazz musicians, jazzlabels and jazz releases in Europe as

there are now.Jazz everywhere

is a hard sell, andduring the lastdecade the markethas been particular-ly volatile. Thoughcurrent figures belieit, long-term growthfor jazz has beenspectacular inEurope. Unit salesof jazz in Germany,for instance, haveincreased nearly30% since 1995,according toNuremberg -basedconsumer researchorganization Gfk,

which places 1999 jazz sales at morethan three million units, with a valueof some DM86 million (euros 44m).

Recent figures from France sug-gest similar numbers. PascalAnquetil, director of France's Centred'Information du Jazz, recently esti-mated that the number of jazz festi-vals in France alone had increasedfourfold in the last 15 years, and thatthe number of professional jl.zz musi-cians had increased tenfold.

Even if not directly reflected insales, jazz in both the US and Europe

is enjoying a higher media profilethan ever, and jazz education on bothcontinents has exploded in recentyears. However, there are essentialdifferences between the two markets.

Smooth movesPerhaps the largest is the shifttoward the pop -influenced instrumen-tal and vocal style known in the US ascontemporary, or smooth jazz, a trendthat Europe has so far resisted.Though many in the industry are con-vinced that's due to cultural differ-ences, Haan Morland, programmedirector of recently launchedStockholm station Easy FM, assertsit's from lack of airplay.

Easy FM is pioneering the smoothjazz/pop format in Europe, and close-ly follows American models like

KKSF/SanFranciscoand TheWave/LosAngeles,

without slavishly imitating them."We're inspired by NAC," Morlandsays, "but every market is differentand we're building our own version ofthe format here." Easy FM's version isa fusion of smooth jazz and AC for-mats, so includes a mix of contempo-rary instrumentals by the likes ofSpyro Gyra, Tom Scott and DavidSanborn, with AC staples like Stingand Phil Collins.

feels America's focus on contemporaryjazz is the major difference betweenthe two markets. "The term has a diff-ferent meaning in Europe," he com-ments, "and that kind of music does-n't work well here. Traditional jazz ismuch stronger on the Continent."

Wulf Muller, VP of internationalmarketing, Universal Classics andJazz in London, regrets the disap-pearance of straight jazz stations inthe US, as well as Europe's almosttotal lack of formatted jazz stations.Europe boasts just a half -dozen suchstations, all with varying formats,including Jazz FM/London, JazzRadio 101.9/Berlin, Paris Jazz andJFK Jazz Radio/Holland.

Circuit breakersAnother contrast Muller mentions isthat of setting up orchestratedtours, difficult in the US, easier inEurope. "Artists can definitelydepend on Europe as an incomesource on the live circuit," heaffirms. Europe's summer festivalcircuit is especially important forAmerican players, as is the presenceof American stars to the drawingpower of the festivals. The success ofthe annual Verve Now tours, whichfeature younger European playersswinging through various Europeancapitals-this year trumpeter TillBrunner and vocalist ClaudiaAcuna-suggests that looking at aEurope -wide, and not just a domes-tic canvas, can pay off.

sales, especially for straight -aheadjazz, is confirmed by industry execu-tives. "Pianist Brad Mehldau'sElegiac Cycle sold very well in Franceand in the rest of Europe in general,"reports Pascal Bussy, director ofWarner France's jazz department."The ratio of sales was much higherin Europe than in the US. The sameholds true for someone like AhmadJamal." Bussy has just signedacclaimed pianist Laurent de Wilde toWarner Jazz France, who was previ-ously signed to Sony Music.

The Atlantic divideIt's perhaps not surprising that aninternationally acclaimed artist likerecently deceased pianist MichelPetrucciani, well known in the US,and whose Dreyfus Jazz albums regu-larly sell upwards of 80,000 - 100,000copies in Europe, sells a tenth of thatStateside. CDs like saxophonist Steve

Grossman's recent outing withPetrucciani, also on Dreyfus was anairplay success in the US, but barelyregistered as increased sales, accord-ing to Dreyfus. Conclusion? Airplayfor straight -ahead jazz counts for lit-tle in the US market.

Notes Dreyfus, "When an artist istouring and recording, we sellrecords. Our sales increase year byyear. Every time FNAC or Virgin

open new shops, we make more sales.When I see how many Americanartists knock on my door," he adds, "Ihave to assume something is wrongover there."

In the Netherlands, ChallengeRecords promotion and marketingmanager, Colette Pannemans, con-cedes that even within Europe it's dif-ficult to sell artists outside their ownterritory. "Every country still has itsown culture and traditions," she says,"and an album easily sells in onecountry and not in another.Performance is essential." So a pro-ject like the A -Records All Stars,which features a band made up ofmusicians from Australia, Belgium,Finland, Germany, the US andHolland, all of whom are leaders intheir own right, promises to breakdown those internal borders.

Italian bass player GiovanniTommaso, who has taught several

workshops in the US under theauspices of the InternationalAssociation of Jazz Educators,(including one on The ItalianInfluence On Jazz History), feelsthat Europeans are more open tothe various strands of modernjazz than is typical of Americanaudiences.

Tommaso has a deep respectfor American jazz, but at thesame time likes to stamp hismusic with his personal,European, Italian identity."Perhaps that's a need ofEuropean musicians," he sug-gests, "not to have to always paydues to American musicians."

The jazz histories of Americaand Europe have always beenintertwined. Jazz evolved from afusion of African and Europeaninfluences in French -settled NewOrleans. Now names like AndySheppard, Ronny Jordan, SteveWilliamson, Chano Dominguez,

Ximo Tebar, Sylvain Luc, PaoloFresu, Christian Escoude, Niels LanDoky, Eric Vloeimans, Aziza MustafaZadeh, Bireli Lagrene, BarbaraDennerlein, Julian Joseph, TillBronner, Wolfgang Muthspiel,Markus Burger, Maria Joao, MauriceVander and Richard Galliano are,along with their US counterparts, set-ting the agenda for jazz beyond theyear 2000.

comes to mind: DjangoReinhardt, the Gypsy guitaristwho created the first trulyEuropean jazz style in the 1930swith his Quintette du Hot Clubde France, featuring virtuosoviolinist Stephane Grappelli.

In their wake followed a hostof European players who lefttheir mark on jazz over the nextseveral decades and laid thegroundwork for a new genera-tion of players who look toEuropean predecessors as muchas to American ones for theirinspiration.

If the industry is looking forexcitement to equal the briefrenaissance enjoyed by jazz from the mid -'80s to the mid -'90s when jazz saleslast peaked, it should look closely at Europe's jazz scene, where high levels ofmusicianship and imagination are producing a forward -looking music that com-bines the best of European and American traditions. Just as Brazilian, Cubanand African elements have contributed in the past to jazz music's ongoing evo-

lution, European players-by exploiting their ownmusical legacy-are provok-ing a new leap forward inimprovised music that isexhilarating andenjoyable.

Courtney Pine (Verve)Multi -reed player Courtney Pine is at the forefront of his art, which rest-lessly explores the outer limits of rhythmic, inner city jazz. Both Miles Davis and Chick Coreaflirted with flamenco. But flamenco's ownauthentic incorporation of jazz into itsjealously guarded tradition occurredwithin the past several years, most bril-liantly on 1993's Chano (Nuba) and twoyears later on Pardo's and Dominguez'tribute to de Lucia, 10 De Paco (NuevosMedios). Dieter Ilg (Alex Merck Music)On Folk Songs (Alex Merck Music) German bass player Dieter Ilg hasreturned to the source for his fascinating excursion into the past. He usestraditional folk songs, mainly from central Europe, as a basis for a series ofabsorbing improvisations, aided by captivating, textured percussion from

British drummer Steve Arguelles. With dashes of humour as well as moresombre tones, Ilg and two trios, one featuring Benoit Delbecq on piano, theother Wolfgang Muthspiel on guitar, approach these tunes, including a lumi-nous Alles Schweiget and a quirkily counterpointed Frere Jacques withrespect as well as an admirable freedom which results in one of the mostoriginal forays beyond the conventional in recent years. Thefollow-up, Field Work is equally as intriguing.

Giovanni Tommaso/Enrico Rava Quartet (CAM)La Dolce Vita, subtitled "Jazz In The Movies" (CAM) is an immediate classic.Straight -ahead jazz with an avant edge from master musicians essayingthemes from classic Italian films like Il Postino, L'Aventura and the Fellinifilm of the title. Beautiful production (by bassist/composer Tommaso) height-ens the majestic soloing by trumpeter Rava and the beautiful pianism ofStefano Bollani. Uniting decades of experience and friendship, this is one ofthe finest quartets injazz today. The play-ing moves effortlesslythrough a variety ofidioms that continual-ly renews the tunesand surprises the lis-tener, as with NinoRota's familiar LaDolce Vita, here trans-formed from music -hall to free fall in 12 exciting minutes. The Tommaso/Rava Quartet will playNew York's Town Hall in January 2001 in a tribute to filmmaker FedericoFellini presented by the Umbria Jazz Festival.

Julien Lourau (Warner Jazz)Eclectic, cool, swinging, ethnic, soulful, andultra hip, Julien Lourau's City Boom Boomset the pace for a global take on music thathas the potential to attract audiences farbeyond the confines of jazz. With its multi-lingual approach (English, French,Spanish) and diverse world music influ-ences, this hip -hop drenched, rhythm -heavy collection incorporates EasternEuropean, African, Latin, Arabic, reggaeand gospel elements into a jazzy, funkybrew that has "future" and "worldwideyouth culture" written all over it. Already aveteran of extensive touring in SouthAfrica, South America, Scandinavia, theUK and Jamaica, if there's any justice inthe music industry, Lourau's new album,due at the end of June, should be his ticketto popular as well as critical acclaim.Irresistible and international.

Jasper van t'Hof (Challenge)The virtues of a specifically European sound are hard to isolate, if they infact exist at all. But on Tomorrowland (Challenge) from Dutch pianist Jasper

van t'Hof, there's an attention to detail inboth the writing and the playing, anattempt to straddle both melody andimprovisation at once, and a classicalsense of balance that might all add up tosomething European. But when inven-tion is so fluent, and conversationbetween the musicians (Bob Malach ontenor, J.F.Yennie-Clarke on acousticbass) so eloquent, only the music itselfcounts. Perhaps the Europeans have dis-covered something few Americans,among them Ellington, knew: swing is

not just of the body, it's also of the mind. Van t'Hof's latest project, Un MondoIllusorio (also on Challenge), finds him improvising wonderfully on aBaroque church organ in the Italian town of Bonefro.

Didier Lockwood (Dreyfus Jazz)France has a long tradition of jazz vio-lin, starting with Grappelli and contin-uing with Jean -Luc Ponty. More recent-ly the mantle has passed to DidierLockwood, whose style combines thegrace of Django's partner with thealmost melancholy melodic sense ofPonty. Rarely given to shows of virtuos-ity, his style instead cultivates a Miles -like use of space and an assured senseof lyricism coloured by be -bop phrasing.On the stupendous Round About Silence(Dreyfus) his breathy solos seem to float in the air enveloped by the gentleplaying of cohorts like soprano saxist Eric Seva and guitarist Bireli Lagrene.His songwriting yields real beauty on the title track and I Remember Alby.His latest CD, a tribute to Stephane Grappelli, with the legendary bassistNiels Henning Orsted Pedersen and Lagrene, perfectly captures the spirit ofhis great predecessor.

ALRIGHT TO CROSS OVERAlright by Greg Gaulthier and Tony L (What'sUp/France) is a product of Paris' What's Up clubnights, part of a Europe -wide resurgence of garage.Based around a Benson-esque guitar figure, vibes,sax and chugging synths the track is very late '70s inits overall sound. An eeezzeee chorus completes thepicture on a track that the latterday Crusaders wouldnot be ashamed to call their own. Prime crossovermaterial with two excellent remixes courtesy ofTrouble Men and QT Fingers.

SMOOTH AND DELICATEAfter a slow start Moby's Play has rightfully sold incopious quantities. Hopefully this means that

Porcelain (Mute/UK) now has a clear run atthe charts. A deep, moody tune with a heart -

twanging vocal sample and low key lyrics,Porcelain strikes just the right note on a rainysummer's day. By no means a typical track,

even by Moby's own eclectic standards, what setsPorcelain apart is the sense that this is the real Mobyrather than the hyperactive public persona.

HEAVENLY VOICESFollowing the success of Web's Lovin Times(FMA/Italy) the follow-up, Like An Angel, is anothervocal -heavy, string -laden number that owes much topop -trance. Vocoders combine with much bombastover a medium tempo groove to create a typicallyItalian hybrid. Saturated with stratas of melody thisis an eminently programmable number that will sure-ly do the business again in southern Europe which, inturn, gives it a chance of being a 'summer hit'.

FOR THE BOYS TO PLAYA Night At The Playboy Mansion, mixed and selectedby Dimitri from Paris (Respect-Labels/France) is, asone might expect, packed with tunes that recall thejazzier side of the '60s and '70s. Bah Samba's ReachInside sets the tone for this poolside fantasy collectionwhich appropriately finishes with Ashford &Simpson's seminal Found A Cure. Sequencing is spoton across the whole 76 minutes with tracks fromStetsasonic, Terry Hunter, Astrojazz and the SunburstBand merging seemlessly. An album of loungecoremusic that will dominate this summer much likeThievery Corporation's DJ Kicks did last year.

THE SOUND OF SILENCEOriginally released last year in Japan on Toy's Factory,the Silent Poets' to come... is out now in Europe thanks toFrance's Yellow Productions. An impressive list of guestvocalists including Virginia Astley, Terry Hall and UrsulaRucker make for a pleasing variety of delivery whileSilent Poets aka Michiharu Shimoda provides lush, intel-ligent music in an orchestral hip hop vein (echoes ofMassive Attack). I Will Miss This Holy Garden (withAstley) is whimsical and dub heavy while Terry Hall'sperformance on Sugar Man is characteristically dead-pan. Backed by piano, strings and koto, Hall is in fineform, never more so than when joined by a gospel choir!Save the Day, with Roba from Attica Blues, is jazz -tinged,soaringly melodramatic and not a million miles fromcabaret. The final track, Get Ready with Ursula Rucker,showcases one of hip hop's most original voices.

The backward World of Elisaby Mark Worden

In M&M's Major Market Airplay chart inthis week's issue, Gift (Sugar/Polydor) byItalian singer -songwriter Elisa makes animpressive jump from 14 to third place.This is some achievement as the 22 -year-

old performs all her songs in English whichimmediately precludes her from airplay oncertain domestic stations-most notablythe national network Radio Italia.

Sugar Music'sCaterina Caselli, amajor Italian act of the1960s herself, whosigned Elisa to the labeladmits that "at first wetried to get Elisa totranslate her songs intoItalian, but this onlytook away their shine. Ithink English is a natur-al for her, it's in herDNA. The airy vowels ofItalian are perfect formelodramatic lovesongs, but the truncatedwords of English suither rhythm and soul."

Elisa explains herdecision to sing inEnglish as "a questionof karma." She believes in reincarnationand reckons that, in a previous life, shewas a slave girl on a plantation near NewOrleans ("But I've never been there. I'mafraid something terrible might happen tome"). Karma it may be, but singing inEnglish should also assist Polydor inbreaking the act internationally.

On May 5 her second album Asile'sWorld (that's "Elisa" spelt backwards) wasreleased and currently occupies the num-

ber seven spot in Italy's AC Nielsen charts.This, according to Angelo De Robertis,music director at CHR network, Radio 105,"is an excellent new entry."

Elisa lbffoli left school at the age of 13 towork as a hairdresser, before deciding upon amusical career but, after failing to make it bythe grand old age of 16, went back to hair-dressing, only to be discovered by SugarMusic the following year. Her new albumwas produced by Howie B, Leo Z, Roberto

Vernetti and the singerherself, and is very mucha mix of styles - as Elisasays, "I absorb every-thing. I'm like a sponge."

Songs such as theanthemic Happiness IsHome show how Elisacan belt it out, but thereare also touches ofPortishead in the haunt-ing, aptly named,Chameleon, while Come& Sit has shades of NewAge. Fortunately Radio105's Angelo De Robertisthinks that Elisa's hard -to -define style is not onlyunique but a good thing."Our listeners love hermusic, not least because

it's instantly recognisable," he says.Elisa's eclectic approach is also a proven

success. Her debut album from 1997 Pipes& Flowers sold an impressive 250,000 unitsin Italy alone and won her a PIM (Premiodella musica italiana) award for "revelationof the year". It was produced by CorradoRustici (whose credits include Zuccheroand Whitney Houston) in California, andagain covered a range of styles, fromraunchy rock to catchy soul tunes.

Watched over by Big Brotherby Tayfun Kesgin

Since leaving German real -life TV soapopera Big Brother, its 24 year -old starZlatko Trpovski has takenthe domestic music mar-ket by storm. His first sin-gle, a German Schlagertune called Ich Vermiss'Dich...(Wie Die Hone), wasreleased on April 25 on theAriola label and wentstraight in at number onein both the German andAustrian charts, selling250,000 units to go gold inits first week.

Tellingly, the record leftbehind new releases frominternational top -sellersBritney Spears and BonJovi who, despite signifi-cant airplay in Germany,failed to overtake the for-mer actor's pole positionfor the second week.

A key factor in Zlatko's success is the popu-larity of Big Brother which is watched by up tothree million people every day on Germany'scommercial RTL II channel. Since beingdropped by the show, he has appeared in maga-zine and entertainment formatted shows on vir-

tually every single channel. Most interestingly,his musical career, which started off with a teamof producers from Endemol Entertainment, hasnot had to rely on radio airplay to support its

chart position.Like the more talented

Stefan Raab before himwho has effectively usedhis own television show tomarket his music, Zlatkohas managed to achievepop success purely on theback of his TV stardom-a fact conceded by HolgerLachmann, head of musicat hot AC formatted sta-tion 104.6 RTL Berlin.

"Because of the mas-sive success of BigBrother you almost feelobliged to play the song,"admits Lachmann. "Andafter the sensational chartentry we reacted immedi-ately and included the sin-gle in our (evening) pro-

gramme. Nevertheless we have researchedthe song with our audience and, as expect-ed, we have received an extremely highnegative ratio with a 50% 'don't like it'response-reason enough to take it out ofthe programming."

to draw on her own experience on a dozen self -penned songs. This in itself is a progression, foralthough she contributed snatches of lyrics to MPeople, Mike Pickering has always remained thegroup's main writer. Co -writers here includeproducers Pete Vettesse and former Climie Fish-er frontman Simon Climie, but this is Small'sshow and there's no doubt that the songs are allfrom her heart. However, the title track and firstsingle is pure old school M People-an upbeatanthem of self -empowerment from the MovingOn Up School complete with an "I'm on my way,nothing can stop me" lyric. But Wherever TheRoad Goes is a revelation, a deeply personalsong about her own emotional journey. I KnowWho I Am and I've Been There are furtherexpressions of her own inner strength that rep-resent a change from the M People formula. BILLY BRAGG &WILCOMERMAID AVENUE VOLUME 2ElektraRelease date: May 29Bragg and Wilco's secondouting down MermaidAvenue is another reward-ing musical appraisal of thelyrical legacy of Woody Guthrie. More apparentthis time round is how authentic Billy Braggsounds on numbers such as Hot Rod Hotel andBlack Wind Blowing. Stripped down to acousticguitars and a simple skiffle beat, Bragg's deliv-ery is filled with the spirit of the man who soheavily inspired Bob Dylan. This does notdetract from the contribution of American alter-native country troubadours Wilco, but it doesemphasise the shared social stance and musicalapproach of Woody Guthrie and the maverick,Cockney man of the people. As hinted last week, it's German time in the Eu-ropean Dance Traxx, with another German -signedtrack taking over at the top. For the first time inthe history of this chart, we have back-to-backnumber one hits signed in Germany.

The brand new top track is actually a mix oftwo: Fragma's Toca Me (Gang Go) and Coco's INeed A Miracle (Greensleeves/Positiva), de-throning French Affair's My Heart Goes Boom (LaDi Da) (RCA).

Rumour has it that British club jocks laidCoco's vocals over Fragma's instrumental track.When it became clear the combination had salespotential, Germany's Gang Go label produced aprofessional mix for later release. So its biggestsuccess has been in Britain, where it debuted atnumber one on the singles sales chart, licensed toEMI's dance label Positiva.

As the weather gets hotter in Europe, thesummer hit -to -be and currently best -performingItalian track is Black Legend's You See TheTrouble With Me (Rise/Time), which jumps sixpositions this week to number four. The track iswinning support in Finland and Belgium, addingto current popularity in France, homeland Italyand the UK.

Armand van Helden's Koochy (Armed/ffrr) wasoff to a flying start this week and recorded thebiggest overall gain of any track, jumping 24-5.It's already on dance charts in Britain, Germanyand Hungary and debuted just this week inSpain, France and Denmark. Although LondonRecords has the licensing rights for Europe andreleased it on the dance imprint ffrr, it istechnically a US -signedlabel Armed holding the master rights. It will beindependently released in the States.

Also new to this week's top 10 are DJ Tonka'sDon't Be Afraid (Vivienne, through WEA's DeepCulture), climbing 13-9, and Dutch act Lock'nLoad's Blow Ya Mind (Blue White Records/Mid-town), up 19-10 in its 27th week in the top 100.Following at 11 (from 17) is American -originating,but UK -based and signed act Shaft with thefollow-up to last year's (Mucho Mambo) Sway,titled Mambo Italiano (Wonderboy/UniversalMusic TV).

In a week when the papers have been filled withgossip about Noel possibly leaving Oasis, TheArtist Formerly Known As Prince becoming plainPrince again, and James Brown being taken tocourt over a sexual harassment suit, BritneySpears again tops the airplay chart with Oops!..IDid It Again (Jive) and scores a hat- trick thisweek, as she also tops the Eurochart Hot 100Singles and the European Top 100 Albums charts.

After a slow start, Christina Aguilera's I TurnTo You (RCA) shoots up from 50 to 27 in its secondweek on the European Radio Top 50. The track isbeing played mainly on CHR and AC stations inthe GSA countries and Scandinavia, includingHessen, Germany CHR station Radio FFH andSwiss AC outlet Radio 24.

This week's highest new entry is Anastacia's.I'm Outta Love (Epic) at 35. Fresh from the US,the track is starting out on European radio in theGSA and Benelux territories. Northern Belgianpublic CHR station VRT Radio Donna supportsthe track in Flanders, as does Dutch publicbroadcaster NPS' Kort En Klijn show on nationalstation Radio 3FM (CHR). Jennifer Lopez is backin the European Radio Top 50 with Let's Get Loud(Work/Columbia) at 37 and tops this week's MostAdded listing. The GSA countries are alsostrongly behind this track.

M -People's ex-frontwoman Heather Small'sfirst solo single Proud (Arista) goes in at 43 thisweek. The record is getting support from northernEuropean broadcasters such as national ACstation Radio 2 in Denmark and Edinburgh CHRstation Forth FM in Scotland. "It sounds very M -

People. There's nothing different about it, and ifyou didn't know that it was a solo record, youwould just assume that it was M -People," saysSteve Bulley, programme controller at Hot ACstation Orchard FM, which, from studios inTaunton, serves the western county of Somersetin the UK. "But it's a popular sound so it's doingokay. It's one of those songs that doesn't offendpeople-it doesn't make you want to switch theradio off, but it probably won't make you turn itup either. EMI 'optimistic' despite falling shareby Gordon Masson,international editor, Billboard

LONDON - In what is expected tobe EMI Group's last annual figuresas a standalone company, revenuegrew marginally 0.5% to £2.4 bil-lion (euro 3.5 billion), and seniorexecutives remain "optimistic"despite falling market share. Thegroup posted a pre-tax profits 8.1%at £245.4m.

The group's Music Publishingdivision enjoyed a goodyear with an 11.8%increase in turnover lead-ing to a rise of 9.1% inoperating profit. TheRecorded Music division shruggedoff a 1.2% fall in turnover to reporta growth in operating profit of 7.1%.Recorded Music's market sharegrew in all regions except the keyterritory of North America. As aresult, the company's global marketshare fell from 13.2% to 12.5%.

"The thing that is interesting tome is that despite the fact that welost three points of market sharein the US [from 12.3% to9%], it has hardly affectedour sales line year on yearat all, which shows ourstrength," comments EMIRecorded Music worldwidepresident/CEO Ken Berry."If we had broken one ortwo - really big acts, thenthe numbers would havebeen completely different," hesays. "We are dependent, likeevery music company is, on indi-vidual records breaking through tosuperstardom, particularly in theUS."

As a whole, Berry's global teamperformed well, with Japan dri-ving the growth in business. "Wesee the company [in Japan] goingfrom strength to strength, obvious-ly driven in no small part by thehuge success of [EMI Japanese

teenager] Utada Hikaru, who is anoutstanding artist by any mea-sure, selling nine million albums-most of those in Japan, which ispretty incredible."

However, no other EMI releasepassed the five million mark andthe company's next biggestalbum, according to Berry, wasthe Backstreet Boys' Millennium,which is licensed by Jive to EMIin various European and LatinAmerican territories.

Also in Europe, UKartist Robbie Williams is amajor asset for EMI; hisEMI:Chrysalis album, TheBeen Expecting You, was

certified last year for three millionsales by the International Federa-tion of the Phonographic Industry.

The all-important strategy fornew media progressed during theyear, with EMI digitising its assetsand forming strategic alliances witha number of new media companies.The group contends that thesetransactions are creating value forEMI shareholders, through the

acquisition of new mediaequity stakes in return foraccess to content.

"We get income from anumber of different routesin new media, in commonwith our competitors,"says Berry. "Deals havebeen made in the areas ofstreaming and so on these

days. Quite often we have equityin these businesses and that[strategy] has continued."

EMI reveals that it has aweighty global release schedule forthe current year. The companyplans to release new albums frommany of its major artists, includ-ing Utada Hikaru, RobbieWilliams, Spice Girls, Radiohead,Richard Ashcroft, Lenny Kravitz,Janet Jackson, Thalia, SnoopDogg, and Sarah Brightman.

"We'veexperienced a lot of change, there aremany more stations in Europe andthe hours of radio listening are up.On average Europeans listen to radiothree hours a day. Radio is phenome-nally successful. We need to take thestrength of that into digital."

Rony van Haegenbergh, head ofEACAM, called DAB "a very com-plex technology" but said only aunion of manufacturers and broad-casters will make it happen. "Theworld is going digital, and DABfits into this," he said, "It's going totake a long time. The inspiringthing from this conference is itbrings together all the players."

In their final declaration, the par-ticipants called upon the EU andnational governments to set up "amigration timetable from analogueto digital radio broadcasting." They

also want the EU "to help andencourage national regulators tomake available adequate spectrumspace for digital radio, and to createthe regulatory framework needed forits success.

"Unless more frequency spectrumis made available for digital radio, itwill not succeed, and the consequencesfor European culture and economywill be dramatic," warn broadcastersin the Stockholm declaration.

European broadcasters also com-mitted to "concerted action" to launchtheir DAB services in a coordinatedway. They will also develop a widerange of new programmes for thisnew technology, including multime-dia and interactive services.

The development of content isvital, they claim, to ensure that con-sumers have access to enough attrac-tive services when acquiringreceivers. Broadcasters will also col-laborate with European receivermanufacturers in creating "clear andsubstantial awareness campaigns."

The band are now managed byformer PolyGram veteran DavidMunns, who took on the job duringthe summer 1999, and Paul Korzil-ius for Bon Jovi Management.Munns says one of his first taskswas to keep the flow of communi-catiori open with the Universalstructure, especially as many ofthe executives who worked BonJovi albums were no longer in thepicture. "It's a different company,"he admits. "So we spent a lot oftime working all corners of it."

"Matthieu, David and Kate[Farmer, UMI VP marketing] didextensive meetings in all territoriesto present the album," says Hole."There was very good preparation.When I first heard the demos of thefirst three tracks, It's My Life, Say ItIsn't So and Thank You For LovingMe, I knew we had a great recordand this is the best motivation."

Crush is the band's first album infive years, time during which somemembers have become involved insolo projects. Frontman Jon BonJovi says he started writing songswith guitarist Richie Sambora morethan two years ago, but the wholeprocess was delayed by Universal'sacquisition of PolyGram, to whichthe band was signed.

"We took our time to get it right,"said Bon Jovi at a press conferencein Rome. He admitted that buildingany was "a learning process. We werea cornerstone of the American com-pany and when we decided to stay,we made a conscious decision. [Jim]Caparro and Lyor [Cohen, respec-tively chairman and president ofIsland/Def Jam] showed they havereal faith in the band."

Bon Jovi and Sambora pennedsome 60 songs, 13 of which appearon the album. "We have made arecord which is faithful to our her-itage with a 21st century sound,"says Sambora. Clearly, the soundmet consumers' expectations: thefirst single, It's My Life, is one of theband's biggest radio hits to date.

"Part one of our mission was tomake sure we had a big hit withthe single-that part is nowaccomplished," says Hole, addingthat such a feat was "wonderfulbecause we couldn't take it forgranted." Bon Jovi adds: "For aband of our history, still having hitsingles is a blessing."

In the UK, the track was support-ed by Capital FM and other localcommercial stations, but not by BBCRadio 1. Howard Berman, MD ofMercury UK, admits that airplay wasdifficult to predict because, in fiveyears, the radio marketplace hadchanged dramatically.

"You have to be realistic-fiveyears in the record business is along time. But superstar artistsare always there in one form oranother," Munns tells Music &Media. "We were not naïve enoughto think that it would be easy. Butwe have a great record and thereactions to the first single areincredible. In some markets, suchas Holland and Spain, it's thebiggest record they've ever had."

The second step is to ensure thealbum will deliver the numbers.Lauriot-Prevost says the albumwill ship over 1.5 million units out-side the US. Prior to the launch,Bon Jovi spent two weeks inEurope for promotion, performingon the main TV shows in Europesuch as TFI Friday in the UK, LesAnnees Tube in France and Wet -

Lauriot-Prevost says jokinglythat D-day was nothing comparedto the logistics behind the release ofCrush. But all Universal executivesadmit that their life is made easierby the band's professionalism.

Says Hole: "They are great towork with, they're pleasant andfunny. One of the reasons they arestill around is probably becausethey work hard. There is a goodpartnership between the band, themanagement and the record com-pany. As we do have a very strongalbum, with at least two other sin-gles before the end of the year, Iam sure we'll do very well."

Hicks upped at Chrysalis radio

and for Emap (at Aire FM/Leeds).Hicks says of Chrysalis Radio's

central programming operations:"At this stage, there is no reason tosuggest that anything needs chang-ing. We've turned in some greatresults in our most recent RAJAR[audience figures]." The group's pro-grammer line-up is also now settledfollowing the recently announceddeparture of John Dash fromGalaxy 101/Bristol (M&M, May 6).

"We're still very much in thegrowth stage," notes Hicks, "sothere will be a real focus on deliver-ing on these products," he promises.

Having been a managing direc-tor for the past two years, Hickssays he's looking forward to return-ing to a programming role. "I thinkit'll be fun," he says. "I very muchenjoyed my MD experience-Ithink it's given me more of a corn -

The Internal Market council of ministerswhich gathered in Brussels on May 25 to rule onthe EU's Copyright Directive failed to agree ona common text. Consequently, the Directive willbe discussed during an extraordinary councilmeeting on June 15.

Meanwhile, the European Commission hasformally acknowledged receipt of documents out-lining the proposed merger of Warner MusicGroup and EMI Recorded Music. It is under-stood that the EC will initially look at the deal fora period of one month (phase one). If it deemsthat further investigation is needed, it may moveto phase two, which could take an additional fivemonths before a ruling is given.

It has been revealed that former group pro-gramme director of NRJ, Christophe Sabot, isworking on short term projects outside of Francefor EDI, the international division of French radiogroup Europe 1 Communication. Sabot is stillprevented by a clause in his NRJ contract fromtaking another full-time gig in the French industry.Meanwhile, Cauet, the scheduling director ofNRJ's flagship French CHR network, has left thestation after only four months in the job. He's beingreplaced by Roberto Ciurleo, formerly director ofNRJ's local programmes and stations.

Carlos Santana told Hotline in Madrid that heis willing to leave BMG's label Arista and followits president/CEO Clive Davis, who is due to stepdown at the end of June, "wherever he goes." Askedwhere he could be heading, Santana said: "I thinkwe shall know the answer to this in three or fourweeks. My heart would go with Clive if he takesme, but I am under contract with BMG Arista."

UK -based DMGRadio has just paid a record Australian $155million (euro 97.6m) for the first commercial FMlicence to be offered in Sydney's metropolitanarea since 1988. DMG has amassed 58 regionalstations Down Under since entering the localmarket in 1996.

Finally, on the more -than -just -a -rumour millthis week, Hotline hears that MTV Europe is plan-ning to launch two brand new localised services inFrance and Spain, following the recent launch ofMTV in Poland.
