School Context and Profile

Murrupurtiyanuwu Catholic Primary School (MCPS) and Xavier Catholic College Wurrumiyanga (XCCW) are

located in the growth town of Wurrumiyanga on Bathurst Island, 80 kilometres north of Darwin. MCPS and

XCCW together form the Catholic Education Precinct and provide a Quality Catholic Tiwi Education for

students from Pre-School to Year Thirteen.

Wurrumiyanga (formerly Nguiu) means ‘land of the giant cycads’ and is traditionally owned by the Tiwi

people. In 1911 Bishop Gsell started a Catholic Mission and in 1912 MCPS (formerly St Therese’s Catholic

School) was established. XCCW followed in 1932.

An excerpt from the Northern Territory Government’s website provides a summary of the demographic:

The population of Wurrumiyanga and its surrounds in 2006 was approximately 1,543, of which 1,463

were Indigenous (95%). The largest numbers of people were aged between 20 and 44 years. Over a

third of all people were under 20 years old. There is significant short term mobility, with people

moving to and from Indigenous communities associated with Wurrumiyanga, as well as to Darwin.

The Indigenous population is projected to increase by 39%, from 1,463 in 2006 to 2,031 in 2026. The

greatest proportional increase is expected in the post working age group (65 and over) from 31

people in 2006 to 97 in 2026, a growth of 212%.1

MCPS offers coeducation for students from Pre-School to Year Six. Our vision is to provide a Quality Catholic

Tiwi Education for the students in our care.

Our school is grouped into three areas: Pre-School, Early Childhood (Transition – Year Three) and Primary

(Year Four – Year Six). Students study Religious Education, English, Mathematics, Indigenous Language and

Culture (Tiwi), Information Technology, Health and Physical Education, and Integrated Learning (an

integration of the other learning areas).

Originally established as a boys’ school, XCCW now offers coeducation for students from Year Seven to

Year Thirteen. Our vision is to provide a Quality Catholic Tiwi Education for the students in our care.

Middle School students (Year Seven to Year Nine) study Religious Education, Australian Curriculum English,

Australian Curriculum Mathematics, Science, History, Health and Physical Education, Creative Arts (Music

and Art), and Design and Technology (Woodwork and Food Technology).

Senior School students (Year Ten to Year Thirteen) study both academic and vocational subjects to earn

credits towards obtaining the Northern Territory Certificate of Education and Training (NTCET).

Principal’s Message – MCPS

I present the Annual School Report for Murrupurtiyanuwu Catholic Primary School with feelings of

gratitude and pride. I am grateful for having had the opportunity to fill the position of Acting

Principal in such a wonderful community and I am proud of the way the school has continued to

develop during the year. I commend the students of MCPS on their attendance, their persistence

and on the spirit of cooperation they have shown and I say thank you to the committed, hard-

working staff.

During the year, six classrooms were refurbished thanks to BGA funding, enabling us to provide

bright, modern facilities to the school’s growing population. In September MCPS participated in its

first Routine Assessment. The external panel which conducted the process deemed the school to

be compliant with requirements, recommending a continuance of registration. The panel

commented favorably on the dedication and commitment of staff and on the continued

improvement to facilities.

Students from Year 4 undertook the Sacraments of Reconciliation and Eucharist for the first time

while our Year 6 students participated in the Sacrament of Confirmation. The children were

beautifully prepared by their teachers and the RE team and were supported by their families and

the broader community. A highlight of the Sacramental Programs was the incorporation of Tiwi

culture and spirituality in the celebrations. On November 8 we offered an Anniversary Mass for our

former principal who tragically passed away in 2013. This was a lovely celebration of the life of a

wonderful woman whose spirit lives in our hearts forever.

The school committed to Accelerated Literacy as the primary model of teaching Literacy in Years

4 to 6 and this will extend to the Early Childhood classes in 2014. Teachers undertook three days

Professional Development and an AL Consultant was contracted to work with the teachers, two

days per week.

In the area of Numeracy, our whole staff attended three days of First Steps Mathematics PD and

we were very fortunate in having Professor Peter Sullivan from Monash University visit the school for

two days of Mathematics PD.

In partnership with the Australian Children’s Music Foundation, we were able to offer the students

an excellent program of singing, percussion and instrumental activities with lessons conducted by

enthusiastic, talented musicians. As part of the program, students performed at the local Milimika

Festival. During Terms 3 and 4 a Gymnastics Program was conducted by a coach from

Gymnastics NT. Students from Preschool to Year 6 participated in the program over a total of

twelve days.

In conjunction with an IT company we have been able to provide every child in the school with

an XO Laptop computer. Add this to the fact that we have an IPAD room and every classroom in

the school has an Interactive Whiteboard and it is evident that MCPS is providing the most up to

date technologies available to its staff and students.

In Term 4 eighteen students from Year 6 attended a four day excursion to Darwin. The children

qualified for the excursion through strong school attendance and consistently good behaviour. I


would like to congratulate our Year 6 students on being positive role models and excellent leaders

throughout the year – they have set very high standards for the younger students to follow and

helped build the atmosphere of acceptance and cooperation within the school.

I would like to thank Father Tan Van Nguyen and Sister Anne Gardiner for their continued support

of, and care for, the pastoral and spiritual needs of students and staff of MCPS. Their presence

helps ensure that the Sacred Heart of Jesus is alive in our school. To conclude, I thank all who have

contributed to MCPS during 2013 and I wish you a safe, happy and peaceful Christmas.

Principal’s Message – XCCW

Awi,

The theme from our End of Year Mass was ‘We thank God for the gifts he has given us; and pray that we

may use them for the good of all people.’ At our End of Year Assembly we acknowledged, affirmed and

celebrated the achievements of our students over the course of the 2013 school year.

Our vision at XCCW is to provide a Quality Catholic Tiwi Education for students from Year Seven to Year

Thirteen. In 2012, we announced that our goal for 2013 was for the first Tiwi student to successfully complete

the Northern Territory Certificate of Education and Training whilst studying at a school on the Tiwi Islands.

We are very proud as in 2013 we had six students who met the requirements of the NTCET. At our End of Year

Assembly and Graduation we commenced a new tradition. Our graduating students were presented with a

XCCW Graduation ring in recognition of their achievement and success. The rings were designed by

Tahnee Gale in consultation with the Fiona Kerinaiua, Jacinta Alimankinni and Tara Munkanome from the

MCPS Literacy Production Centre. Each ring is embossed with the students’ name, year of achievement,

Cross of Lorraine and College logo. The female ring also contains the Tunga Bag and the male ring a Spear.

This year as all of our graduates were female, we handed out six female rings. The challenge is now

presented to all the young males of XCCW and the community. Who will be the first male to earn the XCCW

Graduation ring?

In addition, our graduating students were presented with their own copy of the Darwin Life magazine, which

celebrates their achievements in gloss colour. It indeed was a great honour to present to the Wurrumiyanga

community the Xavier Catholic College Graduating Class of 2013:

Thanks must be given to all community members who attended the ceremony, especially the nominated

family members who danced the graduation rings to our girls. All students, parents, family and members of

our community can feel very proud of what these young women achieved. I would like to pay tribute to all

staff of MCPS and XCCW who have worked with these students over the years of their formal education.

Success like this is a whole community effort and we should all feel a great sense of pride. Special mention

must be given to Curriculum Coordinator and Stage Two teacher Tahnee Gale for her leadership and

pastoral care of these students during their Stage Two year. Tahnee has been with these young women

every step of the way and has always gone above and beyond to ensure that these girls have had every

opportunity. Thanks also to Stage Two teachers: Cherilyn Hughes and Russell Smith and VET Coordinator:

Michael Joseph for their efforts during 2013.

I would also like to acknowledge and thank the work of our Deputy Principal Ben McCasker. Ben has

overseen a number of reforms at the school that has created the environment and the organization to build

sustainable student success. In particular I would like to mention Ben’s work in introducing our Zero

Tolerance Policy towards fighting and threatening behaviour. This policy I feel changed the dynamic of


student behaviour at XCCW and created the environment where students and staff can STAY SAFE,

RESPECT EVERYONE and LEARN EVERYDAY.

In 2013 we introduced our Year 13 program to provide an opportunity for community members of any age

to return to XCCW, to continue their education and to work towards their NTCET. We are overwhelmed that

three of our six graduating students are from our Year 13 cohort. I would also like to acknowledge two of our

Year 13 students: Natasha Puautjimi and Stanislous Puruntatameri who in 2014 will transition from the Year 13

program into paid employment as Assistant Teachers at XCCW. XCCW will continue with the Year 13

program in 2014, and I encourage members of our community to give deep consideration to joining this

flexible program.

We are also very proud of our Middle School students, AC students and Stage One students and we are

confident that we will be celebrating more NTCET success in the future. Please see below for a list of

students who received awards and prizes at our End of Year Assembly.

Deputy Principals’ Report


2013 at MCPS marks the year of consolidation, capacity building and stability. Consolidation in that from an

infrastructural perspective facilities have continued to improve with renovation of the “Early Childhood

Learning Centre” to the final touches of the “Kilipayuwu Library” which now has an “I-pad Room” which is

flexible enough to hold Music Classes with visiting Teachers or guests. The Art Room and one Literacy (ILC)

Room have also felt the touch renovation. Even the “Demountable” is ready for make-over in the next year.

MCPS has been fortunate in that staff stability has helped to pave the way for capacity building both in the

Tiwi and non-Tiwi Teachers which then gets translated into the students learning and class work manifesting

itself in the steady improvement in both student Literacy and Numeracy skills. This is then further

consolidated by providing professional development sessions to Teachers and Assistant Teachers. This cycle

and the positive response by the students could be viewed as the building of intellectual capacity both in

students and the Teachers. This in no small way it attributed to the vision of the Leadership Team and in

particular the Curriculum Coordinator.

MCPS has been the object of change in the recent past but as the name of school name suggests MCPS is

the strong ship that has the ability and the capacity to break through and embrace these waves of change

and to forge onto calmer seas and spaces. MCPS has proven its capacity to provide a safe, stable and

calm learning environment for all that have been aboard while still maintaining its cultural integrity. A

testament to its founders and to all of the students, teachers and supporters who have passed through its

doors.

It has been my great privilege to have been in part with the Staff of MCPS both Tiwi and non-Tiwi the

“Steward” for the children that have attended this unique Tiwi Catholic School over the past two and half

years.

I extend my heart-felt thanks to all the children and people that I have worked with. It has been

unforgettable voyage.

2013 was a successful year for the College. Activities such as camps, excursion, carnivals, purchasing of new

equipment and renovations to classrooms provided highlights for the staff and students of XCCW. The

introduction of Year 13 was another major highlight, as past students returned to the College to improve

their skills and work towards completing their NTCET. An increase in student enrollments and the completion

of the Colleges’ first NTCET students were also success stories of 2013.

This year the College will also farewell Principal Mr. Cameron Hughes. I would like to take this opportunity to

thank Cameron for his hard work and professionalism at the XCCW. Cameron has shown great leadership

across the Catholic Education Precinct on Bathurst Island. This was evident during his time as Principal of

XCCW (2012 2013) and also during 2011 as the Cross Campus Coordinator and Acting Deputy Principal of

MCPS. We wish Cameron success and good luck for the future.

Cross Campus Religious Education Coordinator’s Report

In 2012 Murrupurtiyanuwu Catholic Primary School and Xavier Catholic College Wurrumiyanga created the

Cross Campus Religious Education Coordinator position. The aim of this was to have a leader across the two

schools that could coordinate cross campus events and liturgical celebrations. It allowed the development

of a school culture that included both primary and secondary students coming together more often as a

community of learners, to celebrate their Faith. Having one Religious Education Coordinator across the two

campuses also meant that the curriculum development between the primary and the secondary schools

was consistent and meaningful.

This position continued in 2013 with Tamara Amatto and Marilyn Kerinauia sharing the role until the end of

Term 3 when Tamara left the precinct to go on maternity leave. In Tamara’s absence, XCCW welcomed

Belinda Pereira who continued to work alongside Marilyn Kerinauia.

MCPS and XCCW strive to give students a Quality Catholic Tiwi Education. In 2013 Religious Education

teachers continued to use units of work that were developed at the CEO NT ICCS writing days in 2012.

These units integrate the Catholic faith with local Tiwi culture and have been valuable assets in making

content relevant for students.

2013 also saw a XCCW staff retreat with Robyn Craig, Tamara Amatto and Marilyn Kerinauia. The theme of

the retreat was ‘Love’. The staff from XCCW appreciated the time out to reflect on their personal and

collective journey of faith.

Curriculum Coordinators’ Report


2013 has seen the continued implementation of the Australian Curriculum in the subjects of English,

Mathematics and Science.

School-based scope and sequence documents have been developed in both English and Mathematics

and are used from Transition to Year 6.

Accelerated Literacy was introduced in Years Four, Five and Six, with the teachers of those classes

attending Professional Development early in Term One and having the continued support of an AL Coach

for the remainder of the year. The entire school will use the Accelerated Literacy approach next year after

an intensive PD in the first week of Term One 2014. This program is very structured and uses a scaffolded

literacy approach. It is based on a daily sequence of teaching and learning activities involving speaking,

listening reading and writing.

Students have participated in both national and school-based testing including NAPLAN testing (Years

Three and Five), PM Benchmark testing, Marie Clay Letter Identification and SENA testing. Preschool use the

Stepping Stones assessment tool and this is continued into Transition where necessary. In addition to this

testing, teachers implement a range of assessment tools to gauge the progression of students in their class.


The teaching of Indigenous Language and Culture has continued with a fully trained Tiwi teacher. The ILC

teacher works with the Tiwi Assistant teachers to implement this program using a school-based scope and

sequence and the NTCF. This program ensures that the Tiwi language and culture is recognized as an

important part in developing strong future Tiwi leaders within our community.

MCPS has become a part of the “One laptop per child” initiative, investing in XO laptops for our students to

use in the classroom as part of their daily learning. Teachers completed a 15 hour online course in using the

XO computers and have begun using them with their students. It is envisaged that this will be an added

incentive for regular attendance.

Students have participated in a Gymnastics Clinic and a Music Program operated by the Australian

Children’s Music Foundation. Both of these experiences have been very beneficial for our students.

Staff were provided with a number of Professional Development opportunities during the year, particularly in

the area of Mathematics. A three day First Steps Mathematics Course was completed by many staff

members.

This year at XCCW has again been a busy and monumental year for all. The school has successfully

introduced and implemented the Australian Curriculum for English and Mathematics, with a focus on the

EALD learning progressions for students with English as an additional language or dialect. In addition to this

the College has successfully graduated our first group of Stage 2 students who have received their NTCET

and introduced Year 13 which aims to encourage students to continue with their schooling past year 12 to

allow them to continue working towards their NTCET.

The students have participated in national and school based testing for literacy and numeracy. Nationally

year 7 and 9 students participated in NAPLAN and within the school we focused on testing all of our

student’s literacy and numeracy though individual one on one testing. School based testing is conducted

throughout the year to measure their individual progress by using the counting on test for mathematics,

torch test for comprehension, PM level testing for independent reading and working levels with reading

records.

Our senior students working towards their NTCET completed the following stage 2 courses; Health, Creative

Arts and Integrated Learning: Sport. Stage 1 courses included; English as a second language Part 1, A and

B, Money and Measurement, Integrated Learning: Driver Educations, Personal Learning Plan, Creative Arts,

Community Learning and Physical Education A and B. 2013 saw the introduction of NTOEC year 10 as an

introduction and preparation phase for Stage 1. These students completed the following units; Bridging

English, Mathematics 4, Community Physical Education and Health and Physical Education. Our senior

students also had the opportunity to complete their Certificate 11 in Aboriginal and/or Torres Strait Islander

Primary Health Care and Certificate 1 in Hospitality.


To allow teachers to provide quality teaching and learning opportunities we have focused on providing

staff with professional development, utilised specialised teaching staff, maintaining staff wellbeing and

sustained small class sizes. XCCW has offered numerous professional development opportunities to staff

including; accelerated literacy (AL) training, bronze medallion and pool life guard certificates, mandatory

reporting and prevention of child abuse and neglect training, staff retreats, religious education PD, senior

first aid training, Mandala workshops and basic counselling skills with Lisa VanEgmond, special education PD

and Australian Curriculum: Maths and English professional development. The inclusion of the College in the

Improving Literacy and Numeracy Partnerships Project has enabled the school to update our resources,

provide one –on-one teacher support and teacher professional development.

At Xavier we offered a number of programs to enhance students learning and knowledge such as, The

Japalinga Mob, Accelerated literacy and work ready senior programs including VET, NTOEC Year 10 and

Stage 1 and 2and Work Experience program for senior students. Students have also had the opportunity to

participate in school and Interschool Sports including swimming, athletics, football, basketball, softball,

soccer and triathlons. The school also participated in a range of school camps and excursions such as a

school camp at Daly River, The Australian Youth Festival in Melbourne and participation in sporting events

with schools from different communities in the Northern Territory.

At Xavier we use a variety of assessment tools and strategies to monitor and assess student’s level of

understanding and development. We formally report to the parent at the end of each teaching semester.

We use school-based assessment procedures and proformas to inform students and parents of their

learning. Senior students enrolled in NTOEC also receive written reports from their NTOEC teachers and

statements of attainment at the end of each semester.

Parent, Student and Staff Satisfaction

At the end of 2011, the need for the two schools to work more closely together became strong. At the

beginning of 2012, we formed the Cross Campus Leadership team (with leaders from both XCCW and

MCPS) to lead a new beginning for both campuses. This work became the core vision of our departed

Principal and with her expertise the goals for 2012 became:

In 2012 MCPS and XCCW undertook the School Improvement and Renewal process outlined in the Catholic

Education NT School Improvement and Renewal Framework. The key areas of Leadership and Community

and Culture were reviewed. The process aimed at answering three key questions:

1. How are we going?

2. How do we know?

3. What are we going to do now?

The process included a self-assessment survey whereby staff and a focus group of parents provided

feedback to the Cross Campus Leadership Team. Feedback included affirmations, ratings and

recommendations. These recommendations informed the 2013 Annual School Improvement Plan.


Smarter Schools National Partnerships Projects

MCPS and XCCW are directly involved in three Smarter Schools National Partnerships projects. They are:

1. Japalinga Mob – a program targeted at improving educational outcomes through developing

student capacity in the following areas: academia, sport, the arts, culture and leadership.

This program aims to help develop and improve the skills of selected students from the College.

Students are nominated and selected by staff based on attendance, leadership, individual

talents and attitude towards their studies. The selected group is given added support both in and

out of classes. Mentoring the Japalinga students is aimed to help their development as young

adults and enhance their future prospects.

Other than the development of life skills such as leadership, the program has a focus for students

to complete Year 12 at the College. These students in the final years of their schooling are

provided added teacher support within their Stage 1 and 2 subjects. The extra assistance is

provided to help students engage during class and finish assessment tasks. The students from the

group are also able to access extra facilities such as the Japalinga Gym as an added incentive

to attend school. These regular attendees also participate in the annual Japalinga Leadership

Camp. These camps take place on the main land in the greater Darwin region and in southern

states. This program has run for the past three years and funding for the program will conclude at

the end of 2013.

2. Counselling for Health – a program targeted at improving educational outcomes through

improved student wellbeing:

As a part of the Smarter Schools National Partnership funding, XCCW has been participating in

the Counselling for Health program from 2011 - 2013. The program was designed to support the

wellbeing of staff and students of XCCW living on Bathurst Island. By supporting staff and

students our goals were to improve student welfare, learning outcomes and attendance and

also positively impact staff retention. The program has been running for three years and is now in

its final stages. The results of the program have been very positive with improved staff retention

and excellent staff feedback about the program. Staff and students have had the opportunity

to experience some interesting and creative activities which offered opportunities for self-

reflection, developing self-confidence and strategies to manage wellbeing.


3. P–12 – a program targeted at improving educational outcomes through developing a seamless

education precinct.

The Catholic Education Precinct Wurrumiyanga (P-12) Project aims to streamline and improve

the delivery of education from Pre-School to Year 13 in Wurrumiyanga. The Project’s goal is the

development of a single unified Catholic Education Precinct, combining Murrupurtiyanuwu

Catholic Primary School (MCPS) and XCCW, and building sustainable systems across to two

campuses. Previous to the Project’s inception in 2010 MCPS and XCCW operated as two

separate educational entities while partly sharing campus grounds.

Under the P-12 Project, the two schools are aligning their strategic, operational and action plans

in order to better coordinate and deliver quality education to our Tiwi students. This includes the

employment of cross-campus coordinators in Religion and Special Needs. A crucial objective of

this project is to ease the transition for our students between primary and secondary school,

making it as smooth as possible for students to see through their education from Pre-School to

the completion of their NTCET.

4. Improving Literacy (and Numeracy) – a program targeted at improving educational outcomes

through a well-resourced and supported whole school literacy program.

MCPS:

This year MCPS has implemented the National Accelerated Literacy Program across Years Four,

Five and Six using funds from the Smarter Schools National Partnership Improving Literacy and

Numeracy funding. Through the funding we have employed an Accelerated Literacy (AL)

Coordinator who has supported our school for two days each week. The AL Coordinator has

worked with teachers in classrooms to support the implementation of the program. In addition,

the Coordinator has worked with individual teachers with planning, providing feedback and

demonstration lessons. A number of professional development opportunities were provided for

our staff, with a focus on Reading, Spelling, the use of word walls, planning and a general

introduction to AL for the Early Childhood staff. The funding supported PM Benchmark testing as

the data collection analysis instrument, baseline assessments were completed in Term One and

repeated in Term Four.
