Consider minutes of the April 2, 2018 meeting Minutes were not available for review. 2. Consider a request to cover the City Council and City School Board candidate forums presented by the League of Woman Voters of Murfreesboro/Rutherford County Mr. Bozeman explained the request being made by the Communications Department to cover the upcoming City Council and City School Board Candidate Forums. The League of Women Voters will conduct these forums on July 16, 2018 at 6:30pm in City Hall Council Chambers. If approved, they will be cablecast live on CityTV and streamed on Roku, facebook, youtube, and on the city website and replay numerous times on the channel and archived for video on demand viewing. Mr. Bozeman stated the request meets all of the requirements of the CityTV Programming Policy and Proceed and it is recommended approval of this request. Chairman

Campbell asked if Ms. Collum had anything else to add. Ms. Collum stated she expected full participation with all of the candidates. They will be seeking citizen questions for the forum through their website. Mr. King stated he is a candidate for the School Board and will be participating in the forum but feels his vote to support this request does not affect the presentation of the forum. Councilman Shacklett made a motion to approve, seconded by Mr. Lindsey. The motion passed unanimous of the members present. 3. Hear from Comcast regarding the 2017 Annual Report Mr. Bozeman stated as part of the franchise with Comcast they are required to provide an annual report to be reviewed by the City. The report provided by Mrs. Kim Sasser Hayden of Comcast was provided to the Commission. Mrs. Hayden provided an overview of Comcast before going over the report and stated Murfreesboro has around 29,000 video subscribers. Last year Comcast paid $1.4 million in franchise fees to the City. Comcast has over 100 employees in Murfreesboro. Comcast is staying on the front end of innovation with video services as video services has changed over the years and continues to evolve. An example is with the web based X1 cable box and voice enabled remote. Shortened appointment on-site service times from 4 hour windows to 2 hours and provide a customer credit if the tech is late. Ms. Hayden then went over the Report provided in the packet. Chairman Campbell thanked Mrs. Hayden for the Report and information. Phil King made a motion to approve, seconded by Mr. Lindsey. The motion passed unanimous of the members present. 4. Staff Reports/Information Mr. Bozeman stated that all current Comcast complaints received have been addressed by Comcast. Annual Election of Officers (Chair and Vice Chair) for the Murfreesboro Cable Television Commission Mr. Bozeman explained the process for election of officers. Tommy Campbell was the only nomination for Chairman. By motion of Mr. Shacklet and second by Mr. Patterson, the commission unanimously voted in favor that Mr. Tommy Campbell be the Chairman of the Commission Brian Patterson was the only nomination for Vice Chairman. By motion of Mr. Campbell and second by Mr. Shacklett, the Commission voted in favor, with one abstention, Mr. Brian Patterson be the Vice Chairman of the Commission. 2. Consider minutes of the April 2, 2018 and May 14, 2018 meetings Minutes were not available for review.

3. Annual Presentation of Telly Awards Mr. Bozeman stated that this year was the 39th Telly award competition. Awards were presented to staff by Chair Tommy Campbell. Multimedia Producer John Padgett won for his promotional video he did in partnership with Rutherford County Solid Waste for “Kids Recycling” public service announcement. This was awarded in a category of General-Children. Public Information Director Mike Browning and Multimedia Producer Michael Nevills received an award for their collaboration producing an historical documentary called “The House Still Standing”. This was awarded in 2 categories, General Documentary and Biography. Chair Campbell congratulated staff on this great accomplishment and heard work. 4. Staff Reports/Comments Mr. Bozeman briefed the Commission on this year’s Council approved budget which included an almost 20% cut of overall expenditures for the Communications department. A few of the reductions included eliminating one open part time position, reduction in some overtime pay, moving the Public Information Officer to the Administration Department, eliminating real time closed captioning of public meetings, reducing employee training and attendance of conferences, operating supplies, and eliminating Cable TV Commission meals during meetings. Mr. Bozeman discussed CityTV statistics relating to the online views of videos and meetings which have increased in viewing numbers over the past year. All of the most recent Comcast subscriber complaints filed with the City have been addressed by Comcast. Ms. Hayden stated that she has spoken with Murfreesboro City Schools about the Internet Essentials Program and was able to speak to the principals at their meeting before the school year started. Welcome new members: Councilmember Ronnie Martin and School Board member Roseann Barton Both new members were introduced and welcomed to the Commission by Chairman Campbell 3. Presentation of NATOA Awards Chairman Campbell and Mr. Bozeman recognized staff on their great work this past year and presented them with this years NATOA government television programming awards. Michael Nevills was recognized with an award for Linebaugh Library program and the Special Census campaign he produced, Steve Burris for Bradley Elementary Drums Program he produced, John Padgett for Adventures in Murphry’s Burrow and Preventing Pipes from Freezing video, and to

Mr. Bozeman and the entire staff for their use of Social Media. The entire Commission congratulated the entire staff for a job well done. 4. Staff Reports/Information Mr. Bozeman provided some information to the Commission regarding an FCC second notice of proposed rulemaking proposing to allow cable companies to deduct from their existing franchise fee payments the fair market value of a wide range of franchise obligations, including PEG channel capacity and other PEG related franchise requirements along with INET’s an numerous other in kind franchise obligations. He stated if this goes through and allowed by the FCC that this would significantly reduce the amount of franchise fees the City currently receives from Comcast and AT&T without any corresponding increase in the value of the services the cable operates provide the community. The City currently receives around $1.6 million annually in cable franchise fees. Mr. Bozeman stated the City Manager has approved and signed comments he drafted to submit the FCC before December 14 regarding this matter and that numerous local government and national organizations are submitting comments in this proceeding opposing this proposed change. Chairman Campbell stated this could have a drastic negative impact on the City and all governments throughout the country if this implemented. The Chairman asked staff to keep the Commission up to date on how this proceeds. Mr. Bozeman informed the Commission that Murfreesboro CityTV is now available on Apple TV streaming devices and there are no additional costs for this new service. It was included as part of a software update on existing equipment. In addition to Apple TV, Murfreesboro Citytv is available on Comcast channel 3 and 1094, ATT channel 99, Roku, YouTube, Facebook Live, and the city website. He provided a demonstration to the Commission on how Apple TV works and how to watch CityTV programming and videos on demand from the device. Mr. Bozeman discussed some upcoming programming taking place live on CityTV like the Christmas Parade, lighting of the Christmas Tree in downtown Murfreesboro, and DARE graduations in the schools. Comcast complaints received have been addressed by Comcast. Consider minutes of the April 2, 2018 meeting The minutes of the Murfreesboro Cable Television Commission meeting held on April 2, 2018 were presented for approval. Mr. Lindsey made a motion to approve, seconded by Vice Chair Patterson. The motion passed. 2. Consider for approval a request from the City Schools Director to cover the Read to Bee Spelling Bee April 6, 2019 Mr. Bozeman explained the request being made from the City School Director to cover the Read to Succeed Read to Bee 6th grade Spelling Bee, an outside event, by CityTV staff. The event will take place at Patterson Center on April 5, 2019. New this year staff will be covering the event Live on CityTV and social media. It will replay on CityTV throughout the month of April and be available on demand on social media and the city website as has been done in the past.

Mr. Bozeman stated the request meets all of the requirements of the CityTV Programming Policy and Procedures and it is recommended approval of this request. Tabitha Loyal with Read to Succeed thanked the Commission and staff for partnering for many years in televising this community event involving City and County School students. She stated there are prizes awarded and this event helps in preparation for the national spelling bee. Vice Chair Patterson asked how this event was going to be marketed. Ms. Loyal stated they would be sending out flyers posting on social media as well as the schools would be promoting the event. Mr. Bozeman stated CityTV would be posting on social media about a week before that the event would be covered Live. Vice Chair Patterson made a motion to approve, seconded by Mr. Lindsey. The motion passed by unanimous vote of the members present. 3. Consider for approval a request from the Fire Chief to produce American Red Cross promotional and public service announcement videos Mr. Bozeman explained the request being made from the Fire Chief for Citytv staff to produce several promotional and public service announcement videos with the American Red Cross Heart of Tennessee Chapter, an outside organization. These videos will help better educate and create more awareness in the community on the important services offered by the organization. Mr. Bozeman stated the request meets all of the requirements of the CityTV Programming Policy and Procedures and it is recommended approval of this request. Mr. Lindsey asked if the videos would be specific to Murfreesboro. Kathy Ferrell and Ashley McDonald representing the Red Cross discussed the request further that the videos would be Murfreesboro specific and include local testimonials of people sharing their stories of how the Red Cross helped them. These videos would run on CityTV and on various social media sites as well. Chair Campbell asked about CityTV covering the Red Cross Hero’s Breakfast coming up as well and including that in this request. Mr. Lindsey made a motion to approve, seconded by Councilman Martin. The motion passed by unanimous vote of the members present. 4. Staff Reports/Other Business Mr. Bozeman reported that the all Comcast complaints received have been addressed by Comcast. Mr. Bozeman discussed new CityTV programming that took place in December which included several Live events covered in the community and went over the January CityTV programming guide highlighting new programs and ideas for the month. Councilman Martin asked where the FCC was related the notice of proposed ruling making on cable franchising obligations and counting against the fees the City collects. Mr. Bozeman stated he drafted a Comment letter to submit to the FCC which Mr. Tindall signed and submitted as part of the process. There were 1000s of comments opposing this proposed rulemaking and about a hand full for the change submitted to the FCC. As of today no action has been taken by the FCC on this matter do in some part to the federal government shutdown. Staff continues to monitor this issue and will keep the Commission updated on any action. There being no other business to come before the Commission, Chair Campbell declared the meeting adjourned.

As an item for the agenda of April 22, 2019, the Commission needs to conduct a public hearing.

Background Pursuant to Order 98-03, the Murfreesboro Cable Television Commission granted to MTSU, and the City Council ratified, a second PEG channel, subject to an annual public hearing and evaluation of its utilization of both PEG channels as it relates to the public good, signal quality and other relevant factors.

Fiscal Impact No direct fiscal impact on the City. Recommendation The Commission needs to conduct a public hearing and then consider continuing to grant a license to MTSU to utilize the second PEG channel for another year. Notice of said public hearing was published in the April 9, 2019 issue of a local newspaper.

An MTSU representative is encouraged to provide a report (please include a programming schedule) and presentation regarding Cable Channel 9 as it relates to the criteria the Commission will be looking at to evaluate the channel. If you would like to include a report for the Commission to review prior to the meeting to help the Commissioner’s better prepare, please provide me with the report via .pdf to [email protected] no later than April 15, 2019. Audio/Visual Services provides faculty and staff with classroom equipment and production services that support instruction, encourage creative endeavors, and enhance public service projects. Instructional Media Resources provides timely audiovisual materials of high quality, standard audiovisual equipment, and prevailing computer technologies in a facility that supports student-centered learning. The CEM produces and broadcasts quality educational programming via satellite, cable television, web-casting and video through creative partnerships involving faculty, students, and educators from the public and private sectors. The Center also encourages faculty creative activity and public service by providing production support for satellite video-conferences, educational videos, and cable television programs.

Mission Statement of the Educational Resource Channel @ Middle Tennessee The Education Resource Channel @ Middle Tennessee is the name of Rutherford County’s educational access cable Channel 9. The ERC @ MT’s primary focus will be to produce unique programming to enhance K-12 education, teacher professional development, and lifelong community learning in middle Tennessee; to create and produce high quality video programs of educational merit; and to record outstanding academic events that enhance the University’s mission to educate a diverse student body. The ERC @ MT also locates external sources of programming that supports the University’s mission to promoting openness and service to the community. The channel strives to deliver all of its programming via technologically appropriate and cost effective venues. Criteria 1 – Public Good The channels will serve the citizens of Murfreesboro and the university community with educational, informational, and entertainment programming. Programming sources may vary by availability and contractual considerations. The goal of the channels is to increase the programming choices available to the cable subscriber. The channels will include programming with wide appeal as well as programming for more narrowly defined college student audiences which may include, but are not limited to: telecourse programs, foreign language newscasts, university produced programs, and college student produced programs. Program sources, choices, and scheduling are decisions made within the respective department and division of the university, reflecting the policies and procedures as well as the pedagogical philosophies of those units. Criteria 2 – Signal Quality The channels will maintain a signal quality comparable to other access channels on the Murfreesboro cable system. Internal factor: The University invests in physical facilities to equip the channels origination points consistent with the Board of Regents policy. External Factor: Through program suppliers, satellite delivery systems, connections with the cable system head-end, and other avenues, the channels will strive for the highest signal quality possible. The Commission will conduct a Public Hearing in order to evaluate MTSU’s use of its two educational cable television channels located on Comcast cable channel 9 and 10 within the City of Murfreesboro as it relates to the public good, signal quality, and other relevant factors.

Mission Statement of the Center for Educational Media The Center for Educational Media serves MTSU, the College of Education faculty and staff and the greater K-12 education community through partnerships and professional development using state of the art HD video production. Our educational media outreach begins with the local community and extends globally via distribution through satellite, cable, print media and the web. Mission Statement of the Education Resource Channel @ Middle Tennessee The Education Resource Channel @ Middle Tennessee, in partnership with public and private organizations, provides high quality educational and community programming for a diverse population of education professionals, students, and the general public in Rutherford County.

Criterion 1 – Public Good *The channel will serve the citizens of Murfreesboro and the university community with educational, informational, and entertainment programming. The Education Resource Channel @ Middle Tennessee continued to serve the

citizens of Murfreesboro and the university community in 2018 by producing unique educational, informational and entertainment programming that enhances K-12 education and teacher professional development, informs the MTSU university community and offers lifelong learning for communities in middle Tennessee; to create and produce high quality video programs of educational merit; and to record outstanding academic events that enhance the University’s mission to educate a diverse student body. By meeting these goals, ERC@MT continues to increase the programming choices available to Rutherford County cable subscribers. Programming includes topics of interest to specific viewers (K-12 teachers and students, MTSU faculty and students, etc.) as well as programs with broad appeal to the Rutherford County community (music concerts, Middle Tennessee history, Tennessee outdoors and wildlife, informative programs about national and world events, etc.).

The Education Resource Channel also seeks to serve the public good by instituting

Closed Captioning on station programming to increase accessibility and has exceeded our target of 40% for 2018 by having 54.17% of our airing shows captioned. ERC achieved this by creating a captioning unit staffed by student workers, and articulating our programming requirements for captioning to our vendors, distributors and partners.

Criterion 2 – Signal Quality *The channels will maintain a signal quality comparable to other access channels on the Murfreesboro cable system. The Education Resource Channel @ Middle Tennessee strives to maintain the highest

signal quality possible for cable subscribers. New HD Digital satellite receivers now provide access and improved signal quality to the Classic Arts Showcase and NASA TV which provide programming for the station from midnight until 6:00am. The new Satellite equipment was put in service during summer 2016. Upgrades were added to Satellite equipment in fall 2018.

We continue to serve the Murfreesboro and Rutherford County communities, in

addition to Cannon and DeKalb Counties and parts of Rutherford, Wilson, Smith and White Counties through a partnership with DTC Television. A partnership with United Communications allows us to offer programming in Chapel Hill Tennessee and other surrounding communities. We added AT&T U-verse customers in Middle Tennessee to our viewership through a partnership between MTSU and AT&T.

Maintaining and/or improving our signal quality is a high priority for ERC@MT. All of

our equipment has now been upgraded. We regularly review our equipment infrastructure to ensure that we have installed all current updates. Our recently installed fiber transceivers between MTSU’s campus and Comcast’s head end are working at optimal efficiency with the latest technology which provides a clearer, more stable feed. Our fiber equipment now has an HD signal. When Comcast moves us into one of the HD channels, our HD equipment will deliver the highest quality that PEG broadcasting can offer. ERC@MT has also collaborated with MTSU Audio Visual Services to deliver closed captioning on the signal as often as possible.

Criterion 3 – Other Relevant Factors *The channels will adhere to the mission statements of the University, the Center for Educational Media, and the College of Mass Communication with the Department of Electronic Media Communication as a subunit of the College. The Education Resource Channel @ Middle Tennessee (ERC@MT) adheres to the

mission statements of both Middle Tennessee State University and the Center for Educational Media in the following ways:

• On a daily basis, ERC@MT expands the reach of the university at the local and

regional levels, and we have developed the capacity to expand university outreach both nationally and globally through our satellite and streaming initiatives.

• ERC@MT supports MTSU’s efforts to generate and disseminate knowledge and innovation through media production and broadcast of high quality educational and community programming, including K-12 professional development and enriching programs for lifelong learners. ERC@MT and CEM also collaborate with the Albert Gore Research Center to preserve videos through maintaining video archives.

• ERC@MT is broadening our capacity to serve the diverse student population at MTSU by enhancing their access to information through closed captioning and audio description services. CEM is an active participant in the university’s efforts to expand information accessibility to disabled populations. CEM is a key player in facilitating closed captioning and audio description services for the university community in alignment with the MTSU Access Initiative.

• ERC@MT develops and sustains academic partnerships supporting the

creative activity of faculty at MTSU through broadcasting original programming such as “Portraits: The First Black American Divas of Song and Opera” (Art, Music, Dance, Theatre at MTSU, musical performance, history) and the MTSU Honors College Lecture Series (Honors College, guest speakers, current topics of interest)

• ERC@MT partners with faculty to support community outreach by broadcasting programming produced by CEM in collaboration with the MTSU American Democracy Project including “The Constitutional Role of an Independent Judiciary in a Democracy” for U.S. Constitution Day, and “The Free Exercise Thereof: An Interfaith Panel” with community religious leaders during MT Engage.

• ERC@MT supports MTSU’s efforts to become an emerging center for international study by broadcasting programming produced by CEM in collaboration with the Center for Accelerated Language Acquisition (lessons in Spanish, French, Chinese, Tamil, and now American Sign Language), with the Confucius Institute (Zhejiang Conservatory Spring Festival Celebration Concert), and with the Center for Chinese Music and Culture (Chinese Impressions: Classical Guitar with Johannes Möller and Dr. Mei Han).

The Education Resource Channel @ Middle Tennessee January 2018 – December 2018

How many hours of new locally produced/non-repeat educational programming on channel 9 were provided to Murfreesboro cable subscribers during 2018? What were some of these programs? CEM produced and broadcast 157 television programs in 2018, totaling 199 hours.

Programs were not only designed for K-12 teachers and classrooms, but included recordings of guest presentations and events at MTSU that the ERC was able to bring to the Murfreesboro and Rutherford County communities. All programs had broad appeal and educational potential for multiple categories of viewers. These programs were produced and distributed in collaboration with public and private partners, including MTSU faculty and staff. Our partners include the American Democracy Project; the Center for Accelerated Language Acquisition (CALA); the Middle Tennessee Writing Project; Art, Theatre, Dance, Music at Middle Tennessee; MTSU Honors College; the Heritage Center of Murfreesboro and Rutherford County; Murfreesboro City Schools; Rutherford County Schools; the Tennessee Center for the Study and Treatment of Dyslexia; Tennessee Holocaust Commission; The College of Liberal Arts; F.I.R.E. When locally produced educational programming isn’t being cablecast, what are some of the other types of programming sources available to Murfreesboro cable subscribers on Channel 9? To supplement our locally-produced programming in 2018 we obtained approximately

• 140 commercially produced educational titles totaling 72 hours and • 586 new free programs totaling 303 hours

Distributors, organizations, and producers from which we obtained or licensed these programs include: Ambrose Video Publishers: Ambrose supplies over 1000 educational programs

including timely science and history topics. Other topics include literature, art, music, Shakespeare, political science, social studies and environmental science. We licensed 69 programs for social studies, science, career development and history. The series, appropriate for grades 9-14, include: A History of Black American Achievement, A History of Women’s Achievement in America, American Entrepreneurial Genius, and Food and Agricultural Science. Annenberg / Learner: Unfortunately has stopped production and ceased operations in

2018. We perpetually licensed 129 professional development programs for upcoming academic years. Connect TelVue was the venue that shared our live broadcast of the total solar eclipse in summer of 2017 with 59 + other community stations.

Programming 4 Kids with Scratch 2: In partnership with Michael Laman, the programmer, educator and series creator, ERC was able to obtain all 27 episodes of this intriguing series in HD. Our request prompted Michael to offer the show in HD via cloud storage to his PEG Media subscribers. As Michael describes in the show into, Programming 4 Kids with Scratch 2 is designed to teach the basics of programming to children, about 5th grade and up, and curious adults too. Road to Recovery: Disseminates news to people who are interested in learning more

What new, if any, non-locally produced programming are being planned for during 2019? We continue to work with the commercial educational video distributors from whom we

licensed programming in 2018. We anticipate that the number of programs we will be able to license in 2019 will continue to be fewer than in 2018 due to budget restrictions. Distributors include: Ambrose Video, Bullfrog Films, Chip Taylor Communications, Connect TelVue, Films Ideas, Green Planet Films, PEG Media, Soundview Media, TDC Entertainment, The Video Project, and Weston Woods.

How many months out of the year is Channel 9 programming locally produced educational content? Locally produced educational programming for K-12 students and faculty, as well as

other programming for Channel 9, are being produced year round. What new locally produced programs or initiatives took place with channel 9 during 2018 and are being planned for 2019 for the Murfreesboro cable subscribers’ benefit? Locally produced programs and initiatives that will be continued in 2019 include:

• Partnering with the Heritage Center of Murfreesboro and Rutherford County in producing programs for teachers to promote using primary sources in the K-12 history classroom

• Working with the MTSU Center for the Study and Treatment of Dyslexia to produce programs to educate both teachers and the general public on topics related to dyslexia

• Producing programs which offer professional development for teachers of English Language Learners in partnership with the ELL Collaborative at MTSU

• Continuing the collaboration with MTSU’s Division of Marketing and Communications to co-produce the monthly show, "Out of the Blue,” which highlights University events that are of interest to the broader community

• Working with colleges and departments at MTSU to produce programming which brings campus events and guest speakers to the ERC viewing audience.

Additional initiatives to be continued in 2019: In alignment with MTSU’s ongoing commitment to improving access for all individuals

under the Americans with Disabilities Act, the ERC has developed a functioning unit to implement closed captioning on the cable channel utilizing student workers and specialized software. This unit enables the station to close caption its own productions and more easily obtain closed caption files from distributors, thus enhancing our service to viewers who would benefit from active accommodation.

The ERC remains committed to better serving Murfreesboro cable subscribers by

providing program information to Comcast for inclusion on their electronic guide. Comcast has been a great help in attempting to provide such service, performing tests and research. Currently technical and logistic challenges are being addressed and we hope to have good news in 2019. Augmenting the initiative is the mtsu.edu/ercmt website which houses a weekly programming guide and a live stream of the channel.

Continued growth of the CEM Professional Development Center has afforded

ERC@MT the opportunity to expand our locally produced, original educational programming. In 2018, CEM/PD hosted nineteen K-12 professional development conferences with almost 2000 Tennessee educators in attendance, much of which was recorded and will be broadcast on ERC@MT in 2019.

. From a technical standpoint, how is the channel monitored and what procedures are in place to respond to technical issues, such as the channel being off the air and in black or frozen for extended periods of time? The station is continuously monitored during business hours by monitors located in

offices of key personnel and on a display in the public lobby area. In addition the Engineering core room houses monitoring for the Comcast return and is checked periodically during the day. The fiber optic send to Comcast is also monitored periodically during the day. Alarms, low quality, or interruptions in the signal, are reported to the ERC Director and the Assistant Engineer. They notify the Chief Engineer and work with Comcast services to rectify the issue.

During evening hours the ERC Director spot checks the station via a home Xfinity

subscription, ROKU express, Apple TV and the internet. In the event of a technical issue a remote desktop link is established to the video server and corrections are made. The server itself is configured to broadcast the “Total Info” service when detecting a lost or corrupted video file. In the event of a power outage the Learning Resources Center building is equipped with emergency generators and the ERC video center in the LRC is equipped with battery backup utilities.

African American History Month on ERC@MT

Excerpts from an email exchange with stakeholders in MTSU’s Celebration of African American History Month and ERC Schedule Recipients for February 2019.

“Good afternoon all you wonderful supporters of the Education Resource Channel! It’s coming up on February and once again we are proud to help celebrate National

African American History Month at Middle Tennessee State University. This month is full of great activities on campus and you can find a calendar of events at https://www.mtsu.edu/aahm/.

To help celebrate the ERC will be airing the excellent nine episode documentary

series A History of Black Achievement in America hosted by renowned actor James Avery from The Fresh Prince of Bel-Air.

The show airs Tuesdays at 9:00 am and 12:30 pm, as well as Fridays at 4:00 pm. The month will start out with an airing of our own award winning presentation,

Portraits: The First Black American Divas of Song and Opera, featuring MTSU voice professor Dina Cancryn.

The program will air the evening of the first at 8:30 pm, as well as Wednesday the 13th, also at 8:30 pm.

American educator and veteran civil rights activist Dr. Cleveland Sellers Jr. helped

lead the Student Nonviolent Coordinating Committee during the Civil Rights Movement. MTSU was privileged to have Dr. Sellers deliver the 2014 MTSU Black History Month Keynote, A Voice from The Movement.

Dr. Sellers’s talk will air on Monday the 4th and Friday the 22nd at 8:30 pm. How Do We Define The Civil Rights Movement? by Dr. Cynthia Fleming, Professor

of History UT Knoxville. Dr. Fleming delivered this presentation to K-12 teachers and librarians during an Introduction to Teaching with Primary Sources with the Library of Congress workshop conducted by TPS – MTSU.

Dr. Fleming’s talk incorporates her research and well as her own childhood narrative and will air Wednesday the 6th and Monday the 18th at 8:30 pm

The McDonald – Craig Century Farm has been in Mr. McDonald Craig’s family since its purchase by his great-grandfather Tap McDonald following the Civil War. It is the oldest known African American owned and continuously operating farm in the state of Tennessee. Join us for Memories and Music on the McDonald-Craig Farm from our series, The Land and the Legacy: The Stories of Tennessee’s Century Farms, co-produced with the MTSU Center for Historic Preservation.

Playing directly after Memories will be the award winning House Still Standing by

Mike Browning and Michael Nevills. This historical documentary tells the stories of Burrell Gannaway, one of Murfreesboro’s first alderman, and King Daniel Ganaway, a descendant of a slave who became a celebrated African American photographer.

History Month Keynote speaker Julie Cohen and MTSU Chair of Recording Industry Beverly Keel at 7:30 on March 18th. Ms. Cohen is the Oscar nominated co-director of the documentary RGB about Supreme Court Justice Ruth Bader Ginsburg. Screening of the film will be from 2:00 to 6:00 in the Student Union Ballroom before the Keynote.

As a corollary to the event the ERC will re-air The Kamla Show episode with Kamla’s interview of Julie Cohen and co-director Betsy West leading up to the film’s theatrical release.

The episode will air at The Kamla Show’s regularly scheduled times of Tuesday March 12th at 1:30 and 7:30. I’ll also air it on Saturday March 16th at 1:30 and Sunday March 17th at 7:30. Check it out before you go to the screenings and Keynote Monday March 18th.

organizations, etc. An event / activity sponsored by a not-for-profit non-MTSU organization or by

one or more private individuals as a public service. An event / activity that is free and open to the public. An event / activity sponsored by a not-for-profit organization that charges a fee

to cover the cost of the event / activity. An event / activity sponsored by a not-for-profit organization that charges a fee

to support a documented charitable organization (401C), public school activity, or public service organization.

Non-event information must provide a public service to the community or provide information about MTSU departments / offices / organizations.

Programs may be submitted in the form of High Definition electronic files or

physical media.

Include a cover email addressing the following points:

Title of the program Length of the work Date (year) work produced If dramatic, who owns the copyright to the script and what is the copyright date List of persons appearing in work Name(s) of scriptwriter(s) Reason why program would be appropriate for an educational access channel Brief description of content

Physically mail a signed release form for each person who performs in the work

and who wrote all or part of the script. Release forms for adults and minors may be

downloaded from the station’s website.

Include written permission from copyright holders for any audio or video contained

person submitting the program.

Programs will be evaluated by an evaluation committee comprised of ERC @ MT

administrative staff.

Programs will be evaluated within 30 days after the program is received.

Exception: programs received between November 15 and December 31 will be

evaluated by January 31.

The person(s) submitting a programs will be notified within 45 days after the

program is received.

Exception: notification of acceptance for programs submitted between November

15 and December 31 will be sent by February 15.

Acceptance of the program does not guarantee a specific date, time, or number of

Murfreesboro Cable Commission Public Hearing regarding Middle Tennessee Channel 10 Fall2018/Spring 2019 OVERVIEW MT10 is a student managed and staffed MTSU student organization. It has a faculty advisor, engineering and staff business-management support. This year, MT10 has had a student membership of 40-50 students including students from Media Arts and The School of Journalism and Strategic Media. The station operates with student activity fees funded by the office of Student Organizations. This year, the station has moved its news operation to be supervised by faculty from the School or Journalism. Station monitoring MT10 is regularly monitored by the college engineering staff and is viewable in the “Center for Innovation in Media”, the college’s student multi-media production area, as well via monitors throughout the college. We are pursuing having MT10 viewable in many locations on campus. Hours of new locally produced/non-repeat educational programming was aired during 2018/19 16 hours of live news and 64 hours of new local programming for 2018/2019 academic year. MT10 airs programming year-round but produces new programming during the Fall and Spring semesters, late August through late April. This year we have upgraded our operation so that MT10 produces programming in all three Media Arts production studios as well with the stations’ remote unit. Under new student management this year, MT10 has been working to revamp the channel and bring in new content. MT10 has been in discussions with 3 student-run TV stations in Arkansas, Pennsylvania and Ohio to partner and share programming. CURRENT ORIGINAL PROGRAMMING The Rise: This is a morning multi-segment news show with a Good Morning America feel to it. It has become one of our strongest programs and one of our longest running shows. The show has musical artists come to perform live, presents video packages about what events are happening in their community, and great interviews with local citizens as well as fun interactive pieces that involve pop culture and media. This show airs every other week on Thursday mornings at 9am as a Middle Tennessee morning show. MT @ Night: This is our late-night talk show style show. This show has people write skits and different gags for them to do on set and packaged. The acts they bring in range from musical artists to local comedians and magicians. This show airs every other week on Thursday nights at 8pm. AMP'd: This is our music show for the station. Our producers teamed up with another organization AMP Entertainment, and they bring on a new artist from AMP to interview and spotlight, and that artist has a chance to perform. The result is two-fold because MT10 gets a great new show, and AMP Artists get to have a great in-studio music video. The show also talks about shows going on in the surrounding areas and some national music related news. We have also crossed using the musical acts for some of the multi-camera classes to create even more in-studio music performances. This show airs every other week on Monday nights at 8pm. Health Fit: Each episode of this exercise serieschas a theme to their work outs. The host has guest workout partners, some experts to talk about ways to get in shape, offers healthy recipes to help the viewer even more

with a healthy lifestyle. It shows how the average college student can be healthy, even on a budget. This show airs 3 days a week 3 times each day. It airs Sunday, Monday, and Friday in the morning, afternoon, and night. MT10 News: Even though our newscasts are not a new show, it is very popular in the community. We keep our newscasts local to Rutherford county and surrounding areas. Our newscasts have won countless awards from Associated Press, SEJC, and other organizations. This year, we merged MT10’s news program production more closely with classes and faculty from MTSU’s School of Journalism. This has allowed our news content and production values to improve. We produce 2 live newscasts every week. One on Monday night and one on Thursday night. We go live at 6:30pm and the show re-airs that night at 10pm. The Turn: This is a variety show/late-night improv comedy show, where we turn the tables on hot topics in pop culture. This is the first season of the show and MT10 management is currently screening this show to students to determine the comedy level that really hits home with college students. We are planning to air Season 1 in the fall and continue filming Season 2. SPECIALS 2018 Elections, a four-hour special on the 2018 elections this past year as the final results came in for the state of Tennessee. We collaborated with 30 of journalism students and media students for this event. Panel Discussion Specials Pat Embry, an alumnus of Middle Tennessee State University, asked MT10 to film and package 4 panel discussion videos together. This event he Community Foundation of Middle Tennessee's annual training session for The Big Payback, the sixth annual online giving day for nonprofits. We filmed and packaged 2 panel discussions, 1 question and answer segment, and B-roll from the day. We will air this in the fall. Blue Sparks Awards The College of Media and Entertainment annual Blue Spark Awards this past year was broadcast live this year on March 30. This was an award show with submission from high school students from all of Tennessee. The production was produced, created, and directed by MT Medias Arts students. First Look An annual Spring Department of Media Arts showcase of student creative work in film, television, photography and animation. This year will be the first year MT10 has broadcast this celebration of student creative work. Raiders Choice Awards This 90 minute live special is MTSU’s version of the ESPYs where MT athletes and coaches are celebrated and awarded for excellent athletic and academic achievement.

NEW PROGRAM/OPERATION INITIATIVES FOR 2019-2020 We plan to continue with current programming as well to encourage new ideas from student members. New ideas include. MT Sporting Events The Department of Media Arts produced up to 30 live games a year for ESPN+ and ESPN3 including football, basketball, volleyball, soccer, softball and baseball. We plan to offer these ESPN games for air on MT10 on a delayed basis. MT Sports talk/information series The School of Journalism has a new “Sports Media” degree program, and this would help produce a weekly sports talk and information series., Student/Faculty Film, Animation and Photography Showcases A new series of shows will showcase the creative work of students and faculty in MT’s film, photography and animation programs. Current event panel, lectures and debates We plan to continue producing in-studio and on-location town hall-style meetings on current issues of the day. Restructuring We are investigating re-organizing our operation so as to bring various station departments under related, existing curriculum, as we did by bringing newscasts under the guidance of Journalism faculty and classes, and the planned Sports talk show to be produced in tandem with the Sports Media program. We are in discussions to move our social media efforts within the Interactive Media Major and our programming and general management within the “Media Management” faculty and degree program. We appreciate the committee’s confidence and generosity in allowing the Media production students at MTSU to have this invaluable and realistic learning opportunity.
