With reference to the Government Memo 4 th cited, I am to state that in the

reference 3rd cited a detailed report has already been submitted to the Governmentregarding removal of Pre-audit System enumerated in G.O. Ms. No.300 MA dtd

02.05.2009

2. In this connection I am to sate that according to point No.2.6. of the said guidelines

issued in the above said G.O read as follows:-

The monthly pay bills of the Municipal staff including teachers starting from

the month of April 2009, payable in May 2009 shall be prepared by the concernedDrawing officer strictly as per the list of employees and teachers and furnished to the



State Audit Department for pre-Audit before submitting to the Treasury for passing and

payment. The Treasury Officers shall admit the Salary bills as pre- A ud it ed b y the S ta teAudit Department. The Schedules for submission of bills as applicable to the other

Government servants will also hold good for Municipal employees and pensioners.

Similarly the bills of pensioners shall be prepared by the drawing Officer and submittedto the D.T.O./S.T.O. concerned. State Audit Department should thoroughly scrutinize the

bills calling for full details of orders sanctioning the posts, competent authority to

sanction the post has really sanctioned the post process of recruitment as per rules. After

verifying the necessary records fully only they may recommend the bill for admission.

2. 3. In this connection, I am to state that as per the above Para the monthly pay bills of Municipal employees includes Teachers started from the month of April 2009 payable in

May2009 shall be prepared the concerned drawing officer strictly as per the lists of

employees & Teachers and furnished to the State Audit Department for pre-audit before

submitting to the Treasury for passing and payment. Hence as per the conditions every

month the monthly payable to be pre-audited by the State audit3.

4. 4. In this connection, it is submitted that Government in G.O. Ms. No. 405 MA dt

02.06.2009 have issued amendment to Para 2.6 of G.O. Ms. No.300 MA dt 02.05.2009 as

follows:-In Para 2.6 “ Preparation and Passing of Bills the following para shall be

added:-

In case of non availability of specific sanction orders for any posts the State Audit

Department may verify the Service Registers of the employees concerned as per thechecklist enclosed to this order and recommend for admission of Pay bills to the

Treasury, if the appointments are as per rules in force at that time of appointment. All

Such cases whose appointment, Department of State Audit may bring such cases to thenotice of Government for appropriate decision. In case of employees whose appointment

was done after implementation of Act 2 of 1994, the State Audit Department shall ensure

that the appointment was not done in violation of Act 2 of 1994. The salaries of suchindividuals, whose appointment is in violation of Act 2 of 1994, and whose services were

not regularized due to non fulfilling of the conditions stipulated in G.O.Ms.No.212,

Finance (PC.III) Dept., Dt:22.04.1994 shall not be paid from the Treasury under 010-

Salaries and shall have to be paid from their own resources of the MunicipalitiesConcerned.

5. Further it is submitted that the Director of State Audit, A.P, Hyderabad vide their letter circular Memo.Roc.No.2822/A1/2010, Dt:17.03.2011 (copy enclosed) informed

that the Government was addressed vide their Lr.No.7566/A2/2010 Dt:30.06.2010 to

issue an amendment to Pre-Audit the first bill only as in the case of PRIS. The

amendment is yet to be issue. Therefore all the District Audit Officers are informed thatPre Auditing of bills once i.e., at the time of admitting in Treasury will suffice. Hence,

they need not conduct pre audit every month.



6. In view of the above while enclosing the circular Memo.Roc.No.2822/A1/2010

Dt:17.03.2011 of the Director of State Audit, Hyderabad and representation letter

references 5th and 6th cited, I request the Government to issue specific orders for deleting

the Pre-Audit system enumerated in G.O. Ms. No.300 MA, Dt 02.05.2009 which wasamended in G.O. Ms. No.405 MA, Dt 02.06.2009, so as to claim the bills to

the District Treasury Office, and to avoid timely delay in payment of salaries to the

Municipal Employees and Municipal Teachers.
